Activity of the state plays the major function in development and realization of youth policy of Russia, it is directed on creation of legal, economic and organizational conditions and guarantees for self-realization of the identity of the young man and development of youth associations, movements and initiatives. The most important means of involvement of youth in political life and the social and labor relations is formation of system of ideas and the principles concerning a place and a role of young generation in the society, making base for effective joint practical activities of the state, employers, public organizations and other social institutes on realization of these ideas and provisions for formation and development of youth, realization of its creative potentialities in interests of society. In article problems of distribution of responsibility between the state, business and noncommercial sector are considered at realization of youth policy of Russia and other countries.

The article is devoted to the generalized development of the legal mechanism and analysis of various directions of the state youth policy of the Republic of Azerbaijan. Analyzed the progress of the implementation of the relevant regulatory legal acts and programs. The ever-growing role of youth in the social and political life of the country is assessed. The state youth policy established by the National Leader Heydar Aliyev and successfully continued by President Ilham Aliyev is considered. It is concluded that youth policy is at the heart of the reform of human resources. Much attention in the state youth policy is paid to the identification, support and development of talented youth.

The study is devoted to the substantiation of the basic components of the mechanism of regulation of social and labor relations in the united territorial communities of Ukraine. The article analyzes the research on the role of the state and local governments in regulating and developing social and labor relations at the local level. The leading world concepts in regulating social and labor relations have been characterized. The purpose and role of local self- government bodies in regulating social and labor relations have been defined. The basic scientific approaches to the concept of “community development” have been investigated. Based on the research, the basic components of the mechanisms of regulation of social and labor relations in the united territorial communities have been identified and their characteristics have been given.

The article presents the fundamental trends typical for the current stage of socio-economic development. The role of the integration of innovative technologies and digitalization of the economy is emphasized, and some tasks and problems associated with these processes are outlined. It is noted that in the conditions of the new technological order, social and labor relations and the position of the Russian labor market are changing. The changes under consideration determine the transformation of the nature of work and the requirements for modern specialists. The article highlights some of the contradictions that exist today between the educational services market and the labor market. The correlation of changes in the modern labor market and the prospects for the development of the social sphere in the new conditions is shown. The role of social policy in these processes is emphasized, and some issues characteristic of the current stage of the development of Russian social policy are noted.

The article highlights the problems of knowledge-oriented society development in Russia. According to the communication development policy concept of the Russian Federation, communication / information policy is to be viewed in terms of Russia’s transformation into a knowledge/information-oriented society. The concept identifies three priority areas and top goals which are major challenges to the process of building up a knowledge/information-oriented society, namely: (1) the development and implementation of a requisite technology base; (2) Russia’s close international cooperation in creating its strategy for a transition to a status of a knowledge/information-oriented society; (3) creating the social, economic and cultural conditions to facilitate the process of transition. The concept holds that the success of the transition towards a knowledge/ information-oriented society is dependent on the knowledge/information readiness of the society. The authors analyses the documentation and literature dealing with the stages of creating the concept of the state youth policy of RF and identifies the role of communication/information policy for the state youth policy as well as its newly-acquired features that evolved in response to globalization and knowledge/informationoriented society development. The author concludes that the informational localization of Russia’s younger population is accounted for by (1) the hard factors of their lifestyle, which coupled with high regional diversity and differentiation breed a great variety of thesauri, and (2) cementing network communities, which enable their members to satisfy their informational needs independently of the state or social structures.

The article considers the social policy of the state in the field of labor relations of Russian mothers with preschool children and the main challenges faced by mothers in this area. The author of the research paper analyses such problems as female unemployment, occupational segregation, discrimination; issues associated with the functioning of a socially fair system for designed to protect working mothers, problems associated with combining family obligations and raising children with labor activity. The article is based on the results of the author’s sociological study of representatives of this category conducted by the author in the spring of 2020. The suggestions of respondents for solving the problems under consideration are outlined.


The relevance of this article is due to the growing role of young people in the political life of Russia and in the transformation of the social, political and economic spheres. Young people are the moving force behind all major processes in any country. Concerning Russia, it should be noted that young people make up a third of the population. The way the problems of Russian youth will be solved will determine the current vitality and future of the country. The practice of the last decades convincingly proves that in the rapidly changing world, those countries that can effectively form and productively use the innovative development potential, the main carrier of which is young people, will have strategic advantages.

Since 2003 the rapid development of China's social policy has aroused much academic interest. This research places the development of social policy in China's political and economic context, focusing on the changing role of the state in making and implementing social policy. Based on the policy paradigm theory, this article builds up a framework to analyse the shift of social policy paradigms in post-Mao China, examining the changing role of the Chinese state in social welfare and social development. It argues that China's latest round of social policy expansion was driven by the social problems accumulated during the economic reforms, with change triggered by the SARS crisis, and its shape finally determined by the central political leadership led by Hu Jintao and Wen Jiabao in a top-down manner.

<p>The current paper features the essence and legal bases of social protection in foreign countries, as well as a comparative analysis of social support models in the Russian Federationand foreign countries. The author investigates the role of the social state in the implementation of youth policy, identifies key problems in relations between the youth and the social state, the most important aspects of the interaction of these two institutions. The arguments presented in the scientific article allow the author to distinguish a number of urgent problems in the sphere of interactions between the youth and the state in the conditions of modern Russia, each of which may lead to a number of negative social consequences. The youth policy implemented by the state is unmethodical. The main focus has currently shifted from the federal level to the level of the constituent entities of the Russian Federation, with the supreme bodies of state power having only overall strategic planning and determining the main directions of the youth policy in the country.<strong></strong></p>
