This work is inspired by the article “Local Humanities and Education in Front of the Third Millennium Challenges” by B.G. Sokolov. He discussed the “local challenges” generated by “integration” and “optimization” that have nothing to do with the scientific process, and about simulation actions as the expected response to these challenges. The author considers typical ways of simulating the scientific process, leading to an increase in the quantitative parameters of reports, but not contributing to an increase in scientific knowledge (artificial increase in publication activity; defense of frankly weak qualifying works, including dissertations; imitation pseudoscientific conferences; “omnivorous” paid journals; blurring the lines between genres of work in pursuit of funding). The proliferation of simulation mechanisms that do not contradict normative documents testifies to the loss of the qualitative criteria necessary for the self-preservation of science. The use of regulatory instruments provided for by the current bureaucratic acts is also formal, and often overtly simulated. In fact, many of the identified “challenges” are not “local”, inherent exclusively to Russian science. In addition, as the practice of recent years shows, the problems and consequences of the simulation of scientific work are well understood by domestic scientists who are trying to draw attention to anomalies and develop mechanisms to counter their manifestations (activity of Dissernet and ASEP), which indicates the existence of an “initiative from below”. The author believes that the activity of the professional community of art historians and critics can become a model in restoring regulatory mechanisms for the humanities. The criteria for the quality of scientific work and traditions of criticism that have survived in this community will not replace the imposed quantitative parameters, but can reduce the reputation losses of the Russian humanitarian science.

Russian science is increasingly becoming an applied technological in its character. Hence the list of a prioritized fields of science, active inception of an innovative grant-based principle at Russian Foundation for Basic Research and Russian Science Foundation, technology-oriented segments of a National project "Science", etc. However, it is known that the essence of scientific work is a generation of new knowledge that cannot be quantified. As a result, an extremely dangerous substitution of concepts occurs: “the quality of new knowledge” is replaced by the “quality of fulfilling the state grants”, which is determined by the number of published articles and the journal's impact factor. Accordingly, the system of stimulating scientific activity in scientific organizations of Russia is focused on the growth of publication activity of scientific employees. Economic models are known in game theory, which are allows different strategies of players and allow in the current situation to build a balanced research stimulation system in a separate institute that pursues two clearly defined and different goals - obtaining fundamental scientific results and fulfilling publicationindicators according to the state grants.

The legislative reforming of the Russian Academy of Sciences was activated in 2013. Not a consequence, but an important tool for the implementation of this reform and its deepening has become «digitalization» in the form of an exaggerated presentation of the results of scientific activity as bibliometric indicators, including the quality and number of publications. Based on the data of the Russian Science Citation Index the article examines the results of the policy of «increasing the visibility» of Russian economic science in the world publication space. It is shown that in a relatively short time, both extensive and intensive factors of increasing the publication mass are practically exhausted. At the same time, the qualitative parameters of publication activity turn out to be of low variability depending on the dynamics of the publications themselves. The issues of displaying the quality of scientific journals in bibliometric indicators are discussed. The conclusion is made that there is no antagonism between bibliometric and expert metrics when the latter prevail. A sequence of using these metrics is proposed for a comprehensive assessment of the results of scientific activities of organizations and scientists.

The main task of the article was to identify the dynamics of changing social characteristics of graduate students from research institutes of Novosibirsk Academgorodok. For the comparative analysis we used the data of polls conducted in 2005 and 2018. We compared such variables as the reasons for admission to graduate school, assessments of the current state of the main elements of scientific activity, the expectations of graduate students about their future profession, primarily a scientific career, criteria and factors of its success. Based on these results we planned to identify the main trends inherent in graduate studies as the main method of training personnel for Russian science. It is concluded that at present the system of training highly qualified scientific personnel in the country is in an unstable state. As a result, there is an active discussion in the professional community about ways of further reforming graduate school.

The author highlights the criteria for assessing library scientist's impact by the number of the publications using citation indices and Hirsch factor. The functions, advantages and drawbacks of citation indices are discussed, as well as the factors to affect Hirsch index. The author examines the credibility of the Russian Science Citation Index data and the quality of journal publications in the HAC list. Standards of originality in the Antiplagiat system and the quality of scientific publications in the library science, bibliography and bibliology are discussed. Some approaches toward scientific work evaluation in the modern library and information science are proposed. The author argues that the quantitative indicators should be combined with the expert assessment.

The papaer presents a review of some publications on the history of the development, formation, functions and capabilities of scientometrics, as well as the state of Russian science and its role on the international arena. The thoughts regarding the role of scientometrics in modern scientific research are stated. To date, scientometrics provides a number of possibilities. First of all, it is a system for monitoring publication activity of scientists around the world. Obviously, the main goal is structuring scientific publications with the following improvement of scientific activity. Howewer, are modern scientometric indicators objective in relation not only to the number, but also to the quality of scientific publications? Is the notorious Hirsch index an ideal parameter for evaluating the performance of researchers? Are there any prospects for scientometrics in the modern scientific world, or is a worthy alternative to currently used methods for assessing scientific activity required? These and many other questions are raised by the authors in this article.

In this paper we attempt to classify Russian journals in economics and related disciplines for their scientific significance. We show that currently used criteria, such as a journal’s presence in the Higher Attestation Committee’s list of journals and the Russian Science Citation Index (RSCI) impact factor, are not very useful for assessing the academic quality of journals. Based on detailed data, including complete reference lists for 2010—2011, we find significant differentiation of Russian journals, including among those located at the top of the RSCI list. We identify two groups of Russian journals, tentatively called category A and B journals, that can be regarded as the most important from the viewpoint of their contribution to the economic science.

The paper outlines system capabilities of Russia to join the scientific and technological leaders through changes in the staff policy in the science field, which was the purpose of the research.The subject of the research is institutional changes occurring in science and, particularly, staff training. The status of the Russian science is assessed in terms of changes in the basic rules and their adjustment with an emphasis on material and non-material incentives, staff rotation and training of young scientists. The paper proves that the frequency and content of institutional changes affect the quality of the scientific development and the training of scientific staff; moreover, copying the rules already in use reduces the competitive potential of science. From the scientific and practical standpoint, the research is novel in that it formulates proposals for establishing a labor compensation system and introduction of basic institutions (rules) to ensure the functioning of the scientific sphere and the efficiency of functions immanent to the latter. The paper proposes a “scientific product” doctrine that can be used for assessment of a scientist’s labor, according to which the scientist creates a product that is assessed not by the citation frequency or the number of published articles and books but by the importance of discoveries in theory and practice, the significance of new formulas and methods developed. It is suggested that the scientist’s labor compensation system be presented by two levels: the current salary and the estimated value of the total scientific product created. The problem of scientific work incentives can be solved by introducing a special tariffqualification grid tied to the system of the scientist’s promotion.

Research is considered a function aimed at obtaining new knowledge and its application for the solution to problems or questions of a scientific nature, The universities framed in the fulfillment of their social function have a complex task given by training a competent professional who assumes research as part of their training and who learns to ask questions that they are able to solve through scientific research.  Scientific research is an indicator of the quality of processes in the university environment, so it must be increased by virtue of the results of the work carried out by research teachers and students the objective of this work is to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Objective: to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Methods: theoretical and empirical level were used, a questionnaire with closed questions aimed at knowing the opinions on the research activity in this institution was applied. Result: that of the sample analyzed 309 (39.3%) said they agreed with the training for the writing of scientific articles. 38.6% said they agree with the training on research projects. Conclusion: that teacher’s research should be enhanced to ensure the formation and development of research skills in students.
