MODELING FEATURES IN DECISION-MAKING IN THE FIELD OF PROFESSIONAL MEDICAL EDUCATION

The article presents an approach to modeling decision-making in the process of professional medical education, taking into account the theory of management. Possibilities of application of the method developed by the author on analysis of parameters of "problem field" and minimization of factors of "uncertainty" in selection of themes and educational material based on application of indices of presence of problems are considered. The purpose of the study was to consider decision-making issues in the field of professional medical education based on management theory in order to increase the competence of teachers and students, as well as to form educational programs and educational projects taking into account industry specifics and existing restrictions. As a method of research, modeling was used, including sign modeling, including using mathematical methods and ratios; system analysis; and methods of situational and logical analysis of management problems for setting and selecting alternatives to solve research problems. In addition, strategic reflection was assessed against the background of industry specifics and existing restrictions in the training of specialists in the field of health care, as well as the likelihood of ensuring a Nash-equilibrium vector of actions corresponding to the topic under consideration. The conclusions contain proposals for the introduction of this approach in the formation of educational services in order to increase their manageability and achieve their goals.

Presented are social-ethical recommendations for medical education under conditions of pandemic of coronavirus infection. In the modern world there are many social and ethical problems, that depend on the worldview, philosophical and spiritual and moral positions of the state, society in general and individual in particular. Social and ethical issues of digital learning technologies caused by the new coronavirus infection have not yet been fully studied. The author analyzes a number of these aspects, related to medical education during the 2020 COVID-19 pandemic. The following research methods were used in the work, i.e. study and analysis of special literature, synthesis, modeling, comparison, generalization, observation, system analysis and theoretical knowledge. The article contains a number of social and ethical recommendations to help teachers and students better adapt to the distance learning format.

The article proposes to use modern Internet technologies for improving the accuracy, speed and validity of financial decisions. They allow us to create a special web page where investors can conduct an assessment of potential investment objects financial status online through an appropriate decision support system. Research is based on the scientific works of domestic and foreign scientists using on the assessing the financial condition of the enterprise problems, the preparation of reporting documentation of specific enterprises, as well as taking into account the results of personal research. A detailed analysis of theoretical, scientific and practical publications, regulatory documents for assessing the financial condition of the enterprise, as well as relevant works on economic and mathematical modeling is carried out. He made it possible to identify the theoretical and applied problems in the field of study and to propose ways to solve them. The expediency of using economic and mathematical methods for estimating the financial state of the enterprise is substantiated. Formulated scientific provisions, conclusions and recommendations are based on the study of the subject area, the application of methods of economic and mathematical modeling, system analysis and methods of expert assessments. Such a system will make it possible to speed up the decision-making process, to carry out an objective and independent expert evaluation, taking into account the specifics of foreign financial management, to simplify the evaluation process through Internet technologies, and to significantly reduce the cost of such service. It is proposed to apply the theory of fuzzy sets in the construction of DSS, which allows to take into account the different quality parameters of the object being evaluated, to stratify the evaluation process and to analyze a powerful set of evaluation parameters. As a result, it improves the quality of assessing the financial condition of the enterprise using the methodology and tools of mathematical modeling.

The significant part of the constructions’ value consists of construction materials price. With the aim of using financial resources for the construction effectively, it is very important that well considered and reasonable decisions should be made regarding the selection of construction materials. Most of all construction on‐line systems seek to find how to make the most economic construction decisions and essentially these decisions are intended only for economic objectives. Construction alternatives that are under evaluation have to be evaluated not only from the economic position, but also take into consideration qualitative, technical, technological and other characteristics. Additionally, in seeking to facilitate the work of decision‐makers, computer technologies are used that operates according to particular models. These models are based on special mathematical methods in order to facilitate decision‐making and apply to a certain decision area. In this article, the possibilities of applying methods for popular decision‐making are analyzed regarding the selection of construction materials.

Objective: To verify how Knowledge Management (KM) is being associated with Smart Cities (SC) initiatives, through the analysis of the scientific production of both themes in indexing journals in the last 10 years. This article has three research questions: 1. What are the methodological approaches adopted to investigate research problems on KM in SC. 2. What are the research topics investigated on KM in SC? and 3. How is research on KM characterized in SC?Relevance/originality: This research analyzes how KM is associated with SC initiatives and proposes a research agenda on KM in SC.Methodology/approach: The method used was a semi-systematic literature review.Main results: The research found gaps concerning the adaptation of KM models in the context of SC, the selection of relevant variables for the analysis of KM in SC, the effect of KM on the results of SC initiatives, and how actions emerging issues of transparency and governance can influence or be influenced by KM.Theoretical/methodological contributions: The article builds an overview of the collaboration of two fields in evidence today. In addition to the analysis of all articles in the sample, which includes quantitative data, the authors bring a proposed research agenda with the aim of promoting the maturation of the theme. The main theoretical contributions are in the proposal of the prescriptive framework and the research agenda.Social/management contributions: In a context of excess knowledge, decision-making becomes complex. Thus, understanding how KM can act in the complex context of SC helps managers to visualize alternatives to problems, selection, and organization of knowledge that affect decision-making.

The purpose of this article is to understand the factors determining the state of European Union-NATO relations since 2017. Current determinants of these relations are discussed alongside the structures of interinstitutional links between the two organizations. In order to properly investigate the research problems identified, qualitative selection of sources in the form of legal acts and ‘soft law’ documents of the organizations concerned has been employed. The research questions addressed in the analysis concern the sources and dynamics of changes in these relations. The answers are based on an examination of the determinants of behavior of participants in the decision-making process of both organizations. The article is based on the assumption that, in the period analyzed, the hitherto principle of correlation of tasks based on the two organizations mutually complementing their respective potentials, has been modified. Recurrent situations calling for a joint and multidimensional response to cri- ses have considerably widened the potential scope of strategic commitment of both partners and contributed to their links becoming stronger. Intensified activities aimed at developing the EU’s CSDP have occurred while political disputes regarding the role of both entities in the new balance of strategic forces have significantly multiplied. European limitations on ex- ercising an actual military influence in the region impede the chances of effective cooperation between the two entities.

Introduction.  During the training of emergency specialists, the development of a clear, structured thinking is important.  And the mathematical disciplines themselves are aimed at activating the intellectual activity of cadets and students, the ability to think logically, consistently, and reasonably.  However, cadets and students consider mathematics to be a complex, inaccessible and not very necessary science.  Therefore, there is a need for continuous, continuous development of methods, technologies of forms of training that would increase interest, accessibility to mathematical disciplines and at the same time, were aimed at improving the quality of training of future rescuers. Purpose.  Identify the main stages of teaching higher mathematics for future civil defense specialists and substantiate their peculiarities. Methods.  The article used methods of scientific knowledge (general), methods used in the empirical and theoretical levels of research (transition from abstract to specific).  Results.  The basic stages of teaching higher mathematics for future specialists of civil defense are determined: motivation, research, assimilation, application.  The proposed stages are analyzed in detail.  The regularities that contribute to the increase of motivation (selection of educational material, system approach, creative approach, a variety of forms and methods of teaching, taking into account the specifics of the future profession, the use of innovative teaching technologies) are highlighted.  There are three phases of knowledge (curiosity, curiosity, theoretical knowledge).  It is determined that for the acquisition of knowledge it is possible to use the information - search type of classes with its microstructure.  Planning the microstructure of occupations in the first place should put the level of cognitive activity, awareness and independence in the performance of educational tasks.  It is noted that the process of assimilation is the process of internalization of knowledge, putting it into the inner plan of man, and the application is to extraorise knowledge, make it to the outline of human activity.  It was investigated that the stage of application of knowledge is divided into two parts (the first is the application of knowledge, skills in standard terms, the second - the transfer of knowledge, skills, skills in new, changed conditions).  Examples of applied tasks that can be solved in higher mathematics classes are given.  It is substantiated that only in combination of all stages is formed the need for knowledge acquisition and their application. Conclusion.  Stages of teaching higher mathematics - a cyclical process that requires constant improvement, hard work of the teacher.  Stages of motivation and application combine the same laws (selection of educational material, creative approach, taking into account the specifics of the future profession, the use of innovative teaching technologies).  And only in a logical, thought-out combination of these stages can one form the future need for civil protection specialists to expand the knowledge and apply it to practical application.
