Medical education under conditions of pandemic of coronavirus infection: social and ethical recommendations

Presented are social-ethical recommendations for medical education under conditions of pandemic of coronavirus infection. In the modern world there are many social and ethical problems, that depend on the worldview, philosophical and spiritual and moral positions of the state, society in general and individual in particular. Social and ethical issues of digital learning technologies caused by the new coronavirus infection have not yet been fully studied. The author analyzes a number of these aspects, related to medical education during the 2020 COVID-19 pandemic. The following research methods were used in the work, i.e. study and analysis of special literature, synthesis, modeling, comparison, generalization, observation, system analysis and theoretical knowledge. The article contains a number of social and ethical recommendations to help teachers and students better adapt to the distance learning format.

Internationalization serves the purpose of increasing the world rating of an educational institution, contributes to improving the quality of education in general and is one of the main factors in the competitiveness of a technical university in the modern world. The article describes the main directions of the development of this process in the frame of Nazarbayev University experience, the Canadian and Russian experience of research to establish a framework of capacity building for internationalization. This study is carried out during the implementation of the project "Capacity building for the internationalization of a technical university by means of digital learning technologies" (IRN project АP08052214), approved by the priority "Scientific foundations" Mangilik el "(education of the XXI century, fundamental and applied research in the humanities)" grant funding for young scientists for 2020-2022 by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. The author considers different approaches in understanding the process of internationalization, investigates the methodology of benchmarking, the process of internationalization of the university, presents the goal, scientific methods and potential of the project. The primary analysis of the studied works on the internationalization of higher education showed that there were problems in the results of international activities of national and foreign practices and the lack of work on capacity building for the internationalization of technical universities.

The chapter deals with the methodology of creating a unified information educational environment, providing the implementation of continuing education, the development and implementation of educational models, programs, environments, implemented with the use of digital technologies. The concept of “open educational system” was determined. The necessity of system analysis at the macro and micro levels with views of subsystems, which are its elements, was sufficiently justified. The notion of “system of continuous education” was determined. The related problems were analyzed and the solutions for the management of system of continuous education in the market economy and in terms of accession to the digital economy, were proposed. Were classified digital learning technologies in order to implement them in the open education systems. The paper shows that shaping of creative potential of future specialists can be performed through the introduction of digital technologies on the basis of educational technology and information and telecommunication technologies.

The article deals with the problem of introducing distance education in Russia in the context of the coronavirus pandemic. The author reveals the advantages and disadvantages of distance learning in comparison with the usual, traditional, in the higher education system. The article concludes that in a pandemic, distance learning has become a salvation for the higher education system, although in general it has a number of disadvantages. In a pandemic, the transition from the traditional system to distance learning was a salvation for education in general. However, its emergency introduction showed that for the usual traditional Russian education system using only insignificant digital learning technologies, this became a great stress both for the students and for the teachers themselves.

The article reveals the results of a sociological survey that allowed the authors to measure and analyze the levels of digital literacy of teachers and students of the Udmurt State University, as well as to assess the willingness of teachers and students to use digital technologies in the educational process and to the transition to the active use of distant learning technologies, including emergency transition to distant education due to the spread of coronavirus infection and rigid restrictions connected to self-isolation in the spring of 2020. In assessing the readiness of teachers and students for distance education, the authors proceed from the fact that it can be identified on the basis of their digital literacy index. According to the results of a sociological survey, the digital literacy indices of teachers and students are calculated, a detailed analysis of the components of these indices is given, the problem areas in the ICT competencies of teachers and students are identified, and the corresponding conclusions are drawn. The article provides a number of recommendations on the further use of digital technologies in the educational process of the university.

The sphere of justice has also been affected by the global trend of universal digitalization. In view of a threat facing the world in the form of the new coronavirus infection COVID-19, as well as restrictions on access to court buildings in 2020, the initiative to amend the procedural legislation is relevant and timely. These amendments concern equalizing the legal status of written documents and electronic documents, about the methods of notifying the persons involved in the case, about the use of systems that allow the court and the parties to participate in proceedings remotely, while observing all procedural norms. The article attempts to study the trends in the development of civil procedural legislation, guided by the draft law, which was submitted for discussion by the Ministry of Justice of the Russian Federation on October 19, 2020. Purpose: to analyze trends in the development of civil procedural legislation in the modern world. Methods: the author uses empirical methods of comparison, description, interpretation and theoretical methods of formal and dialectical logic. Special scientific methods are used: legal-dogmatic and the method of interpreting legal norms. Results: the analysis of the draft law reveals some positive and some controversial points that are subject to clarification and more detailed disclosure if it were adopted. The position of researchers studying the issues of informatization of justice is reflected, the prospects for the development of the judiciary in the field of further digitalization are indicated.

The article presents an approach to modeling decision-making in the process of professional medical education, taking into account the theory of management. Possibilities of application of the method developed by the author on analysis of parameters of "problem field" and minimization of factors of "uncertainty" in selection of themes and educational material based on application of indices of presence of problems are considered. The purpose of the study was to consider decision-making issues in the field of professional medical education based on management theory in order to increase the competence of teachers and students, as well as to form educational programs and educational projects taking into account industry specifics and existing restrictions. As a method of research, modeling was used, including sign modeling, including using mathematical methods and ratios; system analysis; and methods of situational and logical analysis of management problems for setting and selecting alternatives to solve research problems. In addition, strategic reflection was assessed against the background of industry specifics and existing restrictions in the training of specialists in the field of health care, as well as the likelihood of ensuring a Nash-equilibrium vector of actions corresponding to the topic under consideration. The conclusions contain proposals for the introduction of this approach in the formation of educational services in order to increase their manageability and achieve their goals.

Introduction. The spread of coronavirus infection COVID-19 has led to a forced and rapid transition of educational institutions, including law universities, to distance learning, which has become its predominant and even exclusive form in some periods. The research purpose is to study the features of the transition from traditional to distance learning during the COVID-19 pandemic based on the opinions of students and teachers at a law university. Materials and methods. The survey was attended by the teaching staff and students of Kutafin Moscow State Law University. In June 2020, eighty (80) teachers and sixty-five (65) students and in December 2020 – one hundred and thirty (130) teachers and four hundred and sixty-three (463) students took part in the survey. The survey was conducted remotely using Google Forms. Methods of mathematical statistics were used: descriptive methods (percentages, graphical data presentation), Spearman’s rank correlation coefficient. Research results. The forced large-scale transition of practicing lawyers to the work with digital technologies in the context of the spread of coronavirus infection revealed the lack of digital competencies in many of them and demonstrated the need to prepare law students for future work in the digital environment. A two-stage survey of teachers and students at a law university made it possible to reveal a significant change in attitudes towards the electronic educational environment and distance learning technologies. An improvement in the quality of education in the second period was noted by 43.0% of students and 41.5% of teachers. Due to the transition to learning with the use of distance learning technologies, teachers began to communicate more often with students and colleagues (r = 0.203; p < 0.05), as a result of which the emotional perception of the educational process in many teachers changed for the better (r = 0.236; p < 0.01). Discussion and conclusion. Learning with the use of distance learning technologies allows students to form new digital competencies that are necessary and in demand in the modern world. In this case, an important role is given not only to remote lecture- and seminar-type classes, but also to remote academic training, which is close to real conditions of the activities of practicing lawyers.
