The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

Данная статья посвящена одному из аспектов становления и раз- вития осетинского национального музыкального театра. Раскрывается исто- рия создания и функционирования Осетинской оперной студии при Московской государственной консерватории. Формирование национальных оперных студий явилось одной из составляющих государственной стратегии по ускоренному развитию музыкального искусства в национальных республиках. Выпускники Осетинской оперной студии составили основу Оперного ансамбля (1951), а за- тем и оперной труппы национального музыкального театра (1958, 1972). Осо- бое внимание автор уделил изучению архивных документов, материалов прес- сы, раскрывающих особенности учебного процесса и творческой деятельности студийцев. This article is devoted to one of the aspects of formation and development of the Ossetian national musical theater. The history of the creation and functioning of the Ossetian Opera Studio at the Moscow State Conservatory is revealed. The formation of national Opera studios was one of the components of the state strategy for the accelerated development of musical art in the national republics. Graduates of the Ossetian opera studio formed the basis of the Opera ensemble (1951), and then the Opera Сompany of the National Musical Theater (1958, 1972). The author paid special attention to the study of archival documents and press materials that reveal the features of the educational process and creative activities of students.

The purpose of the research was to determine the system of measures aimed at financial provision of restoration and improvement of the fertility of the agricultural lands, which are an important part of the state strategy for the development of the Ukrainian economy agrarian sector. Characteristics of land use in European countries and Ukraine were presented. The sources of financial provision of agricultural land restoration were analyzed. The measures aimed at successful restoration of fixed assets of agrarian enterprises, in particular land resources are proposed.

Since its creation in the mid-eighteenth century, the state of Nepal has claimed to be Hindu. This chapter describes how the assertion of Nepal’s Hindu identity became an explicit and politicized state strategy from 1960 to 1990. The definition of the state as Hindu was increasingly challenged after 1990, culminating in the declaration of secularism in the aftermath of the civil war (1996–2006). The dominant position of Hindu high castes (Bahuns and Chhetris) has remained, however, and support for a Hindu state remains high. This support is sustained by recurrent arguments, many borrowed from India, that reposition the Hindu majority as an embattled community. The new constitution of 2015 reflects conflicting understandings of and struggles over secularism. It simultaneously institutionalizes a clear shift in the understanding of Hinduism. Hinduism is today beginning to be conceptualized as one religion among equals, and a personal choice, rather than as a collective and inherited identity.

The paper contains the results of studying the conditions, processes and tools for the digitali-zation of agriculture in Japan, South Korea and Australia, which have common soil and climatic conditions and specialization in production with some regions of Russia, the identity of the problems in the implementa-tion of digital transformations. As a result, the most relevant solutions for Russia were identified in the state strategy for the digitalization of the industry in the aspects of collaboration between science, education and production, areas of state support.

The paper identifies the main promising directions and conditions for increasing the level of efficiency in the use of associated petroleum gas in Russia. It is shown that the state strategy aimed at ensuring a 95% level of APG utilization is feasible in the development of a comprehensive system of incentives for companies, primarily in the use of the latest technologies and equipment for APG processing, as well as in fulfilling the requirements of licensing agreements.

Este artigo versa sobre os atravessamentos políticos no livro didático e a manifestação deles por meio dos conteúdos da Geografia Política. Mais do que uma estratégia estatal, a política educacional – como o Programa Nacional do Livro Didático- é uma regulamentação na esteira de uma racionalidade adotada pelos governos. Os livros didáticos são o lócus para analisar os atravessamentos entre Política e ciência geográfica. Para tanto, esse artigo foi elaborado por meio da análise de duas coleções didáticas: Geografia Geral e do Brasil e Fronteiras da Globalização. A metodologia escolhida foi aquela que coloca em suspenso a informação para estabelecer interrogações sobre o que já está sendo dito. Com este método de análise, depreendemos duas formas distintas de manifestação da relação entre a Política e a Geografia no campo da Geografia Escolar: a Geografia Maior - pensada para e pelo Estado; e as Geografias Menores - manifestam-se pela abordagem de uma outra Geografia Política, pautada em diferentes escalas, permitindo contatos e análises para além do Estado. Conclui-se deste estudo que não há como conceber a ciência geográfica e a Geografia Escolar desconectadas da dimensão política, e que o livro didático é um lugar de disputa de racionalidades e de geografias. Encontramos nas análises elementos de cada uma dessas geografias. E percebemos a potencialidades das Geografias Menores em fomentar no aluno sua atuação na transformação do espaço geográfico. PALAVRAS-CHAVE Livro didático, Geografia política escolar, Geografias maior e menor.   A POLITICAL GEOGRAPHY DISPUTE IN THE TEXTBOOK: major Geographiesandminor Geographies ABSTRACT This article discuss the political crossings in the textbook (LD) and their manifestation through the contents of Political Geography. More than a state strategy, educational policy - like the National Textbook Program - is a regulation in the wake of a rationality path embraced by the governments. The textbooks are the locus for analyzing the crossings between politics and geographic science. Therefore, this article was prepared by analyzing two collections of LD, General and Brazilian Geography and Frontiers of Globalization. The methodology chosen was which puts the information on hold to establish questions about what is already being said. From this analysis, we deduce two different ways of manifesting the relationship between Politics and Geography in the field of Geography in school: the Major Geography – which is thought for and by the State; and the Minor Geographies, manifested by the approach of another Political Geography, based on different scales that enable contacts and analysis apart from the State. It is concluded from this study that there is no possibility to conceive geographic science and school geography disconnected from the political dimension, and that LD is a place of dispute of rationalities and geographies. We found in the analyzed LD elements from each of these geographies. And we considering as possibility in Minor Geographies a way to encourage the student action in geographical space transformation.
