Strategic planning in library services is becoming needs today in responding to challenges in the era of industrial revolution 4.0. Strategic planning is also needs to respond the role of libraries as institution for providing information and knowledge in educating and empowering the nation. Thus, the strategic planning design is needed as a reference in developing future-oriented library services. This research aims to formulate the North Nias Public Library’s strategic planning design in improving public services. The research method was descriptive qualitative by collecting data through interview, observation, and documentation. The results of this study were North Nias Public Library’s strategic planning design with Hensley-Schoppmeyer Model which become a reference in developing the multifunctional services of North Nias Public Library in the future and the three pillars of strategic planning stages, i.e. consensus; cooperation; and proactive, creative, and contextual actions.

AbstractProtases ('if'-clauses) in the North West Caucasian language Abkhaz are mostly marked by either /-r/ or /-zα.r/, depending on the tense and/or type of verb (Stative or Dynamic) concerned. The article presents examples of this conditional usage and the role of protasis-type forms in both temporal and interrogative expressions as well as in complementiser-function. The complementisers in question share the semantic feature of irrealis with conditionals. A rhotic element is also found in the non-finite form of the Future I tense, in the Masdar (verbal noun), and in such converbs as the Purposives, the Resultative and the Future Absolute. The article attempts to link the semantic notions of futurity, potentiality, indefiniteness or general irrealis to the rhotic element and asks what might have been the historical development resulting in the forms attested today and thus their original morphological segmentation.

<p>This research explains the categories and syntactic roles of Arabic in the book <em>Nashâ? Iħul-ʕIbâd</em> by Syekh Nawawi Al-Bantani based on the theory of roles and references grammar. This research is a descriptive qualitative with a purposive sampling method of presenting data that is separated from 112 data. The research method used in this study is the Agih method with basic techniques for direct elements using advanced techniques in the form of markup reading techniques on lingual element in Arabic grammar. The theory for determining the accusative adjunct markers of Arabic used is Valin's (1993) role and reference grammar theory using Kroeger's (2005) definition to look for core and peripheral elements in sentences. This research has found that the word categories of accusative adjunct can be the noun 'ism', the determiner 'muhaddad', the adjective 'naʕt', the adverb 'dharf', and the negation 'nafi', while the phrase category is the nominal phrase 'al-ʕibarah. al-ismiyyah ', the adverbial phrase 'al-ʕibarah adh-dharfiyyah ', and the adjective phrase' al-ʕibarah an-naʕʈiyyah '. In terms of the role of grammar syntax role and reference, adjunct can have any function as a clause modifier with evidential functions, as a core modifier with a function of manner, place, location, cause, and quantity, and also as a nucleus modifier with a affirmating function.</p>

This study aims to describe the representation of sex education in the film Dua Garis Biru by director Gina S. Noer. This study uses a descriptive qualitative approach. The research method uses Roland Barthes's semiotic analysis with two-way significance and the meaning of denotation, connotation, and myth. The subjects of this study are Dara and Bima, the object of this study is a sign of sex education represented in scenes, dialogues, and characters in films. Methods of data collection by observation, literature study, interviews, and documentation. The film Dua Garis Biru tells the story of how Dara and Bima, two teenagers, must be responsible for the consequences that they did not think of before due to free sex. This film also illustrates the important role of parents in communicating information about sex to children. The results of this study indicate that there is a picture of sex education in the film Two Blue Lines. It was concluded that the side or form of sex education is displayed in scenes, dialogues, or characters that insert the importance of knowing sex education and knowing the consequences of every action related to sex. Penelitian ini bertujuan untuk menggambarkan representasi pendidikan seks  dalam Film Dua Garis Biru karya sutradara Gina S. Noer. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Metode penelitian menggunakan Analisis Semiotika Roland Barthes dengan signifikan dua arah dan pemaknaan denotasi, konotasi, dan mitos. Subjek penelitian ini adalah Dara dan Bima, objek penelitian ini adalah tanda pendidikan seks yang direpresentasikan dalam adegan, dialog, dan karakter dalam film. Metode pengumpulan data dengan observasi, studi pustaka, wawancara, dan dokumentasi. Film Dua Garis Biru bercerita tentang bagaimana Dara dan Bima, dua remaja harus bertanggung jawab atas konsekuensi yang tidak mereka pikirkan sebelumnya karena melakukan seks pranikah. Film ini juga menggambarkan pentingnya peran orang tua dalam mengkomunikasikan informasi tentang seks kepada anak. Hasil dari penelitian ini menunjukkan bahwa terdapat gambaran tentang pendidikan seks dalam film. Sisi atau bentuk pendidikan seks ditampilkan dalam cuplikan adegan, dialog, atau karakter tokoh yang menyisipkan pentingnya mengenal pendidikan seks dan mengetahui konsekuensi dari setiap perbuatan yang berhubungan dengan seks.

Abstract In a survey of 31 informational world cities, we investigate the state of the art public library core services. For this study, we applied the core service catalog developed by (Mainka, A., S. Hartmann, L. Orszullok, I. Peters, A. Stallmann, and W. G. Stock. 2013. “Public Libraries in the Knowledge Society: Core Services of Libraries in Informational World Cities.” Libri 63 (4): 295–319. 10.1515/libri-2013-0024), counted the services offered by the libraries and compared findings with the results from 2013, allowing us to calculate a score for each library and rank them accordingly. An overall improvement of the range of services was observed, with North American libraries taking the top three positions in the ranking. To get a clearer picture of the challenges facing libraries today, personal interviews were also conducted with (chief) librarians, especially concerning developments such as maker spaces, increasing demand for information literacy instruction and the changing role of physical library space. The results presented in this paper highlight best practice examples of library services in prototypical cities of the knowledge society.

Purpose The purpose of this paper is to conceptualize the future of academic libraries in the era of new user needs, new skills for staff and services offered. The literature shows the evolution of new technologies and the implications they have on the staff, library services and new user needs. The discussions in this paper are surrounded by conceptualization of what the library products and services will be in future academic libraries. It also looks at future studies that explore opportunities for librarians to advance their professional role. Design/methodology/approach This is a literature-based conceptual paper that draws on a wide range of literature that hypothetically looks at the future roles of professional librarians, the collection, services and the evolution of technology on the new user needs. Findings The library today will give the basis for the future librarian’s role, the emerging user needs and impact of service delivery. Technological advances have also affected the establishment of library systems and services offered. The emerging future roles will generally depend on how advanced the libraries are in the region or country including Kenya. Originality/value This paper adds a flexible approach to the skills, services as a role of future librarians.

ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. This study aims to explain the role of spirituality on the communicative level of students in the Islamic Boarding School Jagad ‘Alimussirry Surabaya. The research method used is descriptive qualitative. The study was conducted on all students of the Islamic Boarding School Jagad ‘Alimussirry Surabaya and teachers / teachers in a vulnerable period of one semester. Data obtained from questionnaires and observations that have been transcribed, then described in detail according to existing phenomena. The results showed that the role of spirituality on the communicative level of students had a significant influence. Not only for the sake of getting closer to God, but also to improve morals (both to God and His creatures), and to achieve ultimate peace of self and the environment. This is evidenced by the communicative data of students both with fellow students, teachers, and with the natural surroundings.


The process of industrialization, modernization and the rapid development of industrial revolution 4.0 are creating new development opportunities for the Southeast in general and Binh Duong in particular, but also setting many challenges. In order to take advantage of opportunities and overcome challenges, the role of the contingent of intellectuals in Binh Duong province is huge. Through the assessment of the current status of the development of the intellectual contingent of Binh Duong province, the article proposes basic views and major solutions to continue developing this team in the future to meet the requirements of industrialization and modernization of the country.
