In order to solve data lack of underground water research and monitoring situation, a wide range underground water lever dynamic information monitoring network system was designed. Remote monitoring terminal based on the techniques of embedded and wireless transmission monitored the change of underground water level; Monitoring analysis center based on the JAVA technology of B/S architecture was designed to inquiry the real-time data,set parameter and analyze data, etc. An approximate water level point was obtained by adopting the modified small period prediction model and the weight distribution method. This enhances reliability of monitored data. By utilizing the technology of GPRS wireless data transmission and Ethernet technology, a remote and real-time data transmission channel was build. Large area application in Shanxi Province shows that the system has the stable performance and the reasonable structure. System can provide long-term reliable data for underground water research.

<p>Probabilistic forecasts are essential for good decision making, because they communicate the forecaster's best attempt at representation of both information available and the remaining uncertainty of a variable of interest. The amount of information provided, which can be measured in bits using information theory, would then be a natural measure of success for the forecast in a verification exercise. On the other hand, it may seem rational to tune the forecasting system to provide maximum value to users. Somewhat counter-intuitively, there are arguments against tuning for maximum value. When the design of the forecasting system also includes the choice of the sources of information, monitoring network optimization becomes part of the problem to solve.  <br>In this presentation, we give a brief overview of the different roles information theory can have in these different aspects of probabilistic forecasting. These roles range from analysis of predictability, model selection, forecast verification, monitoring network design, and data assimilation by ensemble weighting. Using the same theoretical framework for all these aspects has the advantage that some connections can be made that may eventually lead to a more unified perspective on forecasting. </p>

The article considers the USA role and place in the global  manufacturing and trade. Key aspects of the world economy  transformation in the context of globalization, internationalization  and liberalization are studied. As shows, USA and China are the two  largest economies in the world. United States is the world’s largest  economy by nominal GDP and second largest by purchasing power  parity (PPP). It holds a 15.4 percent share of global GDP in PPP  (2016). China is the world’s largest economy by PPP, accounting for  17.8 percent of global GDP. The USA share of world GDP declined by  a total of 3.8 percentage points between 2006 and 2016. At the  same time, the United States possesses great economic strength. It  is also the world leader in innovation. China’s success has mostly  been in lowerend innovation. This country has been less successful in  higher-end innovation, where USA currently maintain a lead. The  United States holds a leading position in aerospace, instrument  making, cloud computing, ICT, robotics-related technologies, nanomaterials, biopharmaceutical and other high-tech  industries and China significantly lags behind. Special attention is paid to the U.S. foreign trade. It is shown that the USA is one of  the world’s largest importer and exporter of goods and services. It  accounts for 10.5 percent of global goods and services exports in  2016 (second place after China) and 13.3 percent of global imports  (first place). Despite the world’s second place after China in some economic indexes such as gross domestic product (at PPP),   size of manufacturingand merchandise trade, USA ranks first in the  world in terms of quality indicators of economic development. It  remains the most powerful economy in the world. The author’s  conclusion is that, the loss of US world leadership in terms of output  indicators has not yet become a global problem for other countries  and world economy in the whole.

The subject of research is modeling the structure of the Internet of things (IoT) network for controlling audio information based on the IoT platform. The purpose of the article is to detail the process of modeling the audio information monitoring network based on the IoT platform. The authors proposed the structure of a multi-agent system (MAS) for monitoring audio information (MASAI). The structure of MASAI includes many agents of sound transformation, analysis of information received from them, and decision-making. It was decided to use the IoT network, which includes sound sensors, the IoT platform, the notification service, and the user’s application to simulate the MASAI. The structure of this network using the Amazon platform is proposed. An algorithm for modeling the Internet of things network for analyzing audio information based on the AWS platform is presented, including simulating audio sensors, transmitting this information to the platform, sensors authenticating, processing information according to certain rules, generating notifications to a user. Detailed structure of the AWS platform is provided with a description of the functions of its components such as: device gateway, rule machine, certificate block, device copy block, database, analytics block, notification service. The algorithm for connecting devices to the AWS platform is given: creating a device certificate on the platform, creating a security policy, rules for processing information received from devices, and testing the network. The features of the algorithm for modeling the readings of sound information sensors on a smartphone are shown, steps are given for organizing its communication with the platform, performing security procedures, sending data in the form of an MQTT message, and displaying the captured audio information.

<p>To study the deep structure of the earth it is important to have an optimal monitoring network and reliable seismic baseline database for the investigated area. In addition, the territory of Armenia according to its geology and seismological conditions is a full-scale experimental polygon for seismic problems, in particular the study of Earth's deepest structure by seismic methods. For this purpose, the work aims to assess the effectiveness of the existing seismic monitoring system in Armenia, to offer optimal solutions for the station layout, to evaluate the accuracy of seismic information registered in the RA by performing hypocenter recalculation. Then, within of the work organized modern seismic stations in Armenia and Russia towns with seismic equipment made and produced in Armenia (IGES NAS RA). The aim of the study is to assess the technological competitiveness of the leading countries and Ukraine as well as the formation of an innovation and investment mechanism to improve it. The article presents the scheme of research of technological competitiveness of the leading countries and Ukraine on the basis of qualitative and economic-statistical analysis, analysis of comparative advantages, grouping method and correlation-regression analysis. Analysis of foreign trade in high-tech products showed that the studied countries occupy more than half of this market. The studied countries take an active part in international economic relations since they have rather high export quotas but the ratio of the export of high-tech goods to GDP is very low. The analysis of comparative advantages showed that Ukraine has the greatest preference for the export of aerospace products, Germany for pharmaceuticals, China for office equipment, the United States for instrument making, and only China for telecommunications. It was determined that France, China, and South Korea have the highest level of innovation in national exports, and Ukraine and the Russian Federation have the lowest.

Introduction. Mechanical engineering and instrument-making is one of the most science-intensive industries and the level of development of instrument-making directly depends on the main indicators of socio-economic development of the state. At the same time, in Ukraine this industry and its products lag behind the world level due to a number of objective reasons, which are of economic, political and technological nature. Lagging in technologies, lack of domestic innovations and high cost of new equipment make it necessary for enterprises to replace the main production assets, as well as to complete the final reorientation of the economic model of development. Aim and tasks. Study the state of instrument-making products of Ukraine, with subsequent identification of areas to improve its competitiveness. Results. The dynamics of indices of industrial production during 2015-2019 was analyzed and the share of instrument-making in industry from 2015 to 2019 was identified. PEST-analysis of domestic instrumentation was carried out to identify economic, political, social and technological factors affecting its competitiveness. The sufficient efficiency of instrument-making enterprises is justified taking into account methodological postulates of the theory of effective competition. Certain fluctuations can be explained firstly by the presence of crisis phenomena in the Ukrainian economy in 2014-2015. And secondly, the dynamics of indicators is closely related to the processes within the company. On the other hand, the analysis of the export structure indicates a decrease in the volume of high-tech products due to the lack of international competitiveness of the industry. Conclusions. It is proved that the development of instrument-making enterprises is cyclical. The main directions of increasing the competitiveness of domestic instrument-making enterprises and their products on world markets are proposed, namely: updating of the entire technological platform of instrument-making; launching production of new high-tech products that are more innovative and knowledge-intensive, development of international cooperation and cooperation, a course to develop the scientific environment in the field of instrumentation.

The aim of the study is to determine the perspective components of the network strategy for the development of the industry on the basis of an analysis of the theory and practice of instrument engineering development in the conditions of Industry 4.0 and an analysis of trends in instrument engineering. The research methodology is based on evolutionary theory as the direction of a new institutional economy. The institutional-evolutionary approach to security strategies involves considering a set of institutions and the laws of their interaction, ensuring the conversion of resources into real results by effective methods in accordance with the national context and the needs of society. The study proved that the importance of instrument engineering is due to the fact that the expansion of the research base of innovative processes is associated with the use of modern analytical instruments. The main aspects of the role of instrumentation in the economy are determined. It is shown that modern instrument engineering is a high-tech and high-tech industry, widely uses ICT, nanotechnology, microminiaturization, elements of artificial intelligence, etc. From the organizational, economic and institutional point of view, instrument engineering is considered as an intersectoral high-tech complex, which is also a factor in the innovative development of a number of technological industries and the result of their innovation. This fact determines the affiliation of instrument engineering to structure-forming industries, in which new technologies are spreading to other sectors of the economy. For a more detailed analysis of the institutional dynamics of the industry in Ukraine, the main statistical indicators of instrument engineering are considered. It is shown that the prospects of domestic instrument engineering are primarily associated with the production of qualitatively new products and the conquest of the domestic market, whose capacity is several times greater than not only the current export volumes of the sector, but also the entire production in it. It is proved that from a strategic point of view, it is necessary to find new mechanisms for the development of the industry, in particular based on digitalization. Instrument engineering is also considered at the same time as part of the transformation of production and its digitalization, as well as the object of introducing new technologies. Thus, the industry’s prospects are associated with the creation of a digital infrastructure, which is a cross-industry platform that will allow organizing productive interaction of all participants in the innovation process. Appropriate approaches should be implemented as part of institutional strategies both in the development and use of devices as part of a digital smart manufacturing strategy. An analysis of the foreign experience of industry leaders has shown that small and medium-sized enterprises prevail in instrument engineering, despite the presence of large global leaders. It is shown that the activation of the role of small instrument-making enterprises as participants in technological development requires the search for new forms of interaction, among which the network should be highlighted. For the institutional and evolutionary development of instrument engineering, it is proposed to use the features of a traditional cluster and network, focused on the formation of a technological platform. According to some national and foreign researchers, businesses can be conditionally referred to the high-tech sector of the economy today, for example in terms of such an indicator as amounts of costs (in excess of the established level) for research and development (R&D) in relation to the product output volume, added value or to the amount of basic production factors. In the current environment, businesses of the high-tech economic sector (which is an indicator of the development of countries in the field of high technology) face one of the challenges — to increase the level of innovation activity. The article describes some factors that influence the innovation activity of the high-tech businesses (in particular, instrument-making businesses) in Russia. The higher engineering and technical education problems the existence of which affects the availability of highly qualified personnel of modern enterprises have been studied, and the student survey results are provided.

The wireless sensor network is widely used in the largely data measure. The research on the energy consumption is the key point in its practical application recently for the wireless sensor network has the problem of energy restrain. Considering the wireless sensor network applies in the information monitoring system on environmental has the inadequate of the limited energy of nodes and the irregular network energy consumption, this paper analyses the basic structure of the environmental sensor network, and proposes the service discovery mechanism based on the catalogue model. This system can reduces the systems energy consumption, and is able to achieve the purpose of increasing the reliability and security of the sensor network, reducing the data redundancy degree and extending the lifetime of the network according to the experimental simulation.
