For the rail sector of each country in the world, including Ukraine, the main condition for business success is the need to comply with the established requirements of quality of transport services and global trading networks of supply systems. This paper analyzes world trends in the freight market and the existing state of Railway Transport of Ukraine to identify the most important factors in the technology of the railways that determine the quality of transport services in the global market freight. The analysis of thecompetitiveness of railways in Ukraine transportation market, investigated the use of railway infrastructurequality, reliability analysis of the transportation process. Factors in the technology of railways of Ukrainewhich significantly affects the quality of transport services is the efficient use of railway infrastructure capacity that determines the reliability and cost of the transportation process. The necessity of fundamentallynew methods of management capacity of the railway infrastructure on the principles of self-organization.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

In the context of growing competition between rail transport and other transport types, there is a need to improve the transportation process. In modern conditions, railway transport is the main link in the logistics chain of moving goods from the shipper to the receiver. The efficiency of the railway transport complex can be improved by using logistics principles in the organization of local work on the network sections. In this study, we suggest ways to solve the problem of improving the quality of service for freight owners and the efficiency of organizing local work, which is relevant for railways. To make decisions aimed at improving the efficiency of the organization of local work, a procedure for determining the costs of organizing and promoting local trains was developed, taking into account the costs on maintaining the railway infrastructure. Not only the operational activity of the railways, but also the quality of transport customers service, compliance with the regulatory deadlines for cargo delivery, depends on the choice of the optimal option for organizing local car traffic into trains and their promotion along the section. The option is selected by comparing the costs for each of the possible options for organizing local car traffic into trains and moving them along the section.

The article examines the processes, criteria and factors to ensure the quality of passenger transport services. Object of study - processes to ensure the quality of passenger transport services in the context of European integration of Ukraine. Purpose - a study of the world experience in the formation of the concept of quality of transport services, summarizing the main factors that affect the quality of transport services, as well as the main criteria affecting the qualitative characteristics of the services of the transport. Method study - generalization of fundamental works of Ukrainian and foreign scientists of economists is in the internal checking system, dialectical going, fundamental positions of economic theory, system-logical approach near research of the economic phenomena and processes. Satisfaction the needs of society and economy of passenger transport services depends on the quality and timeliness of those services. Questions of quality passenger transport services are interested in users of transport services, companies providing them. However, the requirements and the basic criteria for assessing the quality they are different. If the passenger transport enterprise interested in providing their services with minimal effort and money, the service users in their assessment pay attention not only on the cost of services, but also on transport safety, comfort, delivery time, etc.. The quality of the transport concept of integrated services, which is constantly being developed and improved. Global trends show that the quality of transport services must ensure the needs and expectations of consumers. Accordingly, it is increasing the importance of defining the qualities that affect the quality of service. Given the transient and dynamic nature of modern society and the lifestyle of the main consumers of the services the system factors and quality criteria must be flexible and dynamic to meet the industry's competitiveness on the European market of services. Awareness of the main criteria for assessing the quality of services will help to identify potential strengths and weaknesses. This will help improve not only the quality but also the process of enterprise management, industry, improve customer satisfaction of services received, will increase competitiveness. The paper presents the possibility, necessity, ideology and essence of the entropy method of estimating the orderliness of the transportation process in relation to urban public transport. Examples of numerical definition of the relative entropy of the transportation process on typical public transport routes are given. The paper shows that the level of orderliness of the transportation process, identified by relative entropy, is determined by the specifics of the spatial location of public transport routes in terms of the urban area and mainly depends on the quality of users of public transport services.

One of the main tasks in improving management of the transportation process is the transition to enhanced quality of transport service focused on meeting users’ requirements while achieving the most economical results for all the components of the technological process stages. The quality of the services offered by railway transport is gradually becoming an increasingly significant indicator of economic efficiency for both carriers and cargo owners. Customers are ready to buy more and more qualitative services to save time, expand their business, and meet new needs. This necessitates dev elopment of modern approaches to optimizing the use of existing railway infrastructure, including by establishing priorities in organizing traffic. The objective of the research was to study the procedure for establishing dynamic priorities for organizing transit of cargo trains. To achieve this goal, a comparative analysis method, special engineering calculation methods associated with organization of train traffic were used. During the study comparative analysis of main characteristics of a number of world railways was carried out. Following clearly defined strategy of railways of the Russian Federation aimed at customer focus, this article provides preliminary research results, the findings of which revealed the expediency of establishing dynamic priorities for cargo trains transit. It is especially important to implement these approaches in the context of an operational change in the train situation in the event of emergency events on the infrastructure and for a possible reduction in the financial losses of consignors and consignees. The same approaches can rightfully be used on the railway of the Republic of Kazakhstan.

An increase in rail freight transport performances is affected by the quality of transport services, which is influenced to the great extent by the transport infrastructure and infrastructure manager services. An increase in the quality of services provided by railway infrastructure has also been achieved through the establishment of the European rail freight corridors. At the same time, the trends in routing of goods flows and demand for transport services have contributed to the establishment of the new European rail freight corridor “Amber”. For this reason, an implementation strategy of the Amber corridor is proposed using the SWOT method and Balanced Score Card method. The draft of strategy is based on the findings contained in the study of transport and market environment of the Amber corridor.

Planning the range of transport services in the selected geographical area is particularly relevant in the context of developing integrated transport systems. The aim is to build a sustainable public passenger transport system as an alternative to individual transport. Realizing quality and efficient transport services is a comprehensive process, though there are currently no applicable principles of its proposal and creation in terms of creating the appropriate range of railway infrastructure. The paper presents the general research results focused on solving the problems of transport services in the regional passenger railway transport. The gravity model allows the study of the dependence between the population in the adjacent area, the availability of stops and the length of the transport line. A part of the research is to adjust the inputs of this model to more accurately determine the range of railway infrastructure. Based on the research of the palette of railway lines, the necessary capacity of infrastructure in terms of ensuring the required number of trains in peak hours is adjusted. The output is a proposal of the session to the calculation of transport potential and subsequently its practical application. Finally, based on its resulting values, it is possible to adjust the transport concept to set up a more efficient and higher quality timetable.

Abstract The research of railway track surfaces is aimed at improving the quality of railway infrastructure and providing the chance of improving the safety of driving. Therefore, it is advisable to constantly monitor track surface, but the research itself is not innovative because it is based on a known procedure. The crucial element are the techniques that allow to delve into the sources of problems. The aim of the article is to use the selected instruments of quality management to analyze the causes of track twist at high (180 km/h) speed of driving. The analysis of the causes of track twist was done on the basis of results from the measurement of one kilometer track section of the Krakow Glowny - Medyka route, which was made by using the TEC measuring device in April 2018. It was inferred that it is impossible to reach 180 km/h without track twist. In order to identify the causes of track twist it was proposed to use the selected sequence of quality management instruments, i.e.: brainstorming, Ishikawa diagram and the 5Why method. The identified causes of track twist include the abrasion of rail, scratches and exploitation point. The analysis and conclusions drawn from it may be useful in the analysis of other problems in railway transport as well as production and service industries.
