The political agreements concluded in the summer of 1981 between the main majority and opposition parties (the centrist UCD and the socialist PSOE) constitute a turning point in the development of Spanish regionalism. Whereas previously autonomy statutes were awarded to historic regions with strong social and cultural identities, we have now a situation where a considerable degree of self-government is also made possible for all other regions. This decision shifted the focus more to socio-economic development, thereby stimulating expectations of improvement based on regional political efforts as well as on national solidarity and state assistance. The recently adopted statute of Andalucia illustrates excellently this new orientation. In this contribution an analysis is made of the institutional instruments available for regional self-government. The conclusions are quite positive with regard to the devolution of powers provided in the constitution and the different statutes. Nevertheless Spain is not evolving into a federal state system. As a more appropriate description we prefer Perez Moreno's characterisation of the existing intergovernmental relations as «autonomias integradas».

As a multi-ethnic country, the Party and the State of Vietnam have always determined that ethnic affairs and national solidarity have a huge significant position. Building a contingent of ethnic minority staff in the political system remains one of the solutions to realize equality and solidarity among ethnic groups. The recent building of ethnic minority staff has been paid special attention and achieved certain remarkable results. The quality of ethnic minority staff has been increasingly improved. This importantly contributes to the socio-economic development of Vietnam in the upcoming years.

This article explores in what ways political economy as an analytical framework for developmental studies has contributed to scholarships on Indonesian’s contemporary discourse of development. In doing so, it reviews important scholarly works on Indonesian political and economic development since the 1980s. The argument is that given sharp critiques directed at its conceptual and empirical utility for understanding changes taking place in modern Indonesian polity and society, the political economy approach continues to be a significant tool of research specifically in broader context of comparative politics applied to Indonesia and other countries in Southeast Asia. The focus of this exploration, however, has shifted from the formation of Indonesian bourgeoisie to the reconstitution of bourgeois oligarchy consisting of the alliance between the politico-bureaucratic elite and business families. With this in mind, the parallel relationship of capitalist establishment and the development of the state power in Indonesia is explainable.<br>

This article describes the main impact peculiarities of huge transport projects implemented by public-private partnership on Russian Federation socio - economic development. The research was based on the deep data analysis of changing socio-economic indicators of six different Russian regions (including regions of different federal districts), where were implemented (or are being implemented) of huge transport infrastructure projects, implemented by public-private partnership over the past 10 years. The method of statistical data analysis, obtained in the research, was conduct by using STATISTICA software package, Federal state statistics service information and Public-private partnership platform of infrastructural projects in Russian Federation.

Purpose of the study. The possibilities for the implementation of national and regional strategic objectives depend on the compliance of the measures taken with the chosen development path. The set of measures includes managerial decisions in the field of labor market regulation and concerning the legalization of informal employment. To make managerial decisions on the regulation of the labor market at the regional level, an objective statistical assessment of the relationship between informal employment and indicators of socio-economic development is required.The information basis for the regulation of informal employment should be quantitatively assessed stable regularities of the relationship between the parameters of informal employment and the structural and dynamic characteristics of economic growth and development. To identify and evaluate these statistical patterns, based on data from the Federal State Statistics Service in a regional context, a system of statistical indicators has been developed and significant factors of informal employment and socio-economic development have been identified. Given the heterogeneity of the constituent entities of the Russian Federation in terms of the scale and structure of informal employment, the distribution of regions into homogeneous groups is required. The article describes the approaches to the classification of Russian regions, taking into account the level of socio-economic development and the structure of informal employment.Materials and methods. The article examines an approach to the distribution of regions into homogeneous groups using the methods of cluster analysis based on a group of indicators characterizing those employed in the informal sector, which is based on the assumption that the indicators of informal employment are causally related to indicators of socio-economic development.Results. Five groups of regions are obtained, homogeneous in terms of the structural characteristics of informal employment and generalized factors of socio-economic development. For the purposes of further interpretation, the selected groups are assessed and ranked relative to the average Russian level of socio-economic development: low level (8 regions), below average (26 regions), average (41 regions), above average (8 regions), high level (2 regions) ...Conclusion. The resulting classification of Russian regions is a transitional stage to the construction of an econometric model of the relationship between informal employment and indicators of socio-economic development. Further analysis will allow us to assess which indicators have the greatest multiplier effect on the regional economy and to obtain a quantitative assessment of this impact on its growth.

Introduction.The article is devoted to the revealing of the tendencies of social and economic development and to economic security of the territories. The research summarizes the concept of economic security of the territory and the ways of its evaluation, also presents the author’s methodology for determining the trends in the development of municipal areas by the context of economic security on the example of Omsk region.Materials and methods.Indices of economic security in the economic, social and financial spheres and an integrated index are calculated, basing on the data of the Territorial Body of the Federal State Statistics Service for Omsk Region, which characterize the socio-economic development of municipal regions. The grouping of the obtained values and their visualization with the help of GIS technologies helps to demonstrate the development tendencies of the municipal areas of Omsk region.Results.The article substantiates the ways of grouping the indices of economic security and their visual representation for assessing the trends of socio-economic development of municipal areas. As a result, the tendencies of social and economic development of the municipal districts of Omsk region in 20142016 are demonstrated in the context of economic security based on the author’s methodology.Discussion and conclusions.The revealed positive trends in the development of municipal districts’ economy of Omsk region are offset by negative trends in the social sphere. Therefore, most of the municipal districts of Omsk region are classified as “moderate implementation of threats” to the level of economic security in 2016. The revealed tendencies reflect problematic issues, to which the municipal and regional authorities of Omsk region should pay special attention.

Economic basis existing in the Russian Federation was formed in the 1990s, but it was developing and finally took shape in the early 2000s. It was the political struggle for its implementation that determined the form, structure and nature of the modern political superstructure. As shown by the experience of recent years, the formed basis and superstructure are not intended to carry out in-depth socio-economic reforms in Russia. At the same time, Western total Jesuit Russophobia, the growing power and the number of global challenges, as well as insufficient socio-economic development of the Russian Federation, necessitate fundamental changes. In this regard, the authors provide justification for the need and explore possible ways to modernize the existing political superstructure in the Russian Federation in order to create conditions that provide a powerful and effective Russia's response to the global challenges of the nearest future.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.
