The research intends to evaluate (1) the implementation and (2) the result of the implementation of civil servant teacher’s restructuring and equalizing policy at vocational high school in Yogyakarta City. This research was policy evaluation using discrepancy evaluation model by identifying the gap between performance and standard. The data was collected through interviews and documentation from several informants including The Office of Secondary Education staff, vice principals of curriculum and some civil servant teachers. The research instrument was tested by using the content validity test while the data validity was measured by triangulation and member checks. The data were analysed using the descriptive statistical analysis for analysing the quantitative data and continuous interactive analysis for analysing the qualitative data. The research results are as follows. (1) The implementation of civil servant teachers’ structuring and equity policy at vocational high schools in Yogyakarta City has been implemented properly in accordance with the implementation standards. (2) The implementation of civil servant teacher restructuring and equalizing policy successfully rearranges 15 civil servant teachers and reduces the number of teacher shortages by 7%. Nonetheless, the number of teacher shortages in certain subjects is still quite large, especially in productive subjects. The positive impacts of implementation of civil servant teachers’ restructuring and equalizing policy are (a) teachers are motivated to increase career paths; (b) teachers get new teaching experience and (c) teacher get new relationships. Meanwhile, the negative impact is that the teachers are having difficulty in managing teaching time which causes them not focus on teaching.

The study aimed to find out the implementation of teachers’ focus on students and the level of students’ satisfaction, the implementation of the involvement of school’s communities, the implementation of teacher service measurement, the implementation of the commitment of school’s communities, and implementation of teacher services improvement. This particular evaluative research used descriptive-quantitative design. The evaluation model was a discrepancy evaluation model. The research sites were Negeri 2 Pengasih State Vocational High School, Negeri 1 Nanggulan Kulon Program State Vocational High School, Ma’arif 1 Wates Kulon Progo Vocational High School and Muhammadiyah 1 Temon Kulon Progo Vocational High School. The subjects of this study were students, teachers, and principals from four schools. The objects of this research were: (1) the implementation of teachers’ focus on students, (2) the implementation of the involvement of school’s communities, (3) the implementation of teacher service measurement, (4) the implementation of the commitment of school’s communities, and (5) the implementation of teacher service improvement. Data collection techniques were observation, document analysis, and questionnaire. Data collection instruments used observation rubric, document analysis sheets, and questionnaire. The level of implementation reported in a percentage which reports a comparison between the averages score and the maximum score. The results of this study showed that the overall average in four vocational high schools were: (1) the level of teacher's focus on students was 81.13% (very good), and the level of students’ satisfaction was 77.69% (students feel satisfied); (2) the level of involvement of school’s communities was 80.28% (good); (3) the level of teacher service measurement was 77.50% (good); (4) the level of the commitment of school’s communities was 79.77% (good); and (5) the level of teacher service improvement was 77.50% (good).Keywords: total quality management, vocational high school

Implementation of Hammond Model in Evaluation of Field Work Practice Program of State Vocational High School 1 Jakarta. The purpose of this study is to evaluate how the implementation of a program that has been selected in accordance with the purpose of information and implementation of a policy to take a decision. This research is taken one example of Hammond model implementation in Hammond model program evaluation one of program evaluation model that can help change learning to be better seen from 3 aspects that is learning, behavior, and institution. This Hammond program evaluation is a very helpful evaluation of the implementation of an existing school program for the better, in terms of these three aspects. In this research, the researcher evaluates the Field Work Practice program in STMN I Jakarta which has been running for more than 3 years and after the researcher conducted the research at State Vocational High School I many inputs from the researcher about the 3 aspects. And as an acceptable result is the implementation of Field Work Practices in Vocational Secondary School 1 will change its implementation in the first semester IX in the semester V. Because in the semester IX students sufficient knowledge to follow the implementation of Field Work Practices in the field to be better and competence.

ocational high school graduates are expected to readily enter the work field, nevertheless, the number of unemployment from vocational high school graduates is still big. Optimizing a career guidance service requires complete evaluation feedback. In detail, this research aims to: identifying a construct instrument applicable to evaluate a career guidance program at vocational high school; Developing an evaluation model; and Examining the measurement, structure and the effectivity of the model. The research’s approach and development employ Borg &amp; Gall’s Model. The test toward the product is addressed to nine vocational high schools in Yogyakarta. The validity and reliability instruments are verified through expert judgment, alpha Cronbach analysis, Exploratory Factor Analysis (EFA), testing the measurement model, and for the structural model, it is verified by means of partial least square (PLS) SmartPLS 3.0. The product constitutes a career guidance evaluation model at vocational high school, complete with its application, manipulation, and analysis up to recommendation construction. The result of the EFA test shows six measurement factors of counseling service: assertiveness, career readiness, self-awareness, career awareness, work characteristics, and positive attitude towards guidance and counseling service. The quality instrument product of TADIPHE consists of the target component (3 items), assessment (13 items), design (13 items), installation (22 items) process (44 items), the result (70 items), and effectiveness of the program (7 items). The result of the partial least square shows that all predictors contribute (Q<sup>2</sup>) as much as 88.91%, and 11.09 % and the rest may be determined by other variables.

This research aims to reveal: the development of workshop and laboratory management implementation, also the suitability of facilities and infrastructure on Vocational High School in Banggai District, which refers to the indicator of good workshop and laboratory, according to the Directorate of Vocational Education. This research is evaluation research, which employs a goal free evaluation model and descriptive quantitative approach. The research sample involved in this study was 187 teachers and students. The data analysis technique used in this research was the average score and skewness. The result of this research shows that: (1) The workshop development is appropriate enough and good, yet it still needs further improvement with students to score at 81.19 and -0.229 also the teachers at 197.78 and -0.433. (2) The laboratory development is appropriate enough, and it still needs further improvement with students to score at 96.64 and 0.393, also the teachers at 209.03 and 0.36. (3) The suitability of the workshop’s facilities and infrastructure is appropriate enough, and it still needs further improvement with the score at 250.205 and 0.549, and also the laboratory is appropriate enough and good, yet it still needs further improvement with the score at 252.80 and -1.694.

Tujuan penelitian ini untuk mengetahui: (1) tanggapan guru terhadap prinsip-prinsip pembelajaran Kurikulum 2013; (2) kemampuan guru dalam menyusun rencana pembelajaran (RPP); (3) kemampuan guru dalam melaksanakan proses belajar dan mengajar; dan (4) kemampuan guru dalam menilai hasil belajar menurut Kurikulum 2013 pada Program Keahlian Teknik Bangunan SMKN di Kota Yogyakarta. Penelitian ini merupakan penelitian evaluasi. Populasi dalam penelitian ini adalah guru SMKN Program Keahlian Teknik Bangunan di Kota Yogyakarta yang berjumlah 70 orang. Sampel penelitian diperoleh secara quota random sampling dan diperoleh sejumlah 36 orang. Teknik pengumpulan data dengan angket dan dokumen RPP. Validitas logis angket diperoleh melalui penilaian ahli. Data angket dianalisis dengan statistik deskriptif selanjutnya dicek silang dengan analisis kualitas deskripsi komponen-komponen RPP. Hasil penelitian menunjukkan: (1) tanggapan guru terhadap prinsip-prinsip pembelajaran Kurikulum 2013 termasuk dalam kategori setuju; (2) kemampuan guru menyusun RPP termasuk dalam kategori memadai; (3) kemampuan guru melaksanakan proses belajar-mengajar termasuk dalam kategori memadai; dan (4) kemampuan guru melaksanakan penilaian hasil belajar siswa juga termasuk dalam kategori memadai.Kata kunci: Sekolah Menengah Kejuruan, kurikulum 2013, dan pembelajaran. TEACHERS’ ABILTY OF  BUILDING TECHNIQUE SPEZIALIZATION PROGRAM OF STATE VOCATIONAL HIGH SCHOOL IN IMPLEMENTING CURRICULUM 2013AbstractThe aim of this study were to know: (1) teachers’ respons to curriculum 2013 principles; (2) teachers’ ability in developing teaching plan (RPP); (3) teachers’ ability in implementing teaching and learning process; and (4) teachers’ ability in assessing students’ learning outcome based on curriculum 2013 of Building Tecnique Spezialization Program State Vocational High School in Yogyakarta City.  This study was an evaluation study. Population of this study was State Vocational High School Teachers of Building Technique Spezialization Program in Yogyakarta City that were 70 teachers. While, sample was determine by quota random sampling and resulted 36 teachers. Collecting data technique were questionnaire and documention of lesson plan. Logical Validity of questionnaire was done by expert judgment. Questionnaire data analyzed using statistical and qualitative descriptive techniques, then those results were cross-checked by quality analysis of RPP components’ description. The study results were: (1) teachers’ respons to curriculum 2013 learning principles was moderate; (2) teachers’ ability in developing teaching plan was adequate; (3) teachers’ ability in implementing teaching plan was adequate; and (4) teachers’ ability in assessing students’ learning outcome was also adequate.Keywords: Vocational High School, curriculum 2013, and learning

ABSTRACT This research aims to evaluate the completeness level of equipments standard of engineering elevtrical power’s installation in Taruna Bangsa Vocational High School, which was ruled in the Ministry of Education’s rules No. 1 2019 and The National Standardization Agency of Indonesia No. 1103-P2-18/19 about the Verification Instruments of Vocational High School, The Organizer of Vocational Practice Exam 2018/2019.This is an evaluative research using a quantitative descriptive approach. The evaluative model used was a discrepancy evaluation model, which was developed by M. Provus. The variable in this research is the equipment of electricity power’s installation practice in Taruna Bangsa Vocational High School Bekasi. The methods of collecting the data were three types: observation method, documentation, and interviews. The instrument used was collecting the data using observation paper and list of matched documentation. The analysis technique used in this research is rating scale.The result shows that the reaching of equipment of  elecrical power installation practice in Taruna Bangsa Vocational High School Bekasi in academic year of 2018/2019  was categorized as complete with the 89,36%. percentages. The completeness was reviewed from the equipments in practice room as complete (88.5%), the equipments of learning media room is complete (100%), the main equipment of practice is complete (93%), and for the main substance of practice room is complete (88.2%),also for the equipment support is compelete (77.1%). ABSTRAK Penelitian ini bertujuan mengevaluasi tingkat kelengkapan standar peralatan praktik teknik instalasi tenaga listrik di SMK Taruna Bangsa Bekasi yang diatur dalam Permendiknas No. 1 tahun 2019 dan Badan Standar Nasional Pendidikan No. 1103-P2-18/19 mengenai Instrumen Verifikasi SMK Tentang Penyelenggara Ujian Praktik Kejuruan Tahun 2018/2019. Penelitian ini merupakan penelitian evaluatif dengan menggunakan pendekatan deskriptif kuantitatif. Model evaluasi yang digunakan adalah model evaluasi kesenjangan (discrepancy evaluation model) yang dikembangkan oleh M. Provus. Variabel penelitian ini adalah peralatan praktik teknik instalasi tenaga listrik di SMK Taruna Bangsa Bekasi. Metode pengumpulan data yang digunakan dalam penelitian ini ada tiga macam, yaitu metode observasi, dokumentasi dan wawancara. Instrumen pengumpulan data menggunakan lembar observasi dan daftar cocok dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini adalah rating scale. Hasil penelitian menunjukkan bahwa tingkat ketercapaian kelengkapan peralatan praktik teknik Instalasi Tenaga Listrik di SMK Taruna Bangsa Bekasi pada tahun ajaran 2018/2019 dikategorikan sangat lengkap dengan persentase 89,36%. Kelengkapan di tinjau dari perabotan ruang praktik  yaitu 88.5% (sangat lengkap), media pembelajaran ruang praktik 100% (sangat lengkap), peralatan utama praktik 93% (sangat lengkap), bahan utama ruang praktik 88.2% (sangat lengkap) dan peralatan pendukung ruang praktik 77.1% (lengkap).
