Town planning is seen to have imposed some degree of constraint on housing development and is discussed in a voluminous literature on the relationship between the planning system and housing land supply. The constraints are believed to have partly contributed to the increase in housing production costs leading to a mismatch between housing supply and demand. Since the government has entrusted the private sector to play an important and bigger role to meet housing needs, local planning authorities and planners should be more cautious in fulfilling their role in housing development. This paper attempts to raise some pivotal aspects of town planning that relate to the problems associated with housing land development in West Malaysia. The primary data was gathered through personal interviews with selected housing developers and analyzed using the factor analysis tool in SPSS. The result of the analysis shows that several aspects of town planning are strongly correlated with development plans and development control factors particularly on land identified for housing, layout planapproval and complying with planning standards.

Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Housing plays a very important role in the social economic development of any nation. One set of factors that impacts on the funding of the supply-side of housing are economic factors comprising market forces, cost of inputs, the macro economy and the cost of funding. This paper sets to establish the relationship between economic factors and funding of the supply-side of housing in Kenya and also the effect of the major stakeholders on such a relationship if it exists. Using an explanatory form of approach in research design a survey was conducted where primary data was collected by self-administered questionnaires from a random sample of 212 branches in Nairobi of financial institutions drawn from a population of 43 commercial banks, 9 deposit-taking MFIs and three major financiers of housing development. Factor analysis, correlation analysis and ordinal logit regression were used to determine the relationship between funding of housing and economic factors. Results indicated a negative relationship between economic factors and funding of housing development. It was also established that there exists a positive moderating effect of stakeholders on the relationship between economic factors and funding of housing development. The implication being the government and policy makers should ensure that interest rates and inflation rates are kept at a level that will encourage investments in housing, with the government acting then more as an enabler.

This study aims to determine whether the factors consisting of audit experience, knowledge, job stress scale, and reward may affect the independence of government auditors. This study uses primary data obtained from questionnaire. The population in this study is as many as 103 government auditors working at the Finance and Development Supervisory Agency (BPKP) of East Kalimantan Province with a total sample of 33 government auditors. The analysis tool used is multiple linear regression formula, while the hypothesis test is conducted using model feasibility test (F statistic test) and partial significance test (t statistic test). The result of simultaneous hypothesis test indicates that audit experience, knowledge, job stress scale, and reward simultaneously have positive effect on the independence of the government auditors. The result of partial significance test indicates that: (1) audit experience has no effect on the independence of the government auditors, (2) knowledge has positive effect on the independence of the government auditors, (3) job stress scalehas no effect on the independence the government auditors, and (4) reward has no effect on the independence of the government auditorsofthe Finance and Development Supervisory Agency(BPKP) Representative ofEast Kalimantan Province.INTRODUCTION

The needs land for urban housing construction was increasingly difficult andmore pricey, so for low-income communities for able owned a house was not easy.Limited of land in an urban area, especially in small cities such as Salatiga, its land wasnot all can be used in housing constructions. This condition needed an interventionfrom the local government to facilitate their needs for housing could be fulfilled. Basedon the problems, the goals of this research studied a providing of land for decent andaffordable housing for low-income communities in Salatiga. The method used was amixed method with a sequential explanation strategy, that is by overlaying secondarydata on the land potential map from various sources that can be used for decenthousing with primary data, such as interview and document review with localgovernment to reduce of housing cost. The results of the study figure out that housingused a land owned by the village government can be affordable for low-incomecommunities with price less expensive below the standard set by the government.

The overarching aim of this research is to carefully review Nepal’s energy scenario from the technical and socio-economic perspective in order to determine the optimal near-term as well as long-term strategies to overcome the energy crisis. Renewable energy sources are pivotal to this research due to the abundant availability of these resources in Nepal. The long-term energy supply and demand forecast for Nepal overthe next 30 years was obtained in Long-Range Energy Planning (LEAP) software.Other quantitative results were obtained using software packages, including PVsyst,Meteo, and HOMER. In many other cases, energy data collected from open literature,government and regulator reports were analysed. There are also several case studies considered in the thesis.The PV rooftop energy systems for Nepalese town and rural households can minimise the energy trade deficit with neighbouring India, enhance energy security,and improve local employment opportunities as well as improve utilisation of the local resources. In particular, a 3kW PV rooftop system was designed and simulated inMATLAB/Simulink, and the corresponding PV and IV curves were obtained,including analysing the effects of environmental temperature and solar irradiation. The design was followed by techno-economic feasibility, assuming typical households in the Kathmandu valley. The study outcome is that the PV system for a residential building in Kathmandu is economically feasible, and it can provide nearly 6,000kWh/year of energy.The potential energy efficiency improvements in the cement industry were studied using data collected directly at one of the major cement plants in Nepal. The cement production processes are very energy-intensive, and they have not changed for years.Since the energy costs in Nepal are abnormally high, they represent over half of the cement production costs. It creates substantial pressure to conserve energy and materials while reducing the carbon footprint. Other important factors that must be considered apart from energy issues are production efficiency and sustainability, and how to exploit innovations and encourage investments.The chaotic energy situation in Nepal is exacerbated by rather significant electricity distribution losses and frequent cases of electricity theft. These two issues are significant contributors to a widening gap between energy supply and demand. iv Other such issues include overpriced and delayed hydropower projects, insufficient and outdated infrastructure, lack of energy conservation, deficient energy management, inadequately low efficiency of equipment, unsustainable energy pricing strategies, indecisive energy market regulations, reliance on energy imports, and especially inadequate exploitation of vast amounts of renewable energy resources. All these factors are also adversely affecting the geopolitical, environmental, and socioeconomic situation in Nepal. The developments in the energy sector in Nepal are also discussed in light of the relevant energy policies which have been adopted by the government over the past two decades.The results presented in the thesis can be used by the government regulators and energy policy planners, and possibly also by the public and private energy companies.It should be noted that the findings and observations in the thesis are also applicable to other countries with a similar development status and geography as Nepal.

This research examines the typological analysis of housing development in the peri-urban settlements of Lagos State, Nigeria. Case study methodology was adopted, using random sampling to select housing developments under different housing initiatives, in purposely selected peri-urban settlements in Ibeju-Lekki Local Government Area of Lagos State. Primary data collection was from survey questionnaires, direct observations and in-depth interviews administered to household heads in the case study area. Data analysis was done using descriptive statics to generate frequencies, percentages, cross tabulations of the variables. Findings showed different housing typologies under three categories: owner occupied, part rental and full rental housing. Housing typologies in the study area were influenced by different housing initiatives, and the socio-economic attributes of the residents revealed a heterogeneous mix of the population in terms of culture, literacy level and household size. Based on the research findings it is recommended that the residents' socio-demography should be put into consideration in building typology designs, to enhance effective user performance in peri-urban housing development under diverse housing development schemes in Lagos State. PurposeThe procurement strategy challenges that influence the development of sustainable smart housing require a holistic system approach that models the relationships between procurement strategies and sustainable smart housing development approach. This considers the use of technology partnering to ensure value for money. The purpose of the paper is to assess the mediation effect of the technology partnership on procurement strategy influencing sustainable smart housing development.Design/methodology/approachThis study used a quantitative approach and primary data were collected via a structured questionnaire. In total, 500 survey questionnaires were administered to project managers in the Nigerian construction industry and a stratified proportionate random sampling method was used for the selection of respondents.FindingsThe results indicated that the procurement strategy influenced sustainable smart housing development in Nigeria, and the technology partnership mediates the relationship between procurement strategy and sustainable smart housing development.Research limitations/implicationsThis quantitative study is based on the perception of construction project managers in Nigeria. The findings serve as an awareness of the government and other stakeholders in the construction industry on the development of sustainable smart housing in Nigeria.Practical implicationsThe study establishes that technology partnership mediates the relationship between procurement strategy factors and sustainable smart housing development through enhancement of smart housing development and serves as awareness to stakeholders on the factors influencing smart housing development in Nigeria.Social implicationsThe study suggests that technology partnership influences the effect of procurement strategy factors on sustainable smart housing and hence improves the development of smart housing in developing countries.Originality/valueMediation roles of technology partnership minimize procurement strategy challenges and enhance sustainable smart housing development.

Introduction: This study aims to analyze whether there is motivation of knowledge, regulations, and costs on the effect of the application of Green Manufacturing. Part of green manufacturing has been implemented. However, its implementation is not easy for various reasons and it has not a significant effect on the industrial world from several sectors. Methods: Data collection methods include questionnaires and interviews. This study uses primary data obtained through direct respondents. The statistical analysis tool in this study uses SPSS.Results: Based on the results of data analysis and discussion, it shows that the knowledge variable has a positive effect on the motivation to implement green manufacturing. In addition, the second variable, namely regulation, also shows a positive effect on the motivation to implement green manufacturing. However, the third variable shows that costs have a negative effect on the motivation to implement green manufacturing.Conclusion and suggestion: The results of the analysis prove that the tempe business motivation in Ngawi on implementing green manufacturing tends to be low. This requires synergy between the government and tempe entrepreneurs to applicate the green manufacturing. For the government, there is a need some socialization regarding the application of green manufacturing so that your knowledge of the application of green manufacturing will increase.

 ABSTRACT The purpose of this study was to determine how much farm income and marketing channels for smallholder rubber seeds in Air Batu Village, District of Talang Kelapa, Banyuasin Regency. The implementation of this research had started from July to August 2015. The research method used  survey method. Primary data collection was done by direct observation in the field and secondary data was obtained from village, sub-district, district monographs and written sources. The results showed that the average income from the results of rubber nursery farming activities in Air Batu village was Rp. 7,560,084.00 - per hectare, while the marketing channel for smallholder rubber seedling farming in Air Batu Village is from farmers to village collectors (agents) and forwarded to consumers inside and outside the Banyuasin Regency. It can also be concluded that the income of rubber nursery farming in polybags cultivated by farmers in Air Batu Village is good enough, to reduce production costs, farmers should not buy sleeping eye stum seeds to other parties, but strive to make their own nurseries or groups. The recommended advice from this research is looks like better for the farmers join farmer groups of rubber nursery farming, so if there is a problem, it can be solved together. The government is also expected to provide assistance to farmers, in the form of distribution services, for smallholder rubber seeds, so that farmers should not have to wait too long to make a profit.ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui berapa besar pendapatan usahatani dan saluran pemasaran bibit karet rakyat di Desa Air Batu Kecamatan Talang Kelapa Kabupaten Banyuasin.  Pelaksanaan penelitian ini dimulai dari bulan Juli sampai Agustus 2015. Metode penelitian yang digunakan adalah metode survey. Pengambilan data primer dilakukan dengan pengamatan langsung dilapangan dan data sekunder diperoleh dari monografi desa, kecamatan, kabupaten dan sumber-sumber tertulis. Hasil penelitian menunjukkan bahwa rata-rata pendapatan dari hasil kegiatan usahatani pembibitan karet di desa Air Batu sebesar Rp. 7.560,084,00,- per hektar. Sedangkan Saluran pemasaran usahatani bibit karet rakyat di Desa Air Batu adalah mulai dari Petani ke Pedagang Pengumpul Desa (agen) dan diteruskan ke  Konsumen di dalam dan di luar Kabupaten Banyuasin. Dalam penelitian ini juga dapat disimpulkan bahwa pendapatan usahatani pembibitan karet dalam polybag yang diusahakan oleh petani di Desa Air Batu sudah cukup baik, untuk memperkecil biaya produksi sebaiknya para petani tidak membeli bibit stum mata tidur kepada pihak lain, tetapi diupayakan agar membuat pembibitan sendiri atau berkelompok.  Adapun saran yang dianjurkan dari penelitian ini adalah diharapkan kedepan petani membentuk kelompok tani untuk usahatani pembibitan karet, sehingga jika ada suatu permasalahan dapat diatasi secara bersama-sama. Pemerintah juga diharapkan memberikan bantuan kepada para petani berupa jasa penyaluran bibit karet rakyat, sehingga para petani tidak perlu menunggu lama untuk memperoleh keuntungan
