In the health-care system in the Russian Federation, the units providing medical care in outpatient and inpatient conditions employ more than 55,000 individuals of dental doctors of various specialties, dental doctors and dental hygienists every year from 2014 to 2018. The availability of dentistry by doctors tends to decline from 4.20 (2014) to 3.75 (2018). By 2018, 99.45% of dentistry doctors and 99.3% of dental doctors have a specialist certificate and accreditation certificate. 38.16% of dentistry doctors and 54.88% of dental doctors confirmed their qualification category. In dynamics there is a tendency to decrease the passing of certification for obtaining qualification category by these specialists. These facts show a decrease in the availability and quality of dental care, as it is ensured by the availability of the necessary number of health workers and their level of qualification.

Features and nature of the perception of medical institutions by the Moscow city youth have been considered. According to the results of a quantitative study (questionnaire method, N = 622) of the attitude of Moscow youth to service in medical institutions, it was concluded that, in general, young people are not sufficiently trustful of medical institutions. Among the main reasons for such a cautious attitude, respondents call insufficient equipment of clinics with high-quality equipment and organization issues. Relief gender differences have been defined: in general, according to the sample, young girls not only visit polyclinics more often than young boys, but are also more demanding to the quality of medical services provided and service. Informing the population about the positive changes in the health care system, new possibilities of medicine can serve as an incentive to change the attitude of young people to prevention and timely treatment.

One of the manifestations of underdevelopment is malnutrition and unhygienic living conditions. These contribute to lowering productivity levels of labour thereby affecting both industrial and agricultural output. This gives rise to other problems such as unemployment, and underemployment which leads to falls in family income and a consequent decline in living standards. The cycle is then repeated. However, till the early 1970s most LDCs did not give due weightage to the improvement of health conditions as they felt that resources would be better utilised in the directly productive sectors of the economy, for example, agriculture and industry to name two. However, the last twenty years has seen, through the basic needs approach, the role that health can play in promoting development. Expenditures in the health sector came to be seen as investments in human capital. The benefits of such investment became apparent from the improvement in the quality of human resources which was reflected by increases. in productivity of the labour force as well as by increasing the length of the expected working life of labour. Thus the provision of better health facilities has a two-fold effect: first it increases the productivity of the existing labour force and, second it increases the quantity of human resources available in the future by increasing the length of working life. Keeping this in view, the Government of Pakistan's policy with regard to the provision of health can be summarised in a five-point agenda:

Abstract Issue The sustainable development of human resources is essential for the effective functioning of the health system and the quality of health services. The analysis of the human resources available in the European region proves serious problems in this area, which requires the adoption of strategic documents with measures to overcome the negative tendencies Description The solution of the existing and expected and future shortage of health professionals is essential to protect the health of the population globally. In this regard, the international migration of health professionals and the shortage of skilled health workforce, as well as the growing disparity between population needs, health care supply and demand, is a topical problem for health systems. Results The mobility and shortage of highly qualified specialists are characteristic of the top of the pyramid. There is a significant shortage in the medium and low levels of the pyramid of healthcare professionals and some non-medical majors. In both cases, there are internal and external imbalances, most often caused by increased migration to economic centers in the country or countries with a high standard of living. A severe shortage of nursing professionals -Bulgaria has the second-lowest ratio of nurses to population and the lowest nurse to physician ratio among all member states. (1:1,2 compared to 1:2,3). The emigration of young doctors and nurses and the ageing of all health professionals - especially well pronounced with nurses and general practitioners - is a threat to the health system. Lessons The research of Human Resources in Healthcare is necessary to diagnose the managerial, financial and socioeconomic problems that arise in their formation and development. A key point - changing the system of postgraduate training. The regulatory standards and limits introduced in outpatient and hospital care and the specialization system do not help to link the incomes of medical staff to the quantity and quality of work. Key messages By the number of medical specialists, Bulgaria still holds positions well above the EU average. However, the age structure of workers implies increasing deficits in the future. Bulgaria should invest and support investments in the development of human capital in the health care system.
