The problem of drug availability always occurs in District/Municipality every year. Research related to drug management, especially those related to the evaluation of drug availability and the value of damaged/expired drugs, has been carried out in the last ten years. Almost all the research found problems with the availability of the drugs. The Director General of Pharmacy and Medical Devices reported that the percentage of the availability of National Medicines in East Java in 2017 had reached 96.55%, but had not yet described the condition of the availability of medicines in real terms because the calculation did not use data on drug quantity. This study aims to explain the real conditions for the availability of 17 items of national indicator drugs in East Java in 2017, as well as identify problems and information about management that has been running in 2017. This research is an observational research that is descriptive quantitative. The research instrument was in the form of data collection sheets for the availability of 17 drug items in 2017 and interview guidelines. The results showed that the availability of drugs was in excess conditions with an average of 22.5 months. Drug programs held directly by the Central Government often experience excess inventory at the Regency/City Pharmacy Department level but the average percentage of drugs damaged/expired is still in a fairly good range (0-3%). It can be concluded that the availability of drugs in East Java Province in 2017 is influenced by the planning system, procurement system, availability of drugs at the provider level (supply), availability of management information systems and respective regional policies.

The present study reports on the practices adopted by the secondary school teachers of English in implementing the Continuous and Comprehensive Evaluation (CCE) scheme of the Central Board of Secondary Education (CBSE), India which has to be implemented as part of its national assessment policy. The study is delimited to observing the formative assessment practices adopted by the English teachers in enhancing the four language skills along with using variety of tools and techniques as directed by Central Board of Secondary Education in the Teacher's Manual. This study was conducted on a group of twenty teachers chosen purposively from twenty schools (ten central government and ten private). The major findings reveal that almost all teachers use multiple activities for assessing the listening, speaking and writing skills of the students. Reading still remains a neglected skill in the classroom owing to lack of awareness among teachers to use innovative strategies for enabling them to enhance their reading habit with comprehension. In addition, teachers also make use of multiple criteria to assess the above skills along with assessing sub-skills for the same. It was also found that teachers use multiple forms of record maintenance and assessment for assessing the gifted students in the class. With regard to remediation and enrichment for the students less than 50% of the teachers' prefer not to use multiple strategies for remediation and enrichment.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Protected mealtimes is an initiative to support increased nutritional intake for all hospitalised patients, particularly those who are malnourished. The increased focus on maximising independence of patients in the subacute setting may provide a supportive environment for implementing these strategies. The aim of the present study was to gain insight into subacute ward practices at mealtimes under usual conditions (i.e. at baseline) where no protected mealtimes policy was implemented. Participants were patients aged ≥65 years recruited from subacute care facilities at a large healthcare network in Victoria, Australia. Participants were observed at mealtimes and mid meals (i.e. morning tea, afternoon tea and supper) to determine daily energy and protein intake, provision of mealtime assistance and mealtime interruptions. Almost all participants received assistance when it was needed, with positive and negative interruptions experienced by 56.2% and 76.2% of participants, respectively. There was an energy deficit of approximately 2 MJ per day between average intake and estimated requirements. In conclusion, mealtime practices were suboptimal, with particularly high rates of negative interruptions. Protected mealtimes is one strategy that may improve the mealtime environment to support patients’ dietary intake. Prospective studies are needed to evaluate its implementation and effects. What is known about this topic? The mealtime environment on a hospital ward may influence the nutritional intake of patients. Protected mealtimes is a systems approach that aims to minimise negative interruptions and promote positive interruptions to enhance the nutritional intake and nutritional status of patients. Whilst the approach has been widely implemented, further evaluation of its fidelity and effects is required. What does this paper add? This observational research has determined the nutritional intake, provision of assistance and interruptions at mealtimes experienced by a cohort of subacute care patients under usual care conditions. An energy deficit of approximately 2MJ below estimated requirements was identified. Half of the participants received positive interruptions and the majority of participants requiring assistance received it, however the prevalence of negative interruptions was high. This pilot study has enabled a fully powered prospective study to be designed, exploring the implementation of protected mealtimes and its effects on nutritional intake of patients in the subacute setting. What are the implications for practitioners? The energy deficit that exists for patients in subacute care may lead to nutritional decline, and longer lengths of stay. There are opportunities to improve ward practices at mealtimes in the subacute setting to focus on nutritional care.

Purpose: This article discuss the results of a field study that was carried out over a 6 months period. The objective of this research aimed at studying the internal procurement system of one of the world's leading Moroccan companies that has a 4.3% contribution to the national GDP. Design/methodology/approach: Our work, based first of all on the elaboration of an overview and then on the use of more than 6 methods and logistic tools, will allow this company to develop its own procurement method, adapted to its constraints and capacities. Findings: In terms of figures, this company sources 157 items from several suppliers. These references are then stored initially in the company's store, and depending on the demand from internal customers, a distribution is subsequently planned. A shortage of stock on some items and overstocking on others is a blatant contradiction suggesting several paths for improvement. Ultimately, the results of our work have enabled us to reduce financial immobilization by 40%, as well as a considerable gain in storage space. Practical implications: This paper shows the importance of responding to the problems of large companies with adapted and targeted methods. Originality/value: This article presents an original parallel application of almost all conventional logistics methods, for a global and efficient optimization.

The aim of this study was to critically investigate the planning policy loopholes in five-year (7th and 8th) plans of Pakistan to develop agricultural-based industrial sectors in secondary cities of the Sindh Province, Pakistan. The study had conducted key informant interviews from agro-based industrial sectors to diagnose the strengths, weaknesses, opportunities, and threats (SWOT) of the 7th and 8th five-year plans. For that purpose, the study had conducted 30 key informant interviews by using the purposive sampling technique. The NVIVO software was used with content analysis method to get results of SWOT of 7th five-year (1988–1993) and 8th five-year (1993–1998) plans. The results revealed that high priority is given to the textile and sugar industries. However, there is an absence of planning policies for small and medium agricultural industries in secondary cities, fiscal reliance on central government, and reliance on foreign aid as weaknesses of the plans. Whereas the centralized planning system, political influence of federal government, weak agricultural infrastructure services in secondary cities, and cross-border war were the threats hampered in the execution of development plans. Considering these results, the study suggests development of planning policies in the five-year development plans to stimulate the agriculture industrial development in secondary cities and devolution of powers can help to achieve sustainable agricultural development.

Housing low-income households is a daunting task for policy makers across the Global South, and especially for those in Africa where past attempts to deliver State-funded affordable housing projects yielded minimal results. Presenting Ghana as a case study, the purpose of this article is to consider the rationale for and barriers to securing affordable housing through the planning system, situated within an African context. The key factors that would inhibit effective policy implementation include, on the one hand, a lack of central government commitment, weak enforcement of planning regulations and low capacity of local planning authorities, and, on the other hand, the dominance of customary land ownership and the informal nature of housing delivery. That notwithstanding, undertaking a mapping exercise of large-scale formal residential developments built across Greater Accra in recent years, the article suggests that there is an opportunity cost in not attempting to extract some form of economic rent from the private sector. By having an already established nationalised development rights system alongside a rising formal real estate market, there is in effect scope for introducing planning obligations in the longer term. Whilst by necessity, it takes time to fully establish and enforce this form of land value capture legislation; nonetheless, if the principles can be established, transferable lessons exist across Africa and the Global South.

The Director-General of the WHO has suggested that China’s approach to the COVID-19 crisis could be the standard of care for global epidemics. However, as remarkable as the Chinese strategy might be, it cannot be replicated in other countries and certainly not in Europe. In Europe, there is a distribution of power between the European Union and its member states. In contrast, China’s political power is concentrated in the central government. This enables it to take immediate measures that affect the entire country, such as massive quarantines or closing borders. Moreover, the Chinese legal framework includes restrictions on privacy and other human rights that are unknown in Europe. In addition, China has the technological power to easily impose such restrictions. In most European countries, that would be science fiction. These conditions have enabled China to combat epidemics like no other country can. However, the WHO might have been overoptimistic. The Chinese standard of care for treating COVID-19 also raises problematic issues for human rights, and the real consequences of these actions remain to be seen.

Coordinate Measuring Machine (CMM) inspection planning is an activity performed by well-trained operators, but different measurement techniques, using the same data analysis algorithms yield in different measurement results. This is a well-recognized source of uncertainty in coordinate measurement. A CMM, provided with an automatic inspection planning (CAIP) system, permits to implement more accurate and efficient operating procedures and to fit higher quality assurance standards and tighter production timings.In this paper we present a frame of a CAIP system, able to deal with almost all the decisional stages of CMM inspection. Moreover, original approaches have been developed and presented in inspection feature selection, part set-up, probe configuration, and path planning.

This study aims to predictEnergy needs, and mapping the potential of EBT, in order to obtain a mixenergy (energy mix) is balanced. This research was conducted using toolssoftware Long-range Energy Alternatives Planning System (LEAP) withdynamic systems approach. Data obtained from PT. PLN UP3 Sumbawa, RUPTL DataPLN NTB Region, Bapedda Kab. Sumbawa and Data from BPS Kab. Sumbawa. ResultThis research shows that the potential of EBT can be integrated in RUED formeet the energy needs of the region. Therefore, this research canproduce accurate energy demand forecast for Sumbawa Regencyin particular the use of regional green energy sources (Green Energy) to achieve thisenergy security for the great and dignified Sumbawa Regencyencouraging the formation of RUED Sumbawa Regency in line with the Indicator StrategySDGs program launched by the Government, both the Central Government andLocal Government especially the Clean Energy (Green Energy) program.
