China, which is at an important stage of economic transformation, is facing the double pressure of an aging population and a shortage of skilled workers. The vocational education system in China today cannot meet the development needs of the national economy. Germany’s successful experience of general-vocational streaming has some significance for the current unbalanced talent structure in China. At the same time, in the process of implementing education streaming, we should also pay attention to the generation of students’ self-identity and help them complete their career planning; vocational schools themselves should promote the quality of teaching, improve the vocational education system and school-enterprise cooperation system to fill the talent needs of China’s economic development in the new era. The vocational schools themselves need to improve the quality of teaching and consummate the vocational education system and school-enterprise cooperation system, so as to fill the talent needs of China’s economic development in the new era.

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.

The article identifies the current state and the main rural problems that cover many levels due to the complexity and systematization. The way to solve rural problems is connected not only with the rights and interests of farmers, but also with the coordinated progress and development of the whole economy and society. Thanks to the widespread development of high-quality vocational education in rural areas, this can not only increase cultural literacy, skills and incomes of farmers, but also contribute to overall social and economic growth. Vocational education can help farmers improve their professional skills and find effective ways to solve existing problems by improving their own skills and quality. The main problems of sustainable development in rural vocational education at the policy level, management problems in vocational schools at the operational level, farmers' ideology does not meet the needs of modern social and economic development, low overall quality of rural population, unreasonable human resources structure and serious outflow population in rural areas. Reasoned solutions and countermeasures are proposed by studying the main problems of rural vocational education development, namely: to solve the problem of sustainable development of rural vocational education, the government must carefully plan the structure of rural vocational education, increase capital investment, actively implement funding for one student, guarantee the well-being of teachers, seek to narrow the gap between urban and rural education and reflect the fairness of education; organize smart teaching methods to improve the learning effect, strengthen the teaching staff, through "dual qualifications", i.e. have the knowledge and technology; to solve the ideological problems of students and parents is the use of the media for the ideological promotion of "precious skills and glorious work" throughout society. Effectively and qualitatively improve the economic development of rural areas is possible through the modernization of rural areas and the interest of farmers in scientific knowledge and technical skills, increase professional skills to improve the quality of production and labor efficiency.

The socio-economic development of the country is the goal of every state. An important element in achieving this goal is the availability and application of a macroeconomic generalizing indicator that reveals the purpose of public policy. The main aim of the study is to identify the socio-economic characteristics of the organization of life in the countries of Scandinavia, using the macroeconomic generalizing indicator RAZ (the name of the indicator is based on the first part of the Russian word “razvitie” translated as “development”), proposed by the authors. The authors consider this indicator as suitable for cross-country comparisons of the quality of life and an objective estimation of development of the society from the point of view of focusing on the maximum disclosure of person's abilities and personal development. The research was based on the methods of analysis, synthesis, comparison, generalization and modeling, as well as on the case-study method. The use of these methods made it possible to identify the characteristics of the socio-economic organization of life and characteristics defining quality of life (human birth, education and medical care) in their composition, and also the indicators corresponding to them characterizing qualitative changes — levels of human birth rate, education and medical care. The generalized estimation of the specified characteristics defining quality of life, it is offered to make by means of a macroeconomic generalizing indicator. For its calculation a set of the quantity indicators defining quality of life (population in the country, number of the persons trained in an education system and number of healthy people) is generated. The authors make an assessment of the macroeconomic generalizing indicator and the set of the quantity indicators defining quality of life (the population in the country, the number of healthy people and the number of people studying in the education system).The study has developed an approach to calculating defining quality of life indicators using the System of National Accounts according to the data of the European Bureau of Statistical Research and the official websites of the national statistical services of the countries of Scandinavia and Switzerland as a country that has indicators close to the leading values of the countries of Scandinavia. These estimates can be used for comparative analysis purposes. The study compiled a rating of countries according to the macroeconomic generalizing indicator. According to calculations, Norway occupies a leading position. The lowest rank is observed in Sweden. There are changes in the quality of life in society, and this complex phenomenon requires an objective assessment. Generalizing indicator of the development provides such an assessment. The indicator allows us to evaluate the set of characteristics that determine the quality of life, which is not yet taken into account in cross-country comparisons, and to compare them. It has been established that the lack of development of the conceptual apparatus and the unavailability of important statistical information complicate the principle of compiling the indicator and lead to an inaccurate calculation of the macroeconomic generalizing indicator at this study stage. Nevertheless, it was found out that the calculation could be made in relation to the following levels: humanity (world), country, region or city. Further research is planned to study substantiation of the conceptual device of formation of RAZ as indicator for cross-country comparisons of quality of life and an objective estimation of development of the society, as well as for using it as a modelling element of social and economic systems. Besides, it is necessary to develop additional characteristics that take into account the influence of a person’s life expectancy on the quality of his life, as well as in clarifying the conceptual apparatus for forming a macroeconomic generalizing indicator RAZ for building a rational organization of people's place of residence. This approach creates new theoretical and methodological foundations for scientific knowledge of the socio-economic development of the countries and allows us to analyze the quality of life as a base which moves development of the countries in different historical periods and to see the development of the world in the future in a different way.

The education system is forever changing, with the purpose of improving young people’s chances of employment, supplying the market with sufficient quantities of competitive, skilled workers of quality [Zsarnoczky, 2015]. This is especially true for the field of tourism and hospitality, for this industry has become one of the most dynamically growing segments of today’s economy, in quantitative terms [Forgács and Loboda, 2003]. In order to make it an important part of the national economy, the quality of innovative training and ensuring that there will be new generations of professionals is just as important as making use of natural resources and advantages and innovative training gives us opportunity to teach and prepare tourism experts and they are trained for finding new prospects of tourism. The aims of this research paper are to explore the actual effect of innovative training in tourism education and hospitality, to investigate current quality of teaching tourism as a subject in higher education system: colleges, institutions and universities of Uzbekistan and analyze the importance of innovative training in tourism education and developing hospitality prospects in Uzbekistan.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

Education always remains at the heart of political and economic debates in Morocco. The essential questions that arise for Morocco are: How to generalize and standardize the education system throughout its territory? How to improve the quality and efficiency of education in Morocco? The level of economic development remains fragile and sensitive, marked by an inequitable development between the 12 Moroccan regions. For this purpose, also treated what supposedly unequal is unfair. We must abandon the principle of equal treatment of pupils across the country. It is obviously a question of compensating for the initial inequalities. Putting this policy in the name of equity seems socially just. Educational justice means not only the same educational policies but having equal access and results. An egalitarian system must focus on improving the quality of the schools that serve the poorest regions of the country and the poorest classes in society. The reason is simple: a well-educated and well-groomed population will be more productive, which is a source of continuous growth that can benefit everyone. For this reason, the starting point is to establish a single school, carrying the ideals of freedom, equality, solidarity, the principles of citizenship, secularism, respect for others, universalism and unit. In addition, it is necessary to introduce digital into the education system and to diversify and encourage the learning of languages ​​(in addition to two official languages) such as English, Japanese, Chinese, we do not know who owns The world of tomorrow ?

Introduction: The article is devoted to the use of e-learning as a form of implementation of innovations in the university, which allows to improve the quality of education through the use of rapidly growing world educational resources and due to the fact that the use of e-learning elements and distance learning technologies increases the share of independent work of students in mastering the material . As the author of the article shows: in recent years, global changes have occurred in the modern higher education of the Russian Federation. They were caused by the new demands of the state and society, as well as innovations in the country's economy. In modern higher education there is a need for the development of innovations and their continuous improvement.Materials and methods: the article developed the question of the introduction of e-learning in higher education. For this, the problems of creation, development and dissemination of pedagogical innovations were considered. Identified various aspects of studying the problems of education, which reveal the positive impact of information technology on the education system. The definition of innovation in the vocational education system is given as a result of practical and theoretical research, various developments in the field of vocational education, which lead to an increase in its effectiveness.Results: The article analyzes the use of electronic courses in the electronic educational environment of the university, which showed that the teacher’s readiness to use the electronic environment has increased significantly.Discussion and Conclusions: the article discusses the existing tools and technologies for the application of innovative teaching methods that have many advantages and their joint use makes it possible to simplify the learning process as much as possible, to make it more convenient and intensive. The electronic courses developed by university teachers in the electronic environment allow to improve the level of development and the quality of education of students in general.

The article presents the theoretical aspects of sustainable development and career counselling. It also describes the expectations of young people and teachers towards career counselling, understood as a new strategy of joint efforts to create a good and safe future for the residents in which they have the certainty of finding decent jobs. The changes taking place in the modern world make the ways the young people were supported thus far insufficient. Therefore, the author of this article undertook research aimed at determining what models of career counselling are preferred by young people and the teachers who work as career counsellors in schools, how students perceive the attractiveness of vocational schools, and how the teachers assess the adaptation of the vocational education system to the requirements of the local labour market. Author's own questionnaires were used. Diagnostic surveys were conducted among the participants of the project Vocational education in schools as a springboard to sustainable development of staff on the Legionowo’s labour market. The questionnaires were completed by 221 students and 13 teachers. Studies have shown that while 64% of students do not have a good opinion about the offer of vocational schools in Legionowo, 65% of those surveyed do not rule out working in the city. It was found that most of the surveyed teachers rate the adaptation of the vocational education system in the Legionowo's county to the a) requirements of the local labour market and b) the interest of students in career counselling as good. The study revealed two career counselling models preferred by the teachers: 1) a model of counselling carried out during hours available to the class teacher and during workshops with a career advisor and 2) a model in the framework of cooperation with the labour market. Both models coincide with youth-preferred forms of vocational counselling classes: 63% of students chose meetings with a career advisor, 40% of respondents mentioned visits to workplaces, Career offices, the Employment Bureau, 35% indicated participation in job fairs.
