Developing the System of Diagnostics and Monitoring of Business Performance in the Regions (Case of Kirov Region)

The paper shows the place and role of businesses in the system of economic security of the regions. It examines various approaches to the definition of “economic security of small businesses”. It presents the main factors and threats to the businesses in the regions and the authors’ system of core indicators measuring the economic security of regional businesses developed on its basis. It suggests how to diagnose and monitor risks as well as rank the economic security of regional businesses. The monitoring procedure for the economic security of regional businesses based on the risk-focused approach features five inter-connected stages that include the collection of data about enterprises and calculation of required indicators; formation of the system of indicators deemed risk factors; processing of indicators; construction of the integral model of potential and risk assessment; assessment of the overall level of economic security of regional businesses and making managerial decisions in development and support of small businesses at the regional scale.

The article shows the place and role of economic entities in the system of economic security of territories. Various approaches to the definition of the term “economic security of small businesses” are considered. The main factors and threats to the economic security of economic entities of the territories are presented. Presents the author’s system of basic indicators of estimation of economic safety of economic entities of the territory. Offers on carrying out diagnostics and monitoring of risks are given. Recommendations as a rating of economic security of economic entities of territories are given. The procedure for monitoring the economic security of economic entities of the territories based on a risk-based approach can be represented in the form of five interrelated stages. This is the stage of collecting data on enterprises and the calculation of the necessary indicators. The stage of formation of the system of indicators, they are risk factors. Stage of processing indicators. The stage of building an integrated model of potential and risk assessment. In addition, the final stage of assessment of the complex level of economic security of economic entities of the territories. This will allow making management decisions in the field of development and support of small businesses at the territorial level.

This study aims to examine the role of the absorptive capacity dimension in improving innovation performance and small business performance. The sample used as many as 35 businesses in the business sector of handy crafts. The collected data were analyzed using path analysis and processed with SPSS software version 24.0. The results showed that all hypotheses were accepted. The absorptive capacity dimension consists of potential absorptive capacity and absorptive capacity, both of which are able to have a positive influence on the performance of innovation and the performance of small businesses. But realized absorptive capacity can have a greater influence on innovation and small business performance than potential absorptive capacity.


The chapter reviews the definitions of knowledge and distinguishes it from data and information. Different perspectives of knowledge and their implications for knowledge management are also discussed. From this, the concepts of knowledge management are explained, first, in generic terms, second, as a process, and third, on its relevance to construction. The chapter also defines the basic types of knowledge, those that are tacit or explicit and those that relate to the individual or the organization in a collective form. Project knowledge is discussed in the context of construction, including barriers to knowledge management, the shortcomings of current practices, and how the industry is addressing the problems identified. Communication is key to effective knowledge management, and the chapter discusses the importance of knowledge sharing, including the main factors involved when individuals share knowledge, and knowledge communication and its barriers. Specifically, the central role of communication in organizations is emphasized as it is seen as the foundation for most organizational actions. Learning is discussed in two aspects – organizational learning and collaborative learning. The first aspect is dealt with in generic terms, while the second aspect relates mainly to construction projects. The requirements and problems of learning in construction projects is given focus. The chapter also explains the crucial link between knowledge management and innovation since the latter depends on the generation of new ideas or new knowledge that leads to the development of new products or organizational practices. For integration of knowledge among individuals or teams, the pivotal role of information systems is explained. The relevance of knowledge management to SMEs, especially its impact on small businesses, in enabling them to innovate to meet changing demands in an intense competitive environment is also explained. The chapter concludes with a summary of the main points covered on knowledge management.

This article analyses the role of collaboration in the contribution of innovation to business performance. Moreover, the analysis considers business size as a key control variable to understand the moderating role of collaboration in innovation success. A survey administered to Spanish firms from industrial, building, agriculture, and trade-service sectors measured two levels of innovation, incremental and radical, and two dimensions of collaboration, channel and consulting advice. The findings show that the probability of success increases when firms use collaboration to support innovation efforts. In addition, small businesses take more advantage of channel collaboration, whereas large businesses rely more on consulting advice-based collaboration. These findings suggest that the convenience of different collaboration approaches depend on business size. Also small and large firms differ on the way they might get additional advantages from alternative ways of collaboration. Therefore, the main contribution is the understanding of how innovation success depends on the interaction between the collaboration approach and business size.

The profession of explainer is still pretty much undefined and underrated and the training of explainers is many times deemed to be a luxury. In the following pages we make the argument that three main factors contribute to this state of affairs and, at the same time, we try to show why the training of explainers should really be at the core of any science communication institution. These factors are: an erroneous perception of what a proper scientific training means for explainers; a lack of clear definition of the aptitudes and role of explainers required by institutions that are evolving and diversifying their missions; and an organizational model based on top-down practices of management and activity development which underappreciates the potential of the personnel working directly with the public.

In modern conditions of instability of the economic situation, any business should strive to ensure its economic security, the dominant component of which is personnel security. The article is devoted to the definition of the value and role of personnel policy in ensuring the personnel security of the enterprise. The research methodology is based on a conceptual understanding of the personnel policy as a tool for ensuring personnel security through a set of internal regulations that define the interaction of the employer and employees, allowing, among other tasks, to solve the most important task of preventing threats to the economic security of business from the staff. Based on the study of the personnel policy of a successful Russian company, JSC "Transneft Siberia", it is concluded that it can be defined as a tool for ensuring personnel security, while indicators with sum values that can be used as indicators of personnel security are identified. The result of the study is a convincing argument for defining personnel policy as a tool for ensuring personnel security, a description of the personnel policy of Transneft Siberia as a set of internal regulations and an indication of the threshold values of personnel security indicators established by this company with a critical assessment. The analyzed experience of a successful Russian company can be used by other organizations in developing their own personnel policy and assessing its level.

The article is devoted to the role of executive bodies as subjects of the economic security system of Ukraine. Attention is drawn to the importance of effective administrative activity as one of the basic preconditions for the proper functioning of various branches of the economic sector. It is noted that such activity is of great strategic importance in the issues of ensuring the stability of the national economy and facilitating the necessary development of the latter. An attempt is made to prove that an important role, given their goals, objectives, functions and constitutionally established appointments, is assigned to the executive authorities to facilitate the proper functioning of the national economic system. It has been noted that, among all other bodies of State power, entities have undoubtedly played a significant role in this process and have a special place in the existing State machinery. Attention is drawn to the issues of the concept, as well as to the definition of the structure of the administrative and legal status of the subjects in question. The purpose, tasks and functions of executive bodies as subjects of the system of economic security of Ukraine are defined and characterized. Competence of the said structures in this direction of scientific research is determined, key powers of executive authorities as subjects of the national system of economic security are singled out. It is noted that great importance is given to development of general and coordinated activity of executive authorities, taking into account complexity and multifaceted nature of national economy. It has been noted and an attempt has been made to prove that strengthening external and internal cooperation is a weighty prerequisite for the effective protection of the economic component. It is pointed out that this is especially important in the context of active globalization processes, including those related to the economic sphere. It is noted that such practice also takes place in most EU countries and shows positive statistics from this activity.

The purpose of this study is to shed light on how strategic fits between market orientation and the prospector strategy leads to higher performance of small businesses in Vietnam. This study draws from the contingency theory of organization to propose that strategic fits in small businesses represent by prospector strategy's mediating effects on the link between market orientation and these small businesses' performance. Data collected from 161 small businesses in Vietnam was examined. PLS-SEM was used to assess the research framework. The results reveal that the fit between market orientation and the prospector strategy, represented by the full mediating effects of this strategy, is essential to determine the performance improvement of small businesses in Vietnam. For the findings, this study provides some practical implications for small business owners in Vietnam. This study also contributes to the strategic management literature by providing empirical evidence, which suggests the strategic fits between prospector strategy and market orientation induces performance. This study also overcomes the limitations relating to the proposals of the analytic framework to assess strategic fits. Lastly, this study extends to strategic management literature by examining the role of strategic fit in small businesses' contexts.

The article considers the economic essence and terminological interpretation of the concept of “banking sector”. Scientific approaches to the consideration of the essence of this concept are investigated. The own definition of the “banking sector” as a system that has certain specific functions and consists of many banking institutions is proposed. The role of banking institutions in the modern economy is substantiated.The role of the principles of forming an effective structure of the banking sector in its functioning is highlighted. The socio-economic efficiency of the banking sector is determined. The author identified various types of connections that arise in the banking sector between its structural elements. The main factors that may have a negative impact on the development of the banking sector as a whole are considered.

The article deals with the definition of financial security. Factors of the formation of its mechanism are identified. The objects and subjects of formation of the mechanism of financial security are shown and the principles and functions of the mechanism of financial security are disclosed. The research of existing theoretical approaches for determination of necessary conceptual apparatus is carried out. The analysis of the issue of the mechanism of formation of financial security of an enterprise and the review of the studies of domestic scientists and practitioners have been conducted. Also the analysis of the aspects of the definition of the structure of the category and the issue of structuring are defined.  The role of financial security as a component of the economic security of an enterprise has been studied. The review of the methodical tools for evaluating financial component existing on the micro level has been considered. The category of financial security as a level of provision of  enterprises with financial resources to meet their own needs and execute existing liabilities as well as the resistance to internal and external negative influences, characterized by the balance and their ability to provide financial stability, effective functioning and economic growth have been considered. The economic content of the notion "mechanism of formation of financial security of an enterprise" is determined. "Financial and economic mechanism" as a combination of methods, and forms and a tool of exertion of influence on the economic and social stabilization of the enterprise through the state system support, which is founded on an institutional basis is considered. The analysis of the whole set of normative and legal acts, methods, measures, due to which the influence of the subject towards the object for creating security and countering threats is carried out. Investigated and taken into account are theoretical and practical processes of cyclic development of enterprises providing an opportunity for managers to make sound management decisions in the future. Models of behavior of the enterprise that determine its readiness for adaptation as well as models in the context of the company's life cycle are considered. Prospects for further research and issues that require consideration and development of real measures to counteract existing threats are highlighted.
