In recent years, Rosatom has dominated the world nuclear energy market. This Russian state-owned company has around 36 portfolios of new nuclear power plants (NPP) in various countries. In addition, Rosatom also controls about 17% of the nuclear fuel market. This research aims to find out how Rosatom can dominate the global nuclear energy market. To answer that, this study used a qualitative descriptive research method with the neomerkantilism concept approach. The data collection technique is done by means of literature study or literature study. The results of this study indicate that Rosatom can dominate the global nuclear energy market due to the influence and support of the Russian state. Russia made Rosatom a state-owned company aimed at pursuing maximum revenue through exports of nuclear energy for the sake of increasing the national economy as well as its global political influence.

The article proves that the crucial prerequisite for the development of nuclear energy in the world market is the economic efficiency of nuclear power plants.

This article discusses one of the solutions adopted in the nuclear energy law, which contributes to the reduction of the investment risk. It is the so-called pre-licensing which involves the assessment of key site or technical factors at the pre-investment stage in order to avoid possible problems at the stage of investment implementation. The author analyses the Polish solutions in the context of the general concept of pre-licensing, with particular respect to: the nature of pre-licensing legal instruments (opinions), the scope and requirements of the application for an opinion, and the binding force of pre-licensing acts. The practical significance of this issue is all the greater considering governmental plans to implement nuclear power in Poland and in the light of recent activities of private entities as to the construction of smaller nuclear power plants. In the latter case, prelicensing instruments are already being exercised in practice.

The development of Ukraine’s nuclear energy remains one of the priority areas for ensuring the state’s socio-economic stability and national security. In addition, the industry’s social responsibility to key stakeholders and the world community, in general, plays an essential role in ensuring the development of nuclear energy. The biggest problems of NNEGC Energoatom’s social policy remain outdated staff motivation system, unresolved issue of radioactive waste disposal, inefficient distribution of subventions allocated to NPP satellite cities, an extension of overtime operation of power units, corruption offenses, nontransparent procurement. Reserves for the development of social responsibility at the enterprise are the development of a new wage system, regulation at the legislative level of the mechanism of distribution of subventions, strengthening responsibility for corruption crimes, automation of the procurement process in the SAR ERP system, reducing the number of intermediaries in procurement. It is also vital to increase the transparency of the enterprise and launch an educational campaign to restore public confidence in nuclear power plants. Strengthening social responsibility requires systematic work not only by the management of NNEGC Energoatom but also by lawmakers and anti-corruption bodies.

Abstract: This study focused on forms of social pathology. Dua Garis Biru's novel tells a story about teenage life who commit deviation. The deviations committed by teenagers in Dua Garis Biru's novel are juvenile delinquency, dating, sexual relations before marriage, and early-age marriage. The deviant actions will give knowledge about the importance of sex education and the importance of communication between parents so that it can increase the discussion about sexuality to the children who are already teenagers. The method of the study was qualitative descriptive. The data collection technique was a literature study by collecting books and other sources related to the problems of the study. The results of the study show that Dua Garis Biru's novel show several forms of social pathology: Bima, who likes to skip school; Dara and Bima, who have dating until they have sexual relations before marriage; and Dara, who attempts to abort the fetus. Based on the results of the study, some suggestions are delivered to the readers and further researchers. For readers, they can take positive values from Dua Garis Biru's novel. For further researchers, it is expected that it can be used as a reference for the description of social pathology in Indonesian literary works. Novel Dua Garis Biru mengangkat cerita mengenai kehidupan remaja yang melakukan penyimpangan. Penyimpangan yang dilakukan oleh remaja pada novel Dua Garis Biru ini adalah juvenile delinquency, pacaran, hubungan seksual di luar nikah, dan pernikahan dini. perbuatan-perbuatan menyimpang ini akan memberikan pengetahuan mengenai pentingnya edukasi seks dan pentingnya komunikasi antara orangtua agar dapat meningkatkan diskusi mengenai seksualitas kepada anak-anak yang sudah beranjak remaja. Metode yang dilakukan dalam penelitian ini adalah metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah studi pustaka, dengan cara mengumpulkan buku-buku dan sumber-sumber lain yang terkait dengan masalah penelitian. Hasil penelitian menunjukkan bahwa novel Dua Garis Biru menempatkan beberapa bentuk patologi sosial, seperti: Bima yang suka membolos, Dara dan Bima yang berpacaran sampai melakukan hubungan seksual di luar nikah, dan percobaan Dara untuk menggugurkan janin yang dikandungnya. Berdasarkan hasil penelitian ini, beberapa saran disampaikan kepada pembaca dan peneliti selanjutnya. Bagi pembaca agar bisa mengambil pelajaran nilai-nilai positif dari novel Dua Garis Biru. Bagi peneliti selanjutnya diharapkan dapat digunakan sebagai referensi mengenai gambaran patologi sosial dalam karya sastra Indonesia. Nuclear energy investments are important for the social and economic development of countries. Thanks to these investments, no carbon gas is released into the atmosphere while providing energy. This situation prevents the environmental pollution problem. On the other hand, nuclear energy contributes to countries to obtain uninterrupted electricity. However, the installation of nuclear power plants is now difficult. A serious technological infrastructure is required to build these facilities. This situation is especially important for countries that do not yet have nuclear power plants. In order to increase the use of nuclear energy in these countries, support from nuclear energy companies is required. However, nuclear energy investors may not want to invest in every country. In this study, the factors that affect the investment decisions of nuclear energy investors are analyzed. In this framework, a detailed literature analysis was performed, and 4 different criteria were determined. An analysis was carried out using the Entropy method to determine the most important factor among these factors. According to the results of the analysis, it is determined that the socio-political factors in the country have the most importance in the decisions of nuclear energy investors. Considering these issues, it is understood that countries should pay attention to public acceptance to attract the attention of nuclear energy investors.

AbstractIn the January 2006 State of the Union address, President Bush announced a new Advanced Energy Initiative, a significant part of which is the Global Nuclear Energy Initiative. Its details were described on February 6, 2006 by the U.S. Secretary of Energy. In summary, it has three parts: (1) a program to expand nuclear energy use domestically and in foreign countries to support economic growth while reducing the release of greenhouse gases such as carbon dioxide. (2) an expansion of the U.S. nuclear infrastructure that will lead to the recycling of spent fuel and a closed fuel cycle and, through transmutation, a reduction in the quantity and radiotoxicity of nuclear waste and its proliferation concerns, and (3) a partnership with other fuel cycle nations to support nuclear power in additional nations by providing small nuclear power plants and leased fuel with the provision that the resulting spent fuel would be returned by the lessee to the lessor. The final part would have the effect of stabilizing the number of fuel cycle countries with attendant non-proliferation value. Details will be given later in the paper.
