Local government is an efficient and effective form of government, because the central government cannot handle all the complex problems of the state. The problem raised in this study is about the authority of the village consultative body as a supervisory agency for the performance of the village head. The purposes of this study are to examine the position of the village consultative body in the village government and the implementation of BPD supervision on the performance of the village head in the village government. The method used is a normative legal research method with a case approach. The technique of data collection is done by literature study. The sources of legal materials used are primary, secondary and tertiary sources of legal materials which are then analyzed systematically. The results of the study indicate that the authority of the village consultative body is to hold meetings with the community to collect their wishes, channel the wishes of the community to the village government both orally and in writing, present the draft Perdes under its authority, monitor and evaluate the performance of the village head, request information on the administration of village governance to the village head. village government, express opinions on the implementation of village governance, carry out village development, promote village communities and empower village communities

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). The purpose of this research is to see how the village government and village communities apply the principles of village financial management in reporting and accountability of village funds, as the implementation of good governance in several villages in Peusangan District, Bireuen Regency. The method used in this research is descriptive qualitative using interviews. Interviews were conducted with parties from the District, representatives of the village community, and village government, such as the Keuchik, the Village Secretary, the Head of Financial Affairs, the Representative of the BPD (Village Consultative Body) / Tuha Peut. The results of this study indicate that the application of the principles of village financial management in reporting and accountability of village funds in Peusangan District, Bireuen Regency has been implemented, but not yet fully implemented to the maximum.

Law number 6 of 2014 concerning Villages recognizes the existence of villages and village autonomy, including adat villages as a legal community unit that has territorial boundaries. According to Law number 6 of 2014, village regulations determined by the Village Head after being discussed and agreed with the Village Consultative Body constitute the legal and policy framework in the administration of village governance and village development. The determination of village regulations is a translation of various authorities owned by the Village, referring to the provisions of the higher laws and regulations. As a legal product, village regulations must not conflict with higher regulations and must not harm the public interest. As a political product, village regulations processed democratically, and in a participatory manner, the drafting process involves the participation of village communities. Sebagai sebuah produk politik, peraturan desa diproses secara demokratis dan partisipatif, yakni proses penyusunannya mengikutsertakan partisipasi masyarakat desa. Act No. 6 of 2014 allows village government to be more independent in managing its government system and resources, including its financial and asset management. Village fund allocation sourced from the local government budget of Banyuwangi Regency was increased from Rp 83 billion in 2016 to Rp 148.6 billion in 2017. Village fund from the central government was also increased to Rp 172 billion in 2017. To maintain local budget management, Banyuwangi Government initiated e-village budgeting, a financial application software as an integrated online village budgeting. This research uses descriptive qualitative approach. The units of analysis are Sembulung Village in Cluring District and Jajag Village in Gambiran District, Banyuwangi. Primary and secondary data were sourced from literature study, depth interview, and direct observation using purposive sampling technique. The results show that before implementing e-village budgeting, the village fund management was high in cost and inefficient. The financial statements will automatically be generated by the e-village budgeting system. This system makes financial management easier to perform and is more accountable. ABSTRACTAlthough the importance of supervisory function on village financial management in Indonesia cannot be debated, there is still some ambiguity in determining what the supervisors actually deliver as well as who the proper party that must do the supervisory. The purpose of this study is to empirically investigate the existence of a supervisory function expectation-gap on Indonesian village financial management. It is also aims at examining the relationship between the extent of supervisory function expected by the Village Consultative Body (Badan Permusyawaratan Desa—BPD) and its performance in supervising village governance. The data was collected through a self-administered questionnaire distributed to the members of BPD, village communities, Camat and the members of regional inspectorate of Buleleng Regency of Bali Province. The results of Mann-Whitney test reveal that there exists a BPD’s supervisory function expectation-gap between the members of BPD and (a) village communities regarding the existed duties and the unreasonable expected duties of BPD; (b) Camat regarding the non-existed duties of BPD; (c) regional inspectorate regarding the existed duties, the non-existed duties and the unreasonable expected duties of BPD. Furthermore, the results of Ordinal Regression analysis indicate a significantly positive relationship between the expectation degree of supervisory function perceived by members of BPD and their performance. The findings have implications for understanding the expectation-gap phenomenon on Indonesian village financial management supervisory and also on the design of capacity building programs initiatives for members of village governance supervisory institutions in Indonesia.

The village is a residential area where most of the population makes a living in agriculture. Most of Indonesia's population are residents who live in rural areas. The village government can use village funds as a source of financing for village household needs in order to improve the welfare of the village community. This study aims to analyze the effectiveness of village fund management on the welfare of village communities in Kedungringin Village, Suruh District, Semarang Regency. Data collection methods used are through observation and literature study, then analyzed using descriptive qualitative data analysis methods. The results of the study were the management of village funds based on indicators of goal achievement, timeliness, benefits, and results in accordance with community expectations. As well as village funds also play a role in developing the economy of the village community so that it can improve the welfare of the village community through the existence of development and community empowerment programs.

This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads.   Abstract The objectives of this study are (1) To determine village financial management in Hinekombe Village, Sentani District, Jayapura Regency in accordance with Minister of Home Affairs Regulation Number 20 of 2018 concerning Village Financial Management. (2) To find out the obstacles faced by the village government in financial management and accountability in Hinekombe Village, Sentani District, Jayapura Regency. This research method is descriptive using a qualitative approach, data collection techniques through observation, interviews and literature study. The primary data sources were interview data and secondary data from the hinekombe village profile. The research informants were 10 people. The results show that (1) the government of Hinekombe Village, Sentani District, Jaypura Regency is good enough in managing village finances in accordance with Permendagri Number 20 of 2018 concerning Village Financial Management. This shows that the Hinekombe Village Government has tried its best to be able to implement the central government regulations on village financial management even though there are some activity items that are incomplete in their reporting. (2) Constraints faced by the village government in financial management in Hinekombe Village, Sentani District, Jayapura Regency. Namely, community self-help is still lacking, supervision is also lacking. In addition, budget changes were not carried out through deliberations with community leaders or unilaterally by the Hinekombe Village Government Apparatus which made the community less confident in financial management carried out by the hinekombe village government. Keywords: Financial Management; Hinekombe Village. Abstrak Tujuan dari penelitian ini adalah (1) Untuk mengetahui pengelolaan keuangan desa di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura sesuai dengan Permendagri Nomor 20 tahun 2018 Tentang Pengelolaan Keuangan Desa. (2) Untuk mengetahui kendala-kendala yang dihadapi pemerintah kampung dalam pengelolaan dan pertanggung jawaban keuangan di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura. Metode penelitian ini adalah deskriptif menggunakan pendekatan kualitatif . Sumber data primer yaitu data wawancara dan data sekunder profil kampung hinekombe. Informan penelitian sebanyak 10 orang. Teknik pengumpulan data melalui observasi, wawancara dan studi pustaka. Metode analisis yaitu reduksi data, pengelompokan data, display data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa (1) Pemerintah Kampung Hinekombe Distrik Sentani Kabupaten Jayapura sudah cukup baik dalam melakukan pengelolaan keuangan kampung sesuai dengan Permendagri Nomor 20 tahun 2018 Tentang Pengelolaan Keuangan Desa. Hal ini menunjukkan bahwa Pemerintah Kampun Hinekombe telah berusaha bekerja dengan maksimal untuk dapat mengimplementasikan peraturan pemerintah pusat tentang pengelolaan keuangan kampung walaupun ada beberapa item kegiatan yang kurang tidak lengkap dalam pelaporannya. (2) Kendala-kendala yang dihadapi pemerintah kampung dalam pengelolaan keuangan di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura.yaitu Swadaya Masyarakat masih kurang, pengawasan juga masih kurang. Selain itu juga perubahan anggaran tidak dilakukan melalui musyawarah dengan tokoh masyarakat atau sepihak oleh Aparatur Pemerintah Kampung Hinekombe yang membuat masyarakat kurang begitu percaya terhadap pengelolaan keuangan yang dilakukan pemerintah kampung hinekombe. Kata kunci : Pengelolaan Keuangan, Kampung Hinekombe.

Indonesian village government is required to carry out its duties properly. The village government has an obligation to understand legal instruments in many laws and regulations. The legal instruments serve as a guideline to carry out the accountability of the village officials to execute programs that use village funds. Unfortunately, the requirements have not been materialized due to the increasing corruption involving village heads who abused village funds. The study aims to find out the form of accountability of the village head as the power holder of village fund users when there are allegations of village fund corruption and the supervisory function that can be carried out by the Village Consultative Body (BPD – Badan Perwakilan Desa) in preventing of village funds to be corrupted by the village head. The study shows that the legal instruments and implementation of the use of village funds are basically in accordance with the principles and principles of managing state finances, even though the arrangements are separate from the provisions on regional government, where these arrangements and management must be under the objectives of state life as regulated in the 1945 Constitution. Moreover, the form of accountability of the village head regarding the use of village funds refers to the guidelines stipulated in the legal instrument. Still, when the alleged corruption of village funds committed by the village head is proven, the case is resolved according to the criminal law provisions. The supervisory function by the BPD in the management of village funds by the village apparatus is carried out as a form of increasing prosperous village communities. However, the supervision is still weak due to political interests between the village apparatus and the BPD institution in the institutional position of the village government. We can conclude that legal instruments are essential as a guide in managing village funds, including accountability for the use of village funds. In addition, the supervisory function in village management has an important role, especially in preventing the misuse of village funds, leading to corruption allegations.

Penggunaan dana desa secara umum untuk Penyelenggaraan Pemerintahan Desa, Pelaksanaaan Pembangunan Desa, Pembinaan Kemasyarakatan dan untuk Pemberdayaan Masyarakat Desa. Dari keempat bidang tersebut, penggunaanya diprioritaskan untuk kegiatan pembangunan dan pemberdayaan. Penelitian ini bertujuan untuk menganalisis penggunaan dana desa untuk pemberdayaan masyarakat dengan mengambil studi kasus di Kecamatan Borobudur, Magelang, Jawa Tengah. Metode yang digunakan adalah metode penelitian yuridis-normatif. Hasil penelitian ini menunjukkan bahwa paradigma Undang-undang yang dianut oleh pemerintah desa dalam memahami ketentuan tentang penggunaan dana desa untuk kegiatan pemberdayaan masyarakat telah melahirkan jenis-jenis kegiatan pemberdayaan yang limitatif pada kegiatan pelatihan, kegiatan keagamaan, bantuan keuanga dan penyertaan modal. Apabila pemberdayaan difahami sebagai strategi pembangunan maka jenis-jenis kegiatan pemberdayaan akan lebih variatif dan dapat menjangkau berbagai kegiatan yang selama ini dimasukan dalam bidang pembangunan. Chamber mengidentifikasi 4 prasarat kegiatan pemberdayaan, yaitu people centered, participatory, empowerment and sustainable. Apabila pendekatan chamber ini dipergunakan maka penggunaan dana desa akan lebih membawa dampak yang lebih besar. Dana desa tidak hanya akan difahami sebagai bantuan/hibah dari pemerintah pusat namun lebih pada stimulant pembangunan yang menuntut adanya partisipasi maupun swadaya dari masyarakat.The use of village funds is generally used for the Implementation of Village Government, Implementation of Village Development, Community Development and for the Empowerment of Village Communities. From these four pillars, the use is prioritized for development and empowerment activities. This research intended to analyses the use of village funds to conduct community development, by taking case in the Borobudur Subdistrict, Magelang, Central Java. The result of this study indicates that the paradigm of the law adopted by the village government in understanding the provisions on the use of village funds for community empowerment activities has given birth to limited types of empowerment activities in training activities, religious activities, financial assistance and equity participation. If empowerment is understood as a development strategy, then the types of empowerment activities will be more varied and can reach various activities that have been included in the field of development. Chamber identifies 4 principles of empowerment activities, namely people centred, participatory, empowerment and sustainable. If this chamber approach is used then the use of village funds will have a greater impact. Village funds will not only be understood as assistance / grants from the central government but rather to development stimulants that demand participation and self-help from the community.
