The article explores the essence and basic techniques of paraphrasing (rewriting) of a Russian-language scientific text. The motivation for the study were modern requirements for the publication activity of teaching and research staff of Russian universities. The attempts of assessing the level of services provided by “synonymizers” - online paraphrasing tools - for Russian scientific text samples have not been discussed in linguistic literature. The synonymizers available on the Internet were given a task to process the introductory paragraph from the article “Literary Pedagogy: Formation and Prospects” by E. M. Shastina and colleagues. It was found that the main method of paraphrasing that modern online services apply is the use of synonyms, along with such methods as selecting hyponyms and hypernyms, descriptive rewriting, changing the syntactic structure and adding lexical units that do not affect the content of the utterance. We conclude that at the present, synonymizers cannot compete with people - the quality of paraphrasing performed by all tested online services turned out unsatisfactory compared to the human-made version that involves the same techniques but with a completely different result. Besides, the article presents “The list of popular words and phrases used in scientific texts (with identical and similar vocabulary)” developed by the authors.

Thus, it reveals a tendency to blurred semantics, which makes a deeper consideration of this problem quite relevant. The author analyzed scientific literature on this issue and built a classification its meanings. The semantic analysis and statistical calculations were conducted in the basis of scientific texts. The preposition proved to be used mostly in the meaning of adverbial modifier of manner "to act in accordance with something, on the basis of something". Within this meaning, a number of semantic shades were highlighted: to be defined according to some parameter; act on the basis of certain data, facts; act in accordance with a certain way of organizing the phenomenon; act on the basis of someone's will (decision), desire; act in accordance with certain official documents and procedures; to be defined according to a certain naming method; to be defined on the basis of some measurement method. The analysis can improve the semantic structure of the preposition "по" in modern Russian.

The article describes the history of the scientific study of the problem of linguistic redundancy in texts of various styles, presents a typology of examples of linguistic redundancy primarily at the level of a combination of lexical units and at the level of text construction. The research also gives arguments on the reasons for linguistic redundancy emergence and possible steps to overcome it. The object of the study is a popular-scientific and scientific text, the subject of the study are stylistic errors and elements of language redundancy. The material of the analysis is represented in the texts obtained by the method of continuous sampling from collections of scientific articles in the Russian language, posted on the Internet. In each specific example, the authors propose their own way of expressing content without unnecessary lexical units, omitting or replacing them with synonyms and synonymous expressions. The stylistic error causing the problem of linguistic redundancy is a violation of the formal connection of sentences in the text, in which the reference words or link words are repeated. Corneal topography is the main method for assessing the regularity of the surface of the cornea. Corneal irregularity leads to a deterioration in its refractive properties and a decrease in the quality of vision. Learning the basics of corneal topography will help determine the choice of a color map for a specific situation, as well as understand and analyze the data associated with these maps. This article describes the main types of topographic maps, various patterns of corneal shape in normal and pathological conditions and how to use the data obtained to design and fit contact lenses. Despite the fact that images may vary depending on topographers used, the information presented in this article is universal.

The relations between Russia and Africa today go to a new level. This was successfully demonstrated by the first Russia-Africa Summit. The «soft power» that is capable of creating an atmosphere of trust and mutual understanding and supporting the further development of political, economic, and cultural relations between the Russian and African peoples is of great importance for the further advancement of Russia’s interests, which is considered in this article. Currently, the «soft power» of Russia in Africa is represented by the activities of the Russian centers of science and culture, the «Russkiy Mir» Foundation, schools at the Russian Embassies in African countries, the education of Africans in Russian universities and more. However, the author concludes that Russia does not fully use «soft power» on the continent. It is necessary to increase the number of Africans studying the Russian language, to more actively promote Russian education, to involve compatriots and graduates of Soviet / Russian universities to joint projects, which will undoubtedly contribute to the further development of mutually beneficial Russian-African ties.

Analysis of the main trends in the development of the market for higher education services, affecting the transformation of university financing models, shows that improving the quality of educational services in Russian universities directly depends on an increase in the share of revenues received from research and development, as well as the ability of universities to present the results of their research and development in the form of a complete product from a marketing point of view and build a competent strategy for promoting innovations in the market. In the context of creating a long-term strategy for increasing the competitive advantages of leading universities, the author pays special attention to Project 5–100 of the Ministry of Education and Science of the Russian Federation, the purpose of which is to maximize the competitive position of a group of leading Russian universities in the global market of educational services and research programs. It is noted that university funding comes from various sources, while budgetary revenues dominate the structure of income, and the reduction in budgetary provision significantly affects the financial condition of Russian universities. The author comes to the conclusion that the forms and mechanisms of financial management of universities and research organizations are not strictly regulated, they independently choose the sources of funding.
