A partir da constatação de que os programas de regularização fundiária possuem uma natureza curativa, sem capacidade de prevenir a irregularidade, procura-se demonstrar aqui que os instrumentos trazidos pelo Estatuto da Cidade, embora necessários, são insuficientes para responder ao desafio colocado às cidades brasileiras, situado no campo da capacidade institucional de se construir uma política urbana e habitacional que combine às políticas de regularização fundiária mecanismos que previnam a produção cotidiana de assentamentos informais, por meio da oferta de lotes regulares a preços baixos. Argumenta-se que a ordem jurídico-urbanística brasileira preconizada pelo Estatuto da Cidade não apresenta garantias efetivas de implementação, vislumbrando-se um longo processo de disputa jurídico-política entre os interessados na manutenção da velha ordem jurídica nucleada pelo direito absoluto de propriedade, e os defensores de uma emergente ordem jurídica que garanta a função social da cidade e da propriedade. O artigo analisa o caso da cidade de Porto Alegre, na qual foi formulado um instrumento inovador de política urbana e habitacional, chamado de Urbanizador Social.Palavras-chave: Estatuto da Cidade; política habitacional; regularização fundiária; planejamento urbano; função social da propriedade. Abstract: Based on the evidence that the programs of land regularization have a curative nature, not having the capacity to prevent irregularity, we try to show in this study that the instruments provided by the City Statute, although necessary, are not enough to respond to the challenge faced by brazilian cities. This challenge is related to the institutional capacity of making an urban and housing policy that matches to the land regularization policies mechanisms to prevent the everyday production of informal settlements, through the offer of regular lots with low prices. We argue that the Brazilian juridical-urbanistic order provided by the City Statute does not present effective guarantees of implementation. One foresees a long juridical-political dispute process between the ones who are interested in maintaining the old juridical order cored by the absolute property right and those who defend an emergent juridical order that guarantees the social function of city and property. This article analyses the case of Porto Alegre city, where an innovative urban and housing policy called Urbanizador Social (Social Urbanizer) was created. Estudo etnográfico, com revisão de literatura sobre a construção social do conceito juventude, tem como objetivo relatar e analisar narrativas juvenis em torno do direito à educação. A análise empírica seleciona duas ondas de mobilizações protagonizadas por jovens estudantes: Atos em defesa das Universidades e Institutos Federais ocorridos na cidade de Florianópolis-SC; Na capital da Argentina, Buenos Aires, a narrativa etnográfica se debruça na análise de mobilizações protagonizadas por jovens portenhos que tomaram as ruas exigindo a manutenção da Ley Nacional de Educación, além de se posicionarem radicalmente contra as medidas de austeridade anunciadas pelo Governo Maurício Macri. A análise dos dados etnográficos aponta que a pauta em defesa da educação é capaz de unir coletivos e organizações dos mais variados espectros ideológicos.Palavras-chave: Juventude. Neoliberalismo. The analysis of the ethnographic data indicates that the agenda in defense of education is capable of uniting collectives and organizations affiliated to the mostdiverse ideological currents.Keywords: Youth. O texto compreende uma discussão sobre o processo de modernização na cidade de Porto Alegre em vários momentos de sua história, articulando as transformações e modificações havidas no espaço urbano com uma paralela segregação social operada e/ou desejada na cidade. São recolhidos vários exemplos para demonstrar a vontade de se construir uma “cidade una”, na qual não se admite o convívio com os indesejados sociais. A combinação modernização/exclusão social, tantas vezes já abordada em diversos estudos da historiografia brasileira, encontra neste artigo mais um exercício de aproximação, a partir do qual pode-se vislumbrar momentos distintos – sem traçar uma linha de continuidade – desta operação específica da modernidade. Abstract The text discusses the process of modernization in the city of Porto Alegre during various moments of its history, debating both transformations and modifications in the city’s urban space along with a social segregation that was either going on or being wished for at that time. Many exemples are given so as to demonstrate the desire to build a “united city” in which those who were socially unwished were not allowed. The combination of modernization with social exclusion, so often discussed in many other studies of Brazilian history, is shown in this article as another approach to the issue of modernization with its distinct moments. Abstract This article examines the socio-spatial mechanisms that emerge when refugees host other refugees. It argues that there is an underlying social infrastructure of care that impacts the refugees’ choice of destinations and modes of survival. When refugees host other refugees from close networks of relatives and neighbours, they create their own spatial clusters. In the process, the social infrastructure of care offers one mode of security to vulnerable refugees. Care as a concept and an approach is related to ideas of endurance and maintenance. It facilitates multiple dimensions, from space, to affection and to the everyday. It is able to reconfigure a life possible, life-enduring and a life meaningful in an urban setting. We focus on Ouzaii in Beirut, Lebanon. Ouzaii has been a destination for multiple displaced groups over different periods of time. Ouzaii currently hosts an approximate 10,000 Syrian refugees. They chose Ouzaii as their destination after they were helped by existing refugees who offered shelter and access to jobs. The resultant socio-spatial practices, flourishing businesses and leisurely facilities are evidence of successful social networks that form an infrastructure of care. They also play a role in the reconstitution of Ouzaii itself. We conclude with reflections on how urban informality may offer refugees an alternative right to the city while allowing them to escape the gaze of the humanitarian-aid apparatus that can signify their vulnerability by reducing them to only being aid recipients. Instead, they form protective socio-spatial networks that have proved to be powerful in sustaining their livelihoods, guarding them from possible social discrimination or political threats.

This article reviews the literature on black geographies as it relates to the everyday work of urban planners. We outline the major claims and contributions of this scholarship to deepen our understanding of the relationship between the social and physical worlds. This article argues that this literature is a critical, yet missing, contribution to the field of urban planning because it provides different ways of knowing and understanding the experience of racial difference and therefore challenges us to invite more diverse views to the table and build more informed professional practices, pedagogical foundations, and empirical scholarship.

Abstract: In Iran, the giving of food for a religious purpose is a widespread act among Shiite believers, which can be observed daily in the city and in the villages, in both affluent and popular milieus. In order to understand the social, material and spiritual virtues of such food in the everyday life and worldview of Shiite devotees, this article proposes to analyse the process of preparation and sacredness of such food, and to study some important occasions of votive food giving in the lives of believers. The information in this article comes from previous research carried out in Iranian popular milieus, in some Shiite shrines and at the Behesht Zahra cemetery in Tehran, as well as from interviews conducted for this specific purpose.Résumé : En Iran, le don de nourriture pour une intention religieuse est un acte très répandu chez les croyants chiites, que l’on peut observer quotidiennement en ville comme à la campagne, dans les milieux aisés comme dans les milieux populaires. Pour comprendre les vertus sociales, matérielles et spirituelles d’une telle nourriture dans la vie pratique et la vision du monde des pieux chiites, cet article propose d’analyser le processus de préparation et de sacralisation de cette nourriture, et d’étudier quelques occasions importantes de don de nourriture votive dans la vie des croyants. Les données de cet article proviennent de recherches précédemment effectuées dans les milieux populaires iraniens, dans quelques sanctuaires chiites et au cimetière de Behesht Zahra de Téhéran, ainsi que d’entretiens réalisés à cette fin précise.

Resumo: Esse relato embasa-se em experiências de campo, que compõe minha dissertação em andamento no PPGAS/UFRGS. Nela abordo as rotinas laborais de árbitros de futebol em torneios amadores. Para tal, participo enquanto mesário da liga municipal de futebol, realizada pela prefeitura de Porto Alegre-RS. Pretendo ao acompanhar a atividade de árbitros traçar um panorama do que até aqui tenho denominado como “se virar” na arbitragem. Valho-me desta expressão pois as pessoas que se engajam neste serviço não o exercem como única atividade remunerada em suas rotinas. Assim, o objetivo deste texto é explorar ensaisticamente de que forma elementos auferidos em campo podem contribuir para a elaboração deste panorama, no qual o trânsito de pessoas e os locais de trabalho são bem variados. Para isso me embaso nos estudos sociais da economia para abordar a noção de mercados. Infiro que a associação entre árbitros, ligas de arbitragem e ligas de futebol são as entidades com capacidades agenciativas dentro deste panorama e que relatos do cotidiano laboral se dão a partir das diferentes formas de mensuração engendradas por elas.Palavras-chave: Trabalho. Mercado “Amateur Refereeing is a Work to Get By”: When the amateur soccer is the FieldAbstract: This report is based on field experiences, which make up an ongoing dissertation. There are no labor routines of soccer referees in amateur tournaments. To this end, I participate as a game official for the municipal soccer league, held by the city of Porto Alegre - RS. I want to follow the activity of referees to draw an overview of what I have so far termed "to get by" on refereeing. I use this expression because people who engage in this service do not exercise it as the only paid activity in their routines. Thus, the purpose of this text is to explore essayistically how elements gained in the field can contribute to the elaboration of this panorama, in which the traffic of people and workplaces are quite varied.To this end I find myself in the social studies of economics to address the notion of markets. I infer that the association between referees, referee leagues and football leagues are the entities with agency skills within this panorama and that reports of daily work occur from the different forms of measurement engendered by them.Keywords: Work. A partir das memórias de barbeiros e barbeiras que trabalham no Centro de Porto Alegre (RS), pretendo problematizar os saberes e fazeres deste ofício, examinando as redes sociais de ingresso na profissão e a trajetória social ligada ao trabalho dos interlocutores. Assim, este trabalho procura articular as artes de fazer de trabalhadores manuais com a memória de um centro urbano que se transforma ao longo do tempo, incidindo em uma discussão sobre industrialização, urbanização e seus impactos sobre saberes e fazeres de profissões consideradas tradicionais como a de barbeiro. A pesquisa em questão, que deu origem à minha dissertação de mestrado, privilegia as narrativas dos interlocutores sobre suas experiências na cidade e a observação de suas práticas, gestos e saberes cotidianos relacionados ao seu trabalho. Trajetórias de trabalho.   Knowledge, practice and collective memory: the social trajectories of barbers in downtown Porto Alegre (RS)   Abstract  By considering the memoirs of barbers working in downtown Porto Alegre (RS), I intend to discuss the knowledge and practice of this craft, examining the social networks and the profession social trajectories linked to the work of the interlocutors. Thus, this paper seeks to articulate the handcraft manual labor with the memory of a town that turns over time, focusing on a discussion of industrialization, urbanization and its impacts on knowledge and practice of traditional occupations as the barbers. The research in question, which led to my master’s degree, focuses on the narratives of the speakers about their experiences in the city and in the observation of their practices, gestures and everyday knowledge related to their work. The quality of city life and well being of city dwellers is central goal of urban planning approaches. Nevertheless, unsystematic and short-term planning approaches of cities have produced incomprehensible sprawl, which deteriorates social, economic and ecological sustainability of the city. The need to alleviate or remove these problems systematically for improving the social, ecological, spatial and economical components of the city is contemporary issue, though most of the planning systems do not yet explicitly address those issues of sustainability. This paper considers Urban planning as a key term as it has the capability to reveal the implications of land use strategies, policies and programmes for the social, economic and physical components of environment. In addition, all the traditional urban planning approaches have outlined to explore their soundness in the sustainable city planning, discuss the main approach followed for sustainable city planning, and outline emerging approach in both theory and sustainable city planning practice.

<span lang="EN-US">In the contemporary urban order the rational connection between the physique of the city and its non-physical elements is a major concern. Whatever happens in the existence of a city like the social, cultural, economic and political interactions are the inevitable realities through which the qualification and quantification nature of the city are determined. All occurrences in these realities, the constituent elements, are subject to the structural process which can be regulated as one of the social organization (non-physical) in urban settings, namely the social organization of the city, economic organization of the city and the political organization of the city. These organizations have the ranking in importance according to the city scale. The objective here is to identify these organizations and their contributions in conceptual urban planning. The adopted method here is descriptive-analytic. In a comparative comparison between the physical and non-physical needs of human regarding an urban setting reveals that the non-physical aspect has priority with high importance since its effect on the citizens’ satisfaction is specific and direct.</span>

Valdemingómez, however, revolves around its own norms and codes which defy and violate conventional everyday conceptions of normative behaviour. This congregation of crime, violence and victimization in a spatial and legal no-mans land like Valdemingómez means that grave misdemeanours occur without consequences and violence is normalized part of the everyday fabric of social life. For this reason, in Valdemingómez almost anything goes and this produces a series of tensions in the social hierarchies that are attached to cultural interactions in the area which permeate elements of work and labour, the moral economy, daily life and social relations. In this chapter, we take a detailed look at the cultural milieu of Valdemingómez and its operations, and show how people survive there and how the various players attempt to foster some self-respect from these harsh realities.
