The Scanian War fought between Sweden and Denmark (1675–1679) is an example of an armed conflict, which uncovers the clash between the commercial and political interests. This article analyses the dispute between the political allies, the Danish Crown and the Dutch States General considering the trade with Sweden. The Danish naval officials had captured and confiscated the cargoes of seven Dutch tar vessels, heading to Amsterdam from present-day Finland in 1677, which resulted in a major political dispute between Denmark and the Dutch Republic. By drawing upon the methodology of new diplomatic history, the article analyses the negotiations between the diplomatic actors involved in the disputes relating to the confiscation of the ships, all of whom represented the various powers involved in the Baltic export trade.

This text is a continuation of the analysis of the attitudes of politically engaged users of the Facebook, conducted between 13.12.2020 and 25.01.2021 on a sample of 220 respondents. The first statistical conclusions and the full description of the methodology were published in the issue 1/2021 of Przegląd Politologiczny (Pawlak, 2021). In this text, I focused on the interpretation of the open part of the questionnaire, in which the respondents expressed their own ideas and forecasts regarding the possibility of ending/mitigating the conflict. While the data from closed questions could be treated as coming from a group representative of politically engaged Facebook users in Poland (although this condition was more of an added value than the intention behind the research), the material containing answers to open-ended questions is no longer of this nature. This is due to the fact that 43.6% of the respondents left this section unanswered. The analysis presented here prompts reflection on the conciliatory potential of social media, which I consider to be an important platform for political debate in the 21st century.

Abstract The administration of President Michel Temer (2016-2018) led to significant changes in Brazilian foreign policy towards South America as opposed to the country’s goals that had remained in place for over a decade. This article addresses the question of how and why these changes unfolded under Temer’s government. Anchored in an analytical framework of Public Policy Analysis, we develop two main arguments. Firstly, we claim that the changes in foreign policy towards South America represented a paradigmatic transition from a post-liberal strategy to the restoration of the logic of open regionalism. Secondly, we argue that this change resulted from the coupling of the three dimensions of the political process: problem recognition, policy alternatives, and politics. The primary cause of such change was the political dispute in the public arena between business groups and party leadership.

Abstract The accession of North Macedonia to the European Union (EU) has been at an impasse for 27 years due to the political dispute with Greece. In 2018, its resolution fuelled hopes that North Macedonia would finally start negotiations with the EU. Unfortunately, there was a new obstacle, as Bulgaria vetoed the talks in December 2020. Implicit to the latest political backlog, the efforts for further EU integration should be focused on the available policy instruments. The Stabilisation and Association Agreement (SAA) is a legally binding document which has already enabled trade liberalisation between the parties, stipulates the national treatment of business entities on the basis of reciprocity, aims for full liberalisation of capital and financial flows, and also provides other opportunities for integration. Placing the SAA in the spotlight of the mutual relations between the parties, based on proactivity from North Macedonia, could provide the impetus for more substantial EU integration of the country, despite the political stagnation of the process.

Ashura is the name of the tenth of Muharram, the first month of the Islamic lunar calendar. Ashura day is allegedly associated with a number of biblical events in the ancient history of the Middle East and constituted the day of fasting during the early years of Islam. It is also the day of celebration and festivities in some North African countries. However, Ashura is particularly observed by Shi’i Muslims as the day when Husayn ibn Ali and his few companions were brutally massacred at the battle of Karbala in the 7th century over the disputed legitimacy of the Umayyad dynasty. The years after the death of the prophet Muhammad were a time of political struggles and disputes over who would be the legitimate leader of Muslims. However, the atrocity of killing Husayn, the Prophet Muhammad’s grandson, left a perpetual mark on the history of Islam and contribute to dividing the Muslim community into Shi’i and Sunni factions, which was fully institutionalized later. The tragedy of Ashura is not considered as the root of the division, but it has played a major role in establishing the division that was theologically institutionalized later. The Shi’i popular phrase: “Every day is Ashura, and everywhere is Karbala” implies that from the Shi’i point of view the battle of Karbala is an eternal struggle for justice, not a mere historical battle over a political dispute. Thus, Ashura and its annual commemoration have become the keystone of Shi’i creed and rituals. Throughout history, Shi’i Muslims have developed diverse rituals to observe Ashura, aimed at narrating the tragedy, expressing sorrow over Husayn’s suffering, or reenacting of the battle of Karbala. The rituals of paying tribute to the martyrdom of Husayn originated in the Middle East, particularly in Iraq and Iran, and they were then diffused to and propagated throughout the Indian subcontinent. While observing Ashura is associated with Shi’i communities in the Middle East, the commemoration is not solely affiliated with Shi’i Muslims in India; rather, it is practiced as an intercommunity ritual. Although the Middle East is the birthplace of Shi’i rituals, Indian communities have made a major contribution to the geographic dispersal of the rituals across the British Empire as far as the Caribbean islands. Tribute to the Ashura tragedy annually begins from the first of Muharram until forty days after Ashura, known as the day Arb’aein (the fortieth). Although the commemoration takes place over fifty days, it is particularly intensified from the seventh to the tenth of Muharram.

Abstract The paper examines the products of interlingual and intralingual translanguaging and qualitatively analyzes three origin-based lexical varieties in Japanese, wago (native Japanese words), kango (Sino-Japanese words), and gairaigo (foreign loanwords other than kango) in terms of how they have been complementing, competing against, or being in conflict with each other, how they engage word-formation processes as deep as morpheme-levels, and how they are perceived and manipulated by language users, including translators. This study shows that translanguaging has been practiced recursively and multi-directionally over a long period of time, yielding the phenomenon ‘translanguaging sequel’. The qualitative study of a Japanese translation of a Korean poem reveals a translator’s ideology-driven translanguaging practice that crosses not only interlingual but also intralingual boundaries, causing an international socio-political dispute. This study supports the view that translanguaging has been shaping and reshaping the norms of languages and language use. It also suggests the benefits of analyzing the products and traces of translanguaging in translated texts as well as the process of translanguaging during translation activities that can be promoted and implemented in language classrooms.

During the second term of the President Michelle Bachelet (2014-2018), a transversal educational reform was carried out. To tertiary education its main purpose was to provide free tuition for higher education institutions (HEIs): Universities, Technical Training Centers (CFT) and Professional Institutes (IP). In that context, this paper analyzes the impact of this educational reform as it pertains to the Chilean system of higher education, with special focus on the implementation of free tuition as a new way to transfer resources from the State to HEIs. The methods used is the documental analysis of different legal texts, as Acts and Budget Acts. They are analyzing to identify manifestations of governmental rationality, identifying  the language-in-use or its performative dimension. The analysis considers political variables and how they influenced the process. Its focus is to see legal and institutional changes along with public budget and the impact of HEIs enrolment. The results indicate that despite the significant transformations carried out in the sphere of higher education, the reform could not achieve a significant change in the relationship between the State and HEIs due to the political dispute that arose in the process, thus achieving mixed results. Chilean higher education provides an interesting case study which can serve as reference for educational debates in other countries.

This research explores the success or failure of diplomacy on part of United Nations Organization and international community in case of Kashmir issue, the conflict area between Pakistan and India. By using qualitative research method, a brief historical background of Kashmir issue and role of the United Nation has been explored. Pakistan contemplates Kashmir as its key political dispute but India did not accept it. The decision of Kashmir issue was reviewed by UN Security Council on 21st April 1948 according to its 47th resolution. The Security Council sent a commission to sub-continent in 1948 to solve the issue by impartial plebiscite in Kashmir. India and Pakistan did not accept this commission but they appreciated the mediation done by UN commission. After considerable efforts the commission declared its failure in December 1949. The United Nation has power to ensure peace in Kashmir and had plebiscite. This text is a report from research on selected aspects of the crisis of democracy in Poland. The problem of the analysis focuses on questions about the attitude of the participants in the political dispute towards opponents, the possibility (and method) of reaching an agreement and the assessment of the situation. I chose the area of analysis considering social media a transparent platform for political dispute (especially during the SARS-CoV-2 pandemic). The essence of the research was to find respondents clearly involved in the political dispute. I choose Facebook, among the other things, because this platform creates a place of many actively operating thematic groups which gathers supporters of particular political options. This fact facilitate reaching respondents with the preferred characteristics. The survey was conducted in the period 13/12/2020 to 25/01/2021 on the basis of the author’s form consisting of 15 questions. The research sample consists of 220 respondents: 126 women and 94 men aged 14 to 72 years old. Appropriately for the nature of the variables and the sample size, the contingency coefficient and the Kruskal-Wallis test were calculated, together with the statistical significance of the obtained results. All analyzes were performed on the basis of SPSS software version 26 and Microsoft Excel.
