OPTIMIZATION OF THE REPAIR AND MAINTENANCE BASE OF THE AGRO-INDUSTRIAL COMPLEX

The repair industry in almost all countries has entered a critical period, characterized by the need to combine and use various strategies and technologies for maintenance and repair of new equipment, as well as equipment produced many years ago. (Research purpose) The research purpose is in analyzing the state of the repair and maintenance base of the agro-industrial complex and justifying the possibilities of its modernization using intelligent technologies. (Materials and methods) Authors used methods of generalizing data from various services of agro- industrial formations of individual regions, materials of scientific and technical literature and research developments, studied data on the practical use of modern resource-saving technologies by engineering services of the agro-industrial complex of the regions when carrying out repairs and service and technological services. (Results and discussion) The lack of information about the state of the repair and maintenance base makes it difficult to determine all the criteria associated with the transition of manufacturers to a contract of the entire life cycle. Obtaining information about the state of the repair and maintenance base of the agro-industrial complex is a very important stage that contributes to the modernization of this base and attracting not only the governments, but also agricultural machinery manufacturers to modernization. (Conclusions) The technological level of the enterprises of the repair and maintenance base of agriculture has significantly decreased in recent years, and this has affected the decline in technical readiness indicators, which confirms the need to conduct research and implement in practice the main measures related to the modernization of the specified repair and maintenance base.

According to forecasts for 2022, the number of self-propelled agricultural machinery that will fail will be about 100 thousand units. This will have a significant impact on the overall productivity in the field of agricultural production and will require additional financial costs for effective resource-saving environmental-oriented utilization of agricultural machinery with the maximum recovery of secondary resources in the processing of its components. (Research purpose) The research purpose is considering the main life cycles of machinery, including agricultural, and determining the possibility of obtaining secondary resources in the recycling of components of machinery and equipment. (Materials and methods) The authors found that the establishment of an industry-wide recycling system would allow the reuse of usable and recovered parts obtained from decommissioned equipment, as well as receive additional funding from the sale of secondary resources. The authors have found that for the functioning of the whole system, it is necessary to work with a large amount of data related to the ongoing recycling processes, as well as constantly monitor changes in the state and properties of materials. They also found that the maximum use of digital technology is the only way to combine all these requirements and make the system work. (Results and discussion) The article reviews the key points of the use of life cycle method for equipment, including agricultural, reviews the state of machine and tractor park of agro-industrial complex, shows the possibility of using resource-saving ecologically oriented branch system of recycling of agricultural machinery, as well as the movement of waste and material flows in the processing components of utilized machines. (Conclusion) The article presents recommendations on the possibility of efficient disposal of equipment, including agricultural, with the maximum recovery of secondary resources from recycled waste.

The article presents the results of studies aimed at determining the criterion for the further use of agricultural machinery that has reached the limit state: to carry out major repairs or dispose of it, as much as possible to save material resources, as required by the principles of the circular economy. Analysis and review of the works of domestic and foreign scientists, as well as the results of studies to identify the reasons for the lack of an effective mechanism for determining the limit state of a particular agricultural machine and the criterion for the onset of this condition. To solve the tasks, the technical condition and cost of the components included in the equipment supplied to the repair enterprises of the industry in 12 regions of Russia were studied. Was determined based on changes in the structure of parts with different periods of use of agricultural machinery. The results showed that the price of repair of the machine depends on the level of loss of validity of its parts, which were divided into three groups: fit without repair, fit after recovery and scrap, which cannot be restored. Was built based on the prices of capital repair machines and revenue from the sale of components utilized machine when the loss of her life, which allowed to determine the boundaries for further use of the machine, which reached a limit state. It was found that the loss of shelf life of almost all machines now entering the repair facility, is beyond the limits of the state and must be disposed of. The limit state of the machine occurs when the loss of its validity in the range of 0.45 < Г[sub]п∑i[/sub] < 0.5. In this interval, the owner of the machine can choose either of two options for its further use: repair or recycle. When Г[sub]п∑i[/sub] <0,45 preferable overhaul. When Г[sub]п∑i[/sub] > of 0.5 will require disposal, which will provides the greatest possible resource efficiency. An analysis of the research, taking into account past and foreign experience, will justify the direction of the agricultural sector in maintaining high technical readiness of agricultural machinery.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

The paper is devoted to the analysis of the state of the equipment recycling system in Russia and the issues of improving the legislative framework that accompanies it. The role of state structures in solving the problems of forming a resource-saving ecooriented system for the disposal of decommissioned equipment is reflected. To analyze the work in the field of waste management, to reflect the state of the legislative framework for the existing system of recycling equipment in Russia and abroad, to make recommendations for its improvement. Problems with waste appear when, in the process of production and consumption of substances, objects (equipment), he/she becomes unnecessary for their owners, their owner tries to get rid of this object in the most accessible way. According to numerous information, the disposal of equipment in Russia is mainly carried out (black waste collectors), which control more than 60 % of the scrap of non-ferrous and ferrous metals, so the solution to the problem of creating an effective system for the disposal of equipment becomes not just relevant, but vital for our state. The scientific community in Russia is constantly conducting research on the creation and implementation of a system for the disposal of decommissioned equipment, so, for example, MADI scientists proposed a regional car recycling system for implementation, the scientists of the Federal State Budgetary Educational Institution FNAC VIM also developed a regional system for the disposal of agricultural recycling equipment. In order to quickly solve the problem of working out a general strategy for creating an effective system of recycling equipment in Russia, taking into account the revision of the legislative framework, it is advisable to "run-in" it at the industry level, for example, in the agroindustrial complex, with subsequent replication in other industries.

In a broad sense, the utilization of agricultural machinery is a set of technical, organizational, economic, legal, financial and environmental measures to ensure the effective utilization of agricultural machinery, its aggregates (compo-nents of the technical base) at the final stage of the life cycle in order to maximize involvement in economic turnover. (Research purpose) The research purpose is in analyzing the work of foreign and domestic authors related to the formation of a resource-saving, environmentally-oriented system for recycling equipment. (Materials and methods) The article presents diverse studies in various areas, in which various materials and methods were used. Authors used a large amount of data characterizing the possibilities of creating a system for recycling agricultural ma-chinery in the agro-industrial complex of Russia, based on the state of the agricul-tural machine-tractor fleet, its age characteristics and the ability of engineering enterprises to carry out this type of activity. The obtained information was processed using statistical analysis methods. (Results and condemnation) The developed con-cept determines the necessity of creating a specific (industry-specific) system for the disposal of agricultural machinery in the agro-industrial complex of Russia as a component of a unified system for the disposal of machinery. (Conclusions) The conducted research showed that Russia is significantly lagging behind foreign countries in solving the problem of recycling equipment, so the best option can be considered to be working out the recycling mechanism in the process of building a local (industry) recycling system at the regional level. This will allow us to work out the elements of the national system for the disposal of decommissioned equip-ment in a relatively short time with minimal expenditure of various kinds of resources. The article presents the amount of subsidies for the creation of a specific system for the disposal of agricultural machinery in Russia.

The article substantiates the main determinants of the development of energy efficient technologies in the agro-industrial complex of Ukraine. The main problems that hinder the achievement of energy independence of Ukraine are revealed and their essence is revealed. The problems and prospects for the adaptation of current technologies in crop production, the latest technical and technological solutions in animal husbandry and resource-saving farming systems to the existing conditions of domestic agricultural production are stated. The analysis of the use of modern energy efficient technologies in the field of crop production is carried out and it is substantiated that they are associated with the use of modern technology and renewable energy sources, space information technologies. The features of innovative energy- and resource-saving farming technologies are considered. The newest technical and technological solutions in animal husbandry, contributing to energy saving in the context of modern technical and technological support of the industry, energy and resource saving technologies, production of biofuel (biogas) with a description of problems and prospects are proposed. Measures to overcome the crisis state of innovative and technological activity of agricultural enterprises are proposed, aimed at strengthening the agricultural sector and ensuring its progressive development. The use of promising energy-efficient technologies in the agro-industrial complex has been substantiated as a guarantee of the development of the industry on an innovative basis. Review of measures to improve government regulation and incentives for the transition to energy efficient technologies, namely: improving the image of the state on the world stage to increase investment attractiveness; development of an effective energy policy that will have a close relationship with the European energy direction; liberalization of energy markets and delineation of energy supply sources, etc. It has been proved that at the state level it is necessary to constantly inform agricultural producers about modern energy-saving technologies, introduce pilot projects, and continuously monitor the efficiency of energy resources use.

Reducing energy costs during the production of agro-industrial livestock production by maintaining the required lighting parameters is an urgent task. The largest consumption of electricity in farms is by electric lighting. The mass transition to energy-efficient equipment, using control systems in livestock and industrial premises of the agro-industrial complex, leads to increased energy savings and maintenance of optimal microclimate mode. (Research purpose) The research purpose is in developing energy-saving lighting installations, a program for automatic control of the lighting system and assessing the prospects for their use for enterprises of the agro-industrial complex. (Materials and methods) The article presents an overview of developments, scientifically based led lighting devices to maintain the required lighting parameters in livestock and industrial premises of the agro-industrial complex, in order to save electricity. Authors have determined that the technical effect of the proposed lighting installations is in reducing the electrical energy consumed. In one of them by creating a special shape of the light intensity curve, and in the second one by converting thermal energy into electrical energy used for additional power supply of the lamp. (Results and discussion) The article presents the results of research on the development of a program for automatic control of lighting systems for the implementation of energy-saving mode of operation. Authors consider the possibility of maintaining and regulating optimal illumination with the help of programmable controllers. (Conclusions) The analysis of the state and prospects of development of lighting systems showed the possibilities of development of scientifically based led lighting devices, as well as programs for regulating lighting in livestock premises based on programmable controllers. The use of the system will allow achieving optimal parameters of the microclimate, increasing productive and reproductive indicators, and effectively use optical radiation by reducing the consumption of electrical energy by up to 30 percent with the same quality of lighting.

Powder metallurgy, along with other knowledge-intensive industries, is one of the priority areas of high-quality, modern, technologically advanced production, one of the main tasks of which is resource-saving technologies. (Research purpose) The research purpose is in analyzing the existing methods for obtaining metal powders and metal-like compounds in order to review and systematize information. (Materials and methods) The methodological basis is the scientific and technical literature on the topic of manufacturing materials for powder metallurgy. The solution of the problem was carried out by means of comparative and logical analysis based on theoretical and empirical methods of scientific research. (Results and discussion) There are two groups of methods for producing metal powders: mechanical and physical-chemical, as well as methods for manufacturing metal-like compounds. Each of the production methods is analyzed from the point of view of technology, equipment, feasibility of application and the resulting materials. (Conclusions) When manufacturing powders by mechanical methods, there is a high probability of particles of grinding bodies or linings entering the final product. Dispersion allows to automate the process, adjust the properties of powders at a fairly low energy consumption. Physical and chemical methods of production require complex equipment, as well as compliance with safety regulations due to high fire hazard.

The article analyzes and evaluates the state of forest resources, including the Voronezh region. Based on the assessment and analysis, the following problems of the forestry complex were identified: failure to perform thinning; insufficient investment level; lack of development of the use of forests for the purpose of carrying out recreational activities; wear and tear of vehicles; the lack of information on the markets for the sale of wood from the Voronezh region in other constituent entities of the Russian Federation, here the negative aspects are that almost all the wood of the region is consumed within the region, only a small part of the wood is exported. The main problem of the forestry complex is the lack of a comprehensive information resource (lack of up-to-date forest inventory data in electronic formats; centralized database; inconsistency and dissociation of forest data stored in various information systems of subordinate institutions of Rosleskhoz; lack of reliable information on the volumes of harvesting, turnover and export of timber etc.). In addition to the problems, the article outlines the prospects for the development of the forest complex of the Voronezh region: zoning of the forest fund by the types of planned forest development; formation of forest plots for use and putting them up for auctions taking into account demand; determination of the initial rent, taking into account the demand for forest plots in various forest districts.

The article outlines the main factors that characterize the rationale for the formation of the "Agricultural Recycling" system with the participation of manufacturing plants, engineering enterprises of the agro-industrial complex and other interested organizations and structures. The most important reason for the formation of the "Agricultural Recycling" system is the need to return to the production and operational sphere of secondary resources in the amount of at least 90-95 percent. (Research purpose) The research purpose is in justifying the optimal solution for the creation of a resource-saving eco-oriented system "Agricultural Recycling". (Materials and methods) The article describes the possibility of forming a system of "Agricultural Recycling" in the Russian agro-industrial complex in the next 2-3 years. Decommissioned agricultural machinery and equipment, as well as their components, are partially disposed (ferrous and non-ferrous metals, tires, batteries, etc.), but the main part of the components of the machines becomes waste, which is placed in landfills, which creates many economic and environmental problems. (Results and discussion) The article presents the main factors justifying the need for the formation of the "Agricultural Recycling" system. One of the most important conditions for the creation of this system, in addition to financial aspects (recycling fee), is the active participation in this project of agricultural machinery manufacturers, agricultural engineering enterprises and other interested organizations and structures, which will allow us to activate the process of reviving production capacities in the agricultural complex for the collection and processing of recycled agricultural machinery, as well as its components. (Conclusions) In Russia, to date, despite the regulatory, legislative and economic framework formed in recent years in the state format, a unified system for the disposal of decommissioned equipment has not been created.
