Open Science may become the next scientific revolution, but still lingers in a pre-paradigmatic phase, characterised by the lack of established definitions and domains. Certainly, Open Science requires a new vision of the way to produce and share scientific knowledge, as well as new skills. Therefore, education plays a crucial role in supporting this cultural change along the path of science. This is the basic principle inspiring the collection of essays published in this issue of JCOM, which deals with many subjects ranging from open access to the public engagement in scientific research, from open data to the social function of preprint servers for the physicians' community. These are issues that go along with the targets of the FOSTER project (Facilitate Open Science Training for European Research) funded by the European Union, which has provided interesting food for thought in order to write this commentary.

The fact that Poland and Ukraine share a border, the convergence of the political goals of the peoples of both countries, and the constant efforts towards the development of democracy and decentralisation of public life determine the need to intensify cooperation in various areas of the functioning of society and the economy. An important sphere of cooperation is the public sector, in particular at the level of local government. The local government cooperation of both countries was already visible at the beginning of the social and political transformations after 1990. The development of this cooperation, with varying results, took place in the 1990s and, to an even greater extent, after Poland’s accession to the European Union. In the last three decades, local and regional communities in Ukraine have become an important partner for Polish local governments, both at the local and regional levels. The local government cooperation that has been implemented is based on the diversification and multidimensionality of forms and models. Some result from legal regulations, while others are based on mutual experiences, previous contacts, and sympathies of public authorities. The aim of the study is to analyse and present the conditions and forms of Polish-Ukrainian local government cooperation. The aim is also to show the barriers to cooperation and to define proposed solutions to improve partner contacts of territorial units. The local government cooperation of the two countries is undoubtedly hindered by the fact that Ukraine is not a member of the EU, and often by mutual misunderstanding and non-acceptance of historical experiences. On the other hand, common goals at different levels of social, public, and economic life are a significant factor motivating parties to increase cooperation and achieve a synergistic effect thanks to it.

Abstract Nowadays, the prevailing trend in the science-society relationship is to engage with the broader public, which is beneficial for the public, scientific institutes, scientific findings, and the legitimacy of science as a whole. This article provides a broad review of the rapidly growing research on Open Science and identifies the gaps in the current knowledge for future research. The review focuses on the science-society relationship, such that knowledge from this field is summarised and systematised. Insight into the most salient topics, including science communication, public engagement with science, public cognition of science, and challenges and potential unintended consequences connected to interactions with the public are examined. The first section of the paper focuses on science communication which involves efforts and approaches to inform the public about science by the most effective means. The section on public engagement reviews how scientists and scientific institutions are increasingly involved in direct interactions with the public and different groups of stakeholders to make science more open. The section focusing on public cognition of science provides information about public knowledge, perception, and trust regarding science, which both determines and is formed by public engagement. Last, risks, ethical issues, and data issues connected to the implementation of Open Science principles are reviewed, as there are many unintended consequences of Open Science which are examined by this current research. In conclusion, research covering the science-society relationship is rapidly growing. However, it brings multiple challenges as well as opportunities which are captured and discussed in a variety of existing studies. This article provides a coherent overview of this field in order to bring more comprehensible knowledge to scientists, scientific institutions, and outreach professionals.

Open Science ist ein relativ junger Begriff, die zugrunde liegende Idee des Teilens von Wissen, Ergebnissen und Methoden ist jedoch so alt ist wie die Wissenschaft selbst. Open Science umfasst neben Open Access und Open Data – dem offenen Zugang zu Veröffentlichungen und Forschungsdaten – auch radikal neue Bereiche wie Citizen Science und Open Notebook Science. Seitdem die Europäische Kommission und andere Forschungsförderer zunehmend Open Access zu Publikationen und Daten in ihre Förderrichtlinien aufnehmen, ist es für Wissenschaftlerinnen und Wissenschaftler unumgänglich geworden, sich mit diesem Thema auseinanderzusetzen. Die Herausforderung bei der Umsetzung dieser Anforderungen ist nicht so sehr die Existenz und Zugänglichkeit relevanter Informationen, sondern die unübersichtliche Fülle an Material. Das von der Europäischen Kommission geförderte Projekt „Facilitating Open Science Training for European Research“ (FOSTER) führt deshalb eine breite Sammlung von Materialien und Kursen zum Thema Open Science zusammen und schafft so eine Lernressource für die europäische Forschungscommunity. Die Inhalte stehen möglichst über offene Lizenzen zur Verfügung, um die Nachnutzung in weiteren Schulungen zu unterstützen. Die Navigation durch die Fülle an Inhalten erfolgt entlang einer Taxonomie oder anhand von zielgruppenspezifischen Lernzielen, die zum Beispiel Projektmanager oder Multiplikatoren wie Bibliothekare adressieren. Der Artikel stellt die aktuellen Ergebnisse des Projektes vor, beleuchtet die Rolle der Niedersächsischen Staats- und Universitätsbibliothek Göttingen im Projekt und gibt einen Ausblick auf die Aktivitäten im zweiten Projektjahr.

In 2018 the Bulgarian Government has launched a new legislation on the enterprises of social and solidarity economy as a political sign for the recognition of the role of social economy sector in the country. This was an expected result from the recent trend of development of the social economy in Bulgaria and the growing visibility of the sector and its consolidation with the policies of the European Union. At European policy level social economy and social enterprises are identified as a key instrument for employment and innovations which have a major role in overcoming the poverty and social exclusion. The aim of the law is to regulate the public relations related with the social and solidarity economy, the types of social enterprises and the measures for their support as well as the conditions and the requirements for the activities of social enterprises. As this is the first Bulgarian law on social economy it provides the bases for a public policy which stimulates the development of sector and establishes clear rules for a registry of social enterprises and a methodology for measuring the social added value. Тhe purpose of the current report is to provide an overview of the new policy and legislation in Bulgaria and to analyze the expected effects on the development of the social economy sector.

Open Science holds the promise to make scientific endeavours more inclusive, participatory, understandable, accessible, and re-usable for large audiences. However, making processes open will not per se drive wide re-use or participation unless also accompanied by the capacity (in terms of knowledge, skills, financial resources, technological readiness and motivation) to do so. These capacities vary considerably across regions, institutions and demographics. Those advantaged by such factors will remain potentially privileged, putting Open Science’s agenda of inclusivity at risk of propagating conditions of “cumulative advantage”. With this paper, we systematically scope existing research addressing the question: “What evidence and discourse exists in the literature about the ways in which dynamics and structures of inequality could persist or be exacerbated in the transition to Open Science, across disciplines, regions and demographics?” Aiming to synthesise findings, identify gaps in the literature, and inform future research and policy, our results identify threats to equity associated with all aspects of Open Science, including Open Access, Open/FAIR Data, Open Methods, Open Evaluation, Citizen Science, as well as its interfaces with society, industry and policy. Key threats include: stratifications of publishing due to the exclusionary nature of the author-pays model of Open Access; potential widening of the digital divide due to the infrastructure-dependent, highly situated nature of open data practices; risks of diminishing qualitative methodologies as “reproducibility” becomes synonymous with quality; new risks of bias and exclusion in means of transparent evaluation; and crucial asymmetries in the Open Science relationships with industry and the public, which privileges the former and fails to fully include the latter.

From lighting town centres to ephemeral one-off events, from nights of cultural activity to small festivals, from year-long programmes to biennials and triennials, artists are engaging in a wide variety of activities that support the idea of place- making. Emerging from the practices of interventionist art, community engage- ment and installation, through the processes and debates of public artists we are now experiencing new models of artistic intervention in the public realm. They are, quite literally, animating places. Alongside larger profile-building activities such as the European Cities/Capitals of Culture, the past 20 years has seen a significant growth in place-based festivals and events, one-off large scale events and city-specific commissions that aim, in one way or another, to animate public spaces and strive towards the idea of place-making. Artists are leading on initialising street festivals; intervening with politically motivated ‘guerrilla’ tactics to enliven places, in opposition to stasis in public engagement, and in promoting and building festival activities – some overt oth- ers more covert. For some the focus is on social and cultural change, for others the intentions are more community orientated and celebratory. All contribute to a sense of place and engagement. This chapter considers the emergent patterns of major events and festivals along- side the need to market places in competition with each other; the phenomena of culturally-focused and culturally-led events that bring places alive; the issues affecting both the artists as producers and the commissioning bodies; and the impacts and engagement of audiences. Within this exploration this chapter will address the question of whether there are principles that can be applied to the area of animation. Building on the idea that the relationship between people and place is given particular poignancy through festival and cultural engagements, a triad of place, people and purpose is emerging as a prism through which to see artists engaging in public spaces and, by doing so, contributing to place-making. The chapter will explore specific models of working that embrace three core ideas over and above this triad – the notion of making places, questions of identity, and ownership and celebration.

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.


Increases in the social sector of open data and online mapping technologies are starting new chances for interactive mapping in many research applications. Mobile crowd sensing is an application that gathers data from a network of conscientious volunteers and implements it for a public benefit which is very helpful for collecting related information during the COVID-19 situation. The paper aims to demonstrate the concept of #Safe Mapping Platform which followed a framework of opensource technology and implementation aspects. The #Safe Mapping Platform was established for self-tracking and self-risk managing by integrating GIS opensource technologies, location-based services, and LINE application. The developed platform can be adapted to the public for self-tracking and self-risk managing in any health issues in the future.

This paper studies how academic content published in Open Edition.org, an online publication platform in the Social Sciences and Humanities is re-appropriated by members of the public. Our research is therefore concerned with the public appropriation of science and Open science. After extracting the contexts of citation of these content and mapping them, we propose a typology of citation functions as well as of citers (their origins and types). Our preliminary results indicated that academic literature is repurposed and cited by members of the public mainly as scientific warrant (support for their argumentation). We also found that academic content is cited in all types of web documents including blogs, press releases, book reviews, newspaper articles, scientific articles, discussion forums, library catalogs, government agencies or ministries. Finally, we looked at that the elapsed time between the publication of an academic content and its citation in the public arena and found that this follows the already observed citations patterns within the scientific community (sleeping beauties, long tail, unexpected reader, silent conversation).

Background  In public proceedings, professionalized discourses often reflect markedly different communicative strategies than those used by members of the general public.Analysis This article describes the findings of an aesthetic discourse analysis of public submissions to one of the largest public processes ever held by the Canadian Radio-television and Telecommunications Commission (CRTC), the Let’s Talk TV review of television regulation in Canada.Conclusions and implications Public submissions demonstrated heartfelt, affective, psychologically complex, and sometimes ambiguous expressions of desire. A routine tactic engaged in public submissions was “narrative aesthetics”—the implicit and explicit use of story structures to shape aspects of discourse legitimacy. The discursive landscape revealed gaps between public sensibilities and those legitimized by policy decisions, suggesting a territory of public experience more complex than the social realities reflected in policy discourse outcomes.RÉSUMÉContexte Souvent dans les rencontres publiques, les discours professionnels reflètent des stratégies communicatives très différentes de celles employées par le grand public.Analyse Cet article décrit les observations émanant d’une analyse du discours esthétique effectuée à partir de soumissions publiques dans le contexte de Parlons télé, un examen de la réglementation télévisuelle au Canada qui a été une des consultations publiques les plus importantes jamais menées par le Conseil de la radiodiffusion et des télécommunications canadiennes (CRTC).Conclusions et implications Bon nombre des soumissions publiques ont manifesté des expressions de désir sincères, affectifs, psychologiquement complexes et, parfois, ambigus. Ces soumissions ont communément employé la tactique de « l’esthétique narrative »—l’utilisation implicite et explicite de structures narratives pour accentuer certains aspects de leur légitimité discursive. Globalement, le paysage discursif était révélateur d’un écart entrem les sensibilités du public et celles légitimées dans le cadre des décisions politiques, avec un champ d’expérience de la part du public beaucoup plus complexe que les réalités sociales reflétées dans les diverses recommandations politiques.
