This article analyzes the role of Spanish media systems in the transit period in Spain. By research of the Spanish massmedia systems of the late 70s - early 80s and their interaction with the government, have been identified the basic features of a role of the Spanish media systems in democratization of a society, and also reconstruction of the information system which has become diametrically opposed to the information system of the previous time.

When exploring the relationship between users and information systems, it is necessary to ascertain what impact the user's basic features have on their experience of the information systems they use in their work. Accordingly, this survey was conducted in the Government of Brčko within the district of Bosnia and Herzegovina, and within the Public company Brčko Municipality. The survey was conducted on 479 employees, while 261 employees completed the questionnaire developed for this research. When measuring the basic characteristics of the respondent’s gender was considered, as well as the work place, age, qualifications, their work experience and the amount of use of the information system weekly. When measuring the experience of using the information system, a modified model of performance of the information system was used. The SPSS 20.0 statistical software tool was applied during the testing of the proposed hypothesis, and the multivariate variance analysis (MANOVA) and the variance analysis (ANOVA) were used for the analysis. A factor analysis was used with the grouping of the proposed claims. The results obtained using this analysis show that in the modified model of success of the information system the statements were grouped into 4 factors. The hypothesis test results have shown that there is a significant statistical dependence on the use of information systems in almost all features of a user, except for the age of users where there is no statistical dependence. The results obtained from this research will contribute to a better understanding of how users experience information systems in their work and what basic features of the respondents affect the use of the system.

PurposeThe role of a government investment project (GIP) management supervisor is to improve supervision performance and the Chinese government has issued a series of polices, displaying the determination to solve supervision problems. The purpose of this paper is to assist the government to play its role of supervisor and to realize progress supervision performance for GIP in practice with the Agent Construction System (ACS).Design/methodology/approachTaking consideration of the essence of ACS, the paper analyzes the system supported theory, which is a supervision mechanism, with contract management as the core and goals as orientation. The authors design the system frame and its composing modules according to the main function of this information system.FindingsThe research builds an expected supervision information system with four functional modules, which is designed according to logical sequence of supervision, based on a theoretical supervision mechanism.Originality/valueThe system is, to the best of the authors' knowledge, the most advanced and practical information system for GIP supervision published in the literature.

The rise of fraudulent umrah funds by companies that organize Umrah trips is inseparable from the role of the government as the party that gives business permits and is the party responsible for supervising the conduct of business activities carried out by the Bureau of Organizing Umrah Worship Travels.Based on the results of the study, it was found that the regulation of fraud and embezzlement of prospective Umrah pilgrims in Indonesian legislation, there are at least three relevant laws, namely Law No. 1 of 1956 concerning the Criminal Code, Law No. 8 of 1999 concerning Consumer Protection and Law No. 13 of 2008 concerning the Implementation of Hajj and Umrah services. The cause of the fraud and fraud of Umrah funds by PT. Nabila Putra Mandiri is an encouragement in the suspect to fulfill unlimited desires (lusts) and a culture of people who are trustworthy and tempted by lure that is profitable. The government policy prevented the embezzlement of pilgrimage pilgrimage funds by the umroh travel organizer bureau, namely by making a new policy in the system of Hajj and Umrah administration through the Integrated Umrah Supervision Information System and Special Hajj which was based on electronics.Keywords: Criminology analysis, embezzlement, Fund Umrah.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

У статті проаналізовано місце феномену емоційної компетентності в становленні дискурсу життєтворення особистості. Відзначено, що її засадничими ознаками є відкритість і діалогічність, що фасилітують процеси життєтворчості в інтра- та інтерпсихічному просторі та сприяють здобуттю певних експірієнтальних «знань» і формуванню відповідних комунікативних «умінь». Отже, емоційна компетентність виконує функцію орієнтації в знаково-символічній реальності внутрішнього та зовнішнього середовища і, відповідно, бере участь у прийнятті рішень стосовно них. Це сприяє реалізації функції особистісного вибору у значущих обставинах життя. Вважається, що цей вибір повинен ґрунтуватися на домінуючій екзистенційній ідентичності та релевантно реалізовуватися на всіх її рівнях: базовому, характерологічному, ситуативному. В цьому контексті емоційна компетентність виступає в якості з’єднувальної ланки між ідентичністю та її зовнішньою поведінковою маніфестацією, в якій вона, власне, й проявляється. Інтегруючи первинні емоції, емоційна компетентність сприяє формуванню системи цінностей, мотивів і світоглядних орієнтацій особистості, а також сприяє їх коректному втіленню в практиці міжособистісного спілкування і, відповідно, конструювання дискурсу власного життя. У цьому полягає ключова роль емоційної компетентності в процесі життєтворення особистості. The article analyzes the role of emotional competence in establishing the discourse of personal life creation. It has been stated that its basic features are openness and readiness to dialog that facilitate life creation processes in the intra- and interpsychic space and promote acquirement of certain experiential "knowledge" as well as formation of relevant communicative "skills". So, emotional competence has a function of orienting in sign and symbol reality of the internal and external environment and, therefore, takes part in decision-making in respect thereof. This enables realization of the function of personal choice in significant life circumstances.  This choice is considered to be based on dominant existential identity and realized in the relevant manner at all its levels: basic, characterological, situational. In this sense emotional competence forms a link between identity and its outer behavioral manifestation.  While integrating primary emotions emotional competence facilitates formation of a system of values, motives and world view of personality as well as their correct implementation in the course of interpersonal communication and personal life discourse construction. This embodies the key role of emotional competence in the process of life creation of personality.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The paper analyses the evolution of Yu. Samarin’s ideas from rationalism to “holistic knowledge”. Special attention is paid to the philosopher’s conceptualization of the key role of religion for a nation. The author also examines the scholar’s position concerning the promotion of patriotism as an important impetus for social development. Emphasis is made on analyzing the interaction of universal and national aspects in the educational process, as well as on the value of national identity in the field of humanities. The article also presents Yu. Samarin’s critical evaluation of the government educational policy and his suggestions on increasing its effectiveness. The author notes the relevance of Yu. Samarin’s views for the contemporary philosophical and educational context.
