This paper draws on new comparative data from these three cycles of Crimean constitutional process (1992-1994, 1995-1998 and 2014-2018) to provide evidence for a novel approach to changes in political and legal systems - an approach that explains both the impact of constitutional crises as well as the robustness of the systems themselves to a more serious destabilization. Our analyses suggest that the political and legal systems have an inbuilt mechanism that saves them from overheating in times of crisis. The mechanism operates simultaneously on the level of law enforcement and at the level of lawmaking. It is based on the assumption that the political elites are risk-averse. While they react to constitutional crises by looking for new solutions, they mostly do so in “restrained” forms of legal regulation where the consequences of change are easily comprehensible. In political and legal systems that are already relatively complex internal structure, however, the political elite shy away from experimentation and rather rely on tested strategies. Constitutional crises therefore tend to stabilize unstable systems and to destabilize stable ones. They rarely push complex systems over a critical threshold of no return. Based on a positive and contrasting comparison of the three different phases of Crimean constitutional process the period 1992-1994 considered as a transformative constitutional regime in statu nascendi (in the formation stage) with signs of restrained independence in rulemaking. Content analysis of the Crimean constitutions in times of Ukraine (1992, 1995, 1998), fundamental amendments to them and changes in the current legislation, revealed the so-called "negative integration" of the autonomous region into Ukraine (1995-1998). As a result, the legal space of post-2014 was characterized by the presence of both new, not yet tested, and the former, several modified institutions, on the basis of which the current Constitution of the Republic of Crimea 2014 was created. The article presents quantitative data and qualitative "illustrations" of various indicators of the legislation of the Republic of Crimea as a normative component of the legal system using a functional research method.

Introduction. Tourism is a dynamic, constantly developing sector of the economy. Tourism economy develops along with the society, recreation and tourism. The purpose of the article is to show the features of the impact of tourism on the national economy using the case of Tunisia. The experience of Tunisia is especially useful for the countries where beach recreation has developed and where the political situation has remained difficult for a long time (Egypt, Turkey, Thailand, etc.). Materials and Methods. The article is based on the statistical data provided by the World Tourism Organization, the World Data Atlas and open Internet sources. The study employed general scientific methods (analysis, synthesis, synthesis, comparison, etc.) and special ones (the methods of mathematical statistics, the graphical method, the comparative method, etc.). Results. For the first time, the article has provided a fairly complete description of the macroeconomic indicators characterizing the level of development of international tourism in Tunisia. The article has analyzed the dynamics of inbound and outbound tourism, discussed the factors affecting the volume of international tourism, considered international tourism expenditures and revenues, which to a large extent have a positive or negative impact on the country’s balance of payments. The trends in the development of international tourism in Tunisia have been revealed and the problems facing the industry have been identified. Discussion and Conclusion. The research has revealed that tourism economy largely depends on the political and economic processes taking place in the country. The current level of macroeconomic indicators of tourism economy in Tunisia lags behind the 2008–2009 figures. The results of the study made it possible to assess the current state of international tourism and make a number of suggestions aimed at increasing the level of development of international tourism in the country. The results of the study can contribute to the development of a program aimed to boost tourism economy in Tunisia, one of the key tasks of which should be that of increasing performance at the macro-level.

Kazakhstan, like most of the multi-ethnic post-Soviet states, in the course of state building, faced the problem of rallying the peoples living in the Republic. Two interrelated projects were being implemented on the political agenda of Kazakhstan: the construction of state institutions and the formation of a civil nation. In a multi-ethnic state, the project of a civil nation is difficult due to the attempts of the titular ethnic group to obtain additional advantages, which causes tension in interethnic relations. The identification of the population, often, occurs by ethnicity, therefore, the policy of civic identity in Kazakhstan is opposed to the “Kazakhization” of language, culture, and social practices. Nevertheless, the process of unification of the nation is successfully developing in the Republic, initiated by the political elite of Kazakhstan. Achievement of national unity was declared a strategic priority in the development of the country. The article analyzes the factors affecting collective identity in the Republic of Kazakhstan: demographic diversity, language policy, state symbols. The article concludes that Kazakhstan is building its statehood based on the domination of the Kazakh ethnic elite, while pursuing a policy of uniting different ethnic groups into a single Kazakh nation.

AbstractThis article focuses on the impact of the policies of the ruling Zimbabwe African National Union – Patriotic Front (ZANU-PF) government on Zimbabwe's black middle class. It does so by exploring three propositions emerging from the academic literature. The first is that during the early years of independence, the middle class transformed into a party-aligned bourgeoisie. The second is that, to the extent that the middle class has not left the country as a result of the economic plunge from the 1990s, it played a formative role in opposition to ZANU-PF and the political elite. The third is that, in the face of ZANU-PF's authoritarianism and economic hardship, the middle class has largely withdrawn from the political arena.

This no doubt springs largely from parties' reluctance to reveal details of this essentially internal matter. The article discusses the impact of national identity on democratization and market reforms in Russia and Ukraine. We develop a concept of hegemonic national identity and demonstrate its role in Russian and Ukrainian post-communist political development. The article argues that Russia’s slide toward authoritarianism was to an important degree an outcome of the notions of national identity adopted by the main political players and society at large. In Ukraine, on the other hand, a hegemonic identity failed to emerge and the public discussion of issues of national identity led to the adoption of much more liberal and democratic notions of identity by a considerable part of the political elite. Adoption of this more liberal identity, in turn, was one of the main reasons for the Orange Revolution. The main theoretical implications of this argument are as follows: (a) choices of national identity profoundly affect the prospects for democracy in the newly democratizing states; (b) institutions do shape identities; (c) elites’ preference for (or opposition to) liberal democracy is not simply a consequence of their understanding of their self-interest in gaining and preserving power but also is dependent to a significant extent on their choices of political identity.

In August 1991, the Republic of Latvia took over the documents of the former Latvian SSR KGB, including the card index of KGB agents. At that time, by postponing the card index publication, the political authorities made the issue of former KGB agents a hostage of their political interests. Discussion on the fate of the card index continued in Latvian public sphere over the next 27 years. The stance of the political elite, which found support in some groups of society, was opposed to the publication of the card index, being concerned about a possible witch-hunt and psychological trauma of the people mentioned in the card index as well as their relatives. However, as a result of public pressure, after lengthy indecision, the card index was made public in December 2018. Unfortunately, the publication of the card index has offered only a formal solution to the issue of the former KGB agents, and the expected results have been achieved from the aspect of neither historical truth nor public reconciliation. Only a small number of people mentioned in the card index have admitted the fact of their cooperation and just a few have expressed public regret. In turn, after 27 years of political elite’s hesitancy, most of the KGB persecution victims accepted the publication of the card index in silence. However, it is clear that denial and silence are not the way to public reconciliation and comprehension of trauma. Those few attempts to make one’s experience public show that in today’s situation people can seek reconciliation only with themselves and within themselves.

The article represents the topical trends in contemporary Russian political discourse. The author proceeds from the thesis about the strengthening of the importance of the cultural component of state policy in relation to the education of young people, the reproduction of the political elite, as well as the building of communicative influences between the elite and the people. The article provides an overview of the legal framework of sources within the framework of the research area under consideration. In particular, the article analyzes changes in the field of constitutional legislation, as well as new law-making initiatives in the context of the discussion and adoption of the Laws on Culture and Youth Policy. Significant research platforms are highlighted that accentuate the problems of cultural policy, in the aspects of forming the foundations of the traditional cultural and civilizational identity of youth, as well as the reproduction and improvement of the quality of human capital in the field of training management personnel. Within the framework of the article, the phenomenon of cultural enlightenment is positioned as a promising direction of cultural policy, which is very relevant from the point of view of solving the problems being analyzed. The concept of «cultural imperative» is put forward, designed to become one of the «catalysts» of the process of value-semantic formation of the political elite. The methodological basis of the study was interpretive and empirical methods of studying the impact of state cultural policy, including cultural enlightenment, on the political outlook and socialization of young people, as well as the study of youth as a subject of political relations, its place and role in the political processes of the Russian state, development strategies civic and patriotic activity of young people in a modern society subject to globalization and informatization. In our research, we turned to an interdisciplinary method, in particular, we use the research techniques of sociology in the framework of monitoring on key research issues. As the results of the research, the author proposes projects of optional courses and retraining courses aimed at enriching the system of training the future political elite with value-semantic content through the tools of cultural enlightenment.

The article examines the theoretical aspect of unification and its impact on the effectiveness of legislation. It is noted that regardless of the place of creation, the legislative process has always been and remains a difficult task, the solution of which requires a comprehensive approach. Unification is studied from a philological and legal point of view. It is emphasized that unification has been actively studied with the development of international organizations, and is an effective way to regulate legislation and integration into the international legal space, as expressed in the joint cooperation of different countries through the adoption of similar legal acts. It is now widespread in the legal systems of countries such as Denmark, Sweden, Finland, where maritime, trade, contractual, binding legislation, etc. are unified. Unification directly affects the quality of legislation, as well as contributes to the convergence of legal systems. In general, it can be described as a way of converging legal systems by forming a uniform legal regulation within the relevant legal space. The points of view of legal scholars on the definition of the concept of unification of legislation are considered. Unification is characterized as a process of streamlining legislation in order to uniformly regulate social relations in different legal systems. Emphasis is placed on the mandatory implementation of unified norms in the domestic law of the state. Key words: unification of legislation, legal regulation, implementation, system of legislation.

Using social representations theory, we studied the social meanings of a controversial Memorandum of Agreement (MOA) between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front. In Study One, we describe the discursive content of the social debate by content analyzing articles from newspapers and selected websites. Study Two uses a survey to examine the fit between social representations of the political elite, as found in media, and the nonelite in Mindanao territories where the MOA was hotly contested. Study Three presents the social representations of the MOA at the local level through analysis of key informant interviews and archival data. Discriminant analysis on survey data shows that in general, the debate of political elites in media mirrors the contentions on-the-ground. However, the issue of constitutionality was only taken up by the political elite. Our findings suggest that the political stumble of the GRP-MILF peace process lay in a lack of procedural fairness and an on-the-ground participatory process acceptable to all antagonistic parties. However, the socially represented fair procedure is not about conventional democratic ways like using or not using a constitutional frame, but rather about pragmatic positioning and public consultations.

The basic historical conditions for the formation of religious doctrines within the Christian faith were determined. It was established that the church proclaiming the need for unity of Europe did not object to the existence of nation states. The conclusion regarding the desire of the church to subject the political power in the states of Europe and thereby establish unity of management methods was proved. Such methods were based on the principles of Catholic religious doctrine and dogma. The content culturological integration processes in the environment, particularly in science and art was disclosed. It was identified their impact on integration and mutual penetration of ideas of humanistic orientation into the European consciousness.
