In today’s world, human capital is one of the key indicators of a country’s sustainable socio-economic development. We have used neurocomputing tools to study the current state of physical education, sports and active tourism in the context of ensuring the quality of human capital, in order to preserve the population’s health and increase life expectancy. The relevance of research in this field is determined by the importance of physical activity for the development of human capital, which is one of the central internal factors of countries’ economic potential. Human capital also plays an important role in ensuring national security and sustainable regional development. We have performed a cluster analysis of physical culture and sports data in Russian regions using the tools of neural networks, one of the branches of artificial intelligence. The proposed approach based on neurocomputing and neural network modeling can be helpful in informing strategy proposals and measures aimed at enhancing the sustainable development and the role of physical culture, sports and tourism to ensure the quality of human capital.

With the use of neural network modeling, the authors analyzed the current state of youth sports in rural areas of Russian regions, which characterizes human capital. The simulation uses neural networks implemented in the Deductor package – self-organizing Kohonen maps. As a result of the analysis, the authors obtained a distribution of regions in five clusters. The composition and characteristics of each cluster are presented. The regions with the highest indicators of sports development in rural areas have been identified. This paper shows the influence of the indicators considered on human capital, which is one of the dominant internal factors of socio-economic potential of territories. The results of the research are of practical significance for a comparative analysis of the development of children’s and youth sports in the regions of Russia and can be taken into account in the strategic planning of the development of the sports industry in the context of increasing the quality of human capital.

The essence and importance of the transport component of the economy to ensure the sustainable development of the region is reveled within the article. Features of the transport component of the economy as a factor contributing to the stabilization of regional development are identified. Based on the current state diagnostics of the transport component of the economy, fundamental changes in the needs for its services, which appeared as a result of its reforming, are proved. The process of forming a system of quality of transport services, which is a prerequisite for improving the competitiveness of the region, is analyzed. In addition, the assessment of consumer properties of services of the transport component of the regional economy, as well as their essence and specificity, is carried out.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. The article highlights the approaches to the development of sports and health activities and sports tourism in various spheres of society. It is proved that the current standard of quality of life in Ukraine is characterized as not satisfactory. Many factors affect the quality of life: lifestyle, genetic and environmental factors. However, one of the main issues remains the underfunding of development. The work investigates the state of financial support for health care, which is closely related to the level of low healthy life expectancy. It is determined that in modern conditions physical culture and sports are a necessary element of life of every Ukrainian. It is justified that grant programs are the main financial source for the development of physical culture and sports. It is proved that the state and non-state policy of development of physical education and sports should be built on creation of the corresponding concept for the next five years, which will include the appropriate strategy and program of development of physical culture and sports. The purpose of the article is a study of the peculiarities of organizing sports and health activities in different spheres of society and mechanisms of financing physical culture and sports in Ukraine. To achieve this goal, the following tasks are solved: to reveal the role and importance of organizing sports and health activities in different spheres of society; to conduct an analysis of the current state of financing of health care, physical education and sports; outline strategic guidelines for improving state and non-governmental policies on financial provision for physical education and sports. Subject and object of study. The subject of the research is theoretical and practical aspects of organization of sports and health activities in different spheres of society. The object of the research is the process of managing sports and health activities in different spheres of society. Research methods. For a comprehensive study of the necessary information the basic methods of information research in management were used. In the study of the current state of financing the health care, physical education and sports the methods of statics and dynamics were used. The dynamic method was used to analyze health care expenditures in percentage terms to GDP and total expenditures, average life expectancy at birth in Ukraine, transition from one equilibrium state to another for the period from 1995 to 2017. The static method involved a comparison of the amount of annual funding from the State Targeted Social Program for the Development of Physical Culture and Sports and the actually allocated funds. An economic model of the dynamics of health care expenditures in percentage terms to GDP and total expenditures, average life expectancy at birth in Ukraine in the form of a graph is constructed.

The issue of urban sustainability is currently exceptionally up to date, and the sustainable development of cities has become an important topic on the political level. Many cities in the world are facing acute challenges concerning growing dangers to the environment and ensuring quality of life for their inhabitants. In connection with cities achieving their individual goals of sustainable development, urban sustainability indicator frameworks (USIFs) are becoming the subjects of attention. Such frameworks enable sustainability to be clearly measured and assessed. In this article, we analysed selected global and European USIFs in terms of their commonalities and differences, sustainability dimensions, thematic categories, and categorised indicators. Based on the analysis of the content of the reviewed frameworks, we compiled a list of generally recognised thematic categories within the four main dimensions of sustainable development, and we identified the key indicators of urban sustainability. Our review showed differences in the existing approaches that substantially contributed to the current inconsistencies in assessing and measuring sustainable development in cities. Our results provide an overview of this issue, e.g., to decision makers, and could concurrently serve as a generally applicable foundation for the creation of new urban sustainability indicator frameworks. We also point out the current trends and challenges in the domain of urban sustainability assessment.

Regional Development of the countries depends of the relation and interaction between enterprises, government, education sector and society, and the strategies to take advantage of the available resources. In that sense, the education sector plays a very important role as a supplier of competitive human capital. This study is the result of a special research made for Technologic of Higher Studies of Ecatepec which is interested in launching a new postgraduate program that can respond to the new regional challenges. Nowadays it doesn’t exist an educational program in the State of Mexico that collaborates in generation of specialized human capital to manage the productive and administrative process of the enterprises. This research is supported with the induction deduction, analysis-synthesis methodologies, moreover, the information gathering of different database scholars was reviewed, and it was also compare institutions within similar context and programs to get and analyzing previous research about tendencies of modern management.

The development strategies have a very important role in the sustainable development of the regions. As documents they should serve to guide public policy at the local level in those areas where regions have competitive advantages and to coordinate all available resources to achieve the ultimate goal, the improvement of the quality of community life. Albania is still considered as a country with a significant difference in the development of the regions. In this context and in the new conditions which are created by the new administrative reorganization, preparation of the regional development strategies, and integrated these national strategies are an immediate request. This paper aims to assess the necessity of drafting development strategies, as basic documents that define a general framework of strategic development for every region. Another purpose of the study is the analysis of the process of drafting regional development strategies in general and the District Development Strategy of Gjirokastra in particular. The aim is to assess how is going this process and if there were any problem that may have affected the quality of the strategy. The study was conducted by using the method of primary research and take place in the South region of Albania, in local governments of the district of Gjirokastra, in public institutions and non-profit organizations and various businesses at the local level.

The quality of human capital depends on the conditions in which people live, work and learn. Therefore, the issue of sustainable development as a prerequisite for ensuring the existence and development of human capital is at the center of attention of the governments of each country. The article describes sustainable development, presents its goals and strategies to be achieved at European and national level. The aim of the research is to assess the current state and development of selected indicators of sustainable development related to the quality of human capital in Slovakia and other V4 countries in the period from 2014 to 2018.

While trade scenario at the global trade hub in GCC, i.e., Middle East industry has to quickly concentrate maximum strength on a project of major importance, referred to internally as Flexible Critical Mass (FCM). The method enables the long term sustainability in industry to tackle outsized opportunities. We identify key indicators to drive technology enabled industrial performance, based on more understanding and agreement on its structure, strategy, and cultural definition, starting at the human capital to the mobile or immobile assets of an industry. We highlight the need to put processes into place to drive this new clarity and focus throughout the organization. The industrial practices needed increased accountability and a balance between the deployment of strategies, goals, and objectives and the maintenance of the culture.
