The article highlights the approaches to the development of sports and health activities and sports tourism in various spheres of society. It is proved that the current standard of quality of life in Ukraine is characterized as not satisfactory. Many factors affect the quality of life: lifestyle, genetic and environmental factors. However, one of the main issues remains the underfunding of development. The work investigates the state of financial support for health care, which is closely related to the level of low healthy life expectancy. It is determined that in modern conditions physical culture and sports are a necessary element of life of every Ukrainian. It is justified that grant programs are the main financial source for the development of physical culture and sports. It is proved that the state and non-state policy of development of physical education and sports should be built on creation of the corresponding concept for the next five years, which will include the appropriate strategy and program of development of physical culture and sports. The purpose of the article is a study of the peculiarities of organizing sports and health activities in different spheres of society and mechanisms of financing physical culture and sports in Ukraine. To achieve this goal, the following tasks are solved: to reveal the role and importance of organizing sports and health activities in different spheres of society; to conduct an analysis of the current state of financing of health care, physical education and sports; outline strategic guidelines for improving state and non-governmental policies on financial provision for physical education and sports. Subject and object of study. The subject of the research is theoretical and practical aspects of organization of sports and health activities in different spheres of society. The object of the research is the process of managing sports and health activities in different spheres of society. Research methods. For a comprehensive study of the necessary information the basic methods of information research in management were used. In the study of the current state of financing the health care, physical education and sports the methods of statics and dynamics were used. The dynamic method was used to analyze health care expenditures in percentage terms to GDP and total expenditures, average life expectancy at birth in Ukraine, transition from one equilibrium state to another for the period from 1995 to 2017. The static method involved a comparison of the amount of annual funding from the State Targeted Social Program for the Development of Physical Culture and Sports and the actually allocated funds. An economic model of the dynamics of health care expenditures in percentage terms to GDP and total expenditures, average life expectancy at birth in Ukraine in the form of a graph is constructed.

In the process of implementation of the reform of the health care system and implementation of priority directions of socio-economic development of Ukraine, which is closely intertwined with the requirements of the time regarding the preservation and improvement of the health of population, attention was paid to the quality management of health care. The purpose of the article is to study the indicators of health care in the dynamics, which determine the state of health system and characterize the quality of medical and service provision. The article outlines the peculiarities of the concept of health protection in Ukraine. It proves that the domestic health care system is outdated, since it is based on the Soviet model of Semashko against the backdrop of high levels of corruption, the lack of proper modernization, non-compliance with the needs of the population, which in general have led to its ineffectiveness. The main indicators of the health system in dynamics are estimated and the periods of expected life expectancy are highlighted. The low average life expectancy in Ukraine is established to be caused mainly by the fundamental difference between the European and Ukrainian standards of living, the level of well-being of the population and the quality of medical services. In order to improve the quality of the provision of medical care in health care institutions in the current conditions of medical reform, it is proposed to transfer to the financing of medicine on an insurance basis, which will allow distributing the risks of illness and expenses for treatment between insured persons, and direct the collected funds to pay for the insured event in case of illness. This can be considered the only way to provide high-quality medical protection without financial stress for Ukrainian citizens.

Introduction. Organization ofeffective functioning and development ofhealth care system in the conditions of limited financial resources is the most important task ofthe authorities at all levels. Therefore, the question ofassessing the current state ofhealth and identifying the main problems of financing health care institutions relevant is more than ever. Purpose. The purpose of the article is to analyze the current state of financial securement ofhealth care in Ukraine. To identify the main problems ofthe development ofthe health sector and to develop recommendations for improving existing and finding new sources of financial support forthe health care system. Results. The results of the analysis show that in recent years, despite an annual increase in health care expenditures, their share in the budget structure is reduced by redistribution to finance other activities ofthe state. The financial support ofhealth care at the state level is extremely insufficient. Apart from the problem of financing health expenditures, attention is drawn to the problem of inefficient and inappropriate use of available resources by the network ofhealth care facilities, which in many cases does not correspond to the real needs ofthe population. Conclusion. It is concluded that the problems of financing health care are largely solved by the introduction of insurance medicine, which ensures not only the ability to receive proper medical care by the population of Ukraine, but also provides effective control by insurance organizations to the rational use of financial resources of the health care sector.

This article presents the results of a study aimed at identifying problematic aspects of monitoring the physical health of Chinese students and establishing strategic directions for its improvement within the framework of the state project "Healthy China - 2030". In the course of the study, the reasons for the low effectiveness of the current monitoring system were considered in detail, which allowed us to identify strategic directions for its modernization, taking into account the prevailing socio-economic conditions in the field of education, physical culture and China as a whole. The significance of this research lies in the established strategic directions, according to which it is possible to implement a number of measures that will significantly improve the quality of monitoring the physical development and fitness of Chinese students and improve the management process in the field of physical education.

The aim: identifying the characteristics and trends of inequalities in the health of the population to substantiate the educational content of the curriculum for the training of Master in Public Health. Materials and methods: Bibliographic, sociological, medical-statistical and information-analytical methods were used in the study. Ukraine’s healthcare institutions were the scientific base of the study. The data on the average life expectancy, morbidity, mortality, satisfaction of medical needs of different groups of the population for revealing the social gradient are analyzed. Documents on strategies to reduce health inequalities have been examined. Results: Health inequalities between WHO countries have been identified, including a difference in the average life expectancy at birth of 17.1 years in premature mortality due to differences in the levels of economic development of countries. The inequality in the prevalence of diseases and the difference in the satisfaction of specific medical needs among the first and tenth decile population of Ukraine were determined. The prevalence of diseases of the genitourinary system in the population older than 60 years with low rates by 27.3% was higher than the figure among financially insured persons. The incidence of ocular pathology among adults with different income levels varied 1.8 times. The provisions of the WHO strategic documents on reducing health inequalities and its protection and on developing the public health system are analyzed. We justify the necessity of expanding the coverage of the problems of reducing disparities in health and health care in the course of training of the Master in Public Health. A modern curriculum “Social Medicine, Public Health” has been developed with the inclusion of inequalities in public health and appropriate educational and methodological support. Conclusion: The strategic goal of reducing inequalities in public health and its care requires integrating these issues into a modern master’s in public health program. The curriculum developed covers various aspects of health inequalities and health care, including the identification and assessment of disparities, the clarification of causes, the identification of counter-measures. Created educational and methodological support allows acquiring theoretical knowledge and practical skills that form the necessary competencies of professionals in the context of overcoming inequalities in health.

The need to study the effectiveness of the health care system in developed countries in order to assess the state of development of the medical system and analyze the key determinants of its effective transformation is emphasized in the article. The idea, that general indicator that characterizes the efficiency of the medical industry is the indicator of life expectancy, is determined. The dependences of the level of life expectancy on the level of well-being and total health care costs are studied. It was found that life expectancy significantly depends on the level of real gross domestic product per capita at the purchasing power parity of the population in countries with lower levels of socio-economic security and quality of life, a lower life expectancy is recorded. It has been determined that increasing health care expenditures to a certain level has a positive impact on the efficiency of the medical sector, although it depends more on the scheme of attracting and allocating financial resources. In addition, the dynamics of the development of medical systems in Eastern Europe by indicators of life expectancy at birth, the level of expenditures on medicine in general and funding schemes, the share of health care costs “out of pocket”, the level of costs for medical facilities and reimbursement medicines for the population, etc. are analyzed. It is determined that the experience of countries similar in level of socio-economic development to Ukraine can be extrapolated to the domestic practice of state management of the medical system.

Despite the evidence of links between health expenditure and health care efficiency, it is still unclear why countries with similar levels of health expenditures experience different outputs in terms of life expectancy at birth. Health care system efficiency might shed some light on the question. Using output-oriented data envelopment analysis, we compared the health systems of 140 countries in terms of attained life expectancy. Efficiency is determined by the distance from the closest country on the best practice frontier, which identifies the highest attainable life expectancy observed for any given level of health care spending. By using national data form the Human Development Data, we built the efficiency frontier and computed the potential life expectancy increase for each country. The potential improvement was, on average, 5.47 years [95%CI: 4.71–6.27 years]. The least efficient countries (10th percentile of the efficiency score) could improve by 11.78 years, while the most efficient countries (90th percentile of the efficiency score) could only improve by 0.83 years. We then analyzed, with regression analysis stratified by average education level, and by the role of health-related variables in differentiating efficient and inefficient countries from each other. The results suggest that, among countries with lower levels of education, decreasing unemployment and income inequality increases average life expectancy, without increasing health expenditure levels.

The issue of functioning of the sphere of physical education and sports in the conditions of insufficient coverage of various sports activities of youth and deterioration of health of the average Ukrainian is understudied. The purpose of this study is to describe the basic components of public administration in the field of physical education and sports. The following methods were used in the study: search, analysis of the available methodological and scientific literature, classification, clarification of causal relationships, systematisation of key points of the above issues. In the course of the literature review, the study identified the current state of research on the subject matter and defined its perspective. It is noted that in the times of high technology and food abundance, there is a decrease in physical activity. The study indicates an urgent need to update and promote the development of mass physical education and sports. The study describes the current state of government regulation in the sphere of physical education and sports. It is established that the unresolved issues of certain areas will weaken the dynamics of development of physical education and sports. Effective development of physical education and mass sports by the state and its accompanying sustainable humanitarian effects among the population of Ukraine are possible only based on comprehensive scientifically sound infrastructure and organisational and managerial decisions in all corresponding areas. The study states the impossibility of solving the entire set of problems that exist in the field of physical education and sports by carrying out separate actions that are not interrelated. It is concluded that the close relationship between the processes that take place in this area with the processes taking place in society indicate the need to use the programme-target method to successfully solve problems in the field of physical culture and sports at the state level

Purpose. The purpose of the article is to analyse the state of the system of financing health care in the European Union countries and Ukraine, to identify and compare their efficiency. To achieve this purpose, the following tasks were set: to analyse the current state of the system of financing health care in the European Union using up-to-date statistics on health care expenditures; to analyse the state of the system of financing health care in Ukraine for the last five years based on statistical data on expenditures of the Consolidated Budget of Ukraine; to consider what needs the health care sector directs expenditures to; to identify the problems that were prompted medical reform in Ukraine; to identify and compare the efficiency of financing the health care system of the European Union countries and Ukraine. Methodology. During the preparation of the article, the author used the method of analysis and synthesis to review statistical data that provided an opportunity to analyse the current state of the system of financing health care in the European Union countries and Ukraine; the method of comparison was used to determine the efficiency of the models of the system of financing health care in the countries of the European Union, in order to further form useful advice for use in Ukraine during the period of medical reform; generalization method was used to summarize the results of the study. Results. Analysing the state of the system of financing health care among the European Union countries in 2019, it was found that the largest amount of health care expenditures was in Germany (the system of financing was based on the Bismarck model), and the smallest was in Latvia (the system of financing was based on the Beveridge model). Analysis of the dynamics of health care expenditures in Ukraine showed that over the past five years, the volume of expenditures has increased 2.33 times. In terms of the funds of the Consolidated Budget of Ukraine, the largest percentage (85-91%) falls on the expenditures of the general fund. In relation to the total expenditures of the Consolidated Budget of Ukraine, the share of health care expenditures in 2020 has amounted to 11.02%, which is 1.99% higher than in 2016. Despite the growing trend, the amount of budget expenditures is not enough for all the needs of the health sector. To identify the efficiency of the models of the systems of financing health care operating in the European Union countries and Ukraine, a comparison of the average life expectancy among the people of these countries was made. In the countries of Northern and Western Europe, there was the highest rate in the range of 81.1-83.1 years for both men and women; the lowest rate was observed in Ukraine (73 years). Ukraine is currently undergoing health care reform, which should change the Soviet model to one that will be closer to the English, which shows its efficiency on the example of European countries in the post-Soviet space. Practical implications. The results of the study can be used to form practical suggestions in preparation for the next stage of health care reform in Ukraine.

The purpose of the article is to analyze the current state of healthcare in Russia. Scientific novelty of the study: the authors suggest that the efficiency of the health care system depends on the state of such indicators of public health as life expectancy and healthy life expectancy. Life expectancy is an integrated demographic indicator that characterizes the number of years that a person would live on average, provided that the age-specific mortality rate of a generation would be at the level for which the indicator was calculated throughout life. The indicator ‘healthy life expectancy’ is formed by subtracting the number of years of unhealthy life (due to chronic diseases, disabilities, mental and behavioral disorders, etc.) from the life expectancy indicator. Results: the article presents an analysis of the current state of Russian healthcare based on statistical data provided by the Federal State Statistics Service, the World Health Organization, and world rankings. Attention is focused on the perceptions of Russians about the quality of medical services and Russian healthcare. Conclusions about the current state of health care in Russia are formulated by the authors, based on a secondary analysis of statistical data, as well as data from sociological research presented by leading Russian sociological centers.

Despite recommendations from numerous health care bodies, some hospitals that care for children have struggled to establish or expand pediatric pharmacy services. The current state of dedicated pediatric operational and clinical pharmacy services was characterized by results from a survey of hospitals that provide care to pediatric patients. The discussion of quality of care, safety, and financial impact is meant to provide concepts for justification of pediatric pharmacy service expansion.
