With the use of neural network modeling, the authors analyzed the current state of youth sports in rural areas of Russian regions, which characterizes human capital. The simulation uses neural networks implemented in the Deductor package – self-organizing Kohonen maps. As a result of the analysis, the authors obtained a distribution of regions in five clusters. The composition and characteristics of each cluster are presented. The regions with the highest indicators of sports development in rural areas have been identified. This paper shows the influence of the indicators considered on human capital, which is one of the dominant internal factors of socio-economic potential of territories. The results of the research are of practical significance for a comparative analysis of the development of children’s and youth sports in the regions of Russia and can be taken into account in the strategic planning of the development of the sports industry in the context of increasing the quality of human capital.

In today’s world, human capital is one of the key indicators of a country’s sustainable socio-economic development. We have used neurocomputing tools to study the current state of physical education, sports and active tourism in the context of ensuring the quality of human capital, in order to preserve the population’s health and increase life expectancy. The relevance of research in this field is determined by the importance of physical activity for the development of human capital, which is one of the central internal factors of countries’ economic potential. Human capital also plays an important role in ensuring national security and sustainable regional development. We have performed a cluster analysis of physical culture and sports data in Russian regions using the tools of neural networks, one of the branches of artificial intelligence. The proposed approach based on neurocomputing and neural network modeling can be helpful in informing strategy proposals and measures aimed at enhancing the sustainable development and the role of physical culture, sports and tourism to ensure the quality of human capital.

The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

Rural economy has been characterized by low incomes and self-consumption production. With the expansion of global markets and the access of customers through internet, the possibility of moving traditional markets to e-commerce increases. This expansion allows the inclusion of rural economy into the e-commerce market. This chapter describes the challenges to be overtaken in order to activate rural economy through e-commerce. The chapter is organized in five sections: The first section focuses on the communication infrastructure available in rural areas. In the second section, the current state and challenges to be addressed for guaranteeing on time delivery are presented. The third section describes payment methods. The fourth section presents schemes of organization required into the communities to guarantee the quality of products. Finally, marketing, advertising, and social networks are discussed.

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. The analysis and explanation of the diverse rural dynamics might help to design better targeted rural development policies. We focus on Galicia (Spain) as a case study of a region in demographic decline, in order to trace what factors are associated with the recovery of specific rural areas. Since demographic ageing and depopulation are often an inheritance from strong migration processes in the past, and the resulting imbalances, we use a statistical method by Martínez Filgueira, Peón & López Iglesias (2017) to remove thedemographic drag due to past migration. We then perform a multivariate statistical analysis that explores the relationship of the municipalities’ population growth beyond the drag with a total of 50 indicators in 10 domains, including territorial, such as infrastructures and remoteness, economic diversification, the profitability of business activities, human capital, and quality of life indicators, such as access to public services and trends of rurbanisation. We obtain mixed results for the dichotomy ‘entrepreneurshipversus quality of life’. The main findings are the evidence of agglomeration economies –the distance to the main cities and the size of the county capital– and the positive impact of socio-economic variables such as disposable income and stock of human capital. In addition, we obtain a correspondence between rural areas in recovery and a higher density of companies and self-employment in the services sector.

The article examines and systematizes factors affecting the viability of an agricultural enterprise (external: economic, political, legal, technological, climatic, socio-demographic, market) and internal factors (financial and economic, material and technical, production and technological, personnel and intellectual , innovative and environmental), which made it possible to substantiate the differences in the parameters for assessing the viability of an agricultural enterprise and, on this basis, build a three-vector model for assessing the viability of an enterprise for a targeted search for possible ways to increase its viability. An algorithm for assessing the viability of an enterprise has been built, including an assessment of the dynamics of indicators, their factor analysis and determination of the state of viability, which allows not only assessing the current state, but also predicting future development, which makes it possible for the enterprise to timely identify deviations and make informed management decisions. The practical significance of the obtained results of the study lies in the possibility of using the obtained theoretical and methodological provisions in the practical activities of agricultural enterprises to ensure their viability through the application in practice of evaluating the parameters that determine the viability of an enterprise as a tool for managing sustainable development.

The goal of the work was to identify awareness-raising measures and prospects for the development of rural tourism in Ukraine. The following research methods are used to achieve this goal: historical - when studying the origins of the tourist industry in Ukraine; analysis and synthesis - in the study of the dynamics of tourism activities; abstract-logical - at generalization of theoretical, methodological and practical aspects of the problem being investigated. The article examines the current state of Rural Tourism and the tourism industry of Ukraine as a whole. A number of functions have been analysed and highlighted that the tourism industry performs in the national economy. The concept of rural tourism is based on a theoretical synthesis and rural areas, agro-tourism and ecotourism. It has been determined that all types of tourism can be developed in Ukraine but this potential is under-exploited and, as a consequence, the development of the tourism industry isn`t dynamic and doesn`t grow rapidly. Analyzing the current state of rural tourism in Ukraine, a number of disadvantages and advantages were identified. The prospects for the development of the tourism sector in Ukraine, including through the popularization of rural tourism, are revealed. Rural tourism is motivated by the desire to change load due to urban hypodynamy of the urban pace of life and desire for privacy and recreation in nature, the rejection of social constraints, introduction to the national characteristics of everyday life; use of environmentally friendly products in food, clothing, cosmetics. It is determined that in rural areas it is appropriate to jointly develop areas of ECO - and agro-tourism, based on the ever-increasing interest and need for environmentally friendly recreation areas and environmentally friendly products. During the study of this problem, a number of main components of rural tourism are identified and promising directions for the development of rural tourism are proposed. The practical significance lies in the fact that the proposed measures can be used in the development of regional strategies for rural development and during the popularization of rural tourism among the population of Ukraine and abroad.
