Anniversary of the first national standards for geodetic instruments

State standards on the types, basic parameters of levels and theodolites as well as technical requirements were developed in CNIIGAiK in 1962–1963. The authors indicate the experience of developing the first State standards for geodetic instrument making, the difficulties encountered in developers. In this article the main stages of preparation of State standards, including action algorithm from technical specifications to submissions for the approval of the public service are marked step-by-step. The types of levels and theodolites, and the basic technical characteristics for each type are described. During 55 years the positive impact in the areas of production and application of standardized levels and theodolites, inter alia, streamlining the issuance of standard sizes of devices, increased production and improved their quality and technical level was revealed.

The purpose of this study is to determine and analyze the preconditions, as well as to provide an overview, of the acceleration of integrated administrative service of subdistrict in Karangpawitan Subdistrict, Garut District, West Java, Indonesia. This study is a descriptive study using qualitative approach. The data are collected using interview and document study. The respondents are determined using purposive sampling technique as informants and key persons. The data are then analyzed using qualitative data analysis through reduction, data presentation, and conclusion. The findings show that the preconditions of PATEN in Karangpawitan Subdistrict, Garut District, are not fully prepared. If observed from the substantive and technical requirements, the acceleration of PATEN is prepared, but from administrative requirements, it is unprepared because there is no Regulation of Regent, stipulating the service standards and job descriptions of the subdistrict personnel for the implementation of PATEN. The efforts to be carried out by the government of Karangpawitan Subdistrict in order to accelerate PATEN in Karangpawitan Subdistrict, Garut District are: (1) Implementing PATEN with full commitment in accordance with the authority delegated by the Regent to the Head of Subdistrict; (2) Developing and utilizing information technology with computerized system to facilitate access to public service; (3) Maximizing the performance of the Technical Team of PATEN in establishing cooperation and coordination with related Regional Working Unit (SKPD) to complete the implementation requirements of PATEN; (4) Providing information and socialization about PATEN to the public in order to increase public awareness to manage licensing and non-licensing services in Subdistrict; (5) Changing the mindset of subdistrict officials by promoting public demand for the quality of public services provided; (6) Applying reward and punishment to support bureaucratic reform in public service; (7) Capacity building of human resources (SDM) of subdistrict apparatus in conducting qualified public service.

<p>Public service motivation has recently become a significant research field of public administration and personnel management. However, the study on the relationship between public service motivation and job involvement is relatively rare. This paper will use the data from "Taiwan Civil Service Survey 2011" to study the interconnection between the public service motive and job involvement. The research will approach all civil servants in Taiwan through SEM analysis method. It is found that the value of PSM in Taiwan is lower than that of the different regions in the world (Europe, North America, South America and Asia), and even lower than the average level of regions from East Europe, which are far below the average level of Asian regions. The findings indicate that the public service motivation in Taiwan is not optimistic as a whole. It is related to fact that politics has intervened civil servant system. The PSM model of the civil servants in Taiwan are only in line with the three dimensions of Perry's four dimensions, the attraction to public policy and self-sacrifice have a significantly positive impact on job involvement, while the commitment to public interest and compassion have no effect on job involvement.</p>

When designing objects for purpose of keeping the archival materials, it is necessary to set the concept that meets all functional and technical requirements and standards of preventive protection of archival materials. In order to achieve the results in the preservation of archival material and to cause deterioration to a minimum, intensive cooperation and exchange of experiences between architects, archivists and conservators is essential. Only in this way we can fully respond to the demands of protection and comply with the applicable conservation - archival standards. However, whether it is building of archival purpose or an existing building which is adapted for archival purpose, planners and investors (in this case, archival experts) should bear in mind that the archive building need to receive a large amount of archival material that needs to be kept in strictly controlled conditions (microclimate, light, protection from natural disasters - fire, flood, earthquakes, as well as protection from damage caused by human activity - theft and vandalism). Additionally, archive building should be functional, safe and comfortable for employees. Security of building should be provided by a good room layout, accommodation and work spaces, as well as enclosed spaces and open to the public. As the future of archival material depends on the depot, as a place in which archival materials are stored and kept, while designing, constructing and selecting materials, architect should have in mind the guidelines of international and national standards that specify the requirements for preventive care. Standards related to exposure to and use of archival materials, also lays down the conditions of which the architect should be aware during the design and selection of materials. Problems that employees of archival buildings in Belgrade are faced with, whether it is on land-made buildings such and adapted. And finally, the vision of what is representing archive building in the future.

This study examines the impact of subjective and objective factors affecting the implementation of financial statements under the new regulations of public service and administration units in Vietnam. The research model and hypothesis has been tested by SmartPLS3 software with 213 survey samples from accountants andmanagers working in public units in Vietnam. Research results show that: (1) The capacity of accountants at theunits has a positive impact on the implementation of financial statements according to the new accounting regime;(2) The content of the new accounting regime and inspection activities of functional agencies have a positive impact on the implementation of financial statements according to the new accounting regime. These results provide some implications for the theory and implications of governance for public entities in Vietnam in implementing financial statements to improve the quality of information on financial statements, serving the needs of increasing accountability and decision-making of units.

Since 2013, through Surabaya Single Window (SSW), the Government of Surabaya City has implemented the innovation of public service (electronic government, e-Government) to integrate residence data to the applicant with domicile of Surabaya. Synergy between information technology and public services, the authors suspect there is positive impact of access speed of e-Government after the integration of population data. A mount of 151 respondents have been surveyed when fill-in the SSW application for technical permissions to capture its response time. The researcher concludes that data integration factor through JSON data service technology can accelerate the process of filling data of population equal to 80.7 percent or equal 56.98 seconds faster. It means, if citizenship data integration is implemented thoroughly, the Public Service Integrated Unit (UPTSA) may be able to receive 2.850 application files per day.

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.
