In article primary benefits of innovative territorial clusters, and also domestic and foreign experience of their creation and formation are described. Initiatives of the state of increase in efficiency of activities of innovative clusters, the main shortcomings of their operation are selected, measures which implementation, will allow to become innovative clusters drivers of economic development of regional economies are proposed.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

The article describes the key areas of strategic planning for the Arctic socio-economic development of the countries in the Northern Europe and Northern America from the point of two concepts: spatial organization of economy and sustainable regional development. The results of the Arctic region development are quantitative and qualitative positive changes in the socio-economic situation. They generate spatial modification taking into account the Arctic conditions of the environment of existence. The aim of the work is to study and accumulate the best foreign practices of applying sustainable development principles for the purposes of strategic planning in the Russian Arctic.The article is based on the analysis of the Arctic strategies in Norway, Finland, Sweden, Denmark, Iceland, Canada and the United States, with an emphasis on ranking the interests of these countries in the Arctic and public policy instruments. The author focuses on the issues of northern territories’ sustainable development and the results assessment of the implementation of strategic goals in the Arctic countries. The author presents a comparative characteristic of strategic priorities within the framework of the Arctic economic development.The research made it possible to identify common cornerstone problems that require the attention of governments: climate change and environment, rational economic development of territories and integration of traditional lifestyle of indigenous people into sustainable regional development. Similar priorities and tasks for the lean development of the Arctic and positive dynamics of regional development make it possible to use its results within the Arctic interregional cooperation. Strategic priorities are compared with statistical indicators values of development and subjective assessments of population on the same characteristics of life quality in the High North. Similar estimates of comparative analysis are consequence of the Arctic policy pursuedby the governments of these countries. The author underlines the necessity of foreign experience accumulation in the process of regional strategies’ development in the Russian Federation.

The subject of the research is foreign experience of bank participating with different business strategies in guaranteeing of sustainable ecological economical country development. The purpose of the work is to elaborate suggestions for contemporary credit institutions to realize projects and products with the emphasis on the environment protection, climate impact minimization and resources saving.The importance of the problem of environment protection financing is determined by the necessity of major overhaul for domestic banks to reconsider the approach to their efficiency evaluation on the basis of foreign experience to comply with the social, ecological and climatic standards in attracting resources and their allocation on markets of capital and loans. Nowadays many foreign banks widely use such standards defining creditworthiness of major corporations, small and medium businesses and deciding whether to credit them, as well as in the accounting to oversight  bodies. This approach is typical for so-called green, ecological, “alternative” banking institutions. The article demonstrates that Russian banks do not usually follow such strategies. The fact that some Russian banks realize a number of ecologically oriented projects does not influence the overall level of the sustainable ecological economic development of the country. It is concluded that it is absolutely necessary to study and adopt the foreign  experience of forming, transformation and realization of new banking business strategy in which along with economic efficiency ecological and social aspects equally matter.

The state of social development in the conditions of formation of market relations and the formation of agglomerations is analyzed. The main attention is focused on the industries that contribute to the formation of the main productive force – the human person and contribute to the growth of the living standards of the population. The positive and negative aspects of development are revealed, the essence of agglomerations is revealed, their role in the socio-economic development of the country and the improvement of the welfare of the population; In this aspect, foreign experience has been investigated. Proposed ways to further improve social development in the conditions of the formation of agglomerations.

In the paper, actual approaches of Regional Accounts elaboration in BRICs are examined, including a comparison of international and domestic practices. In view of foreign experience, possible directions of the Russian statistics development are presented for a more comprehensive illustration of the processes ongoing in economies of separate regions and the country's spatial macroeconomics. Common analysis of inter-regional differentiation by size and level of regional economic development in Brazil, Russia, India and China, with allowance for national specificity of Regional Accounts indicators estimations is provided.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration.
