The changes associated with the strengthening of existing trends, the translation of global trends to regional and national levels, the emergence of new trends and their scaling up to the world level, leads to a transformation of conditions and the emergence of new strategic factors of economic development. This non-stationary process, which declares both negative and positive aspects, complicates the monitoring, search and selection of long-term guidelines for the industrial development of the economy, which justifies the relevance of the development of the methodological apparatus for strategizing industries.The industrial strategy developed in accordance with the general theory of strategy and the methodology of strategizing, the founder of which is Foreign Member of the Russian Academy of Sciences Vladimir L. Kvint, is designed to systematize and take into account the variability of conditions, the variety of strategic factors and emerging opportunities, decompose the latter to the level of strategic priorities, the implementation of which will generate high efficiency over the entire horizon of strategizing.At the same time, the general theory of strategy is a young science, being in constant contact with practice, the theoretical foundations and methodological provisions of its main directions, including industrial, are still at the stage of formation and improvement.Making correct and reasonable strategic decisions increasingly depends on the depth of studying the object of strategizing. In this regard, the purpose of this article was to disclose one of the preparatory stages for the development of a strategy, namely, the study of the industry as an object of strategizing.The article justifies the necessity of dividing the analysis of the industry as an object of strate-gizing into two stages: strategic diagnostics (the study of the main characteristics, features, the current trajectory of development and potential), and OTSW-analysis (the study of the object of industrial strategizing from the position of searching for future prospects, choosing a vector of long-term development and forming a trajectory of movement in the chosen direction). In addition, the author indicates the potential elements of strategic diagnostics of the industry as an object of strategizing and reveals the key aspects of each of the areas of analysis.

The drastic changes taking place in the global economy are largely not accidental. They are dictated by the manifestation of many strategic factors that form certain trends of different duration, level and scale. A variety of global trends are translated to regional and national levels, creating new challenges for society and the economy, the consequences of which are becoming more and more unpredictable. The appearance of destabilizing factors in conditions when the resource base is simultaneously exhausted and the required time for searching, justifying and making long-term strategic decisions is reduced, leads to the fact that the price of an erroneous choice becomes the highest price already at the early stages of formulating long-term guidelines. This emphasizes the urgent need to choose a proven methodology for the development and implementation of strategies that can not only determine long-term guidelines for the development of the strategized object, but also absorb and take into account a whole range of strategic factors, build on their basis a system of interrelated elements that will ensure consistent and effective implementation of the intended doctrine. The surge in demand in strategy at the end of the XX century, and due to the low level of the culture of strategizing, including the use of a whole set of methodologically incorrect and unjustified strategizing tools, led to the confusion of such concepts as “strategy”, “forecast”, “tactics”, “plan”, “program”, “project”, which spontaneously gave rise to a lot of strategic documents basing on the methodology, which is based on structural errors. The article considers one of them, which is still evident at the zero stage of strategizing, but already leads to a critical failure, and which is the choice of an approach to scanning the external and internal environment. It is shown that SWOT analysis, which is often used to develop strategic documents, is untenable, and documents based on its results are not strategic. In turn, OTSW analysis is justified as a method of scanning the external and internal environment, corresponding to strategic thinking and leading to the construction of practical and effective strategies for innovative development. The conclusion is made about the formation of a new strategizing culture, due to the transition to a proven methodological approach to the development and implementation of qualitative strategies based on the results of OTSW analysis.

The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. Global trends of the world development and expert functions of the Russian science are presented as well.

Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.

Subject. The article describes the findings of the authors of fundamental strategic decisions on the formation of multifunctional urban complexes, using the housing demand and supply criterion. Objectives. We undertake a comprehensive study aimed at perfecting the methodology for evaluating the options for city infrastructure development at two stages, i.e. strategic, when general targets of feasible commissioning are determined, and current, when parameters of demand for facilities are taken into account. Methods. The study employs methods of expert survey, statistical data processing, predictive and investigative analysis. Results. We explored factors of creating amenities and comfort in residential construction areas, developed an algorithm to calculate the volume of new living space commissioning on the basis of evaluating demands in the Smart City paradigm. Conclusions. The study shows the cost increase depending on the built-up area, number of floors, and the balance between the type of capacity and the number of residents in the quarter (linear relationship).

The accelerated economic development of China in recent decades has allowed it to accumulate the potential to multiply its influence in Eurasia and initiate a number of ambitious political and economic projects designed for the long term. The most important of these are the concepts of the Silk Road Economic Belt (SREB) and the 21st Century Marine Silk Road (UWB), put forward by Chinese President Xi Jinping in autumn 2013 and subsequently combined under the title "One Belt — one way" as the strategy of China’s foreign economic policy, at least until 2022. Another factor behind the emergence of the SREB concept is the change in China’s foreign economic paradigm and its transition from a country attracting foreign direct investment to a donor country. Therefore, industrial cooperation is an important part of the SREB. In the negotiations of the EAEU countries with China on the integration of the EAEU and the SREB, it is necessary to take into account the interests of the industrial development of the EAEU countries, as well as the possible economic, political, operational and environmental risks that the process of interfacing with the SREB entails. It is necessary that the industrial cooperation of the EAEU countries and China be based on the principles of equality and mutual benefit.

The presented study analyzes the processes of creating ecosystems in the context of external challenges and increasing the level of competitive market environment and global digitalization of business to develop a strategy for the digital transformation of an enterprise.Aim. The study aims to assess the practicability of creating ecosystems when developing a strategy for the digital transformation of traditional (“defensive”) enterprises and to provide recommendations for their utilization.Tasks. The authors analyze the characteristics, features, and typology of business ecosystems; substantiate the need to analyze and use the capabilities of business ecosystems in the development of a strategy for corporate development in the digital environment; describe the essence, key aspects of development, and propose a modular structure for the strategy of the digital transformation of an enterprise; develop a conceptual framework for the strategic management of the digital transformation of an enterprise; formulate recommendations for selecting ecosystems that would enhance the enterprise’s competitiveness.Methods. This study uses general scientific methods of cognition in various aspects to propose approaches and a conceptual model of the corporate digital transformation strategy with allowance for the capabilities of business ecosystems.Results. The authors show that in the context of the developing digital economy, business ecosystems have become a new way to organize economic activity due to their high efficiency and rapid scaling. There are two major types of ecosystems: centralized (transaction) ecosystems in the form of digital platforms and adaptive (solution) ecosystems formed by the orchestrating company to create a new value proposition by joint efforts of partners from various industries through direct interaction with each other. The study identifies stages in the development of a digital transformation strategy based on enhancing the enterprise’s competitiveness through its participation in the ecosystem(s) and formulate recommendations for selecting ecosystems that would improve the efficiency of the enterprise.Conclusions. Ecosystem development is a business trend that determines the competitiveness of enterprises and improves the efficiency of their operation in the digital environment. Therefore, under modern conditions, an enterprise should develop its digital transformation strategy based on the creation and/or use of business ecosystems.

: Adeno-associated virus (AAV) is one of the most promising viral gene delivery vectors with long-term gene expression and disease correction featuring high efficiency and excellent safety in human clinical trials. During the production of AAV vectors,there are several quality control (QC)parameters that should be rigorously monitored to comply with clini-cal safety and efficacy. This review gives a short summary of the most frequently used AVV production and purification methods,focusing on the analytical techniques applied to determine the full/empty capsid ratio and the integrity of the encapsidated therapeutic DNA of the products.

This study represents part of a long-term research program to investigate the influence of U.K. accountants on the development of professional accountancy in other parts of the world. It examines the impact of a small group of Scottish chartered accountants who emigrated to the U.S. in the late 1800s and early 1900s. Set against a general theory of emigration, the study's main results reveal the significant involvement of this group in the founding and development of U.S. accountancy. The influence is predominantly with respect to public accountancy and its main institutional organizations. Several of the individuals achieved considerable eminence in U.S. public accountancy.
