Subject. Overcoming the economic consequences of the COVID-19 pandemic for the consumer market based on the analysis of the state and use of the innovative potential of lean technology systems by international companies in the FMCG segment. Topic. Analysis of the state and use by international companies of the FMCG segment of the innovative potential of lean-technology systems in the organization of retail sales of consumer goods as one of the ways to overcome the economic consequences of the COVID-19 pandemic for the consumer market. Goals. Determination of the main strategic directions for the development of the regional consumer market based on the use of lean technologies. Methodology. System analysis of the international and Russian experience of the FMCG segment of the innovative potential of lean technology systems. Results. Strategic directions for the development of the regional consumer market and increasing the potential of retail chains based on lean-technologies of lean production have been developed. Scope of application. The consumer market at the meso-level. Conclusions. The development of the consumer market, including the Voronezh region, based on the principles of lean production is a factor in increasing retail turnover, increasing the profitability and competitiveness of regional retail chains. The analysis of the current state in the field of regulation and organization of employment of the population of the country is carried out. The current problems of the employment centers ' activities are identified and a list of measures aimed at solving these problems is formed, based on the introduction of the concept of Lean production. An adapted practice-oriented approach is proposed to introduce the principles, methods and tools of Lean production as the main set of measures to improve the processes of providing public services to the population and eliminate the time, financial and labor costs that arise during the operation of employment centers. The proposed approach to implementing the concept of Lean production is tested on the example of the State Enterprise of the YAO TSN G. Yaroslavl.

The article analyzes the possibilities of applying the concepts of lean manufacturing, kaizen and 6 sigma in pharmaceutical production. The number of companies that use one or another productivity improvement system is increasing annually. The pharmaceutical sector is also actively involved in this process. Foreign companies such as Merck, Pfizer, Baxter and others have adopted various concepts of efficient production management since the beginning of the 21st century. In Russia, not only pharmaceutical companies, but also the state realized the need to implement such systems. Since 2010, many government programs and projects have been implemented to improve the efficiency of enterprises, expand them and increase exports. Some projects are focused only on the pharmaceutical industry (anti-epidemic projects, drug labeling, etc.), others - on certain industries (SPIC, labor productivity, labor productivity with RFRP). The "Labor Productivity" project is the only one that directly related to the implementation of lean production; in the rest, lean production can be implemented along with the implementation of the project's tasks. So, for example, the company AstraZeneca Industries Ltd did it, having carried out the localization of production in the Kaluga region under the SPIC project according to the Lean production principles. The article analyzes the activities of Russian companies that implement lean manufacturing tools under the national project "Labor productivity". The project participants are distributed in accordance with the types of products produced, by geography and the type of participation in the state program. The experience of the Werteks company, which introduced lean manufacturing tools with the participation of the Japan Association for Trade with Russia and Newly Independent States, was also studied.

The article considers the problem of bureaucratisation of the state and the most important social and economic consequences of this phenomenon. The essence of bureaucracy has been revealed, characteristic features of its functioning in Russia have been analyzed; the material base of bureaucracy and its dominating status in the society have been substantiated. The conclusion has been made that the process of changing the role of the budget to serve the interests of bureaucracy is being accomplished.

The article analyzes the results of the state policy implementation withing the formation and development of the Soviet judicial system on the example of Smolensk Governoral Court. The authors set the goal, based on the analysis of sources not introduced into a wide scientific circulation, primarily stored at the State Archive of the Smolensk Region to restore the history of the creation and operation of justice institutions in the Smolensk region in the 1918s–1923s. The source base of the study was composed of documents stored at Smolensk State Regional Archive, materials on the history of the judiciary, statistical materials of the period under the study, documents on the history of the party-state bodies of the Smolensk region. The article studies current office documentation of both the higher and regional state bodies (Workers 'and Peasants' Government, People's Commissariat of Justice, Smolensk Governoral Executive Committee) and local authorities (Smolensk Council of Working People's Deputies, Executive Committee of Smolensk Governoral Council of Workers, Peasants' and Red Army Deputies), as well as Smolensk Governoral Court. The authors analyze the Soviet experience in the formation and development of judicial bodies under specific historical conditions; they consider transformations in the judicial system of the Smolensk Governorate in the 1917s–1922s, as well as the formation of Smolensk Governoral Court. The article studies legal foundations of the Soviet judicial system formation, characterizes processes of creating a judicial apparatus in the first years of Soviet power and analyzes activities of Smolensk Governoral Court during its formation. The authors reveal the essence, degree of efficiency, concrete results, political and socio-economic consequences, positive and negative lessons from the Soviet judicial system existed in Russia. The authors assume that the development of new legislation system in the 1920s was caused by the need to reform legal sources as the main means of socialism building. The authors conclude that the transformation of the Soviet judicial system completed the transition from the principle of «revolutionary expediency» to the principle of «revolutionary legality».

At the end of the sixteenth and the beginning of the seventeenth centuries the Celali revolts resulted in wide-scale destruction throughout the entire Anatolian region. While research has been done on the general effects of this destruction, in-depth work investigating the economic consequences of the Celali revolts based on extant economic data has yet to be undertaken. Using archival material it is, however, possible to show the economic effects of these revolts. Taking the fall in tax collected by the state from the population as a result of the Celali revolts, this article aims to show how these revolts affected the economic structure of the state. By comparing the levels of avarız taxes collected before and after the revolts, and by trying to establish the levels of tax set according to the tax unit, the avarız hanes, the article thus sets out the economic impact the revolts had in Anatolia.

In modernen Produktionen ist Lean Manufacturing einer der wichtigsten Treiber für Produktivitätssteigerungen. Durch neue Entwicklungen im Bereich Industrie 4.0 können Impulse im Lean Manufacturing gegeben werden. An der OTH Regensburg wird getestet, wie kostengünstige Kamerasysteme helfen können, Verschwendungen sichtbar zu machen und zu minimieren. Es zeigt sich, dass auch mit geringen Investitionskosten neue Potentiale zur Verschwendungsreduktion aufgedeckt werden können.   In modern production lean manufacturing is one of the most effective drivers for productivity. Due to new developments in the Industrie 4.0-campaign new impulses can be given into lean manufacturing. Experiments at OTH Regensburg indicate that a low-cost camera system can help to make waste visible and minimize it. This shows that with low invest costs, new potentials for waste reduction can be revealed.

Auch kleinere Unternehmen mit komplexen Herstellungsprozessen müssen heute in der Kleinserie die Effizienz und Geschwindigkeit in der Produktion erhöhen. Zentraler Bestandteil ist dabei eine schlanke Fertigungssteuerung in einem ganzheitlichen Produktionssystem. Der Fachbeitrag zeigt, wie auch bei hoher Komplexität wesentliche Ansätze der „Lean Production“ genutzt werden, um die Produktion von Ingenieurkeramiken durch die intelligente Vernetzung bereichsspezifischer Methoden zu optimieren.   Today, even small companies with complex manufacturing processes in low-volume production have to improve efficiency and speed in manufacturing. A core aspect is lean manufacturing control within an overall production system. This article shows how the main approaches of Lean Production can be applied even to a highly complex environment. The intelligent integration of specific methods for each control unit helps to enhance the production of ceramics.

Introduction: the article deals with the legal phenomenon of an additional conclusion on a dissertation that rarely comes into the focus of attention of domestic researchers, which is regulated in the Regulations on Awarding Academic Degrees and the Regulations on the Council for the Defense of Dissertations for the Degree of Candidate of Science, for the Degree of Doctor of Science. The relevance of the issue is explained by the ongoing processes of transformation of all the main elements of the state system of scientific certification. Purpose: to show the main elements of this institute, the problems of its regulation, including in connection with the changes made to the state system of scientific certification by Federal Law of 23 May 2016 No. 148-FZ “On Amendments to Article 4 of the Federal Law ‘On Science and State Scientific and Technical Policy’” (hereinafter – Law No. 148-FZ), as well as the directions for improving legal regulation of this institute. Methods: system analysis, historical method. Results: the goals of the institute of additional conclusions on the dissertation are revealed; marked defects in the regulation of additional conclusion on the dissertation; given the significant changes in the state system of scientific attestation in connection with the receipt of a number of organizations right of self-awarding degrees, as well as the accumulated practice of application of this institute, the directions of its improvement are formulated. Conclusions: according to the author of the article, the institute of additional conclusion should not be abandoned, it may well be in demand in the future and in the activities of organizations, those who have received the right to independently award academic degrees. The current regulation of the institute of additional conclusion requires complete renovation.

The paper starts with a brief discussion of recent developments of economic restructuring of the State Owned Enterprises in China and their related reforms in social insurance and social assistance. It then reports the findings of an attitude survey of residents in Shanghai in 1996 towards the social and economic consequences of economic reform. It reveals that, despite the fact that most people feel better off with the reforms, there is still a need for the state to play a role in social protection.

The United Nation has adopted the Sustainable Development Goals and goal No. 4 ‘Quality Education’ is one of them. Information and communication technology transforms education at different levels. For the successful collection, system analysis and processing of large amounts of heterogeneous data, special tools were developed (including specialized indicators), algorithms (including the processing of statistical information in fields of nonparametric information to detect the presence of correlations between various factors) and databases. An example of the use of such indicators is a system for testing the effectiveness of a student’s work in the laboratory. The initial assessment of the state of the laboratory was carried out using a sociological survey of persons associated with the organization of the educational process in the laboratory and subsequent data visualization. Which allowed us to determine that students and management perceive the state of the laboratory differently.
