Resumo: O texto privilegia os eixos interdisciplinares e de intervenção presentes na Política Social, na Educação Social e os articula com os elementos análogos contidos na Gerontologia. A educação presente ao longo da vida humana se amplia com os elementos político-sociais da participação. Esta participação é educativa e há um aprendizado a quem dela se apropria em um trabalho coletivo que está presente nos inúmeros grupos sociais da chamada Terceira Idade, bem como seria necessário estar presente nas instituições ditas de proteção social. No entanto, este aprendizado político-social e interdisciplinar está imerso em um mundo de incertezas que acompanha o processo de envelhecimento e a própria velhice. Palavras-chave: Política Social. Abstract: The text favors the interdisciplinary and intervention axes that are present in Social Politics, in Social Education, and articulates them with the analogous elements contained in Gerontology. The education that is present along human life amplifies itself with the social-political elements of the participation. This participation is educative and there is some learning to those who assume it in a collective work that is present in the countless social groups of the so-called Third Age, as well as it would be necessary if it were present in the institutions said to be of social protection. However, this social-political and interdisciplinary learning is immersed in a world of uncertainties that accompanies the process of getting old and old age itself. Keywords: Social Politics. On the basis of the archetypic analysis of development trends of a conflictological paradigm the author’s model of minimization of conflict potential in modern society is offered. Institutional construction is the basis for model that is harmonized with a factor of societal identity.It is noted that the problems of social conflicts, according to data from monitor- ing studies of the Ukrainian school of archetype, are increasingly shifted into the sphere of interpersonal relations. It is stimulated by the progression in society of so-called self-sufficient personalities, the “subjectification” of the social space, and at the same time narrowing down to the solution of entirely specific situations in which there is a collision of the interests of two or more parties.Instead, in order to find the optimal solution for resolving the conflict, it is necessary to have interdisciplinary knowledge, in particular understanding of the deep nature of such conflicts. Collision of points of view, thoughts, positions — a very frequent phenomenon of modern social life. In order to develop the correct line of behavior in various conflict situations, it is important to adequately under- stand the nature of the emergence of the modern conflict and the mechanisms for resolving them in substance. Knowledge of conflict nature enriches the culture of communication and makes human life and social groups not only more calm, but also creates conditions for constructive development. It is proved that in modern life one can not but agree with the statement that an individual carries first re- sponsibility for his own life and only then for the life of the social groups to which he belongs. And while making decisions within the framework of modern mecha- nisms (consensus), the properties of human psychology such as extroversion, emo- tionality, irrationality, intuition, externality, and executive ability will not at least contribute to such a task.That is why in the author’s research attracted attention to the archetypal na- ture of the conflict — the primitive images, ideas, feelings inherent in man as a bearer of the collective unconscious.

- Within the research project Overcoming the barriers and seizing the opportunities for Active Ageing Policies in Europe, the Italian part being carried out by the IRPPS-CNR, there has been an in-depth study of the dynamics regarding population ageing and the social security system in Italy, in the light of the notion of activation - one of the main inspiring criteria of the European Employment Strategy. The paper presents comparative European research work that has highlighted the need to deal with the old age - social security link through an integrated group of diversified policies that consider above all employment policies, life schedules and social protection. Considering questions related to South and Central America probably is best done by using the better-known term of Latin America. Although much of the history of the region has common roots, many specificities make these countries somewhat heterogeneous. However, one can say that ageing in the region has been accelerated and diverse from what was witnessed in more affluent countries elsewhere in the world, because of the persistent problem of poverty still unresolved in Latin America. The over-60 population has been growing in the region for the past 30 years, producing an increase in old-age indices and old-age dependency ratios. This raises important issues about the social protection models that should be adopted to cope with these demographic trends.

Abstract Epistemological hierarchies in the social sciences stipulate that sedentarism is naturalised as a normality, and that mobility is viewed as a deviation. This article sets out to propose an analytical framework that takes the analysis beyond this kind of nationalized knowledge production, and to empirically show the gains of de-nationalized frameworks for analysis of social protection and dynamics of in-/equality in the globalised society. I will do this relying on the empirical example of the public old-age pension scheme in Sweden.

We consider the regional features of the social protection system of “morally handicapped” children in Tambov province in the first decade of Soviet government (1918–1928). We representatively and comprehensively investigate various poorly studied aspects of the declared scientific problem on the basis of attraction and processing of a wide complex of primary archival sources and other materials. We reveal typical regional features of the social education system formation in relation to homeless children and children with criminal tendencies in the formation period of the new socialist state at the provincial and county levels, different from the capital’s projects and instructions. We also show spontaneity and haste in the search for different forms and methods of organization of care for such socially neglected children. We clarify the main educational practices and organizational measures for the opportunities and needs of provincial institutions of the social education. We identify the main ways and methods of work with juvenile offenders during the period under review. Conclusions are drawn about the results and features of support for such “special” children and adolescents at the level of the province and county, which allowed to reconstruct the system of social protection of post-revolutionary Russia. Special atten-tion was paid to the social protection of women’s councils female workers’ children and other re-gional public organizations. Attention is paid to the importance of taking into account regional specifics and specific historical, socio-political, socio-cultural and ethno-confessional features of the social education system. We clarify the factors that had the strongest impact on the personnel, financing of children’s social institutions, as well as trends in their development in the Soviet era. We reveal the catastrophic impact of the new economic policy on the regional system of social education and the work of orphanages, where homeless children gathered, who lacked other opportunities for socialization and survival.

The study helped to find out that the process of organizing the social education of juvenile offenders sentenced to imprisonment by imprisonment is carried out on the basis of the use of: a multilevel complex of social and pedagogical prevention; methods of individual and collective educational work; and also, social and pedagogical rehabilitation of the personality of the child-criminal. The use of crime prevention (at three levels) is aimed at: prevention of deviations of the delinquent nature of the child, the formation of its legal awareness, providing moral and psychological assistance to "difficult" adolescents and their parents; elimination of possible risks of committing an offense and prevention of re-offending by a juvenile who has already been prosecuted. Emphasis is placed on individual educational work, which is defined as the most progressive modern form of social and pedagogical rehabilitation and socialization of difficult children (delinquents, offenders, criminals, etc.). The use of "individual case management" as a separate model of organizing comprehensive assistance to a juvenile offender sentenced to non-custodial punishment is considered. As an example of collective work, a program of social and pedagogical rehabilitation is presented, in which the process of restoring the personality of a juvenile offender has a complex, multidisciplinary nature and is carried out in a healthy society. It is revealed that the correctional and rehabilitation work is carried out taking into account the results of diagnosis, causes and conditions of each juvenile regarding his offense. Therefore, each program is adjusted to each case.

Chapter 3 explores two aspects of spirit’s social and political nature—its role in the process of absorbing social influences that shape a person’s values, and its responsibility for a person’s emotional reactions to those they consider either part of, or outside of, their social groups or communities—as well as two related problems that arise in corrupt political circumstances. According to Plato’s critique of contemporary Greek society, popular education and politics fail because they reflect a value system informed primarily by human appetite and pleonexia that prioritizes bodily, external, and material goods. When citizens absorb these values through thumos, their resulting moral corruption leads to civic discord as their aggressive spirited desires become directed against one another in their competition for limited appetitive goods. This establishes two challenges for Plato that involve attention to human spirit: making people virtuous through social education and making cities unified and stable.

The author analyzes the performance of the disability pension system in Latvia in order to assess the ability of the system to perform its main function: to prevent poverty among people with disabilities. It has been found that the system does not meet the criteria of adequacy and the causes of problem have been addressed. In the analysis, the author uses statistical data from Eurostat and the Central Statistical Bureau of Latvia, Mutual Information System on Social Protection (MISSOC) database, as well as considers statutory regulations. Particular attention is paid to such an element of the pension system as statutory minimum pension amount as a key tool aimed at ensuring the adequacy of the social protection of people with disabilities. Additionally, the author provides a comparative analysis of minimum disability pension provisions in the EU member states. Since the systems of old-age pensions and disability pensions in Latvia are closely connected, the author emphases the importance of the improvement of the adequacy of disability pensions in achieving more adequate old-age pensions.

The article aims at analyzing domestic and foreign experience in social policy provision (the essence of the concept, its basic models and directions), as it acts as a kind of lever to determine the principles, priorities, directions of the social sphere development. The article suggests a new definition of the "social policy" concept through analyzing the content of the category in question. The public administration approach to understanding the "social policy" concept is also outlined. The article identifies the priority directions of transformations in the EU member states’ social policy, which are taking place due to globalization challenges. Based on these areas, the main principles of European social policy are identified, namely: inclusiveness, gender equality, digitalization, support for youth policy development (employment, education), and financial education of citizens. Social policy in such countries as Canada, Germany, China, and Australia is analyzed, and peculiarities of its changes due to the COVID-19 pandemic are considered in the following areas: support for employment, social protection and the unemployed; social support for certain social groups; support for business development. The main means helping to implement the outlined areas are identified, namely: creation of funds to support certain social groups; formation of favorable conditions for lending to small, medium and large businesses; financing of various social programs (providing employment, training, and wage subsidies). The main directions of domestic social policy in the COVID-19 pandemic are also given. Relevant conclusions on domestic and foreign experience in the implementation of social policy are formed. Further research can be related to the issues of creating a mechanism for an effective social policy implementation.
