The objectives of this study is analyzing accountability of public service in management Identity Card at tatanga District Office and the obstructed factors. The method used in this study is qualitative research, to describe the phenomena based on the fact in the research focus. The population of this study is the stake holders of Tatanga District and the public service users. Sample selection used purposive technique by selecting 6 (six) informants. Technique of data collection in this study consists of observation, interview and document.The result of the study showed that the accountability of public service in management Identity Card at the office of Tatanga District was less maximal. This was proved by 3 (three) indicators considered to be a starting point, they are service reference, attention to the public and solution. Only 1 (one) indicator showed the accountability of service is the solution. It was given by the government of the Tatanga District for the public service users had been maximally implemented. While indicator of service reference and attention to the public has not got maximal categories yet. The factors that obstructed the accountability of public service in management Identity Card at Tatanga District office which is found in this study wereunavailability of equipment to create ID card. Thus, the duty of the District government officials in service only confined to ID cards. Then the people have to complete it to another district office or Civil Registration in Hammer. Besides, the service provided from district government in management Identity Card is still oriented on arrangement or simply impressed very normative, less committed to adjust servicing values ​​or norms that exist in society in order to create a quality of service that is oriented on customer satisfaction.

Various community responses tend to suggest that different types of public services suffered a setback which is mainly marked by numerous irregularities in the public service. Systems and procedures are complicated, and human resources were slow in providing the service, expensive, closed, and discriminatory and cultured not serve, but served also an aspect of public service spotlight, especially in terms of population administration one of them in the service of making electronic ID card.The research objective is to know the quality of the electronic ID card service in District Cisarua, Bogor regency.The theory that used to analyze the quality of service is a theory proposed by Parasuraman in Harbani Pasolong (2013) which has five dimensions of service quality to be able to successfully include the dimensions of tangible, reliability, responsiveness, assurance, empathy. The five dimensions above should be implemented fully for one another have relevance.This research used descriptive quantitative method by using questionnaires as the main instrument to data collect.These results indicate that the quality of the electronic ID card service in District Cisarua, Bogor regency according to respondents of employees included in the criteria for the interpretation of Good, while according to the respondents community service quality Electronic Identity Card in District Cisarua, Bogor regency included in the criteria Pretty Good. It is explained that the completion of this electronic ID card service can’t be resolved quickly due to the completion of this electronic ID cards involve other agencies, namely the Department of Population and Civil Registration in Bogor district is not authorized for card printing and database processing. Suggestions from this study recommend that the government give them the authority to process the district population database that can handle an error in the electronic ID card identity. Then the district should continue to strive to conduct socialization to the village office of each region, with emphasis to the village to mobilize RW and RT convey any information which would have informed to the public; Keywords: Service Quality of electronic ID cards

This study discusses the quality of public service of government apparatus and general satisfaction with the civil service, in this case, is the manufacture of electronic identity card. The type of research used in this study is the kind of explanative research with quantitative approach. Techniques of collecting research data through questionnaires with the population are the people who make the electronic identity card in the government office civil registration. The number of samples in this study was 183 people. The results obtained from this research are for the quality of public service, and public satisfaction with the service of the apparatus is in the quite satisfied category. From these conditions show that the government apparatus in serving the community is still not motivated as a people servant. As a public service, the government apparatus in the salary of the general tax should feel like serving rather than being served.

This study aims to determine the performance of the apparatus, the strategy of improving public services in Kandangan Subdistrict, Kediri Regency, as well as obstacles faced to strengthen public service capacity in the Kandangan District Office, Kediri Regency. This research is a descriptive study using a qualitative approach. Data collection techniques are carried out with observation, interview, and documentation techniques. Data analysis techniques used are interactive models. The validity of the data is done by triangulating the source and method. Utilizing the information from the informants, this study produced findings: 1). The public service strategy in the Kandangan District Office is seen from various indicators, namely the provision of physical facilities and equipment, reliability, simplification of processes, pure responsiveness of the apparatus, providing waiting rooms and places. Secure parking/assurance (Assurance), and empathy (empathy) apparatus in Kandangan Subdistrict, the average community considers it to be relatively good. 2). Sensitivity to the community, enhancing the professionalism of apartments and supplementing infrastructure - the strategy of the government of Kediri Regency in Improving the Quality of the Implementation of Public Services in Kandangan sub-district.

The need for information is increasingly high in the era of growing technology. The delivery of information quickly and actual becomes a challenge in developing an information technology. One type of public service that is the government's obligation and has a strategic role is public services in the field of population and civil registration. People are sometimes disappointed when they want to get population administration services, especially Electronic Identity Cards. By not announcing the availability of physical blank stocks of Electronic Identity Cards, intermediaries can use them in managing population administration. On the pretext that the physical blank of the Electronic Identity Card is used up, so that it can be used as a moment for intermediary individuals to seek profits in managing population administration. With this electronic Blank Information Display, it is hoped that the public will obtain information disclosure regarding available blank Electronic Identity Cards.

This research method uses a quantitative approach by using a questionnaire as a means of collecting data. The research results obtained that the effecti veness of employee work and service is quite good, employee performance evaluation has been well realized. Given that evaluation is one form of effort that must be made to maximize its task. In other words, if the evaluation program is not carried out, it is a sign that the employees at the Ilir Timur II Palembang sub-district office are trying to correct errors related to public services according to their duties and functions as agents of public service. There are still various obstacles in the form, supervision, work environment, facilities and infrastructure that make the public service process less effective. Various obstacles that come from individual employees themselves suddenly make the public service process sluggish. Realizing the duty of the Government apparatus service in the Ilir Timur II Palembang sub-district office is an important thing to support success in Government Administration and build public trust in the services performed by government officials in the Ilir Timur II Palembang district.

The many negative assessments of the work culture of civil servants in public service is an issue that must be addressed by the government and local government. This research was conducted by formulating the problem of how culture influences the work of civil servants in the public service in the Payakumbuh Civil Registry Office in order to analyze the work culture of civil servants in an effort to improve the quality of human resources in public services. This study used a descriptive quantitative approach. The population is all employees in the Payakumbuh’s Department of Population and Civil Registration amounting 30 people based on the data in the month of December 2013. Due to the small number of population in this study, total sampling is applied. The data is collected by spreading questionnaires to all respondents and then returned after some time, whose whole process took place from October to December 2013. The questionnaire was scaled based on Likert scale that is made in a positive statement. The result of the study shows that in general the work culture of civil servants in the Payakumbuh’s Department of Population and Civil Registration are very good, although two indicators are still mediocre. The effort to improve these two indicators are suggested by training programs based on local wisdom and the involvement of stakeholders who are experts in the field by the Payakumbuh administration in building and cultivating a positive work culture based on local wisdom. This research entitled Factors Affecting Compliance Implementation of Public Service Government of Batam. This study aims to determine the factors that influence the level of compliance of public service providers in the City of Batam. This research is useful to provide recommendations solutions and strategies to improve adherence public service providers.This research is a qualitative descriptive study. This study took place at the Department of Health and Department of Education Batam. The variables of this study were (1) Factors compliance behavior as independent variables, (2) Compliance with the Public Service Operator in accordance with Law No. 25 About the Public Service as the dependent variable. Data collection techniques with observation, interviews and documentation and questionnaires as secondary data. This research data analysis techniques using analysis of data reduction, data presentation and conclusion / verification.Results of this study based on behavioral factors, namely compliance in providing services to the public, the Department of Education and the Health Department in the knowledge, attitudes and actions in providing the services referred to Batam City Government Regional Regulation No. 1 Year 2014 on the Implementation of Public Service. While in service execution factors that in the implementation of the service to the community, the Department of Education and Department of Health have conducted according to the standards of service prescribed by the Government of Batam in accordance with Regulation No. 1 Year 2014 area Implementation of services carried out can be seen that the start of the awareness factor, organizational factors, factors rule, factor income, capabilities and skills, as well as service facilities factor, getting a response different from service users (community). Of the six factors are used as indicators of the implementation of services in this study, the factors factor rules and service facilities are under the spotlight of the public. Based on observations and interviews conducted are still many people who complained about how far the service provider to provide services not in accordance with service standards are displayed in the object of research.      Conclusion The research is Factors compliance behavior: In providing service to the community, required the Department of Education and Department of health knowledge,attitudes and actions in providing the services referred to Batam City Government Regional Regulation No. 1 Year 2014 on the Implementation of Public Service. But the results of this research that the compliance behavior factor still does not work as mandated by the Act. And Factor implementation of the service: In the implementation of service to the community, the Department of Education and Department of Health have conducted according to the standards of service prescribed by the Government of Batam in accordance with Regional Regulation No. 1 Year 2014. Implementation of services carried out can be seen that the factors of consciousness, organization, rules, income, ability and skills, as well as service facilities, got a different response from the service users (community). Of the six factors are used as indicators of the implementation of services in this study, the factors factor rules and service facilities are under the spotlight of the public. THE APPLICATION OF GOOD GOVERNANCE IN PUBLIC SERVICES (Study on the Quality of Electronic Services of Good Governance Identity Card in Sukolilo District Surabaya). The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

The Covid-19 pandemic has forced every resident in Indonesia to have an Electronic Identity Card because it is one of the requirements for disbursing social assistance to residents affected by Covid-19. However, the Identity Card service in Bandar Lampung City is still experiencing several problems, such as long queues and a slow system. The pandemic condition should be used as a positive momentum in improving services that were initially face-to-face and caused long queues and then switched to an online system using Information Technology. This study uses a qualitative approach with data validity techniques using source triangulation. The results showed that the Department of Population and Civil Registration of Bandar Lampung City has not fully worked well but has carried out service standards in service management in making Identity Cards by reducing face-to-face service hours and limiting 60 people per day, diverting consulting services and complete files. Through the Whatsapp service, the public is also free of charge as well as providing service facilities and infrastructure according to health protocol standards and placing officers at the service counter in accordance with their competencies as well as periodic training for service counter officers. The results of this study also revealed that there was a very rapid policy change that caused a lack of socialization to the community in Bandar Lampung City, as well as a lack of awareness of the public who needed services on the importance of obeying health protocols.

ABSTRACT. Public service is something that needed by the public. So in this regard, the government as an official public body has the duty and responsibility to provide the best service to the public itself. But the efforts made as a public service provider do and work, certainly not able to provide satisfaction to the public itself. Satisfaction with a service is one of the rights that obtained by someone. "In accordance with the Universal Declaration of Human Rights, ideals about free human beings, who enjoy civil and political freedom, and freedom from fear and poverty can only be achieved, if conditions are created where everyone can enjoy civil rights and its politics and economic, social and cultural rights”. To obtain input/information about public satisfaction in the field of population administration and civil registration services in Lombok Tengah Regency, researchers tried to conduct research, with survey methods, in order to obtain input from the public how about public services performed by public service providers in Lombok Tengah District, in the area of ​​population administration and civil registration services.
