The paper investigates digital analytical tools and technologies used in electronic fraud prevention and detection, used in the banking industry. The paper is based on a descriptive study which studied digital forensics and cyber fraud phenomenon using content analysis. To obtain the data questionnaires and interviews were administered to the selected informants from 22 banks. Convenience and judgemental sampling techniques were used. It was found out that fraud detection and prevention tools and technologies would be most effective way of combating e-fraud if they can be utilized. It is concluded that banking institutions should reshape their anti-fraud strategies to be effective by considering fraud detection efforts using advanced analytics and related tools, software and application to get more efficient oversight.

The paper explores forms of electronic fraud which are being perpetrated in the banking industry and the challenges being faced in an attempt to combat the risk. The paper is based on a descriptive study which studied the cyber fraud phenomenon using content analysis. To obtain the data questionnaires and interviews were administered to the selected informants from 22 banks. Convenience and judgemental sampling techniques were used. It was found out that most of the cited types of electronic fraud are perpetrated across the banking industry. Challenges like lack of resources (detection tools and technologies), inadequate cyber-crime laws and lack of knowledge through education and awareness were noted. It is recommended that the issue of cyber security should be addressed involving all the stakeholders so that technological systems are safeguarded from cyber-attacks.

Pawnshop Company is a State Owned Enterprises (SOEs), which is engaged in the business of providing credit services and applicable statutory lien for anyone with a moving objects collateral requirement. In order to develop the business, so Government Regulation No. 103 of 2000 was issued, stated of the granting of the loan based on the collateral of fiduciary money. As an institution that provides credit to guarantee the fiduciary shall comply with the provisions set out in Law No. 42 of 1999, especially Article 11, paragraph (1) which states that the objects are burdened with fiduciary collateral required to be registered, but in reality there is no Pawnshop Company comply with Article 11 paragraph (1) of Law No. 42 of 1999 on Fiduciary. Based on the gap das sein and das sollen, then can be formulated the problem of how fiduciary guarantee enrollment application pursuant to Article 11 paragraph (1) of Law No. 42 of 1999 on Company Pawnshop and how execution of fiduciary insurance company that is not registered by the Company Pawnshop when borrowers are in default. Empirical legal research is used in this thesis, because it’s getting out of the gap between das Sein and das sollen. The approach used in this thesis is the legislation approach, case-based approach, and the analytical approach. The nature of the research in this study was a descriptive study, sites in the Pawnshop Company branch Denpasar and Tabanan. The data used in this thesis is the primary data / field data and secondary data / literature. Data collecting techniques used in this thesis is planned interview techniques and reading literature. Sampling techniques used in this thesis is purposive sampling and the data obtained are presented in descriptive qualitative. The results of this problem study is application of fiduciary guarantee enrollment on the Pawnshops Company, that disobedience to law number 42 of 1999 Article 11 paragraph (1) was happened, while the execution of fiduciary insurance company that is not registered by Pawnshop Company if debtor in default is done by a family way.

PurposeThis paper aims to discuss the application of Big Data analytics to the brainstorming session in the current auditing standards.Design/methodology/approachThe authors review the literature related to fraud, brainstorming sessions and Big Data, and propose a model that auditors can follow during the brainstorming sessions by applying Big Data analytics at different steps.FindingsThe existing audit practice aimed at identifying the fraud risk factors needs enhancement, due to the inefficient use of unstructured data. The brainstorming session provides a useful setting for such concern as it draws on collective wisdom and encourages idea generation. The integration of Big Data analytics into brainstorming can broaden the information size, strengthen the results from analytical procedures and facilitate auditors’ communication. In the model proposed, an audit team can use Big Data tools at every step of the brainstorming process, including initial data collection, data integration, fraud indicator identification, group meetings, conclusions and documentation.Originality/valueThe proposed model can both address the current issues contained in brainstorming (e.g. low-quality discussions and production blocking) and improve the overall effectiveness of fraud detection.

Abstract. The article examines the concept of «credit policy» through the prism of the functions outlined in the development strategy of the banking institution, which is primarily aimed at maximizing resources for rapid response to uncertainties of the external and internal environment. The complex of identified key characteristics allowed to form a holistic view of the nature and specific features of the commercial bank’s credit policy. The article underlines that in conditions of uncertainty, the bank should take into account external and internal environmental factors that have a direct impact on the dynamics of lending to individuals and businesses, and need to be considered at the stage of strategic financial planning, monitoring the implementation of set tasks and in order to timely adjust the policy according to the banking institution’s needs for financial and economic security. The systematised factors are interrelated and interdependent and can have a multifaceted impact on the current state of the credit services of banking institutions’ market and such market’s trends. The article establishes the role of analysis and monitoring of banking institutions’ credit operations in the context of ensuring the effective results of the commercial bank’s credit policy. It is identified that credit risk is now in the spotlight of banking institutions along with the risks of capital adequacy and legal risks, due to the general decline in economic activity of consumers of financial services as a result of the epidemiological crisis and the introduction of quarantine restrictions, which reduced household incomes and negatively affected the financial situation of enterprises. The dynamics of changes in the share of NPLs by groups of banks is analysed, revealing foreign banks’ active work with NPLs. The study pays attention to the use of analytical tools of the commercial bank’s credit policy as a means of managing its financial and economic security in conditions of uncertainty, which concerns constant monitoring of loan portfolio quality and timely detection of NPLs. It also suggests the sequence of lending steps specifying practical aspects of use of analytical tools of credit policy. After last global financial crisis, one of the most important concerns of the governments became unemployment. Higher unemployment rates haves been forcing governments to develop some policies. Some of these policies has been included financial policies while some of them included social policies. One of the most important concerns of social policies is social risk mitigation and fight against poverty and social aids as its extensions. In general, measurement of social events have been mostly based on subjective statements. More specifically, targeting mechanisms have been using for determination of potential social aid owners. Most popular targeting mechanisms are subjective ones as well. In this chapter, an objective targeting mechanism model and a fraud detection system model have been developed via data mining for social aids as an identifier of poverty levels which includes early warning signals for inappropriate applications. Then, these models have been used for development of a poverty map. Developed new targeting mechanism which has been based on rating approach will be an alternative to Means Test and Proxy Means Test. In addition, social aid fraud detection system will be updated automatic with Intelligent System property and the poverty map computation approach can be used for absence of detailed data. Furthermore, Millenium Development Goals, Targeting Mechanisms, Poverty and Poverty Maps concepts have been reviewed from an analytical and objective point of view.

Abstract - This descriptive study aimed to identify the leadership skills of Rodrigo R. Duterte to gain insights as to why he has become the undisputed political leader of Davao City. Making use of snowball and opportunistic sampling techniques, the investigation has established through qualitative analysis of triangulated data that Duterte’s leadership focuses on the maintenance of peace and order. As a leader, Mr. Duterte uses a combination of different leadership skills characterized by firmness in decisions, taking responsibility for all actions made and the ability to accomplish the desired outcomes. He is a transactional leader with charisma to the masses. He actively monitors the work performed by subordinates and executes corrective actions if deviations from expected standards occur. He is an entrepreneurial leader, a risk taker, and a negotiator. His autocracy fits the level of maturity of the Dabawenyos. He is voted primarily for his leadership skills in maintaining peace and order while the various programs he has implemented are considered as additional accomplishments to his brand of leadership. This study aims to determine the application of the principles of good governance, the quality of public services, and the effect of applying the principles of good governance on the quality of public services at the Makassar City Land Office. This research is a quantitative descriptive study using incidental sampling techniques. The data was collected by using a questionnaire, conducting interviews, observation, and documentation. The data analysis technique used is descriptive statistical analysis and inferential statistics (product moment correlation test) using the SPSS 18 application. The results of the descriptive analysis show that the application of the principles of good governance and the quality of public services at the Makassar City Land Office belongs to the good category in terms of indicator measuring the variable. The result of the product moment correlation analysis shows that the effect of the application of the principles of good governance governance on the quality of public services is 0.790, which is positive, which means that the level of influence is in the strong category.
