In the effort to carry out the principal functions and duties for the population in Papua, Papua provincial government set up several enterprises (BUMD) purposed to provide services to the public. BUMD is also expected to give contribution on regional income. The objectives of this research are: (1) Determining the health level of Local Government Owned Enterprises in Water Supply Company in Jayapura and Nabire from the financial aspect, (2) the health level of Local Government Owned Enterprises in Water Supply Company in Jayapura from the operational aspect, (3) the health level of Local Government Owned Enterprises in Water Supply Company in Jayapura and Nabire from the administration aspect. The method used in this research is survey research method toward BUMD by distributing questionnaires in several enterprises. The analytical tool used is the analysis on the health level of Water Supply Company on the financial, operational and administration aspects. Jayapura Water Supply Company health level in terms of financial aspects, operations and administration in 2011 to 2013 showed a reduction, but it was still sufficient indication. The total value of these three aspects has decreased in the last two years, 60.49 in 2011, decrease to 59.22 in 2012 and 54.59 by the end of 2013. However, this reduction was still at fairly healthcategory. Nabire Water Supply Company health level based on the financial aspect shows that from 2010 to 2013, the financial performance of Nabire Water Supply Company was experiencing unhealthy condition. Service aspect of the rate of complaints solving in 2010 to 2013 was always above 100%, it means that Nabire Water Supply Company have solved the problem of water services and other complaints that come from customers or not customer. The next indicator is water quality was 0% from 2010 to 2013. It means that they have not been able to serve the customers with the drinking water quality as provided in Ministry of Health Regulationnumber 492/MENKES/PER/IV/ 2010.

An evaluation of the water quality at the hatchery of Tanjung Riau was conducted to understand the water quality status at the several place of the hatchery unit such as brood stock tanks, larva rearing tank, water storage tank, fi ngerling tank as well as the source of the water supply. The water quality status of Tanjung Riau generally is in a good condition to support the hatchery activities, but for turbidity and salinity were in the exceed and below the normal status and its infl uence on the spawning activity. To overcome the problem on the spawning of the brood stock, the improving of water supply with higher salinity and low turbidity should be set up to ensure the succeeded of the spawning.Key words : Water quality, grouper brood stock, hatchery,Tanjung Riau Batam

The public water supply played a major role in the urbanization of Debrecen city, just like in the case of many other cities. We had plenty of water and so we wasted it. However nowadays we experience a considerable decrease in the level of groundwater which causes an increasing need of energy for pumping. Beside the above mentioned the ecological threat and the decreasing water quality are also major problems. This study attempts to draw attention to the possibilities and the future of the regional water supply, by showing the history of the water supply, the sanitation systems of Debrecen and their present day activities.

In order to intensify quality efforts, strengthen the responsibility for quality safety, raise the overall level of quality and comprehensively and systematically understand the effectiveness of quality improvement actions of government and the gap between quality perception and requirements f consumers, this paper set up 5 level-1 indicators and 13 corresponding level-2 indicators in five fields of product quality, engineering quality, service quality, environmental quality and quality awareness to monitor the public satisfaction with governmental quality efforts in Liaoning Province. The results show that the public satisfaction with services in the fields of engineering quality and product quality is rather low, calling for greater attention from Liaoning Provincial Government and further improvement.

This study aims to determine how much the equity participation of the Local Government in Telago Pancuran Water Supply Company and to determine the impact of the local goverment capital participation on the performance of the Telago Pancuran Water Supply Company. The object of research is the Telago Pancuran Water Supply Company, with a research period of five years, namely 2015 to 2019. The data collection technique uses observation, interview and documentation methods. The data analysis technique in this research uses quantitative methods using financial performance formulas, Return on Equity, operating ratios, cash ratios and billing effectiveness. The results of this study indicate that the amount of equity participation of the local Government to the Telago Pancuran Water Company continues to increase until 2016, for 2017 to 2019 it has decreased. Meanwhile, the impact of equity participation on company performance can be seen in the Return on Equity ratio, operating ratio, cash ratio for collection effectiveness.

Abstract. On 8 November 2013, super typhoon Haiyan made landfall in Philippines. On 24 November, the Chinese hospital ship arrived in Philippines to help with disaster relief efforts. Drinking water was collected at a variety of locations, and the concentration levels of lead were determined with field test kit. The results showed that the levels of lead in 67% of total collected water samples exceeded WHO's standard. Afterwards, the local government had taken many measures to ensure a safe water supply in next few months. This is the first report about water quality in Philippines after the disaster.

Local government in South Africa is no longer exclusively a function of national or provincial government; it is now regarded as a sphere rather than a tier of government. Section 152 of the Constitution of South Africa, 1996 stipulates the objectives of the local sphere of government, among which is ensuring the provision of services to communities in a sustainable manner. Poor or lack of service delivery by local authorities has received much media attention of late. Monitoring customer-focused service delivery could therefore be a critically important means to effect quality service delivery in local government. At its core this approach emphasises the treatment of municipal service users and the citizenry as customers. This article contends that conceptually customer-focused quality service delivery may potentially lever local government authorities out of the poor service delivery rut that has come to render some municipal authorities ineffective and inefficient and hence dysfunctional. At a conceptual level the article grapples with the elusive concept of service quality and the often contested concept of customer and proxy measures for monitoring service quality in the public sector. Citing British and South African customer-focused quality service delivery tools and initiatives, the article interrogates the efficacy of such initiatives and perspectives for monitoring customer-focused quality service delivery in the local sphere of government.

This paper analyzes the dynamics of health devolution in the Philippines within the context of the 1991 Local Government Code. The paper looks into how the present level of health devolution came about, the reform's impact on the public health system, and the factors involved in improving health service delivery in municipalities under a devolved set up. There are several variables that are tested as possible intervening variables. These are prioritization of health services in resource allocation and management, adequacy of formal health personnel and facilities, and citizens' participation in health service delivery. The sociopolitical context of the local government is also explored. Two case studies are presented to support the arguments of the paper.

West Bangka is the district with the highest level of gross regional domestic product (GRDP) in Bangka Belitung Province. However, the average contribution of local own-revenue to local revenue over the last three years was 6.57% and 93.43% still depended on intergovernmental (IG) fiscal transfers (transfers from central government), transfers from the provincial government and other legal local revenues. This study focuses on identifying the challenges faced by local government in enhancing local own-revenues by using qualitative research methods. The results shows that 1) taxpayers who provide the biggest contribution to local revenues derived from state-owned enterprises, while the taxpayer derived from the local population is still low. Residents prefer to spend their money in other regions, such as Bangka Induk. 2) local government has not been able to optimize existing potential, and 3) there is dependence on tin as one of the main sources of livelihood of local residents. The suggestions in this research are as follows: to encourage local government to make urban-biased policies and also to enhance public education in order to create diversified livelihood and to provide insight to the public about the importance of participation in development.

Surface water tax is one of the local taxes levied by the provincial government as one of the sources of local revenue. Surface water taxes are a tax on the collection and/or utilization of surface water. The objective of this research is to know the use of surface water tax accounting whether the use of surface water tax has been in accordance with applicable laws, tax laws and local regulations. The research was conducted at the Regional Water Supply Company (PDAM) of North Minahasa Regency which is located at Worang By Pass Street Number 1, District Airmadidi. The method used in this research is comparative descriptive method. The results show that the PDAM of North Minahasa Regency calculated and paid a relatively small surface water tax for 2014, 2015 and 2016.Keywords : tax, surface water, evaluation

As the population grows rapidly, more and more illegal settlements are built on state land that prohibits shelter, specifically in the Ciliwung River area. The Jakarta Provincial Government has a policy to relocate the residents of Ciliwung River, to ensure that the river and Ciliwung river functions return to normal. The government provides for relocation and the construction of flats, so residents may have increased wellbeing. We explore whether the relocation of Ciliwung River residents is in accordance with Law No. 2 of 2012, on Land Procurement for the Public Interest and Regional Regulation of the Special Capital Province of Jakarta No. 1 of 2012 on Spatial Plans. Normative juridical research concludes that the relocation of the settlement is in accordance with Law No. 2 of 2012 on Land Procurement for the Public Interest and Regional Regulation of the Province of Jakarta Capital Special Region No. 1 of 2012 on Spatial Planning.
