West Bangka is the district with the highest level of gross regional domestic product (GRDP) in Bangka Belitung Province. However, the average contribution of local own-revenue to local revenue over the last three years was 6.57% and 93.43% still depended on intergovernmental (IG) fiscal transfers (transfers from central government), transfers from the provincial government and other legal local revenues. This study focuses on identifying the challenges faced by local government in enhancing local own-revenues by using qualitative research methods. The results shows that 1) taxpayers who provide the biggest contribution to local revenues derived from state-owned enterprises, while the taxpayer derived from the local population is still low. Residents prefer to spend their money in other regions, such as Bangka Induk. 2) local government has not been able to optimize existing potential, and 3) there is dependence on tin as one of the main sources of livelihood of local residents. The suggestions in this research are as follows: to encourage local government to make urban-biased policies and also to enhance public education in order to create diversified livelihood and to provide insight to the public about the importance of participation in development.

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Despite the expectation that social media use in the public sector contributes to enhancing government's transparency, few studies have been investigated whether social media use actually leads to more disclosure during environmental incidents in practice and how social media influence local governments and their officials' information disclosure. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local government in social media context, and examine the internal mechanism that how social media influence the progress of information disclosure during environmental incidents. The findings indicate that social media plays an active constructive role in central-local government game relations. Specific- ally, social media can provides an efficient information channels for the central government supervise regional officials in environmental incidents, and thus improves its supervision efficiency, and it also provides an important means for internet mobilization and online-offline interaction by encouraging the public exchange information and express their views, and in turn forces local governments and their officials tend to disclosure ahead.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

Occupancy is a basic need of every human being. As mandated by the 1945 Constitution, the State guarantees the fulfillment of citizens' needs for decent and affordable dwellings in the framework of developing Indonesian people who are wholly, self-conscious, independent and productive. The Public Housing Savings (Tapera) in accordance with Law of the Republic of Indonesia number 4 of 2016, is a long-term fund storage program that is used for housing finance, especially for Low-Income Communities (MBR). BAPERTARUM-PNS is an important lesson on how the goals of the housing savings are not utilized as retirement savings by most participants. The problem with this study is whether Tapera can be a solution for MBR in reaching funding for housing or repeating the failure of the BAPERTARUM-PNS program. Data collection from the Central Government, BP Tapera, and the Provincial Government of DKI Jakarta will be analyzed in the form of modeling of potential national and regional participation in and utilization of Tapera in DKI Jakarta Province. The results of the modeling analysis indicate a gap between Tapera's policies and people's expectations of a housing finance affordability solution for the MBR. AbstrakHunian merupakan kebutuhan dasar setiap manusia. Sebagaimana amanat UUD 1945, Negara menjamin pemenuhan kebutuhan warga negara atas tempat tinggal yang layak dan terjangkau dalam rangka membangun manusia Indonesia seutuhnya, berjati diri, mandiri, dan produktif. Tabungan Perumahan Rakyat (Tapera) sesuai Undang-Undang Republik Indonesia nomor 4 tahun 2016, merupakan program penyimpanan dana jangka panjang yang dimanfaatkan untuk pembiayaan perumahan, terutama bagi Masyarakat Berpenghasilan Rendah (MBR). BAPERTARUM-PNS menjadi pelajaran penting bagaimana ketidakberhasilan tujuan dari tabungan perumahan yang dimanfaatkan sebagai tabungan pensiun oleh sebagian besar peserta. Permasalahan dari studi ini adalah apakah Tapera dapat menjadi solusi bagi MBR dalam menjangkau pembiayaan untuk memperoleh hunian atau mengulangi ketidakberhasilan program BAPERTARUM-PNS. Pengumpulan data dari Pemerintah Pusat, BP Tapera, dan Pemerintah Provinsi DKI Jakarta akan dianalisis dalam bentuk Pemodelan potensi kepesertaan dan dana pemanfaatan Tapera secara nasional maupun regional di Provinsi DKI Jakarta. Hasil dari analisis pemodelan tersebut mengindikasikan adanya celah (gap) antara kebijakan Tapera dan harapan masyarakat akan hadirnya solusi keterjangkauan pembiayaan hunian bagi MBR.

The paper examines the cooperation consists of the public / private partnership in the American environment, starting from the definition of the same, as experience shows partneship to represent the local government an alternative way to pursue growth and improvement in respect of sustainable development. In this context also shows the need for local government to work with business and the community to promote the territorys competitiveness, and wellness of local residents. The case of San Diego, California, shows how virtuous interaction and collaborative subjects (private, public, non-profit) has led to the economic and social development of different neighborhoods.

Environmental pollution, especially air pollution, is an alarming issue for the public, which is extensively debated among academic scholars. During the winter heating season, “smog” has become somewhat a normal phenomenon to local residents’ livelihood in northern China. Based on the daily air pollution data of regional cities in China from 2014 to 2016, and using a regression discontinuity design (RDD), the study finds that winter heating makes the air quality worse in the northern part of China. With the start of the winter heating, it increases the Air Quality Index (AQI) by 10.4%, particulate matter smaller than 10 μm (PM10) by 9.77%, particulate matter smaller than 2.5 μm (PM2.5) by 17.25%, CO by 9.84%, NO2 by 5.23%, and SO2 by 17.1%. Furthermore, dynamic changes demonstrate that air quality has gradually improved due to a series of heating policy changes implemented by the central government in recent years. Specifically, from 2014 to 2016, major indicators measuring the air pollution decrease dramatically, such as AQI by 92.36%, PM10 by 91.24%, PM2.5 by 84.06%, CO by 70.97%, NO2 by 52.76%, and SO2 by 17.15%.

The paper researches effects of local government revenue structure on income growth and employment in Croatia. The results confirm highly positive and significant effects of personal income taxation. This differs dramatically from the previous research based on central government level, which show that property and consumptions taxes are growth-friendly. The most probable explanation of such results could be in narrow revenue structure defined by the vertical fiscal equalisation and the fact that particular local revenue structure does not affect competitiveness in the same way as overall revenue structure of the country.

ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.

Economic development requires government and the community to develop and explore the potentials of the region to supporting the better economy in the future. Local Tax is one of regional revenues that has an important role in supporting the implementation of regional development of Bitung. High earnings of local taxes will increase revenue (PAD) so the local government are expected to explore the revenue sources (PAD) in improving Local Revenue (PAD) as to reduce dependence on the central government. This study is aimed to quantify and determine the potential of local taxes in the realization of the projected increase regional revenue in Bitung City. This research uses qualitative method with descriptive approach. Based on research and survey, Bitung City has unexplored local taxes potential by the local government (DIPENDA) to be explore.
