This research aims to know and explain the application of the principles of good governance, namely the principles of transparency and participation and the constraints of applying the principles of transparency and participation in public services. The research method used is empirical research method, to achieve this goal, so this research uses data collection techniques through interviews, observations, document studies, and documentation. While the data sources used are primary and secondary data sources. The approach of this research is conceptual approach that is moving from the views or doctrines that develop in the science of law and the approach of the Law, namely the approach carried out by edilah regulation related to legal issues that are being studied. The results revealed that the principle of transparency has not run optimally because the SOP has not been informed to the public, the principle of participation has not run optimally because the management of complaints has not been good. Therefore, in the context of public services that are a very strategic part in measuring good governance needs to be optimized by providing SOP information on information boards, websites, brochures, opening complaints through social media or working with village officials, head of Cluster Area to directly socialize public service procedures and policies to the community.

Special Autonomy assigns its rights and obligations to local governments to regulate and manage their own affairs and interests of the society so that people increasingly can be served well. But in fact, public services provided is not maximized. This study used qualitative methods, data sources are divided into two types of data sources, namely primary and secondary data sources. The results of this study indicate that there is still lack of public services the Government of Papua Province visible from the weak aspects of responsiveness, which local governments less responsive to some of the problems in the field of education, economy and industry growth and physical development as well as non-physical. From the aspect of responsibility is also still found their weaknesses, which the Government of Papua Province is still not fully overcome the problems of corruption and poverty. Meanwhile, from the aspect of accountability, it is known that the performance of governance in Papua in providing public services are not running optimally, one reason is the lack of competence and capability of local government officials.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

SMEs (Small and Medium) are a solution to improve the economic sector and recorded in the Ministry of MSMEs increasing from 57.84 percent to 60.34 percent by absorbing labor in the country, but the public and companies do not know much about Halal Certification in Bangkalan, Pamekasan, and Pasuruan, even though Bangkalan, Pamekasan, and Pasuruan possesses the formalization of Islamic City Branding. This study aims to answer the question: "How is the perception of Bangkalan, Pamekasan, and Pasuruan District SMEs about theimportance of halal certification after the Formalization of City Branding?".The research method used in this study is a descriptive qualitative research method, with sampling techniques using snowball sampling. The primary data sources used in this study were documentation and direct interviews with SMEs� in culinary fields in Bangkalan, Pamekasan, and Pasuruan, while secondary data sources were obtained from books and journals.The results of this study indicate that as many as 39 or 65% of informants perceive that halal certificates are not important and only 21 or 35% ofinformants who consider halal certificates are important.

This study aims to determine the satisfaction of public service in the field of licensing Deli Serdang regency. Location of the research conducted in the area of Deli Serdang regency government is the reason for this is a site selection study for Deli Serdang regency. This study uses secondary data sources as the primary data source, which is equipped with a primary data source as a supporter. Sources of data mainly obtained from the Department of Commerce Office of P2KPM and Deli Serdang regency. The results showed that people's satisfaction of public services in Deli Serdang regency values obtained cumulative index of 21.7 in the range of 17-23 (moderate), so it can be concluded that the implementation of public service in Deli Serdang Regency included in the rate being.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

Complaints communities in the developing countries, especially Indonesia to the public service are still extremely high.  Perceived imbalances such as in: obscurity of time, cost and method of service; discrimination in services based on the relationships of friends, family, political affiliation, ethnic and even religious;  chain length the more entrenched bureaucracy and bribery and extortion.  This condition is a signaled for the government to seek strategic solutions to improve public services. This study aims to discover the design of public service operations in accordance with the expectations of society by measuring the performance of the public service.  Recommended design is a design that lead to e-Government and reinventing goverment to give birth standard operating procedures (SOP) and minimum service standards (SPM) for public services in Indonesia, especially in the public service that is closest to the village community  with Quality function deployment (QFD) in house of quality (HOQ) method. In the first phase of the study mapped 36 public expectations of public services, which are shown in this analysis that the public is not getting an appropriate and satisfying service, although does not show the high gap. On the other hand mapping the public response to the internet-based administration showed the unpreparedness of the people against the internet-based public services. The majority of respondents claimed to feel more comfortable and definitely served in the village office immediately met with the officers.  Queue and the possibility of intervention or extortion is not a problem for society.  In the second phase of this study will examine the true public service bureaucracy and the possibility of cutting the bureaucratic process that is more streamlined, clear, fast, and facilitate community. Last step is to benchmark the Chinese State as densely populated countries such as Indonesia, to make strategic steps and implementable in problem solving public dissatisfaction with public services and the number of maladministration. ABSTRAKTulisan mengenai Pendidikan Kewarganegaraan; ikhtiar mencegah konflik dan membina toleransi ini dilatarbelakangi oleh adanya konflik atas nama agama yang pernah terjadi di Indonesia pada kurun waktu tahun 1990-2000-an. Tujuan penulisan ini dimaksudkan untuk menanamkan nilai-nilai demokrasi dan toleransi kepada masyarakat Indonesia pada umumnya dan mahasiswa khususnya yang memprogramkan mata kuliah Civic Education. Metode penelitian yang digunakan untuk menggali informasi pada tulisan ini adalah deskriptif-kualitatif, dengan pendekatan fenomenologis. Adapun sumber data terdiri dua sumber data yaitu sumber data primer dan sekunder. Sumber data primer, yakni penulis menggali informasi dari data-data  mengenai konflik atas nama agama di Indoensia baik dalam bentuk buku-buku ilmiah maupun jurnal laporan hasil penelitian. Sedangkan sumber data sekunder, yakni penulis menghimpun data dan informasi di media cetak dan elektronik. Adapun intrumen dalam penelitian ini adalah penulis sendiri sebagai instumen kunci. Adapun temuan hasil penelitian ini menunjukkan bahwa pemicu konflik atas anama agama di Indonesia terdiri dari tiga faktor, yakni faktor adanya  pelecehan/penodaan agama, adanya sikap yang mau menang sendiri serta mengabaikan kehadiran umat beragama lain,  adanya diskomunikasi dan miskomunikasi antar umat beragama.    Kata kunci: Penanaman Nilai-nilai Demokrasi dan Toleransi  ABSTRACTWritten of civic education; the effort to prevent and maintain tolerance is based by there were conflicts was the name of religion that occurred in Indonesia in the period 1990-2000's. The purpose of this research is intended to build the values of democracy and tolerance to the society generally and students particulary who program Civic Education subject. Research method used to find information in this paper is descriptive-qualitative, with phenomenological approach. The data sources consist of two data sources are primary and secondary. Primary data sources, are the researcher find information from data about the conflict in the name of religion in Indonesia both scientific books and report research journals. While secondary data sources, are the researcher collect data and information in print and electronic media. Instrument of this research is the researcher himself as a key. The findings of this research indicate that the trigger of conflict religion in Indonesia consists of three factors, namely the factors religious desecration, the attitude of self-defeating and the disregard presence of other religious communities, the existence of discommunication and miscommunication among religious people. Keywords: Build Democratic Values and Tolerance

The objective of this research was to find out what factors underlie Daarut Tauhiid BMTcustomers in applying of murabaha financing. The research method used is descriptive research method with a qualitative approach. The data sources in this study involve primary data sources and secondary data sources. Primary data sources, namely the unit head, account officer, and members of Daarut Tauhiid BMT as murabaha financing customers at the BMT. Secondary data sources involve modules, documents at Daarut Tauhiid BMT relating to the topic of research. The data analysis techniques are through the stages of data reduction, data display and data verification. The results of the research show that the factors that could underlie customer decisions in applying The results showed that the factors underlying the customer's decision in applying of murabaha financing at Daarut Tauhiid Baitul mal wa Tamwil (BMT) were images of the Daarut Tauhiid environment, reference groups, customer needs in certain situations, supporting personal work, customer perceptions of syariah compliance

This study tries to describe the policy implemented by the Japanese fascist military authority toward pesantren education during their occupation in Indonesia. The research problem is how the policies used by the Japanese fascist military authority towards pesantren during their occupation in Indonesia before the independence of Indonesia. Primary data sources of this study include some works examining the policies of the Japanese fascist military authority towards pesantren education. Various scientific papers on Japanese colonization in Indonesia are used as secondary data sources of this study. This study uses historical approach and library research method focusing on the policies of the Japanese fascist military authority towards pesantren education. The collected data then were analyzed by using content analysis. This study exposes that the Japanese government provide more freedom for pesantren education than the Dutch colonial to develop themselves without any affection from the Japanese government. It could be seen from a fact that when pesantren were about to develop their basic potential as an educational institution teaching anti-colonial attitudes, Japanese government immediately acted repressively. They always monitored the kiai as well as all pesantren’s activities.

The public sector in Nigeria is irrefutably beset with gross  incompetence and ineffective management. Perplexing difficulties endure in the Nigerian public sector in spite of a number of reform programmes that have been designed to enhance efficient and effective service delivery for almost two decades. The fact that public service has failed dismally to achieve its laudable objectives is the reason for the vote of no confidence passed on its administrators by majority of the Nigerian populace. The article examines the dilemma of accountability and good governance in Nigeria and demonstrates that the critical point in achieving meaningful developments in the country intrinsically lay with improved service delivery in the public sector. The basic reason why the public service has become the scorn of the people is because for too long, both the government and public servants have paid lip service to the crucial issue of effective and efficient service delivery. The article argues that improved service delivery will improve both the performance and the image of public service and re-awaken the citizens’ interest and trust in them to do business with public servants. It suggests that  in order to bring sanity back to the Nigerian Public Service,  all unprofessional tendencies such as ethnicity bias and nepotism in appointments and promotions, lack of security of tenure of office, and appointment of non-career public servants into key positions in the public service must stop. Also,  effective service delivery must be tailored to the circumstances of Nigeria. The study made use of secondary data obtained from various sources. It therefore concludes that without a reawakening of the culture of accountability and transparency lost over the years, the trusting relationship needed to forge between the government and the governed for the actualization of good governance will not materialize.
