The amendment of the 1945 Constitution had opened space for democratic realization process at local level. In Article 18 paragraph (4) mentioned that governors, regents and mayors respectively as the heads of provincial, regency and municipal elected democratically. The local elections were carried out simultaneously by the people show democratic electoral system embodiment. To analyze the phenomena, this study uses a qualitative method, which the data source derived from primary and secondary data. Primary data is data obtained from observations in field, while secondary data obtained from literature or news about the regional head elections. The results showed that in a democratic election, a guarantee of freedom is an absolute and normative requirement. However the normative requirements sometimes ignored either by contestants or supporters. Therefore, the presence of the Constitutional Court is very important for democracy and constitutionality of local elections. In the local elections, the Constitutional Court has the authority to resolve the election results dispute. Although the existence of the Constitutional Court is important, but to resolve the dispute over local elections, researchers assume about the necessary establishment judicial elections at any stage or process level.

This research was conducted in order to find out the objectivity of the media in delivering news of the 2019 presidential election dispute in the Republic of Indonesia. The research method used is qualitative using Robert N. Entman's framing approach. Sources of data in this study are primary data, data obtained from the Java post coverage from the 18 June to 28 June 2019 edition, and secondary data in the form of writing about Java post and books relating to Robert N. Entman's framing analysis. The results of his research are 1) The reporting written by journalists uses two depictions of moral values, namely positive values and negative values. Positive values are often raised to describe the actions of the Constitutional Court, KPU and candidate pair 01 JokowiMa'ruf Amin, while negative values are often raised against the depictions of the candidate pair 02 Prabowo-Sandi. Almost all news texts written by journalists describe the weak position of candidate pair 02 due to the weakness of the arguments submitted and the evidence and witnesses provided cannot be accounted for, even it is reported that candidate pair 02 has also submitted witnesses who provided false statements. The second aspect is regarding the position of Jawa Pos in reporting disputes over the results of the 2019 presidential election. Journalists in Jawa Pos felt less balanced in reporting the conflict. This can be seen from the emphasis which is indirectly more favorable for the position of candidate pair Jokowi-Ma'ruf Amin compared with candidate pair 02 Prabowo-Sandi. Almost all news taken as objects of study in this study tend to prioritize Jokowi-Ma'ruf Amin and marginalize Prabowo-Sandi's position.Candidate 01Jokowi-Ma'ruf Amin is depicted as a disadvantaged party by submitting the dispute of the 2019 presidential election results to the constitutional line while pair 02 of Prabowo-Sandi is described as a guilty party and does not have a strong basis to prove his allegations regarding fraud committed by the paslon 01 Jokowi-Ma'ruf Amin. 2) the reporting of postal Javanese journalists in reporting the 2019 Presidential Election Dispute conflict, lacking balance in presenting information, tended to support the candidate pair 1 Jokowi-Ma'ruf Amin. Dalam penelitian ini mengungakan metode kualitatif dengan menggunakan pendekatan framing Robert. N. Entman. Sumber data dalam penelitian ini adalah data primer, data yang didapatkan dari pemberitaan Jawa pos dari edisi 18 Juni sampai 28 Juni 2019,dan data sekunder berupatulisan mengenai Jawa pos serta buku-buku yang berkaitan dengan analisisframing Robert. N. Entman. Hasil penelitiannya yaitu 1) Pemberitaan yang ditulis wartawan menggunakan dua penggambaran nilai moral, yaitu nilai positif dan nilai negatif. Nilai positif sering dimunculkan terhadap penggambaran tindakan MK, KPU dan paslon 01 Jokowi-Ma’ruf Amin, sedangkan nilai negatif sering dimunculkan terhadap penggambaran tindakan paslon 02 Prabowo-Sandi. Hampir seluruh teks berita yang wartawan tulis mengambarkan lemahnya posisi paslon 02 karena tidak kuatnya dalil-dalil yang diajukan serta bukti-bukti dan saksi yang diberikan tidak dapat dipertanggungjawabkan, bahkan diberitakan bahwa paslon 02 juga telah mengajukan saksi yang memberikan keterangan palsu. Aspek kedua adalah mengenai posisi Jawa Pos dalam memberitakan sengketa hasil pilpres 2019.Wartawan Jawa Pos dirasa kurang berimbang dalam memberitakan konflik tersebut. Hal ini dapat dilihat dari penekanan yang secara tidak langsung lebih menguntungkan posisi paslon 01 Jokowi-Ma’ruf Amin dibanding dengan paslon 02 Prabowo-Sandi. Hampir seluruh berita yang diambil sebagai objek kajian dalam penelitian ini cenderung mengutamakan pihak Jokowi-Ma’ruf Amin dan memarjinalkan posisi Prabowo-Sandi. Paslon 01 Jokowi-Ma’ruf Amin digambarkan sebagai pihak yang dirugikan dengan adanya pengajuan sengketa hasil pilpres 2019 ke jalur konstitusi sedangkan paslon 02 Prabowo-Sandi digambarkan sebagai pihak yang bersalah dan tidak memiliki dasar yang kuat untuk membuktikan tuduhannya mengenai kecurangan yang telah dilakukan oleh paslon 01 Jokowi-Ma’ruf Amin. 2) pemberitaan wartawan Jawa pos dalam memberitakan konflik Sengketa Pilpres Tahun 2019, kurang berimbang dalam menyuguhkan informasi, cenderung mendukung pada paslon 1 Jokowi-Ma’ruf Amin. <p><em>This study aims to explain the arrangements for a single candidate regional head election and how people's sovereignty is channeled into the democratic process of regional head elections. This type of research is a descriptive normative juridical study. The data used are secondary data in the form of primary legal materials and secondary legal materials obtained through literature study. The results showed that the regulation of regional head elections with only 1 (one) pair of candidates began with the issuance of the Constitutional Court decision Number 100 / PUU-XIII / 2015 which was subsequently followed by the issuance of General Election Commission Regulation Number 14 of 2015 and Law Number 10 of 2016. Whereas the people are the determinants of government administration power through the regional head election process so that the people as the main activator of the wheel of democracy should not be hindered in choosing candidates for regional head leaders even though there is only one pair of candidates involved in the election. Election of heads must be carried out honestly and fairly so that political awareness by all citizens can be realized.</em></p><p><strong><em>Keywords: </em></strong><em>Local Elections; Sovereignty; Democracy.</em></p>

The manifestation of democratic values in Indonesia as the actualization of power in the hands of the people is the implementation of general elections (Pemilu) and regional head elections. 2019 was a democratic party for the people of Banda Aceh City because it held regional head elections (pilkada) and 2019 simultaneous elections. The lack of impartiality for people with disabilities, including the management of election accessibility for persons with disabilities in previous elections and local elections, made researchers interested in conducting election accessibility research. for persons with disabilities in Banda Aceh City for holding regional head elections (Pilkada) and simultaneous elections 2019. This research uses descriptive qualitative research methods. This research requires data to conclude the research results, there are two types of data used in this study, namely primary data and secondary data. To explore data and information, researchers will conduct interviews with key informants and key informants, non-participant observation and through literature study by studying literature sourced from books, electronic journals, newspapers, regulations and documents related to research topics.

The utilization of e-commerce media in the trading world brings impact to the international community in general and the people of Indonesia in particular. For Indonesian people, This is related to a very important legal problem. The importance of law in the field of e-commerce is mainly in protecting the parties who transact through the Internet. The purpose of this study is to know the legal review of the buying and selling agreements through electronic media as well as to know the legal protections for sellers and buyers if one of the parties commits a default. The research uses a normative juridical method of approach and the discussion is done in a descriptive analysis. The source and type of data used are primary data and secondary data. While the data collection techniques using literature studies, and the data obtained will be analyzed qualitatively. The agreement to buy and sell through electronic media is a new phenomenon that has been implemented in various countries and regulated in the Civil state nor law ITE. Legal protection for the parties in the sale and purchase agreements through electronic media is governed by the consumer protection ACT. Any breach must respond to any loss arising from his or her actions.

The number of inpatient visits in RSU Anutapura Palu, where in 2015 inpatient visits of 5,640, then in 2016 patient visits decreased to 5,451, in 2017 also decreased to 3,999 and in 2018 also decreased Drastic to 1,146 patient visits. This research aims to determine the utilization of health services in patients in general hospitalization in RSU Anutapura Palu. This type of research is quantitative descriptive. Research was conducted from May-June 2019. The population in the study is a visitor (number of hospitalizations) at the General Hospital (RSU) Anutapura Palu. In this case the people who use health services in the General Hospital (RSU) Anutapura Palu recorded as many as 1,146 visitors (patients) in the year 2018. Primary data collection is through questionnaires and secondary data through the study of patient record documents and other supporting documents. The utilization of health services in patients in general hospitalization in RSU Anutapura Palu is well from the aspects of health beliefs, abilities and needs. RSU Anutapura Palu is expected to be able to improve the promotion of health services so that people use the health services provided.

Despite their crucial role for democratic decision-making, local elections receive little atten­tion from political science research . To overcome this shortcoming, the article analyses the Bavarian local elections of 2020 . Although the CSU remains the strongest party in the Free State, the Green Party was able to make considerable gains, especially in larger cities . How­ever, the Greens could not gain any grounds in mayoral elections, whereas CSU and SPD competed for the win . In most of the cases, the Social Democrats won the posts in city halls . In addition to detailing election results, this article addresses the ballot lists, the com­position of local councils, and coalition building at the local level . Overall, this contribu­tion provides a comprehensive account of the elections, which are characterized by their unique ballot system and, thus, have a special role in the political system of Germany .

Any training needs assessment depends on the condition& situation of the place to implement. This research helps to understand the problem faced by the people and what kind of need they have. The methodology used for this study iscollection of secondary data, collection of primary data through PRAs and personal interview. And After identifying the need of poor community people, a plan has been developed for the block along with community participation.

Penelitian ini mendeskripsikan tentang kasus penegakan kebijakan protokol kesehatan yang tidak konsisten di Kota Pontianak. Kondisi masyarakat ini merepresentasikan keterlibatan mereka sebagai bagian dari penyelenggaraan kebijakan, khususnya dalam penegakan kebijakan protokol kesehatan di masa pandemic Covid-19. Terjadi ketimpangan yang tidak adil dalam penegakan aturan ini. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data primer melalui wawancara dan observasi. Pengumpulan data sekunder juga dilakukan dengan penelusuran daring. Berdasarkan hasil penelitian, ketaatan masyarakat Kota Pontianak terhadap penyelenggaraan aturan protokol kesehatan tergolong baik. Hal ini dilihat dari kepatuhan masyarakat dalam melaksanakan perilaku menjaga jarak, mencuci tangan, dan memakai masker secara konsisten. Meski demikian, ada juga pelanggaran aturan yang terjadi. Hal ini dilihat dari jumlah sanksi atau denda yang diberlakukan kepada sejumlah pengusaha kedai kopi. This paper describes the case of inconsistent health protocol policy enforcement in Pontianak City. The condition of this community represents their involvement as part of the implementation of policies, especially in the enforcement of health protocol policies during the Covid-19 pandemic. There is unfair and inequality in the enforcement of the rule. This research uses qualitative method, with primary data collection by interview and observation. Secondary data collection is also done with online browsing. Based on the results of the study, the adherence of the people of Pontianak city to the implementation of health protocol rules is relatively good. This is seen from the community's compliance in maintaining distance, washing hands, and wearing masks consistently. However, there is also a violation of the rules that occur, this is seen from the number of sanctions or fines imposed on a number of coffee shop entrepreneurs.

The purpose of this study is for learning. This study entitled Social Change Towards Development of Rasau Jaya Village 3 After the Development of the Rajati Flower Garden. With the problem of how social change in the village of Rasau Jaya 3, economic improvement after the construction of a flower garden, development planning or the addition of facilities. This research method is a descriptive qualitative approach. Data sources of this research are primary data and secondary data. The results showed that: after the construction of the flower garden in Rasau Jaya 3 village the development of social change there was increasing, the people there accepted the development of the flower garden, because with the development of the community's economy there could be increased, because the people there could sell at around the flower garden so that it can increase their economy again there, and there will be plans to add facilities in the flower garden so that it can attract visitors to keep coming to the flower garden of the flower garden rajati.

The current research investigates the performance efficiency of U-fone compare with Mobilink. Data were both primary as well as secondary data. Secondary data related to industry was collected from web sites, pilot study, survey, newspaper, PTA Annual report, magazines and reports for generating awareness on the topic and for satisfying objectives of the study. To collect primary data a field survey was conducted with the help of structured interview schedule. Various demographic variables were considered and the questionnaire was tested. The respondents being the adopters of mobile phones are selected for conducting survey, the sample I choose to conduct the survey is based on 50, out of 50 I got the response from 40 on which statistical data analysis is based in this report. It was revealed that Mobilink Network Coverage whereas people are not satisfied with Ufone Network CoveragePeople use Mobilink are not satisfied with the call rates set by Mobilink, whereas the people using Ufone are much satisfied with the call rates set by Ufone.Mostly people use Ufone because of packages.  The ratio of Mobilink users who attracts towards other network by watching ads is higher than Ufone users.Ufone attracts people more by advertisement of different packages as compare to  Mobilink.The ratio of satisfied customers is higher in Mobilink.Ufone introduce more innovative services like Call block, Utunes, HisaabSms and etc.Most of the people viewed that CRM (Customer Relationship Management) of Ufone is not effective as Mobilink.
