The article analyzes the previously developed model controlling partnering relations in construction projects. This model is based on Mamdani fuzzy inference. Its input variables include: current assessments of particular partnering relation parameters, the weights of these parameters’ impact on time, cost, quality and safety of implementation of construction projects, as well as importance of these project assessment criteria for its manager. On the basis of the recommendation is determined to control, for each partnering relation parameter. In the article the influence of the type of membership functions for model variables on the obtained results has been investigated. The analysis has shown that the impact is insignificant.

AbstractThe article presents the use of the Mamdani fuzzy reasoning model to develop a proposal of a system controlling partnering relations in construction projects. The system input variables include: current assessments of particular partnering relation parameters, the weights of these parameters' impact on time, cost, quality and safety of implementation of construction projects, as well as the importance of these project assessment criteria for its manager. For each of the partnering relation parameters, the project’s manager will receive control recommendations. Moreover, the parameter to be improved first will be indicated. The article contains a calculation example of the system's operations.

The paper proposes a cost overrun risks prediction model, the structure of which is based on the fuzzy inference model of Mamdani. The model consists of numerous inputs and one output (MISO, multi-input-single-output), based on processes running consecutively in three blocks (the fuzzy block, the interference block, and the block of sharpening the representative output value). The input variables of the model include the share of element costs in the building costs (SE), predicted changes in the number of works (WC), and expected changes in the unit price (PC). The developed rule base makes it possible to determine the risk of cost overruns in the following categories: “very low”, “quite low”, “average”, “quite high”, and “very high”. Twenty-seven rules were assumed in the interference block. The operation of the model was illustrated by the example of selected elements of a road object and was validated by checking the correctness of the assumptions made at the design stage of the inference block rule base. It has been proven that with the increase of the share of element costs in the building costs (SE), predicted changes in the number of works (WC), and expected changes in the unit price (PC), the value of the risk exceeding the costs of a given element of the construction project (R) increases naturally and smoothly. It was emphasized in the conclusions that the cost overrun risks prediction model is intended for general contractors who subcontract many stages of works to their subcontractors in accordance with the agreed division into work elements.

The aim of this study was to test the impact of application of TQM on performance of construction projects carried out by the Association of Investors in Housing Sector in Jordan where the descriptive analytical approach and questionnaire methodology were used to gather information. The sample of this study was composed of (3600) investors in housing sector. The random sample method was used to determine sample size which was (346). Questionnaire was distributed and retrieved from investors , the valid ones for analysis was (297) which represent 88% of sample size, which were analyzed by using a set of statistical methods such as linear and multiple regression, and other methods contained in the Social Science Statistical Package. The study showed positive effect of the independent variable (total quality management) on the dependent variable (performance of the construction projects) dimensions represented by (cost, quality, and time) and this effect could be ranked in descending order as follows: time, cost, quality. The study showed also that the dimensions of the independent variable (TQM) in its positive effect on the dependent variable (performance of construction projects) could be ranked in descending order as follows: staff empowerment, continuous improvement, customer focus, leadership, operations management and supplier management. The study recommended the Association of investors in the housing sector in Jordan to clear the positive effect of TQM on project efficiency by indicating its positive impact on time, cost and quality of projects and to urge them to improve level of application of TQM in their projects.It recommended also conducting similar studies on other sectors, such as industrial and services sectors, to show their effects on them and compare results between different sectors to reach common points between them.

Abstract The present paper uses the developed model of the influence of partnering relations on the time, cost, quality and safety of implementation of construction projects. On its basis, a questionnaire has been created and a preliminary survey has been conducted. The paper presents an analysis of correlations between the level of partnering relations in the context of the partnering measures indicated in the model and their influence on the time, cost, quality and safety of implementation of construction projects. The analysis was conducted based on the data collected in 52 construction projects. The values of the Spearman rank correlation coefficient and the Pearson product-moment correlation coefficient have been calculated for the examined relations. The analysis allowed for indicating the measures of partnering whose improvement most often brings benefits with regard to the time, cost, quality and safety of implementation of construction projects. Among the 80 analysed correlations, the ones identified as strong were: 15 relations connected with the time, 8 with the cost, 5 with the quality and 1 with the safety of implementation of construction projects.

Abstract : Corona virus is a very dangerous virus and can kill human life. This virus causes minor illnesses and serious illnesses such as colds or colds, since the emergence of the Corona Virus or Covid 19 paralyzing all human activities carried out outside the home. The problem of this research is in the form of the impact of the corona virus on the economy, especially in the city of Batam so that the residents of Batam can overcome this corona virus outbreak to improve the weakening economy. The main objective of this research is to examine the impact of Covid 19 on the economy of the Batam population so that the Batam population can improve the already weakened economy. A project always has risks that can lead to project failure. In the project, a risk analysis is required to provide an evaluation for the project to proceed as planned. In the event of inadequate planning and ineffective control, it will result in irregularities identified as a risk to the project. This study aims to analyze the qualitative risk on Fiber Optic Installaion project in Sukabumi, West Java, Indonesia. In addition, risk assessment is undertaken on project implementation. Assessment of risk using the impact and probability to measure the impact of risk occurrence. The impacts are more detailed by classified by time impact, cost impact, quality impact, safety and security impact, proximity. The result is there are 36 risk that may occur and mostly risks are associaated by quality and safety&security impact.

Cost overrun in construction projects is a common phenomenon in Iraq. This might occur due to diversity of factors. This study aims to identify the factors influencing construction projects cost that are potentially controllable by main contractors. A field study through a questionnaire survey was directed to a sample of related Iraqi professional engineers from general contracting companies at both public and private sectors. Their opinions on the impact and frequency of each factor were investigated. The questionnaire offered (59) factors classified in (8) categories namely; legislations, financial and economic, design, contractual, site management, material, labor and equipment. The factors were ranked according to the highest Relative Importance Index (RII). The study revealed (10) major factors that are potentially controllable by main contractors namely; labor productivity, sub-contractors and suppliers performance, equipment productivity, site organization and distribution of equipment, experience and training of project managers, scheduling and control techniques, planning for materials supply, planning for equipment supply, materials delivery and planning for skilled labor recruitment. Recommendations to aid contractors and owners in early identification of these factors are also included in this study.

     Suicide attacks, bombings, explosions became the part of daily life in Iraq. Consequently, the threat of terrorism put the Iraqi construction sector in the face of unique and unusual challenges that not seen on other countries. These challenges can have extensive impact on construction projects. This paper seeks to examine the impact of the terrorist attacks on construction industry and determine the extent to which the impact of terrorism on construction projects in terms of cost, schedule, and quality. This study adapted quantitative and qualitative approaches to collect data using questionnaire survey and interviews, as well as historical data. The study focused on projects that have been the target of terrorist strikes in Diyala governorate. A variety of statistical procedures were employed in data analysis. The results revealed the extent to which terrorist attacks impact construction projects in terms of cost, time, and quality. The results of this study will enhance the awareness of all construction parties to the impact of the terrorist attacks against construction projects. Eventually, this can develop a risk management assessment and assist contractors to properly protect projects and buildings to minimize injuries and fatalities in the event of terrorism.

The quality of the software can be measured by its return on investment. Factors which may affect the return on investment (ROI) is the tangible factors (such as the cost) dan intangible factors (such as the impact of software to the users or stakeholder). The factor of the software itself are assessed through reviewing, testing, process audit, and performance of software. This paper discusses the consideration of return on investment (ROI) assessment criteria derived from the software and its users. These criteria indicate that the approach may support a rational consideration of all relevant criteria when evaluating software, and shows examples of actual return on investment models. Conducted an analysis of the assessment criteria that affect the return on investment if these criteria have a disproportionate effort that resulted in a return on investment of a software decreased. The application of fuzzy logic is an effective approach to a variety of circumstances, including solutions to maritime anti-collision problems. The article presents an upgrade of the radar navigation system, in particular, its collision avoidance planning tool, using a decision model that combines dynamic parameters into one decision—the collision avoidance course. In this paper, a multi-parametric decision model based on fuzzy logic is proposed. The model calculates course alteration in a collision avoidance situation. First, the model collects input data of the target vessel and assesses the collision risk. Using time delay, four parameters are calculated for further processing as input variables for a fuzzy inference system. Then, the fuzzy logic method is used to calculate the course alteration, which considers the vessel’s safety domain and International Regulations for Preventing Collisions at Sea (COLREGs). The special feature of the decision model is its tuning with the results of the database of correct solutions obtained with the manual radar plotting method. The validation was carried out with six selected cases simulating encounters with the target vessel in the open sea from different angles and at any visibility. The results of the case studies have shown that the decision model computes well in situations where the own vessel is in a give-way position. In addition, the model provides good results in situations when the target vessel violates COLREG rules. The collision avoidance planning tool can be automated and serve as a basis for further implementation of a model that considers the manoeuvrability of the vessels, weather conditions, and multi-vessel encounter situations.
