Europe, in which the process of demographic aging is the most expressive one (from 25 countries with the oldest population in the world, 24 are from Europe), recognized and defined the numerous documents of its policy and attitude towards the problems of aging population, position and rights of older persons, and therefore the social protection of these persons. It is particularly noted that in the year 2030 the number of 80 - year-old people will be doubled, and that, among other things, inevitably carries an increased demand for care (general and medical) and further development of various forms of social and health care of these people. Therefore, the EU countries are planning significant increases in participation costs for social protection in the country's GDP and development of all existing and establishing new forms of social protection of older persons. Their goal is clear: to enable the elderly to remain active members of society, to live a dignified life and to play an active role in public, social and cultural life, to freely choose their style of life and to live independent lives in their family environment, to guarantee life for elderly people in the institutions of social protection were they would have adequate support and respect and possibility to participate in decisions concerning living conditions in the institution. That is why it insists on raising public awareness and improving the scientific understanding of the need to respect the high level of civil and social rights and freedoms of older persons, especially the development of various non-institutional forms of social care, inclusive social development and inclusion of elderly, providing a high quality of life at old age, developing inter-generational solidarity, development of prevention measures and actions to mitigate adverse environmental impacts, the multidisciplinary approach, financial sustainability, and decentralization of the system. .

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

Institutions shape how citizens think about the social problems they handle, repelling public awareness and involvement by performing tasks in ways that neutralize the citizen’s role. Democratic professionals seek to change this dynamic by building access points and infusing citizen agency at critical junctures throughout major public institutions. The kind of citizen–professional collaborations democratic professionals aim to foster directly address the kinds of counter-democratic tendencies that reinforce callousness and make social problems difficult to handle. The motivations of democratic professionals can be understood through the theory of participatory democracy, which draws attention to the hazards representative governments create by thinking and acting for citizens. Participatory democrats acknowledge the difficulties of fostering civic agency in modernity and attempt to theorize how citizens can occupy a more active role in contemporary political culture and take up a civic responsibility for the public goods and social harms produced by their institutions.

BackgroundFew studies specifically investigating elderly patients on peritoneal dialysis (PD) have been conducted and great uncertainty remains on the factors involved in the vital prognosis. The objective of this study was to describe our population of patients aged 75 years or older at the time PD was initiated and to study their survival in terms of the relevant nephro-geriatric criteria inventoried at the beginning of treatment.MethodsWe retrospectively analyzed the data of all the elderly patients that began first-line PD in our center between 1 January 1997 and 31 July 2006 ( n = 112).ResultsMean duration of survival on PD was 19.6 ± 13.9 months; by the end of the study 87 patients had died and 7 had been transferred to hemodialysis. The Cox model multivariate analysis of survival allowed us to select 5 independent predictive variables that had a considerable impact on survival: absence of nephrologic care before dialysis, associated comorbidities (Charlson Comorbidity Index), loss of physical and/or mental autonomy (AGGIR group), and polymedication. Above and beyond the weight of these clinical variables, institutionalization or, more generally, social isolation was a determining factor for the duration of survival in PD.ConclusionAny patient considered for peritoneal dialysis should be evaluated by a multidisciplinary team in collaboration with geriatric specialists for both the overall medical situation and the social and family environment.

From the perspective of adult education, the engagement of older people in developing relationships with other people is related to their learning and creating their identities. The research conducted in the areas of various countries shows a relationship between a social participation of seniors and their well-being. Moreover, participation in rich social networks, composed of many people, coincides with a high quality of life. The article focuses on senior citizens functioning in restricted networks (less numerous social networks, consisting of several people). The study is to serve three purposes: firstly, to identify determinants of a subjective assessment of own life of senior citizens living in restricted networks; secondly, to analyse a relationship between seniors’ subjective, general assessment of life and their opinion on what determines a successful and happy life; thirdly, to analyse the relationship between seniors’ subjective, general assessment of life and the ways they handle problematic situations. The analysis has been conducted on the basis of the data collected in 2013, available to the general public on www.diagnoza.com. The data was collected within the Social Diagnosis (Diagnoza społeczna) project. The objective of the Social Diagnosis is an investigation of the conditions and quality of life in Poland. It is based on panel research. A questionnaire has been used as a research tool. The article presents information regarding 5623 individuals, aged 60+functioning in restricted social networks in Poland. The Mann-Whitney U test and the two proportions test helped to analyse the differences between variable distributions. The results show that a poor social life of the elderly does not have to be linked with a feeling of loneliness. The group of individuals with a high level of general satisfaction is more satisfied with a relationship with the family (especially children) than the group with a low level of life satisfaction. The analysis confirms that good relationships with family and friends are an important predictor of life satisfaction of the elderly. Health is considered to be a condition of a successful life by seniors with a high level of life satisfaction, as well as relationships with close family members: with children and a spouse. This group of respondents shows more confidence in other people, by whom they feel loved and confided in. In difficult situations people with a high level of life satisfaction turn to others for help, but they also act themselves. Seniors with a low level of satisfaction differ from the previous group in these terms. These are people who do not feel confided in by others and they also hardly ever turn to others for help. In difficult situations they are more often passive. In conclusion, the author highlights the significance of informal learning occurring in families to enhance older people’s quality of life. It is important, especially in case of poorly educated persons with low incomes who often function in small social networks. Key words: informal learning in the family, life satisfaction of older adults, social participation of seniors.

The social welfare of the elderly is an action as an effort to fulfill the needs of the community, especially the elderly who are unable to carry out their social functions, namely by providing assistance and sponsorship services. Thus, it is hoped that the elderly can improve their welfare so that they can live properly. According to Government Regulation Number 43 of 2004, what is meant by efforts to improve the social welfare of the elderly is a series of activities carried out in a coordinated manner between the government and the community to empower the elderly so that the elderly can continue to carry out their social functions and play an active role naturally in the life of the community, nation and state. Law of the Republic of Indonesia Number 13 of 1998 concerning the Welfare of the Elderly states that efforts to improve the social welfare of the elderly are carried out on the basis of faith and devotion to God Almighty. Efforts to improve social welfare are aimed at extending the life expectancy and productive period, creating independence and welfare, maintaining the cultural value system and kinship of the Indonesian nation, and getting closer to God Almighty.
