Opening ParagraphSome months ago, in a paper read before the Royal Society of Arts on the subject of ‘Partnership in Nigeria’, I called attention to the necessity for a closer connexion between native authorities and the central legislature. I went on to say that I did not consider the native authority system to be incompatible with self-government at the centre, and that I saw no reason why native authorities should not become an integral part of a representative government. I have been asked to enlarge upon these views, and am very glad to have this opportunity of doing so, particularly because a practical expression of them has appeared in the proposals for the revision of the constitution of Nigeria which have just been laid before Parliament and which, according to The Times, have received the unanimous and hearty approval of the unofficial members of the Nigerian Legislature.

Opening ParagraphThe future of the Bantu languages in South Africa is a question often discussed both by Europeans interested in them and by thinking Natives who use them. The ideas and views expressed on this question are extremely varied, for the subject has its economic and political aspects as well as its natural and cultural aspects, and to-day there is a tendency, particularly among the educated and semi-educated Natives, to stress the economic and political at the expense of the other aspects.

On 14 November last year, the Biochemical Society, the Royal Society of Chemistry, the think-tank BioCentre and the University of Bristol co-hosted a debate on synthetic biology, which was webcast live. Dek Woolfson co-chaired the event from Bristol. Here are his reflections and conclusions from the evening, including some advice on how we might approach the broader issues of the subject and events like this in the future.


It is the function of antiquaries to keep green the memory of things past, and in this respect the Royal Society has been well served by two of its early Fellows: John Aubrey and William Stukeley. Mr Anthony Powell's life of the former has recently been the subject of a notice in these pages; now there is Mr Stuart Piggott’s biography of the latter. And while Fellows of the Royal Society are indebted to Aubrey for precious gossip of the words and deeds of the Founders of the Society, to Stukeley they owe the preservation of one of the most picturesque anecdotes relating to the great work of their greatest President, the authenticity of which has been unjustly impugned. For, as Dr D. McKie said in a letter to the Editor of The Times of 4 December 1942, in connexion with the Tercentenary of Newton’s birth: ‘The tradition about the famous apple tree in the orchard at Woolsthorpe . . . rests on higher authority than that of Newton’s step-niece and Voltaire. Stukeley dined with Newton at Orbels Buildings, Kensington, on April 15, 1726, and says: “After dinner, the weather being warm, we went into the garden and drank thea, under the shade of some apple trees, only he and myself. Amidst other discourse, he told me, he was just in the same situation, as when formerly, the notion of gravitation came into his mind. It was occasion’d by the fall of an apple, as he sat in a contemplative mood...." ' This statement is contained in Stukeley’s Memoirs of Sir Isaac Newton's Life , edited by the late Mr A. Hastings White from the manuscript in the possession of the Society.

In my article I describe how the concept of ‘patriotism’ functions in the literary works of CezaryJellenta. I believe that in the historical period following the recreation of the independent Polishstate many important problems and doubts arose. In this article the subject of my interpretation isJellenta’s diary Wielki zmierzch [The Great Twilight] (1925) about the times of the First World War.I begin with an account of Jellenta’s revolutionary activity in 1905 (he was the editor-in-chief of“Ateneum” at that time). In the main, analytical, part I present his critical view of Poland and Poleson the eve of Independence Day. I distinguish three main groups of problems: the future Polish stateas an idea and a political conception, the Polish nation, and the concept of patriotism. I show howJellenta himself understood the notion of patriotism at that particular time. I refer to the19th-centurypatriotic traditions and political myths as well as the concept of national character. In the last part ofmy article I confront Jellenta’s diary Wielki zmierzch with his study about Josef Pilsudski.

In a paper which I had the honour to address to the Royal Society about twenty years ago (in the year 1807) upon the Economy of Bees, I stated, that having adapted cavities in hollow trees for the reception of swarms of those insects, I had observed that several days previous to the arrival of a swarm, a considerable number of bees were constantly employed in examining the state of the tree, and particularly of every dead knot above the cavity which appeared likely to admit water into it. At that period it appeared to me rather extraordinary, that animals so industrious as bees, and so much disposed to make the best use of their time, should, at that important season of the year, waste so much of it in apparently useless repetitions of the same act: for I, at that time, supposed that on different days, and at different periods of the same day, I saw only the same individuals. But in a case which at a subsequent period came under my observation, where the cavity into which the bees apparently proposed to enter, was not more than a quarter of a mile distant from the hive whence a swarm were prepared to emigrate, I witnessed a very rapid change of the individuals who visited their future contemplated habitation; and the number which in the course of three days entered it, appeared to me to be fully equal to constitute a very large swarm: and upon the evidence of these and other facts, which I shall proceed to state, I am much disposed to infer, that not a single labouring bee ever emigrates in a swarm without having seen the future proposed habitation of that swarm. That the queen bee has also always seen her future habitation, I am also much inclined to believe, as she is well known to absent herself from the hive some time previously to the emigration of a swarm: though her object may be to meet a male of another hive; for I much doubt whether she ever receives the embraces of a brother. The results of some of Huber’s experiments are very favourable to this conclusion, as is the otherwise excessive number of male bees, and in both the animal and vegetable world nature has taken very ample means of facilitating what the breeders of improved varieties of domesticated animals call cross breeding. I have also been led by the following facts to believe, that not only the future permanent habitation of each swarm, but the place where they temporarily settle, apparently to collect their numbers, soon after they quit their hive, is known also to each individual. Different families of domesticated animals of every species present some peculiarities of disposition and habit; and the swarms of the family of bees, which were the subject of my experiments, showed, I think, more than an ordinary disposition to unite, by two apparently joining the same queen. My attention was consequently attracted to the circumstances which preceded such unions.

In the future, in Ukraine it is planned to increase the sown area for cereals, legumes and oilseeds, to increase the gross grain harvest to 80 million tons, and its export abroad was increased twice. Intensive construction in the southern ports of Ukraine of grain transshipment terminals with large metal silos will solve the problem of increasing grain export in the future. At these powerful terminals, the bulk of the grain comes mainly by rail, and is shipped to water. The aim of the work was to study the characteristics of the grain receiving from railway transport to the grain transshipment terminal of LLC “Ukrelevatorprom” in order to improve its works efficiency. The object of the study was the development of technology of grain receiving at the grain transshipment terminal; the subject of research is cereals, legume sand oil crops, as well as data from daily volumes of receiving and dispensing operations at the grain transshipment terminal of LLC “Ukrelevatorprom” for 2015-2016. The studies were carried out on the basis of processing data from the consignment notes for 2015-2016, according to which there was a summed amount of grain (net) daily transported by the railway. Further processing of the obtained data was carried out by a combined graphoanalytical method, for which, on the basis of tabular values for each studied year, the corresponding histograms and graphs were built and the necessary indicators were determined. Analysis of the structure of grain crops supplied by railway to LLC “Ukrelevatorprom” in 2015 and 2016 and their ratio showed that the main share was occupied by cereal crops (78.0 % and 73.1 % respectively), which were mainly represented by corn, share which was significantly dominated by other crops (wheat of various classes and barley) and amounted to 45.8 % and 44.5 %, respectively, which can be explained by its high demand in the international grain market, in which Ukraine occupies a leading position. Oilseeds (rapeseed) were taken in accordance with 19.1 % and 14.9 %, and legumes (soybeans) — 2.9 % and 12.0 %. An analysis of the timing of the unloading of grain wagons (hopper cars) showed that the total duration of this process, depending on the crops, averages 37...59 minutes. The longest steps for unloading wagons are to determine the grain quality indicators, especially rapeseed, and to spill grain from the wagons, therefore, to reduce their duration, it is necessary to form feeds of wagons with grain batches of the same quality and use more modern express analyzers to determine grain quality indicators, which will increase the productivity of the grain receiving line from the railway. According to the research results, the enterprise has the potential to increase by about 30 % the volume of grain intake. It was established that the periods of the grain receipt at the enterprise in 2015-2016 amounted to 349 and 353 days, respectively, the actual coefficients of the daily irregularity Kdaily for the grain receipt from the railway in these years are equal to 1.47 and 1.52, and the monthly irregularity Kmonth, respectively 1.33 and 1.21, does not exceed the standard values Kdaily = 2.5 and Kmonth= 2.0. This made it possible to clarify the database from the actual characteristics of the process of grain receiving by railway and can be used in design and verification calculations of equipment in technological lines for receiving grain from railway transport, and will contribute to increasing the efficiency of grain transshipment terminals.

Strategi produk sangat diperlukan dalam mememenuhi tuntutan konsumen seperti meningkatkan kualitas, menciptakan merek, pelayanan serta jaminan terhadap produk yang ditawarkan agar usaha mampu berkembang. Limpapeh”s Kebaya adalah usaha yang sedang berkembang dan telah mampu memasarkan produk bordirnya hingga menembus pasar ekspor. Penelitian ini bertujuan untuk mendeskripsikan strategi produk bordir di Limpapeh”s Kebaya, Kapalo Koto, Koto Tangah Simalanggang, Kota Payakumbuh. Metode penelitian menggunakan metode deskriftif kualitatif, jenis data berupa data primer dan  sekunder. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan teknik analisa model interaktif yang berkaitan dengan pokok permasalahan yaitu dengan model reduksi data, penyajian data dan pengambilan kesimpulan. Hasil penelitian yaitu strategi produk yang dilakukan di Limpapeh”s Kebaya adalah dimulai dari menciptakan produk bordir yang berkualitas, desain motif bordir yang up to date dan kreatif, menyediakan ukuran yang special, memberi merek pada produk bordir, memberi kemasan yang menarik (paperbag) dan serbaguna, pelayanan yang cepat, tepat dan ramah serta pemberian jaminan terhadap produk border.Kata Kunci: strategi produk, pelayanan, bordir. AbstractThe problem in this study is the importance of product strategy in running a business in order to be able to survive and compete with other similar companies in conditions of intense competition and very rapid development of the times. Product strategy is very necessary in fulfilling consumer demands such as improving quality, creating brands, services and guarantees for products offered so that businesses are able to grow. Limpapeh's Kebaya is a growing business and has been able to market its embroidery products to penetrate the export market. This study aims to describe the strategy of embroidery products in Limpapeh's Kebaya, Kapalo Koto, Koto Tangah Simalanggang, Payakumbuh City. The research method uses qualitative descriptive method, the type of data in the form of primary and secondary data. The technique of collecting data through observation, interviews and documentation. Data analysis techniques are carried out with interactive model analysis techniques that are related to the subject matter, namely with a model of data reduction, data presentation and conclusion. The results of the research, namely the product strategy carried out at Limpapeh's Kebaya, are started from creating quality embroidery products, up-to-date and creative embroidery motifs, providing special sizes, giving brands to embroidery products, giving attractive packaging (paperbag) and versatile, fast, precise and friendly service and guarantee of embroidery products. In the Macedonian literary language the analytic da-construction used in an independent clause has a wide range of possible modal meanings, the most common of which are imperative and optative. The present article offers a detailed analysis of the semantics and functions of the Macedonian optative da-construction based on fiction and journalistic texts. The first part of the article deals with the specificities of the optative as a category which primarily considers the subject of a wish. In accordance with the semantic characteristics of this category, optative constructions are used in those discourse text types where the speakers are explicitly designated (the most natural context for the optative is the dialogue). The analysis of the Macedonian material includes instances of atypical usage of the optative da-construction, in which the wish of the subject is not apparent and thereby produces new emotional tonalities perceptible to the reader of a fiction/journalistic text. The study describes Macedonian constructions involving two different verb forms: 1) present tense form (da + praes) and 2) imperfective form (da + impf). These constructions formally designate the hypothetical and counterfactual status of the optative situation, respectively. Thus, the examples in the analysis are ordered according to two types of constructions, which reflect the speaker’s view on the probability of the realisation of his/her wish. Unrealistic wishes can be communicated through the present da-construction, while the imperfective construction denotes situations in which the wish can be realised in the future. The second part of the article is devoted to performative optative da-constructions, which express formulas of speech etiquette, wishes and curses. The analysis demonstrates that these constructions lose their magical functions, when used outside of the ritual context, and begin to function as interjections.

Climate change and its impact on water resources is the problem of the times. Therefore, this study is concerned with the subject of climate change and its impact on the water ration of the grape harvest in Diyala Governorate. The study was based on the data of the Khanaqin climate station for the period 1973-2017, (1986-2017) due to lack of data at governorate level. The general trend of the elements of the climate and its effect on the water formula was extracted. The equation of change was extracted for the duration of the study. The statistical analysis was also used between the elements of the climate (actual brightness, normal temperature, micro and maximum degrees Celsius, wind speed m / s, relative humidity% The results of the statistical analysis confirm that the water ration for the study area is based mainly on the X7 evaporation / netting variable, which is affected by a set of independent variables X1 Solar Brightness X4 X5 Extreme Temperature Wind Speed ​​3X Minimal Temperature and Very High Level .
