“Our Execrable Banditti”: Perceptions of Nabobs in Mid-Eighteenth Century Britain

In March 1761 the diarist Horace Walpole complained that “West Indians, conquerors, nabobs, and admirals” were attacking every parliamentary borough in the general election. Although it lacked statistical proof, this sour observation became an accepted tenet in political histories of Britain written during the nineteenth and early twentieth centuries. Even the one full-length study of nabobs published in 1926 echoes Walpole's refrain; Holzman depicted them as a group of nouveaux riches “determined to raise their power and position to the level of their credit. This precipitated a fierce class strife, which was signalised [sic.] by changes in the ownership of landed estates and pocket boroughs.” The investigations of the Namierite school have long since demolished the myth of an East Indian onslaught on English politics and society in the mid-eighteenth century. Only a handful of novice MPs were returned to parliament in the general elections of 1761 and 1768, and those elected did not constitute a concentrated and coherent East Indian lobby at Westminster.Yet should Walpole's observation be dismissed so readily? This was an age of ignorance of the nature of the British presence in India, of considerable misgivings over the many effects that an empire of conquest in the east would have on Britain, and of a resultant lack of enthusiasm for an Asian empire. The leading historian of the British connection with India in the eighteenth century has recently pointed out that this reluctance derived in part from fears that it would upset not only the social and political, but also the moral underpinnings of established society.

Emerson’s Memory Loss is about an archive of texts documenting Emerson’s intellectual state during the final phase of his life, as he underwent dementia. It is also about the way these texts provoke a rereading of the more familiar canon of Emerson’s thinking. Emerson’s memory loss, Hanlon argues, contributed to the shaping of a line of thought in America that emphasizes the social over the solipsistic, the affective over the distant, the many over the one. Emerson regarded his output during the time when his patterns of cognition transformed profoundly as a regathering of focus on the nature of memory and of thinking itself. His late texts theorize Emerson’s experience of senescence even as they disrupt his prior valorizations of the independent mind teeming with self-sufficient conviction. But still, these late writings have succumbed to a process of critical forgetting—either ignored by scholars or denied inclusion in Emerson’s oeuvre. Attending to a manuscript archive that reveals the extent to which Emerson collaborated with others—especially his daughter, Ellen Tucker Emerson—to articulate what he considered his most important work even as his ability to do so independently waned, Hanlon measures the resonance of these late texts across the stretch of Emerson’s thinking, including his writing about Margaret Fuller and his meditations on streams of thought that verge unto those of his godson, William James. Such ventures bring us toward a self defined less by its anxiety of overinfluence than by its communality, its very connectedness with myriad others.

In general outline the pattern of government in Outer Mongolia during the Manchu dyasty in not unfamiliar and it is a well-known fact that there was no judiciary as such, the administration of justice being only one of the various duties of local officials at various levels. A certain amount of work has been done on problems of law and justice, but there remain many problems of detail to be both raised and commented upon. Two lines of inquiry are open. On the one hand it is instructive to see how the processes of investigation and trial worked—how an alleged offence came to offical notice, who investigated, how evidence was recorded, what instances a case passed through, and how, and on what legal basis, it was disposed of. Other closely related technical questions concern the form and language of official documents. On the other hand, examination of criminal cases will afford insight into the social status, living conditions, and perhaps the psychology, of the persons concerned. It is in fact largely through the medium of legal and other official documents that we shall glean whatever information there is to be had about the day to day lives of individual persons in Mongolia under the Manchus, since other sources of information—journalism, biography, fiction, letters, memoirs, and so on—are non-existent. Apart from reports of criminal cases, some of which have been dealt with in model fashion by Klaus Sagaster, much information can be found in other types of official document, such as complaints submitted by ordinary people against officials, but in the present article we shall be concerned exclusively with the report of one criminal case dating from the late eighteenth century.

<p>This thesis in divided in two main parts. First, I develop the claim that current democracies are unable to properly defend what I deem the pivotal feature to evaluate the quality of a political system - namely the people’s liberty - due to what I call a twofold democratic dilemma. On the one hand, common citizens are affected by biases that compromise their ability to successfully maintain forms of self-government. On the other hand, even representative forms of democracy that limit to a certain degree the people’s power are threatened by an oligarchic power. That is, oligarchs are using their wealth power to sway governments towards pursuing oligarchic interests rather than common ones, thus hindering the people’s liberty. For this reason, I argue that we ought to rely on Pettit’s view of liberty as non-domination to resolve the democratic dilemma. The thesis conceives these two threats as two forms of domination that must be avoided and focuses on adding a supplementary editorial and contestatory dimension of democracy to the classical participatory one. Republicanism could offer a solution to both sides of the dilemma. On the one hand, citizens’ political task would be more compatible with the people’s biases, since citizens would limit their participation to control that government’s policies do not entail oligarchic domination. On the other hand, framing liberty as a battle between dominating masters and dominated slaves, republicanism could offer the many the institutional means to counteract elites’ political domination. In this way, I conclude the first part of the thesis, but this opens the gates to the main question of the thesis, namely to how we should structure this contestatory democracy. The problem is that whereas republican scholars agree on the importance of setting freedom as non-domination at the basis of our political systems, there is no such agreement on the best way to institutionally enhance the republican ideal. I analyse this debate, maintaining that while Pettitt’s ideal is the view to pursue, we should reject his editorial solution because small committees of experts are likely to increase oligarchic domination rather than to protect the people’s liberty. Rejecting Pettit’s model does not yet imply refusing any editorial model, since I argue that critical scholars mistakenly identify the editorial component of democracy with Pettit’s answer only. In this way, they neglect alternative solutions to Pettit’s, such as Bellamy’s and McCormick’s. Having explained that Bellamy’s solution does not resolve the democratic dilemma, since this scholar rejects editorial bodies, I argue that McCormick’s “Machiavellian Democracy” framed on a divided conception of the populace offers instead the solution I am looking for. Institutionally recognizing the social differences among the populace, we could create modern bodies similar to the Roman “Tribune of the Plebs” to offer the weaker part of the population a class-specific institution to use as defence from oligarchic domination. The problem is how to implement a modern “Tribune of the plebs” making sure that these bodies are effective but popular in character at the same time. I thus explain how modern editorial tribunates could work in practice, drawing from McCormick’s “thought experiment”. I agree with most of McCormick’s ideas – lottery selection, wealth threshold exclusion, large size tribunates, etc. - but I suggest that we must review some of his suggestions with features more concerned with improving the people’s knowledge – specialization, education selection, etc. Hence, I conclude the thesis describing my thought experiment of a system of Specialized Ministerial Tribunates. In this way, I argue that we could better resolve the democratic dilemma. On the one hand, tribunates’ editorship would be more specific and would not require members of the tribunate to analyse the operation of governments on a too broad spectrum, thus reducing the problems of the people’s biases. On the other hand, tribunates’ operation could be primarily connected to detecting oligarchic features in the policies enacted by single ministries, thus challenging more precisely any oligarchic influence over governments. In sum, I argue that an editorial dimension could produce significant improvements to the people’s liberty. The emergence of social movements in the public arena had to do with neoliberalism´s negative consequences. Different actors with different interests worked together against the system, which became their “common antagonist”.  On the one hand, after years of autonomous organization, these social movements won social recognition and increased their power. On the other, political parties and trade unions lost legitimacy.  In December 2005, a faction of the Bolivian social movements won the general elections, and Evo Morales (the cocalero movement´s leader) became the first Aymara president in Bolivian history. How to manage this government it is one of the majors challenges the social movements confront in today’s Bolivia. La emergencia de movimientos sociales en la esfera pública está ligada a las consecuencias negativas del neoliberalismo.  Actores sociales provenientes de distintos sectores y con intereses distintos unieron fuerzas contra un sistema que se convirtió en el “antagonista común”.  Después de años de organización autónoma, estos movimientos lograron reconocimiento político e incrementaron su poder de gestión, mientras los partidos políticos y los sindicatos perdían legitimidad.  En diciembre 2005 una facción de los movimientos sociales ganó las elecciones generales y Evo Morales (líder del movimiento cocalero) se convirtió en el primer Presidente aymara de la historia de Bolivia. Cómo gestionar este gobierno constituye hoy día uno de los mayores retos que enfrentan los movimientos sociales.

When, in the 1850s, the second duke of Buckingham was editing the correspondence of his grandfather, the second Earl Temple and first marquis of Buckingham, he was clearly puzzled by what was revealed by that part of it which related to Temple’s vice-royalty in Ireland and the issue of ‘ renunciation ’ He wrote of the ‘ curious struggle ’ in the cabinet, ‘ the immense disproportion between cause and effect ’ and the ‘ clamour and misunderstanding ’ which he confessed it was ‘ difficult to understand ’, Today there is still some confusion about renunciation as an issue in English politics and it is the primary object of this article to dispel it. That it has secondary objects is solely the result of the discoveries, suggestions and conclusions of the many historians who have contributed to our understanding of Anglo-Irish relations in the later eighteenth century. It is now clear, for example, that Ireland was one of the most complex theatres in Britain’s external affairs in that period. To some extent this was due to the close geographical and mental proximity between the two countries which enabled politicians to travel and correspond easily from one to the other, a circumstance which led to policies being in a continuous state of formulation and, equally, under continuous scrutiny—in contrast to Britain’s foreign and colonial relations where language and more considerable geographical problems gave policy makers more time to deliberate, and incidentally, reduced the number of interested parties around Whitehall. Similarly there was a contrast between the quality and effectiveness of the official procedures that were adopted for the arrangement of Anglo-Irish relations and those which were followed in other spheres of Britain’s external affairs. Viceroys enjoyed a higher status than ambassadors and sometimes imagined they possessed an almost complete control over their domain. As a consequence they were often not subjected to detailed written instructions as was Earl Fitzwilliam in 1795, and in some cases managed to construct policies without the knowledge or concurrence of the official spokesman for Irish affairs in the cabinet (the home secretary), as did the marquis of Buckingham during the regency crisis in 178g.

This article is intended as a sequel to the one published in Albion 28, 4 ([Winter 1996]: 607–33). As with the earlier article, it reflects the wealth of recent scholarship and adopts a wide definition of politics, and there is a powerful element of choice and subjectivity. The last arises in part from the breadth of the subject. A definition of the political culture and process of the period that directs attention to cultural, religious, social and gender issues is not one that can be readily summarized by restricting attention to the world of Court, Parliament, and the political elite.Last time I began with cultural politics, and it is worth renewing this approach because the role of discourses as both forms of political expression and the subject of historical study remain important. The most prominent book in this field was a disappointment. John Brewer's The Pleasures of the Imagination: English Culture in the Eighteenth Century (1997) is a work about and of consumerism. The forcing house of eighteenth-century public demand provides the essential pressure for cultural modernization and for the definition of taste in this account. Consumerism has also structured Brewer's book as a cultural and intellectual artefact. As he acknowledges, he wanted to ensure that the book “would be a beautiful object,” and HarperCollins has amply fulfilled this requirement. The publisher was also responsible for fighting what Brewer terms the “alien abstractions” of the original prose, and presumably for the decision to dispense with footnotes. The book as consumer product contributes to the sumptuous cover illustration, a painting of “Sir Rowland and Lady Winn in the Library at Nostell Priory,” to the photograph of the relaxed author on the dust-jacket, and to the laudatory quotes from two big names, Simon Schama and Lisa Jardine, not noted for their work on the subject but then most potential purchasers would not know that.

In spite op compulsory voting, the number of non-voters increased at the last general elections in Belgium to 7.3 per cent. This evolution can largely be explained by demographic factors. The number of blank or invalid voters reaches nearly the same level. Concerning this form of political non-participation, we noticed considerable differences occur between the types of elections (local, provincial, House, Senate, European) due to factors such as the importance and the proximity of the proper institution, the social distance between candidate and citizen and the main issue of the elections.The analysis of both phenomena over time at the level of the individual voters based on surveys shows that electoral absenteeism is rather accidental, white blanc and invalid voting is more permanent. From the analysis of absenteeism and blanc and invalid voting emerge on the one hand socio-economic factors (like age, gender, professional activity, income, marital status and family composition) which jeopardize electoral participation in a direct or indirect way, and on the other hand, attitudes and behaviour reflecting political indifference, alienation and hostility (like low levels of political interest, information, knowledge, satisfaction, party identification, and participation).
