This study aimed to assess the achievement level of community empowerment in realizing food security. The result was expected to reveal a model of community empowerment, particularly farmer community institution as an attempt to attain food security. Survey was employed as the research method that involved the farmers (farmer groups) as the members of Food Barn for the Village Community (Lumbung Pangan Masyarakat Desa/LPMD). Technique of rapid rural appraisal was selected in the form of quantitative and qualitative analysis. Preliminary survey in study area was carried out to obtain the characteristic and status of food security; and to mapping the potential and role of Lumbung Pangan Masyarakat Desa in the process of community empowerment. Subsequently, study and analysis was done based on the survey. The results demonstrated the active role of stakeholders (A-B-G-C) was significant in supporting the farmer institution (food barn). The economic and social aspects were also evidenced to have important role in enhancing the farmer community empowerment. This model is called social engine for rural community and local institution, particularly to attain the regional food security.

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in development in Mamasa Village, Mamasa Regency and the role of the Village Community Empowerment Institution (LPMK) in increasing community participation in development in Mamasa Village, Mamasa Regency. The type of research used is descriptive qualitative research. The results of the study indicate that the role of LPMK in accommodating and channeling community aspirations has not been maximized. LPMK does not schedule the right time to hold a meeting with each head of the environment, so it is not effective in conveying the aspirations of each head of the environment to LPMK.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. Study aim are: find out the level of food insecurity in Asinua distric of Awua Jaya Village Konawe Regency; to know the pattern of anticipation to food insecurity in remote village; to know the role of local institution toward the pattern of anticipation food insecurity that the communityhas done. This study was conducted in the village of Awua Jaya sub-district Asinua regency konawe March-July 2017. The result of study indicate that food insecurity in Asinua sub-distric is still in medium category tahat is at number three (3), where society experiencing food shortage about 3 month; the pattern of food insecurity anticipation in Awua Jaya village can be done in 2 ways, namely for the long term by increasing the productivity of rice crops through improving technology production and increasing the frequency of planting from one time to 2 time a year on irrigation repair conditions; and in the short term with the aid of food in the famine period from March to April each year. P3A intitutions  have no institution related to food insecurity are transmigation service, food crop service, food security agency, farmer group and institutional P3A. The role of such institution has not existed except the transmigration offices that channel raskin 15 kg/3 months so it can not overcome food insecurity.Keywords: food insecurity; patterns of anticipation; the role of local institusions

The Role of Village Community Institutions as Village Work Partners in Pagesangan Sub-District, Mataram District, Mataram City, West Nusa Tenggara Province. Decentralization has caused some central government affairs to be delegated to regional government affairs. One of them is basic and social services. The purpose of this study is to describe the role of Village Community Institutions as working partners of headman in Pagesangan Sub-District, Mataram Subdistrict, in basic services to the community and in the social field in the Village. The research method used is an explorative method with an inductive approach that aims to obtain information about the current situation by looking at the links between the variables that exist. Data collection techniques include observation, interviews and documentation. Data analysis is done by data reduction, data presentation and conclusion drawing. The results of the study illustrate the role of the Pagesangan Village community institution as a working partner of the village head both in the field of service and social affairs, although there are still obstacles. Suggestions given to Pagesangan Village and village community institutions are to make further technical implementation guidelines on the role of villagesocial institutions, improve work motivation, improve socialization and service quality, and increase community independence and role in social services and activities in the Village Pagesangan.

Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.

Institutional Local Communities are local community institutions that are built andstrengthened according to the needsof the community in a process of social transformationthat is rooted, acknowledged and accepted by the community. The role of local communityinstitutions in community empowerment is one of them participate in poverty reductionprogram which includes allactivities of empowerment of village / village community. The assistance in the management of Village-Owned Enterprises aims to provide input on constraints faced by the village government to achieve the management of Village-Owned Enterprises (BUMDes) that have not been optimal. In accordance with law No. 6 of 2014, that villages are given the authority to carry out the administration of government in accordance with the interests of the village community. Village authority has been granted based on village propositions which cover government affairs provided by the district / city that have been submitted to the village. Villages have an obligation to provide governance that aims to prosper their society. In order to achieve this, the Village Original Income (PADes) was also supported to strengthen the village economy, through strengthening BUMDes that sided with the institution in optimizing Village Original Income. Inaccessibility of Village Original Income (PADes) occurs due to the lack of role of BUMDes. It also has an impact on society in strengthening the economy of the community. This is what happened in Penyengat Olak Village, jambi sub-district outside the city of Muaro Jambi district, which caused it to be unable to be independent in various aspects. Therefore, the existence of socialization in community service is expected to provide a better impact and solutions in solving the problems that occur and aim to explore the potential of the village in the context of sustainable community empowerment.

 The village is a unit of the legal community that has a genuine arrangement based on the privileged origin rights. The cornerstone of the thinking on village governance is diversity, participation, autonomy, democratization and community empowerment. The result of the study is the Implementation of Article 19 of Government Regulation No. 60 of 2014 on Village Funds sourced from the State Revenue and Expenditure Budget in Rama Yana Village Sub-District Seputih Raman Central Lampung Regency is currently done in accordance with government regulations but not yet maximized. The problem is still the lack of knowledge of village apparatus in understanding the rules about village fund management, lack of understanding of the tupoksi of each position, delay in the transfer of village funds, system of management of the village administration that is not optimal, lack of aspiration and active role of the community, ineffective communication between the community and the village head.

This research focuses on analyzing the empowerment of social institutions as village government partners in the participatory development process. The location is in Percut Village, Percutseituan District, Deliserdang Regency. The background that is used as a reference for this research begins with the understanding that the urgency of villages in development in Indonesia is so urgent. The village is given authoritative to grow and develop in line with the development of its own community. Furthermore, the village holds millions of pieces of knowledge of the virtues of life and harmony of local wisdom that should be maintained, can be recognized from the mantra of three orders, namely; ordinances, manners, and manners (Zamroni, 2017). This kind of thinking construction is important to restate in order to examine the current relationship between the village government and the community (social institutions). Social institutions as partners of the Village Government have a very strategic role; start to formulate participatory development plans, implement, control, utilize, maintain and develop participatory development, mobilize and develop participation, mutual cooperation and community self-help, and foster dynamic development of the community in the context of community empowerment. Seeing the huge role that village community institutions have, it is important and interesting that this research is carried out to see the existence of community institutions as village government partners in the participatory development process. With this research, it will provide reference data for stakeholders related to community institution empowerment. In addition, it is an academic study in public policy and provides input to the village government regarding the reference to the model of community institution empowerment as a partner of the village government in order to work together to manage development in a participatory village. As for answering the problem of this study using qualitative methods and types of research with a descriptive approach. The targeted research output is a journal article and as a follow up will create a model in the institutionalization of village community organizations.
