 The village is a unit of the legal community that has a genuine arrangement based on the privileged origin rights. The cornerstone of the thinking on village governance is diversity, participation, autonomy, democratization and community empowerment. The result of the study is the Implementation of Article 19 of Government Regulation No. 60 of 2014 on Village Funds sourced from the State Revenue and Expenditure Budget in Rama Yana Village Sub-District Seputih Raman Central Lampung Regency is currently done in accordance with government regulations but not yet maximized. The problem is still the lack of knowledge of village apparatus in understanding the rules about village fund management, lack of understanding of the tupoksi of each position, delay in the transfer of village funds, system of management of the village administration that is not optimal, lack of aspiration and active role of the community, ineffective communication between the community and the village head.

Village funds represent funds sourced from the State Revenue and Expenditure Budget which is intended for villages that are transferred through the Regency / City Regional Revenue and Expenditure Budget and are used to fund governance, development implementation, community development, and community empowerment, and transparency. The purpose of this study is to find out the transparency of village fund management in Bireun District. This type of research is descriptive analysis with a qualitative approach. The results showed that the management of village funds in Bireun district was transparent as evidenced by the openness in the process of planning, drafting and implementing the Village Fund Budget.Keywords: Budget, Village Funds, Transparency

The Role of Women in village is the most important factor in development of village,but in Blang Village, Syamtalira Aron, North Aceh Regency, there is no role of women in the village governance structure. This is due to the fact that there are no opportunities for women to play an active role in village governance and cultural culture that opposes women to play a role in village governance. This study aims to determine the cause of the absence of women's role in the village government structure and determine the efforts that can be made for women to be able to play an active role in governance structure of village. Researchers used qualitative methods and data collection techniques through initial observation and direct interviews. The results of the study were the absence of an active role among women caused by the limited space for women to play an active role in the village government structure. Distrust of women so that women are placed in daily activities that generally have been carried out routinely by the community. Many factors cause limited space for women in Blang Village, namely factors of community organization, factors of power, factors of public and private, factors patriarchal ideological, and the most fundamental, culture that cause the role active of women can not be accepted at the community in the village government structureAbstrakPeran perempuan dibutuhkan dalam pembanggunan Gampong, namun di Gampong Blang Kecamatan Syamtalira Aron Kabupaten Aceh Utara tidak terdapat peran perempuan dalam struktur pemerintahan gampong. Hal tersebut disebabkan oleh faktor tidak tersedianya peluang bagi kaum perempuan untuk berperan aktif dalam pemerintahan gampong serta kultur budaya yang menentang kaum perempuan untuk berperan di pemerintahan gampong. Penelitian ini bertujuan untuk mengetahui penyebab tidak optimalnya peran perempuan di struktur pemerintahan gampong dan mengetahui upaya yang dapat dilakukan agar perempuan dapat berperan aktif dalam struktur pemerintahan gampong. Peneliti menggunakan metode kualitatif dan teknik pengumpulan data melalui obsrvasi dan wawancara langsung. Hasil penelitian adalah tidak adanya peran aktif dari kalangan kaum perempuan karena disebabkan masih ada keterbatasan ruang gerak bagi kaum perempuan untuk ikut berperan aktif dalam struktur pemerintahan gampong dan ketidakpercayaan terhadap perempuan sehingga menjadikan perempuan hanya ditempatkan pada kegiatan sehari-hari yang umumnya telah dilakukan secara rutin oleh masyarakat. Banyak faktor penyebab terbatasnya ruang gerak bagi perempuan di Gampong Blang, yaitu faktor organisasi masyarakat, faktor kekuasaan, faktor ruang publik dan privat, faktor ideologi patriakis, serta yang paling mendasar adalah faktor budaya patriarki masyarakat Gampong Blang yang menyebabkan peran aktif perempuan tidak dapat diterima dalam struktur pemerintahan gampong.

This study aimed to assess the achievement level of community empowerment in realizing food security. The result was expected to reveal a model of community empowerment, particularly farmer community institution as an attempt to attain food security. Survey was employed as the research method that involved the farmers (farmer groups) as the members of Food Barn for the Village Community (Lumbung Pangan Masyarakat Desa/LPMD). Technique of rapid rural appraisal was selected in the form of quantitative and qualitative analysis. Preliminary survey in study area was carried out to obtain the characteristic and status of food security; and to mapping the potential and role of Lumbung Pangan Masyarakat Desa in the process of community empowerment. Subsequently, study and analysis was done based on the survey. The results demonstrated the active role of stakeholders (A-B-G-C) was significant in supporting the farmer institution (food barn). The economic and social aspects were also evidenced to have important role in enhancing the farmer community empowerment. This model is called social engine for rural community and local institution, particularly to attain the regional food security.

The empowered community is a strong capital in developing the national economy; the government, as the manager of the State, should maximize the village-owned enterprises (called Bumdes), especially the farming community in the villages. This paper aims to find out the role of the Bumdes in empowering the farming community. The results showed that the role of Bumdes was not good enough and had a direct influence on the weakness of community empowerment activities in the village

Village Funds are Funds sourced from the State Revenue and Expenditure Budget allocated for villages to be used to finance government administration, development implementation, community development, and community empowerment. Village government is required to carry out governance in a transparent and accountable manner. Laws and Government Regulations have provided a clear legal umbrella so that the BPD does not need to hesitate in carrying out its function of supervising the performance of village heads. This study used qualitative research methods. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. The results showed: Village Community Kec. Panombeian Panei participates in the management of the village fund budget. Management of the village fund budget in the Village of Panombeian District Panei. How ever, the management is still inadequate due to unwise decisions, no budget transparency and a lack of accountability for the expenditure of the village fund budget itself.

Village Funds are funds sourced from the State Revenue and Expenditure Budget intended for villages which are transferred through the district revenue and expenditure budget and then channelled to the village treasury account and used to finance the implementation of development and community empowerment. The Village Fund has village development goals, namely improving the quality of human life, improving village welfare, and reducing poverty. This study aims to analyze the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency. This study used qualitative research methods with eight informants as the research subject. The results of the study show that the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency has not demonstrated effective results. Several indicators of Managerial Accountability that have not been implemented optimally further support this conclusion. Meanwhile, the factors that influence accountability such as the personal factor, leadership factor, team factor, and contextual factor are sufficient, although obstacles are still apparent. Based on this conclusion, the researchers recommended the village fund administrators to be highly committed and maximizing the support of existing resources to the maximum.

Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.

The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

AbstrakPenelitian ini bertujuan : (1) untuk mengetahui pengelolaan Dana Desa Srikaton, Kecamatan Jaken, Kabupaten Pati berdasarkan PP RI Nomor 8 Tahun 2016; dan (2) untuk mengetahui dan menganalisis pertanggungjawaban pidana dl pengelolaan Dana Desa tersebut. Metode yang digunakan adalah pendekatan yuridis normatif dengan spesifikasi penelitian deskriptif kuantitatif. Data dikumpulkan dari perundang-undangan, peraturan pemerintah, dokumen pengelolaan Dana Keuangan Desa dan dianalisis dengan logika induktif.Hasil penelitian menunjukkan bahwa pengelolaan Dana Desa sudah sesuai dengan PP RI Nomor 8 Tahun 2016 dengan dibuktikan adanya peraturan desa Nomor 4 Tahun 2016 tentang Perubahan atas Peraturan Desa Nomor 1 Tahun 2016 tentang APBDES. Pada tahun berikutnya, yaitu pada tahun 2017 telah dibentuk peraturan daerah Nomor 4 Tahun 2017 tentang APBDES. Pengelolaan Dana Desa telah dipertanggungjawabkan, seperti tertuang dalam LPJ Penggunaan Dana Bantuan Keuangan untuk Pembangunan Sarana dan Prasarana Pedesaan. Aspek pertanggungjawaban pidana, tidak diatur dalam PP RI Nomor 8 Tahun 2016.Pertanggungjawaban aspek pidana pengelolaan Dana Desa merujuk pada penyimpangan penggunaan sehingga masuk dalam kategori korupsi. Penyimpangan korupsi dapat dalam bentuk merugikan keuangan negara, suap menyuap, penggelapan dalam jabatan, pemerasan, perbuatan curang, benturan kepentingan dalam pengadaan dan gravitikasi. Hal ini, tidak terjadi penyimpangan dalam pengelolaan Dana Desa Srikaton, Kecamatan Jaken, Kabupaten Pati.Kata kunci : Pengelolaan Dana Desa, Pertanggungjawaban Pidana�ABSTRACTThis study aims: (1) to know the management of Srikaton Village Fund, Jaken District, Pati Regency based on PP RI Number 8 of 2016; and (2) to know and analyze criminal liability in the management of the Village Fund. The method used is normative juridical approach with quantitative descriptive research specification. Data were collected from legislation, government regulations, the Fund's Village Fund management documents and were analyzed by inductive logic.The results show that the management of the Village Fund is in accordance with the Government Regulation No. 8 of 2016 with proven the existence of village regulations No. 4 of 2016 on the Amendment of Village Regulation No. 1 of 2016 on APBDES. In the following year, in 2017 a regional regulation No. 4 of 2017 on APBDES was established. Village Fund Management has been accounted for, as contained in LPJ Use of Financial Assistance Funds for Rural Infrastructure and Facilities Development. Aspects of criminal liability, not regulated in PP RI No. 8 of 2016.Accountability of criminal aspects of the management of the Village Fund refers to the deviation of use so that it is included in the category of corruption. The corruption irregularities can be in the form of harming state finances, bribery, fraud in office, extortion, fraud, conflicts of interest in procurement and gravity. There is no deviation in the management of Srikaton Village Fund, Jaken Sub-district, Pati Regency.Keywords: Village Fund management, criminal liability

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.
