Institutional Local Communities are local community institutions that are built andstrengthened according to the needsof the community in a process of social transformationthat is rooted, acknowledged and accepted by the community. The role of local communityinstitutions in community empowerment is one of them participate in poverty reductionprogram which includes allactivities of empowerment of village / village community. In theempowerment of the community the main target is the powerless community (poor) in thebroadest sense and in fact most of the poor are urban community.In the communityempowerment program hasalways been encouraged to be more pro poor and give moreopportunities to the role of the community in community empowerment, especially the poor inKelurahan.The existence of local community institutions in accordance with the interests andneeds of these communities can be a driver of social capital for the process of socialtransformation from the condition of a powerless society into a powerless society, self-reliantand civil society who aspired together. Bali is one of the tourist destinations that is growing rapidly in Indonesia. Most people when they hear about bali island are synonymous with exotics beach. Bali is famous with the beautiful beach panorama. One of tourist attraction in the Bali Island is Mertasari Beach. Mertasari beach is an indigenous Intaran village. In tourism management is done one way to approach community institutions, namely the indigenous village institutions. Intaran village is one of the indigenous villages that located in South Denpasar District. In terms of management in Mertasari Beach, Intaran village started to build a management in December 2014 by forming BUMDES (Owned Indigenous Village). However, management Mertasari Coast has not fully given to the village. In conducting the study authors used data collecting observation, interviews, documentation studies and literature studies with similar previous studies. These results indicate that the role of Indigenous Village in Beach Intaran in the management of Mertasari terms of existing management stage such as: Planning (Planning) covers, community empowerment programs, increase sustain ability in Mertasari Beach, improve hygiene in Mertasari Beach and financial planning. Organizing (Organizing) includes, forming management organizational structure is accompanied by a clear task. Mobilization of people (Actuating) include, mobilize communities in managing Mertasari Beach, and Supervision (Controlling) include, supervision in the field of employment, supervision in the field of security and supervision of the trader.   Keywords: Management, Role, Indigenous Village

This study aimed to assess the achievement level of community empowerment in realizing food security. The result was expected to reveal a model of community empowerment, particularly farmer community institution as an attempt to attain food security. Survey was employed as the research method that involved the farmers (farmer groups) as the members of Food Barn for the Village Community (Lumbung Pangan Masyarakat Desa/LPMD). Technique of rapid rural appraisal was selected in the form of quantitative and qualitative analysis. Preliminary survey in study area was carried out to obtain the characteristic and status of food security; and to mapping the potential and role of Lumbung Pangan Masyarakat Desa in the process of community empowerment. Subsequently, study and analysis was done based on the survey. The results demonstrated the active role of stakeholders (A-B-G-C) was significant in supporting the farmer institution (food barn). The economic and social aspects were also evidenced to have important role in enhancing the farmer community empowerment. This model is called social engine for rural community and local institution, particularly to attain the regional food security.

Forest Village Community Institutions (Lembaga Masyarakat Desa Hutan) generally use forest in the agriculture sector in accordance with instructions and capital support from Perhutani. LMDH Wana Cendana operates in the ecotourism sector without instructions and capital assistance from Perhutani. This study aims to analyze the implementation of empowering local communities (LMDH Wana Cendana) who do not have expertise in the field of forest management and ecotourism. The concept used is the empowerment of local communities and ecotourism with qualitative case study methods, thus promoting the novelty of cases and in-depth interviews with informants who are directly involved in the development of Gunung Dago ecotourism. Some previous research shows that empowerment does not prioritize local communities. The development of ecotourism in Dago Village, which began in 2019, prioritizes local potential and independent learning processes, so that local communities are able to transform ex-mining land into beautiful tourist attractions. The independence of the local community is reflected in its involvement in the ecotourism development process, from planning to implementation. In addition, local communities as managers are able to utilize local knowledge, culture and resources to improve the welfare of members without overruling the rules of forest conservation.

The Role of Village Community Institutions as Village Work Partners in Pagesangan Sub-District, Mataram District, Mataram City, West Nusa Tenggara Province. Decentralization has caused some central government affairs to be delegated to regional government affairs. One of them is basic and social services. The purpose of this study is to describe the role of Village Community Institutions as working partners of headman in Pagesangan Sub-District, Mataram Subdistrict, in basic services to the community and in the social field in the Village. The research method used is an explorative method with an inductive approach that aims to obtain information about the current situation by looking at the links between the variables that exist. Data collection techniques include observation, interviews and documentation. Data analysis is done by data reduction, data presentation and conclusion drawing. The results of the study illustrate the role of the Pagesangan Village community institution as a working partner of the village head both in the field of service and social affairs, although there are still obstacles. Suggestions given to Pagesangan Village and village community institutions are to make further technical implementation guidelines on the role of villagesocial institutions, improve work motivation, improve socialization and service quality, and increase community independence and role in social services and activities in the Village Pagesangan.

Empowerment and management of religious tourism villages is one alternative to overcome the still high economic and social security in Indonesia, given that the village is the frontline in regional economic development, it is necessary to empower communities to advance the economy and prosperity. This study aims to analyze how the role of empowerment and management of religious tourism villages for the socio-economic life of local communities, this research is qualitative with descriptive analysis methods, while the data from this study are divided into two (2) types, namely primary and secondary. The results of this study indicate that the impact caused is an increase in local community income through MSMEs and increased mutual respect, social service, and mutual cooperation.Keywords: Village, Religious Tourism, Community Empowerment

Conservation areas including Mount Merbabu National Park (MMNP) that have social, economic and ecological benefits both for the local and global environment need attention and support not only for MMNP office but also for the integration of the roles of parties related institutionally. The objective of the present study was to obtain the information about the involvement and integration of the roles of related institutions to support the conservation of the MMNP area in Boyolali District. The method is used literature review. The results shows that the role of various related institutions in MMNP conservation still varied. The local government, community institutions and other institutions do not have a continuous program in supporting conservation MMNP. Integration of related institutional roles in supporting the preservation of MMNP area through the compilation of conservation regulations that were followed up with the village regulation at buffer zone MMNP, Extension of MMNP conservation to all levels of society, especially at the school level, Integration of tourism development within and outside the MMNP area, Integration of community empowerment programs in and around the MMNP area, Mitigation of MMNP disturbances and disasters integratively.

This research focuses on analyzing the empowerment of social institutions as village government partners in the participatory development process. The location is in Percut Village, Percutseituan District, Deliserdang Regency. The background that is used as a reference for this research begins with the understanding that the urgency of villages in development in Indonesia is so urgent. The village is given authoritative to grow and develop in line with the development of its own community. Furthermore, the village holds millions of pieces of knowledge of the virtues of life and harmony of local wisdom that should be maintained, can be recognized from the mantra of three orders, namely; ordinances, manners, and manners (Zamroni, 2017). This kind of thinking construction is important to restate in order to examine the current relationship between the village government and the community (social institutions). Social institutions as partners of the Village Government have a very strategic role; start to formulate participatory development plans, implement, control, utilize, maintain and develop participatory development, mobilize and develop participation, mutual cooperation and community self-help, and foster dynamic development of the community in the context of community empowerment. Seeing the huge role that village community institutions have, it is important and interesting that this research is carried out to see the existence of community institutions as village government partners in the participatory development process. With this research, it will provide reference data for stakeholders related to community institution empowerment. In addition, it is an academic study in public policy and provides input to the village government regarding the reference to the model of community institution empowerment as a partner of the village government in order to work together to manage development in a participatory village. As for answering the problem of this study using qualitative methods and types of research with a descriptive approach. The targeted research output is a journal article and as a follow up will create a model in the institutionalization of village community organizations.

This study aims to gain a deeper understanding of the existence of the local social organization in conducting community empowerment. The experiment was conducted at Community Empowerment Institution (In Indonesia it is referred to as Lembaga Pemberdayaan Masyarakat/LPM). LPM Cibeunying as one of the local social institution in Bandung regency. Aspects reviewed in the study include the style of leadership, processes, and stages of community empowerment, as well as the LPM network. The research method used is a case study with the descriptive method and qualitative approach. Data collection was conducted against five informants consisting of the Chairman and LPM’s Board members, village officials, and community leaders. The results show that the dominant leadership style is participative, in addition to that, a supportive leadership style and directive leadership style are also used in certain situations. The empowerment process carried out per the stages of the empowerment process is identifying and assessing the potential of the region, problems, and opportunities-chances; arranging a participative activity plan; implementing the activity plan; and monitoring and evaluating the process and results of activities. The social networking of LPM leads to a social network of power in which LPM can influence the behavior of communities and community institutions in utilizing and managing community empowerment programs. From the research, it can be concluded that the model of community empowerment implemented by LPM Cibeunying Village is enabling, empowering, and protecting.

The Climate change in world tourism can change the system of human life and its influence on nature. The development of the global digital tourism climate, selfi tourism is able to change the attitude of individual behavior in response to the demands of competitive life. The development of tourist destinations in the world, primarily from natural factors, the demands of a sharp competitive climate require tourism managers to create artificial innovations that are developed from natural potentials that are more attractive in design so that they become alternative ecotourism idols capable of boosting tourism growth that is more conducive and attractive. This research develops river ecotourism areas which are oriented to aspects of environmental development, nature preservation and local community development. This study uses qualitative research so that it can explore various aspects of the natural and humanity of the region in depth through the empirical phenomena that exist in the field. The real condition of river area which is not well managed is not in accordance with the development of Smart city, community awareness and tourism activists who are less focused. Hence, it needs community empowerment and encouraging the role of tourism activists to play more in the development of urban areas, and the use of river as ecotourism.   Keywords: Ecotourism, Waterfront, Natural Resources

ABSTRAK: Permasalahan pokok dalam penelitian ini adalah: (1) Apa latar belakang terbentuknya Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah? (2) Bagaimana berkembangan Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah Tahun 1977-2017? Metode sejarah tersebut adalah: (a) Pemilihan topik (b) Heuristik (Pengumpulan Data) (c) Verifikasi (Kritik Sejarah) (d) Interpretasi (e) Historiografi (kritik sejarah). Hasil penelitian ini menunjukan bahwa: (1) Desa Talaga Besar awalnya hanya dijadikan tempat untuk berkebun atau bercocok tanam, misalnya menanam jagung dan ubi kayu sebagai makanan pokok masyarakat setempat dan pada umumnya masyarakat Buton. Karena seiring berjalannya waktu dan peradaban serta jumlah penduduk semakin bertambah banyak. Pemerintah daerah berinisiatif memekarkan desa Talaga Besar menjadi desa definitif. Faktor-faktor yang mendukung terbentuknya Desa Talaga Besar ini ialah: (a) Adanya peranan pemimpin yang selalu memberikan motivasi kepada warga untuk aktif dalam setiap kegiatan yang sifatnya membangun. (b) Faktor pendukung diantaranya faktor geografis (wilayah), faktor demografi (penduduk), dan faktor ekonomi. (2) Perkembangan Desa Talaga Besar dalam bidang ekonomi, sebagian besar masyarakat Talaga Besar menggantungkan hidupnya di bidang pertanian dan perdagangan yang telah dilakukan dan dikembangkan secara turun temurun. Di bidang sosial, hubungan sosial kemasyarakatan antara warga Desa Talaga Besar cukup harmonis. Di bidang pendidikan, perkembangan pendidikan di Desa Talaga Besar pada khususnya dan Kecamatan Talaga Raya pada umumnya mengalami perkembangan pendidikan yang boleh dikatakan sudah cukup baik dan infrastruktur lebih baik bila dibandingkan dengan keadaan sebelumnya. Kata Kunci: Sejarah, Desa, Talaga BesarABSTRACT: The main problems in this study are: (1) What is the background of the formation of Talaga Besar Village, Talaga Raya District, Buton Tengah Regency? (2) How did the development of Talaga Besar Village, Talaga Raya District, Buton Tengah Regecy Year 1977-2017? The results of this study indicate that: (1) Talaga Besar Village was originally only used as a place for gardening or farming, for example planting corn and cassava as a staple food for the local community and in general the Buton people. Because over time and civilization as well as the population increases. The regional government took the initiative to split the village of Talaga Besar into a definitive village. The factors that support the formation of the Talaga Besar Village are: (a) There is a role of leaders who always motivate citizens to be active in any constructive activity. (b) Supporting factors include geographical factors (region), demographic factors (population), and economic factors. (2) The development of Talaga Besar Village in the economic field, most of the Talaga Besar people depend their lives on agriculture and trade which have been carried out and developed for generations. In the social field, social relations between the people of Talaga Besar Village are quite harmonious. In the field of education, the development of education in the village of Talaga Besar in particular and the Talaga Raya sub-district in general experienced a development of education which was arguably quite good and the infrastructure was better when compared to the previous situation. Keywords: History, Village, Great Talaga
