Having moved to the global level, capitalist political economy today is turning into a dominant way of governance in world politics, undermining the state-centrist model that has been developing since the time of the Westphalian peace treaties. As a result, we are witnessing a Schumpeterian phenomenon of “creative destruction” i.e., destruction of old accompanied by creation of new. The current world politics is dominated by the logic of destruction, and this destruction is not limited to changing interstate relations, as it is represented in most studies, but involves at the same time at least three levels of political organization of the world, forming a synergy effect: the level of the Westphalian world order; the level of interstate relations; the level of the national state. The Westphalian ststem is being blurred largely by transnational business activity. Entrepreneursinnovators form capitalism of co-participation. This capitalism rests not on interest, but on values and social ties that unite people in networks. Examples of such capitalism are various forms of sharing, peer-topeer networks, wiki-platforms, block-chain technology. Capitalism of sharing unites in- formational networks and human potential, the main resource of such capitalism is precisely human capital, human trust and social relations. The sharing is being transmitted to the international political sphere, supplementing the principle of the Westphalian sovereignty with the potential of eventually replacing it. At the same time, practices are being introduced into the political organization of the world from other projects of the political organization of the world, in particular Islamic (Islamic banks, hawala money transfer system, etc.).

Introduction. The article examines the scenarios of the political development of the world depending on the megatrends such as globalization, integration, democratization and the opposite trends – de-globalization, disintegration and de-democratization, as well as the current state of the political organization of the world, including the Westphalian system, the system of interstate relations (system of international relations) and political systems of the modern world states. Methods and materials. The political organization of the world is considered as a system consisting of three subsystems. In this regard, the main approach in the study is the systems approach. Scenario analysis is used as a research method. Analysis. Recently interest in scenarios of the political development of the world has sharply increased, which is reflected in the publications of many Russian and foreign authors. The scenarios of the political development of the world in the 21st century, after the crises associated with the terrorist attacks in 2001, the economic crisis that began in 2008 and the crisis in 2020 caused by the COVID-19 pandemic, began to be discussed especially intensively. Most researchers consider such scenarios based on ideas about the possible configuration of interstate relations, i.e. parts of the system of international (interstate) relations. It is shown that this parameter of analysis is important, but insufficient. It is proposed to consider the scenarios of the political development of the world on the basis of how megatrends and trends alternative to them will act, as well as how the political organization of the world will develop. Results. Four parameters of scenario analysis are identified: 1) time parameter in actions of (mega) trends; 2) differentiated actions (mega) trends in many indicators of economic and social interaction; 3) configuration of the leading states in the international arena (part of the system of international relations). This parameter is widely used by various researchers; 4) an evolutionary (smooth) or revolutionary (through conflicts, crises, etc.) way of transforming the political organization of the world. The combination of development in these parameters (it is possible to single out additional parameters) gives a picture of world politics in the future.

Article is devoted to a role of world religions in the modern international relations and world politics. The phenomenon of world religious revival, his connection with globalization processes, formation of the multi-polar, polycivilization world is investigated. A research objective is the analysis of tendencies of a desecularization of the world community, the reasons and possible consequences of this process in global measurement. Article includes Introduction, three analytical sections and the Conclusion. In Introduction the phenomenon of world religious revival and approaches to his studying is presented. It is asked about a desecularization of the world community as a possible subject of the new direction of the international political researches – the international religious studies. The thesis about crisis of secular bases of modern political system of the world is proved in the first section. Revision of bases of a world order and standards of belonging to the world community from positions of the reviving religious fundamentalism, the cultural and political and social and economic bases of this process are considered. In the second section the role in a desecularization of the world community of political Islam (Islamism) is analyzed. It is noted that the greatest danger of politicization of Islam consists in emergence of difficult surmountable civilization break in the world community between the Western world (still confident in universality of the values) and the world of Islam. In the third section the possibilities of prevention of disintegration of the existing system of the international relations and collision of the cultural worlds are considered. The main attention is paid to processes of a global political institutionalization of such dialogue and its justification in the concept of global ethics – purposeful coordination and gradual connection of the basic moral and ethical values concluded in great religious and cultural traditions of the world. In the final section of article the conclusion is drawn that process of an institutionalization of civilization dialogue (civilization communication) it isn’t finished yet and didn’t become irreversible.

The article is an attempt to find the key problems of political and legal settlement of the international information space through a combination of methodology for its determination and the interests of the leading players interacting on the site of the UN. Tectonics changes that brought the global politics of information considered in the contest birth of a new objective reality and causes that produce it — is the existence of «axial» principles of organization of information being human (D.Bell), the struggle between the «national and international society» and national conflicts security strategies of the leaders of world politics. This policy is based within the familiar concept of «real politic» (G. Morgenthau), which is in first place in international relations was not the principle of law and the principle of power «struggle for power levers» that demonstrated the willingness of the strongest members of the world order to apply hybrid methods of struggle. It is emphasized that this trend raises a number of negative consequences both social and political, legal and humanitarian aspects in the life of individual societies, as entire countries. It has been suggested that the level of severity of the political and legal conflicts in a more equitable manner in the functioning of the information-mesh postoru depend on how consistently the main players in world politics will follow conventions already achieved, and not worry about persecution own benefit and interest. It is emphasized that the language of political practice, this means that democratic slogans proclaimed human rights objective information and privacy began to sink in organized public and private information violence, and it was just part of the language semantics television, texts newspapers and magazines, daily communication. It is proved that a similar situation shows the existence of a conflict between the constant declarations of priority of rights and freedoms and the growth opportunities of interested residents to control the information space «information man». This conflict is present in the information policy of virtually all world leaders. In the context of identified internal contradictions and the increasing severity of humanitarian problems analyzed complex problems of political and legal nature that need to be addressed to the international community both within the political and legal relations that exist in the UN system for information policy and within the established concept of «soft security» (soft power), which now attracted the leading countries of the world.

This essay is part of a larger project concerned with determining how historians today can use the evidence of the Homeric epics in order to gain a better understanding of the evolution of early Greek society—but do so responsibly, that is, in ways that are adequate to the epics' nature as poetic and cultural documents surviving from a specific time and social context. Elsewhere I have discussed Homer and history, the role of thepolis, warfare and military organisation, and political thought in Homer, as well as ‘Homeric society’ in general and the problem of its historicity. Here I want to take a close look at interstate relations (sections I and III) and the political sphere (section II). I choose as my point of departure some of the views which M.I. Finley expressed inThe World of Odysseus—a book that is now more than forty years old, still illuminating and indispensable but partly outdated.

The unilateral model of international relations is not capable to execute global governance. The existing financial institutes serve only the interests of few highly developed countries. This situation does not satisfy developing countries. The latter put forward new approaches to the important task of reforming the world order system. BRICS countries will contribute to the elaboration of a new economic system based on equal to financial sources and trade markets. BRICS countries have the sufficient potential to become a new pole of political and economic influence free from geopolitical calculation and the temptation to impose their social models and political standards. Russia sees in BRICS an important place to discuss problems of international politics and world economy. At the same time Russia is interested in a dynamic economic cooperation with members of the group. Taking into consideration the current international situation, Russia will help to strengthen the political and economic position of BRICS. At the same time it is desirable to maintain a prudent policy of cooperation in both directions with East and with West.

The article considers international negotiations as a resource of influence and creation in world politics, which is part of the social and humanitarian resource. The article analyzes the negotiation practice and research of international negotiations, starting from the second half of the twentieth century, i.e. from the moment when international negotiations receive intensive development. It is shown that at this time a huge practical and research experience was accumulated on the technology of negotiations, the role and place of negotiations in the world, which made up a social and humanitarian resource for world politics. At the end of the twentieth – beginning of the twentieth centuries there is a decline in negotiation activity and, accordingly, decline research on international negotiations, which was caused by: 1) a change in the nature of conflicts that have largely ceased to be interstate in nature and which began to arise on ethnic and religious grounds with many decentralized participants; 2) a significant reduction in the role of Russian-American relations in the world after the collapse of the USSR. Namely, the Russian-American negotiations, primarily in the field of disarmament, were the most important in international relations of the second half of the twentieth century. As a result, in the 21 st century, the number of international negotiations not only decreased, but treaties reached in the past began to be denounced, primarily by the United States. It is shown that this situation is caused by deep processes of transformation of the political organization of the world, covering its various levels, both national and supranational. As a result, a situation of uncertainty and unpredictability is created, which does not contribute to the search for negotiated solutions. However, the political organization of the world can only be transformed through negotiations. Given the scale of this transformation and the huge number of actors in the modern world, international negotiations will become of great importance, serving as a resource for building a new political organization of the world.

This essay examines a polemic between two Baudelaire critics of the 1930s, Jean Cassou and Benjamin Fondane, which centered on the relationship of poetry to progressive politics and metaphysics. I argue that a return to Baudelaire's poetry can yield insight into what seems like an impasse in Cassou and Fondane. Baudelaire provides the possibility of realigning metaphysics and politics so that poetry has the potential to become the space in which we can begin to think the two of them together, as opposed to seeing them in unresolvable tension. Or rather, the tension that Baudelaire animates between the two allows us a new way of thinking about the role of esthetics in moments of political crisis. We can in some ways see Baudelaire as responding, avant la lettre, to two of his early twentieth-century readers who correctly perceived his work as the space that breathes a new urgency into the questions of how modern poetry relates to the world from which it springs and in which it intervenes.

But what do states that win wars do with their newfound power, and how do they use it to build order? This book examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. The book explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions—both linked to the emergence of the United States as a world power—has order been created that goes beyond balance of power politics to exhibit “constitutional” characteristics. Blending comparative politics with international relations, and history with theory, the book will be of interest to anyone concerned with the organization of world order, the role of institutions in world politics, and the lessons of past postwar settlements for today.

COVID-19 pandemic has spread across the world, which considered a relative of the severe acute respiratory syndrome (SARS), with possibility of transmission from animals to human and effect each of health and economic. Several preventative strategies and non-pharmaceutical interventions have been used to slow down the spread of COVID-19. The questionnaire contained 36 questions regarding the impact of COVID-19 quarantine on children`s behaviors and language have been distributed online (Google form). Data collected after asking parents about their children behavior during quarantine, among the survey completers (n=469), 42.3% were female children, and 57.7 were male children. Results showed that quarantine has an impact on children`s behaviors and language, where stress and isolationism has a higher effect, while social relations had no impact. The majority of the respondents (75.0%) had confidence that community pharmacies can play an important role in helping families in protection their children`s behaviors and language as they made the highest contact with pharmacists during quarantine. One of the main recommendations that could be applied to help parents protection and improvement their children`s behaviors and language in quarantine condition base on simple random sample opinion is increasing the role of community pharmacies inpatient counseling and especially towards children after giving courses to pharmacists in child psychology and behavior. This could be helpful to family to protect their children, from any changing in them behaviors and language in such conditions in the future if the world reface such the same problem.

The published document is a part of the working record of The Secretariat of the CPSU Central Committee on May 5, 1969. The employees of The Common Department of the CPSU Central Committee started writing such working records from the end of 1965. In contrast to the protocols, the working notes include speeches of the secretaries of the Central Committee, that allow to deeper analyze the reactions of the top party leadership, to understand their position regarding the political agenda. The peculiarity of the published document is that the Secretariat of the Central Committee did not deal with the most important foreign policy issues. It was the responsibility of the Politburo. However, it was at a meeting of the Secretariat of the Central Committee when Brezhnev raised the question of inviting G. Husák to Moscow. The latter replaced A. Dubček as the first Secretary of the Communist party of Czechoslovakia in April 1969. As follows from the document, Leonid Brezhnev tried to solve this issue at a meeting of the Politburo, but failed. However, even at the Secretariat of the Central Committee the Leonid Brezhnev’s initiative at the invitation of G. Husák was not supported. The published document reveals to us not only new facets in the mechanisms of decision-making in the CPSU Central Committee, the role of the Secretary General in this process, but also reflects the acute discussions within the Soviet government about the future of the world socialist systems.
