The article is substantiated the practical aspects of the formation of IC-competence of the future master of public administration (for students of the second (master's) level of higher education of the educational-professional program 281 Public administration and administration. State educational policy) in terms of informatization of higher education; the role of Google services (for example, Google Classroom, Google Docs & SpreadSheets, Google Forms, Google Calendar) in the formation of IC-competence of the future master of public administration is revealed; their characteristics are outlined: 1) saving money on the purchase of software; 2) reducing the need for specialized classrooms, as in any classroom you can organize a modern educational process using laptops and wireless network; 3) the ability to perform many activities, monitor and evaluate student achievement online; 4) openness of the educational environment for those who teaches (teacher) and those who studied (student); examples of pedagogical using of elements of Google services for the formation of IС-competence of the future master of public administration in higher education institutions in the process of studying the discipline (educational component) "Management of the IT-structure of the educational institution".

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Article is devoted to consideration of questions of transformation of a modern role of the teacher of high school which changes and supplements a substantial basis of its professional competence and demands reconsideration and acceptance of new concepts. The role and the functions of the teacher connected with problems of education of youth in educational space of high school that promotes formation of communicative skills and social intelligence of competitors of higher education which of objects of influence become its subjects is characterised. It is defined that consulting preceptorship of group carries out adviser – the key subject of the socially-humanitarian influence which functions essentially differ from functions of the curator in traditional understanding. Socially-humanitarian functions and roles of adviser of groups of competitors of higher education are presented, socially-humanitarian directions and forms of its work. Status definition in educational process of an institution of higher education of student's advisers is proved, the purpose of their activity, the primary goals and functions. The conclusion, concerning modern development of the Ukrainian higher school, its European orientation which demands from teachers of performance of a certain number of roles – not as instructors and a source of knowledge and as couch, facilitator, the tutor, the moderator, the mentor and adviser of an individual educational trajectory of competitors of higher education is drawn.

The article reveals the problem of finding pedagogical conditions of the formation of a sanitary and hygienic culture of future engineer-teacher in the field of food technologies. The peculiarities of the formation of sanitary and hygienic culture in future specialists in the educational process of higher education are highlighted. They will provide the following pedagogical conditions: providing positive motivation of future engineer-teachers of food technologies to form sanitary and hygienic culture through updating introduction of interdisciplinary links with the relevant software and methodological support; introduction of the discipline of free choice; using the potential of industrial practice to gain experience in the formation of sanitary and hygienic culture.The transition of the state from a planned to a market economy requires an increase in the competitiveness of food production, so the future engineer-teacher in the field of food technologies must meet high requirements for the level of ability and willingness to act effectively in professional activities, which involves solving various socio-psychological, economic and technical problems with the possibility of introducing new educational technologies. Purposeful activity in the direction of rethinking the formed stereotypes, the search of new pedagogical approaches in terms of increase of own professional readiness and professional and personal qualities will allow the future engineer-teacher on completion of the higher education institution to possess a complex of engineering and pedagogical knowledge necessary for future productive professional activity. The effectiveness of training depends on the environment of the higher education institution and specific conditions for the educational process, i.e., to establish the level of readiness of the future engineer-teacher, it is necessary to determine the pedagogical conditions to ensure an effective educational process. The article defined the role of Foresight-studies in the current conditions of higher education system development. Different types of Foresight-studies in different countries and their application for educational purposes are analyzed. Methods of conducting foresight research are revealed on the basis of which the most common among them are: Delphi method, SWOT analysis, Information flow analysis, Focus Group Technique, Expert Panels, Scenario Planning, Highlight Key Technologies, Technology Mapping, Development of Roadmaps, Source Scanning, “Analysis of Global Trends”, “PEST Analysis”, “Reverse Scenarios” etc. It is stated that the foresight can be called a technology of constructive attitude towards the future. It involves the development of a system of private forecasts in the most important areas of scientific and technological progress and a comprehensive forecast of scientific and technological development. The article gives examples of university Foresight-studies and their role in forming a modern specialist with forecasting skills. The focus of the study is pay special attention on the Foresight-study conducted at the School of Foreign Languages of V. N. Kharkiv National University entitled “Strategy for the Development of Education at The School of Foreign Languages”. The study was carried out using the Delphi method and included an online survey (digital questionnaire) created in Google forms and included two stages. The first stage was aimed at revealing the general direction of the development of the educational process, and the second stage was aimed at specifying teaching strategies that could be used in the future by the School of Foreign Languages. The survey was attended by 105 people who work or study at the university. It is established that the priority directions of development of educational process at the School of Foreign Languages may be: introduction of the latest digital technologies into the educational process; increase of teaching efficiency and distribution of time between participants of educational process (transformation of the role of the lecturer); communicative aspect through improvement of teaching methods at the School of Foreign Languages, namely the involvement of foreign language speakers in teaching and practice, conducting more foreign language activities, changing the criteria for assessing students’ success by foreign models.


The article analyzes the role of free choice disciplines in the formation of universal or functional competencies, which are also called soft skills. It has been proven that mastering soft skills ensures both personal success in life and professional implementation, as well as further career growth of a modern graduate of a higher educational institution. Based on the analysis of scientific sources, the main approaches to defining the essence and classification of soft skills in the works of both domestic and foreign scientists are determined and characterized. The publication analyzes and summarizes the ways of forming soft skills among students in the practice of higher educational institutions of Ukraine. Among them: the creation of a special educational environment, the restructuring of the educational process, which is dominated by such types of learning as project, problem-based, etc.; variety of forms and methods of teaching; extracurricular system, etc. It has been proven that a cycle of selective disciplines or author's courses plays an important role in ensuring the formation of soft skills. A significant place among them is occupied by the course "Pedagogy of Success", which in the 2020-2021 academic year was chosen by applicants for the first (bachelor's) level of higher education. The course is aimed at increasing the productivity of independent educational work and a positive attitude towards it among students of higher educational institutions, equipping them with strategies of self-esteem, the formation of a positive "I-concept"; effective distribution of time (time management); search, evaluation and information processing; active reading; improved memorization; submitting your own educational achievements; communication, ways to ensure personal work ability, etc.

The competence approach and e-learning have changed the role of the teacher in the student's life. In the article, the authors reveal the essence and features of this type of training (mixed). The authors consider the development of a student-centred approach. It is noted that working with the whole group, the teacher organizes the work of each, creating the conditions for the development of students' personal opportunities. Since with the entry into force of the new requirements of the Federal state educational standards, a qualitatively new relationship between the student and the teacher has appeared, the identification of their features and the determination of their role in the educational process have become particularly relevant. The article pays attention to the model of the teacher's activity within the framework of student-centred education and its main elements are noted. The authors identified features of blended learning and tools of electronic platforms that support the development of subject-subject relations between students and teachers. The authors emphasize the need to ensure equal starting conditions for the study of the discipline as a whole and suggest principles that should be followed when implementing the studentcentred approach within the framework of blended learning.

The article «Organization of research work of applicants of the second level of higher education in the specialty «017 Physical Culture and Sports» reveals the features of the organization of research activities of applicants of the second (master's) level of higher education in the field. It is proved that research work is an integral part of the educational process in higher education institutions and is provided by a number of legal documents and is implemented by specially organized activities of the educational institution, and directly in the study of general and professional educational components. It is noted that special importance in the research work of applicants for the second level of higher education belongs to the process of its organization. The list of normative-legal documents regulating scientific activity in institutions of higher education is specified, namely: laws of Ukraine; decrees of the President of Ukraine; normative and legal documents of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine; Statute and Concept of scientific activity of educational institution; orders of the rector; The standard of higher education of Ukraine, etc. It is established that the unsurpassed responsibility for research activities in higher education institutions rests with the educational institution and directly on the organization and conduct of educational components of a clearly expressed professional research orientation. It is proved that the organization of research work in higher education institutions, and directly in the specialty «017 Physical Culture and Sports» in modern conditions is provided by: legal documents, and directly approved and implemented by the Standard of higher education of the second (master's) level of higher education; creation of appropriate material and technical research conditions by higher education institutions; active participation of research supervisors and interest of researchers.

The organization of the educational process in a higher educational institution must meet the world standards of higher education, provide active motivation for higher education’s applicants to obtain professional knowledge and guarantee quality education. The modern process of professional training in Ukraine is carried out under the influence of the requirements of the European educational space. Higher School of Pharmacy is dynamically developing and constantly changing, improving the quality of specialists with higher pharmaceutical education, which is provided by improving educational programs in each discipline and a new approach to their teaching. The article considers the role of situational tasks as an effective tool for monitoring the knowledge of higher education’s applicants. It is shown that the method of knowledge control using situational tasks encourages higher education’s applicants to study not only basic but also additional educational literature, to improve methods of self-control of knowledge and skills. Situational tasks are one of the means to achieve high efficiency of educational activities of higher education’s applicants in the development of certain competencies through various types of vocational education. They are especially important in distance education, as they provide a high level of independence and creativity in the cognitive activity of higher education.

Актуальность статьи обусловлена тем, что важным фактором социального заказа в образовании является подготовка конкурентоспособного профессионала на рынке труда, что обусловливает новые требования к подготовке современного педагога в области физической культуры и спорта. Многие авторы в своих работах отмечают тот факт, что студенты нуждаются в дальнейшем изучении темы формирования готовности будущих учителей физической культуры к организации соревновательной деятельности обучающихся, организации и работе с ведущими специалистами в этой области в обосновании и поиске новых форм и методов коррекции положительных результатов подготовки будущих специалистов в области физической культуры. Данный факт обусловливает необходимость соответствующих изменений в подготовке будущих учителей физической культуры в системе высшего образования. Это нашло отражение в содержании нового Федерального государственного образовательного стандарта высшего образования от 09.02.2016 г. по направлению подготовки 44.03.05 Педагогическое образование, основной профессиональной образовательной программе Цель статьи заключается в теоретическом описании модели формирования готовности будущих учителей физической культуры к организации соревновательной деятельности обучающихся и обосновании педагогических условий ее реализации. В статье рассмотрены результаты проведенного исследования за период с 2019 по 2020 учебный год со студентами очной формы обучения ФГБОУ ВО «Марийский государственный университет», факультет физической культуры, спорта и туризма в количестве 50 человек по разработке и внедрению в образовательный процесс высшего учебного заведения модели формирования готовности будущих учителей физической культуры к организации соревновательной деятельности обучающихся, а также выявлены и теоретически обоснованы педагогические условия ее реализации. Статья предназначена для работников общеобразовательных учреждений. The relevance of the article is due to the fact that an important factor of social order in education is the training of a competitive professional in the labor market, which determines new requirements for the training of a modern teacher in the field of physical culture and sports. Many authors in their works note the fact that students need to further study the topic of the formation of the readiness of future physical culture teachers to organize the competitive activity of students, organize and work with leading experts in this field in substantiating and searching for new forms and methods of correcting the positive results of training future specialists in the field of physical culture. This fact determines the need for appropriate changes in the training of future physical culture teachers in the higher education system. This is reflected in the content of the new Federal State Educational Standard of Higher Education dated 02.09.2016 in the direction of training 03.44.05 Pedagogical education, the main professional educational program. substantiation of the pedagogical conditions for its implementation. The article discusses the results of the study for the period from 2019 to 2020 academic year with full-time students of "Mari State University", Faculty of Physical Culture, Sports and Tourism in the amount of 50 people on the development and implementation of a model of formation in the educational process of a higher educational institution the readiness of future physical culture teachers to organize the competitive activity of students, as well as revealed and theoretically substantiated pedagogical conditions for its implementation.
