Congestion is essentially a relative phenomenon that is linked to the difference between the roadway system performance that users expect and how the system actually performs. The approach to traffic congestion (TC) from the different perspectives of countries around the world helps Vietnamese experts to better understand and come up with a consensus on how to understand the problem. this topic. Since then, in the management of traffic safety and control, to curb traffic congestion, traffic police and other departments have the basis to perform the work, properly assess the level of traffic safety to implement the task; doing well the reporting, statistics, building databases on TC; create integration in the context of international cooperation with other countries. Solving the problem of traffic congestion in large cities in Vietnam is a problem that cannot be solved overnight. This problem requires the synchronous participation of many ministries, branches and people in traffic. All measures need to get feedback from the people, thoroughly resolve the critic before implementation. This article briefly presents the situation of traffic congestion in Hanoi and Ho Chi Minh City. The team also focused on analyzing the causes of traffic congestion and proposed solutions to solve this urban problem.

The population of Norway in 1875 consisted of 891,000 males and 930,000 females. (The details of the last census, 1890, showing a population of two millions, have not yet been published). Of these were insane 2,186 males and 2,382 females, giving a ratio of 23 insane (20·4 males, 25·6 females) to every 10,000 of the population. The total number of admissions into asylums for the year 1889 was 756, a ratio of 4·15 per 10,000. These figures compare favourably with those given in the report of the Commissioners in Lunacy for England for the same year, viz, 29·2 insane (27·2 males, 31·2 females) to every 10,000 population, and a ratio of 5·18 per 10,000 on the admissions. Although Norway is a poor country, such extreme poverty and distress as is found in our large cities does not exist there, and this, probably, accounts for the considerably smaller ratio of insane to population. Of the 756 total admissions 32 per cent, were suffering from melancholia, 27 per cent, from mania, 24 per cent, from dementia, and from general paralysis and epilepsy, equally, 1·9 per cent. The marked preponderance of melancholia over mania is interesting, the opposite conditions obtaining in this country, where mania shows an excess of 24 per cent. The distribution of a small population over a large tract of country, the mountainous character of that country, the monotony of life, the lack of amusement, the phlegmatic character of the race, in contrast to the crowded condition of the people, the high tension of living, and the excitement of city life which prevails in this country probably explain the difference. The small number (1·9 per cent, of the admissions,—being 6·4 per cent, less than in England) of those suffering from general paralysis might be explained in the same manner.

В статье рассмотрен один из мотивов осетинского Даредзановского эпоса – мотив прикованного героя, еще в древности вошедший в мифологию, фольклор, литературу многих народов и получивший название «мотив Прометея». Образ Прометея относится к «вечным образам» мировой художественной культуры. История прикования и освобождения Прометея и в древнегреческой мифологии, и в трагедии Эсхила позиционируется как топонимически привязанная к Кавказу. Именно здесь сюжет о наказанном Богом и прикованном богатыре получил распространение в национальных мифах и эпических преданиях – грузинских, осетинских, кабардинских, абхазских, вайнахских, армянских и др. Эти лаконичные предания об Амиране-Амране, по мнению Вс.Ф. Миллера, – кульминационные во всех источниках, рассказывающих об этом герое. Рассмотрены как древнегреческий Прометей, так и кавказские, в первую очередь осетинские, прикованные герои, представленные в работах Вс.Ф. Миллера, Г.Н. Потанина, Дз. Гатуева, Д.А. Калоевой, З.Г. Тменовой, Ю.А. Дзиццоты, Х.Ф. Цгоева и др. Образ Амирана сравнивается с соответствующими ему героями кавказских эпосов. При всей схожести мотивов богоборчества и наказания героя прикованием к скале или столбу нельзя не отметить отличия осетинского Амирана от остальных. В Даредзановских сказаниях он героическая личность, истинный богатырь, совершающий множество подвигов, побеждающий великанов, помогающий всем нуждающимся. Сын племянницы Бога, герой близок к народу, он побеждает врагов не только ради демонстрации силы, ловкости, хитрости, но и для спасения родных и друзей. В отличие от большинства кавказских прикованных героев, освобождение Амирана не предвещает гибель мира, напротив, осетинский Амиран, в случае освобождения, даст людям свободу и счастье. Многие мотивы в преданиях об Амране соотносятся с мотивами Нартовского эпоса. Амиран-Амран приравнивается к любимым героям осетинской Нартиады – Сослану, Батразу, Урузмагу, Шатане. В работе его образ рассмотрен для подтверждения объективной закономерности подобной репрезентации осетинского героя. The article deals with one of the motives of the Ossetian Daredzanian epic − the motive of the chained hero, which in ancient times entered the mythology, folklore, literature of many peoples and was called the "Prometheus motive". The image of Prometheus belongs to the "eternal images" of world art culture. The history of the chaining and liberation of Prometheus, both in ancient Greek mythology and in the tragedy of Aeschylus, is positioned as toponymically tied to the Caucasus. It was here that the plot about the God-punished and chained hero became widespread in national myths and epic legends − Georgian, Ossetian, Kabardian, Abkhaz, Vainakh, Armenian, etc. These laconic legends about Amiran-Amran, according to Vs.F. Miller, are culminating in all the sources telling about this hero. Both the ancient Greek Prometheus and the Caucasian, primarily Ossetian, chained heroes presented in the works of Vs.F. Miller, G.N. Potanin, Dz. Gatuev, D.A. Kaloeva, Z.G. Tmenova, Yu.A. Dzizzoity, Kh.F. Tsgoev and others. The image of Amiran is compared with the corresponding heroes of the Caucasian epics. With all the similarity of the motives of fighting against God and the punishment of the hero by being chained to a rock or a pillar, one cannot fail to note the difference between the Ossetian Amiran and the others. In Daredzan's legends, he is a heroic person, a true hero who performs many feats, conquers giants, and helps all those in need. The son of the niece of God, the hero is close to the people, he defeats enemies not only for the sake of demonstrating strength, dexterity, cunning, but also to save family and friends. Unlike most of the Caucasian chained heroes, the release of Amiran does not portend the death of the world, on the contrary, the Ossetian Amiran, if liberated, will give people freedom and happiness. Many motives in the legends about Amran correlate with the motives of the Nartov epic. Amiran-Amran is equated with the favorite heroes of the Ossetian Nartiada - Soslan, Batraz, Uruzmag, Shatana. In the work, his image is considered to confirm the objective regularity of such a representation of the Ossetian hero.

Purpose This is a methodological proposal that describes the access to information as a starting point, and the importance of access to information as the backbone for the values of investment with the notion of culture as shared beliefs, supported by information to communicate and provide awareness about issues related to environmental policy that is consistent with sustainable development. Data collection is done from census data of Cikarawang population, observation and in-depth interviews with informants of community leaders. Constructive theory constructs to identify the diversity of existing construction of and placing in the consensus. The goal of this methodology is to produce an informed and knowledgeable construction of, which simultaneously improving continuously. Constructivists do not intend to predict and control the real world and divert it but to reconstruct the world at the point of its existence: in the mind of the people of the community in Cikarawang village. The view of the importance of cultural institutions and traditional knowledge should not be ignored in reaching the target of practical dissemination of information regarding environmental policy should be conducted for further study the model of and the model for the construction of the constructed. The use of application in documenting myths and rituals of Cikarawang people is enabling the access of information of the people in learning the culture and language of Cikarawang. Moreover, it is the way to reach the goal of sustainable environment for the next generations. Design/methodology/approach The goal of this methodology is to produce an informed and knowledgeable construction of, which simultaneously improved continuously. Constructivists do not intend to predict and control the real world and divert it but to reconstruct the world at the point of its existence: in the mind of the constructor. In the process related to two aspects, : hermeneutic and dialectical. Aspects of individual construction of hermeneutic describe as compare and contrast to the dialectical aspects of individual construction of, so that each respondent was entered into the construction of another and entirely fused. Findings The access of information on asri to face global warming is to demonstrate the hybridity and syncretism of this everyday locality and to show how this global sense of place is a progressive sense of place which avoids defensive and exclusionary definitions of place and culture because they cannot be sustained in a world where understanding a place means understanding its connection to other places. However, the youths of Cikarawang are likely to self-identify, as liberals are also more supportive of progressive domestic social agenda than older generations. They are less overtly religious than the older generations. Research limitations/implications The access of information, is about trying to establish the existence of the collectivity by defining what makes it a community – isolating national characteristics, defining crucial historical moments or significant places. None of these implies that these meanings can be fixed. There might be useful to think of nations as projects which are never fully achieved. There are always alternative accounts which are being given, and alternative interpretations being made from different positions. Climate information needs to be made in accordance with the local context and activities of both of the content, format, timing and distribution (dissemination). Practical implications The undetermined that perceived lack of locals trying to understand the information about weather and climate change are delivered by using technology need to engage their participation to identify and develop adaptation and mitigation strategies. Knowledge about the weather and how to overcome it is also myths about the environment containing taboo and prohibition as well as the annual harvest ritual. Digital technology using application is the nearest object to individual youngsters to access information openly and individually. Access of information using apps and internet is bridging the issues of climate change, myths and rituals about environment, and generation gaps. Social implications The behavior of young people of Generation X are not heeding the ban in the experience of their ancestors. It is not only because of their belief in myth depleted but also in the absence of respected elders. Person figures which are respected as wise men or local leaders to be role models. In the past, knowledge and cultural information are presented, preserved, generated down to future generations. Nowadays, information about climate, weather, cultural knowledge in agriculture, irrigation, daily life, ritual, myth, and kinship is no longer simply rely on figures but the media that they believe in. Originality/value It is an interdisciplinary research of global knowledge, memory and communication. Digital technology-based application as the system to support access of information and the effort of documentation on community myths and rituals of remote people may affect on sustainable local wisdoms which protect and sustain the environment to be inherited to next generations. Web, private social networks, wikis and blogs are becoming important corporate tools for communication, collaboration and information-sharing. It is a way of young people in this Generation X most familiar in such as interactive, collaborative, managing knowledge, and managing global system and bridging generation gaps.

Information and communication technology (ICT) has the credit to be relatively more closely related to the society facilitating economic transactions to be easy and fast and social wellbeing in all walks of life. It has had global and international importance, as it has worked as an important tool in globalizing the world, and has become a pressing necessity of the globalized world. Moreover, its relevance in the globalized world is intensifying, as its constructive role is every day spiraling. Its vale in that sense will go on mounting. On the other hand, its evil-ridden uses and abuses are menacing the people and countries around the world. Delinquent people and rogue countries are using the technology for achieving their sinister objectives. This aspect of the technology is bothering policymakers, business executives and individuals in the society. In view of this, two pertinent questions arise: one, which of the two aspects of the information and communication technology is dominant; and second, what preventive and punitive measures should we adopt in order to mitigate the evil use of the technology. A vivid comparison of both, which has been carried out in the paper, demonstrates that the beneficial use of the information and communication technology is predominantly high. Thus, our strategy, as the paper suggests, should be to support the useful aspect of the technology with useful conditionality so that it could abate and control its evil use, and to adopt preventive and punitive measures in order to defeat the evil-doers. For that, both legal and extralegal tools should be adhered to. Towards these, the paper offers some useful suggestions.

Purpose of the study: Given the immense spread of the Coronavirus disease, it is imperative to note how the leaders and governments approach the issue and the suggestions made to protect the people and not spread panic. Methodology: The study incorporates scrutiny of the available online media with official statements and news outlets made by state officials and leaders. Thus, one can note the implementation of qualitative comparative analysis to determine the difference in the attitudes and approaches of various world leaders to combat the disease.   Main Findings: Most world leaders acknowledge the threat Coronavirus poses to humanity yet are willing to sacrifice economic development for the survival of their people. Whereas others are more inclined to disregard the seriousness of the threat despite evidence of the lethal nature of the coronavirus and its effect upon people of all ages. Applications of this study: The application of the study is primarily in the assessment of the position of world leaders with regards to the assessment of their leadership qualities and the success or failure of their decisions in terms of fighting the onset of the disease. When humanity overcomes coronavirus, numerous world leaders are likely to lose their job with this utilized information being the reason. Novelty/Originality of this study: Considering the recent outbreak of the pandemic, no-one has utilized nor compared any of the information in terms of how the world leaders and various countries are combating the disease. This study provides a comparative analysis bringing successful and openly failed decisions to the fore of the society allowing every individual to assess the scope and effort made by the state.


An infectious disease caused by a novel coronavirus called COVID-19 has raged across the world since December 2019. The novel coronavirus first appeared in Wuhan, China, and quickly spread to Asia and now many countries around the world are affected by the epidemic. The deaths of many patients, including medical staff, caused social panic, media attention, and high attention from governments and world organizations. Today, with the joint efforts of the government, the doctors and all walks of life, the epidemic in Hubei Province has been brought under control, preventing its spread from affecting the lives of the people. Because of its rapid spread and serious consequences, this sudden novel coronary pneumonia epidemic has become an important social hot spot event. Through the analysis of the novel coronary pneumonia epidemic situation, we can also have a better understanding of sudden infectious diseases in the future, so that we can take more effective response measures, establish a truly predictable and provide reliable and sufficient information for prevention and control model.

Currently, all people are joining hands to contribute to environmental protection, together heading towards a green and beautiful city. However, environmental pollution in Vietnam is getting more and more serious, especially air pollution. Most of the cause of air pollution is from factory and transport emissions, especially in large cities with densely populated populations such as Hanoi and Ho Chi Minh city, a large amount of emissions big waste released into the environment every day. The polluted air affects the health of the people living in these cities, which is also the main cause of the hot greenhouse effect globally. Despite the calls to protect the environment, such environmental pollution is getting more serious. Therefore, it is very practical to study the air pollution in our country. The paper uses and analyses recent research papers as well as survey results carried out in Ho Chi Minh City to further clarify people's perception of an increasingly serious environmental problem.

In recent years, electric two-wheeled vehicles (E2Ws) including electric bicycles and electric motorcycles have been used widely in Vietnam. Currently, the total number of E2Ws used is 3 million and with an average growth rate of 13.33% an estimated 6 million E2Ws will be used in 2024. E2Ws have been used widely among Vietnam’s youth. Based on the Theory of Planned Behavior (TPB) of Ajzen (2005, 2016) [1, 2], the main purpose of this research is to identify factors affecting the attitude to and intention of high school students in Hanoi city towards E2W usage and their affected level. The analytical results show that the attitude towards E2W usage is influenced respectively in descending order by (i) perceptions of economic benefit, (ii) usage convenience, (iii) friendly environmental awareness, (iv) stylish design. Usage intention towards E2Ws is determined respectively in descending order by (i) subjective norm, (ii) attitude toward E2W usage, (iii) the attraction of motorcycles. Based on the research results, some proposals for producers, authorities and policy-makers have been recommended. I remember so clearly when I first became a member of the American Orthopedic Foot and Ankle Society in the early 1980s. I knew everyone. It was a small organization that facilitated friendships, collegiality as well as academic and professional interaction. Now as then, these incredible friendships that we have all established over the decades define our professional life.   For those of you who have been involved in the education of residents and fellows you will understand how relevant this is to your own personal growth. I have always felt strongly that you cannot be an educator unless you’re prepared to listen to your students. In the earlier years of training fellows, it was not much of an age differential, and while there was always a matter of the difference in knowledge and experience, I did not yet have the “seniority”. However, over the decades I’ve learned that some of our closest relationships emanate from these mentoring experiences. Here is a quote from Dr George Quill, a fellow in 1989:  “In hindsight, I was doubly fortunate to be only the second surgeon in the world to matriculate with Mark Myerson because, in doing so, I gained a generous mentor and a dear friend for life!”  Remember this: as an educator you inevitably give of yourself, but you will also receive something in return.  When we share compassion with others, we are all tremendously enriched. Teaching of residents and fellows is a responsibility that we all share. During the formative training particularly of fellows, I want  them “to lose their GPS”.  Residents learn by repetition, but this encourages sterility without analysis. And by following the acquisition of knowledge blindly without questioning and analyzing the process does not help one grow. This is what I mean about losing your GPS, since sooner or later our fellows need to break away from the mentality of being guided by their mentor’s thinking and develop strategies of their own.   I have never been afraid to push the envelope of experiences, and I have always embraced intellectual, personal, academic, and professional challenges. Many of you may have heard me saying that life begins at the edge of your comfort zone. In my practice of medicine, I’ve never felt any room for complacency. To accept everything as given, whether we read it in a prominent journal, or hear it from a colleague is meaningless until we can prove it for ourselves. This I learned from my mentor, Dr. Melvin Jahss who insisted in the early 1980’s that very few things were actually new ideas. He maintained that if one read the literature in depth, particularly in other languages, it was all there. I was reminded this many years later when I “rediscovered” what we knowas today as the Ludloff osteotomy. I was sure that I had performed a new procedure. However, sure enough, my fellow at the time Dr. Hans Trnka found this technique referred to in the German literature, and although my technique was completely different since Ludloff did not use any fixation, the rest is history. Where do new ideas come from? I’m sure that all of you have said to yourselves at one point in time or another “oh, why did I not think of that?” As long as I can remember I have derived immense satisfaction and enrichment from research and investigation, and this passion has never diminished. It has been part of my life and continues to be an integral source of stimulation for me. Many of you do not have the resources nor access to research, but I am sure that all of you wonder about outcomes and results pertaining to your own innovative thinking. Try to share these ideas with others and find like-minded individuals who want to explore new ideas. Some of the most productive times for me have been when I am sitting quietly listening to music. When I go to the symphony orchestra, I scribble research notes and ideas onto the program. Multitasking it’s something that for surgeons comes naturally. Find a quiet time for yourselves and just think, don’t do!   As many of you know, I’ve devoted these past years to humanitarian service through an organization which I founded, Steps2Walk (www.steps2walk.org). This has been an extraordinary journey, and I and the others who have supported us either on our medical advisory board, or as surgeon volunteers have all been touched and blessed by this opportunity. The spectrum of deformities which we treat is indeed challenging, but when by performing humanitarian service, one experiences the deep fulfillment that can only come from improving the lives of others. The highway system is an important component of the modern society as it allows an efficient intercity communication. However, with the increase in the number of cars, the traffic congestion becomes a widespread problem around the world. Here, we study the traffic conditions in Hsuehshan tunnel in Taiwan. When there is traffic congestion, there is a remarkable fraction of vehicles choosing an alternative path, even if it cost more time than jamming on the highway. In addition, we evaluate through statistics and the government’s policy to improve the road condition of the tunnel.
