To carry out evaluation comprehensively, we need appropriate instrument that suitable with domain that being evaluated. Evaluation instrument development with test has been conducted by experts. These instruments were only suitable to measure cognitive domain and part of psychomotor domain. To measure affective domain, we need to develop non-test evaluation instrument (alternative test). The development of this instrument tends to more difficult and complicated compare with instrument test evaluation instrument. Therefore, it does necessitate a through study to derive and elaborate affective domain to specific aspect to develop valid and reliable instrument.

Purpose – The purpose of this paper is to study the criteria of R & D commercialization capability by using the successful cases from government research institutes. Design/methodology/approach – The data were collected from 272 entrepreneurs and researchers with a structured questionnaire. The data analysis was carried out by the structural equation modeling (SEM). Findings – The research results revealed that there are six criteria for R & D project commercialization capability, these are arranged according to the significance; marketing, technology, finance, non-financial impact, intellectual property, and human resource. Moreover, the evaluator’s roles, both researchers and entrepreneurs, effect the level of criteria for consideration. Research limitations/implications – This research is derived from samples form voluntary participants from the disclosed lists in the governmental research institutes. Although SEM results provide weight for each R & D commercialization capability that would be the first step for developing the R & D evaluation instrument and the longitudinal will need to investigate. Practical implications – This study provides the holistic R & D commercialization capability criteria to assist entrepreneurs and researchers when faced with R & D commercialization decision. The criteria was developed from successful innovation cases; hence they enhance decision-making potential, provide a guideline of R & D commercialization evaluation process, speed up the decision-making process, and prevent risk of a resource meltdown and increase innovation exploitation. Social implications – The roles of the evaluators are important when considering R & D, hence, to use the same criteria for evaluating the researchers and entrepreneurs seems inappropriate since naturally, the researchers usually lack marketing and financial skills while the entrepreneurs usually lack technological skills and human resources. The answer may be in the form of providing specifics about project requirement, establishment of marketing and financial consultants in research institutes, enhancement of research and development division, or doing the business matching before doing the agreement in order to encourage co-research and increase the technology transfer level. Originality/value – This paper proposes the holistic criteria in order to decrease the ambiguous subjectivity of fuzzy-expert system and to help with effectively funding R & D and to prevent a resource meltdown.

Theoretically, it is now understood as something that is inherent to teaching-learning processes, and whose function must always be diagnostic, regarding the individual particularities. In practice, however, there are many questionable aspects, among them the emotional state in which the student gets involved by the time of the evaluation and that interferes on his or her performance. When approaching this theme, this study is based on an exploratory research with three students from a High Education School in Belo Horizonte, which aimed to analyze the different kind of emotions high education students reveal when taking a summative evaluation. The results have shown the presence of negative emotions during High Education Evaluation Process, justified by the threatening, classificatory and punishing atmosphere that it brings. Keywords: School Learning Evaluation. Purpose This paper aims to propose a learning evaluation model for Green Belts and Black Belts at the training level. A question bank has been developed on the basis of Bloom’s learning classification and applied to a group of employees who were being trained in Six Sigma (SS). Their results were then used to decide on the students’ approval and to guide the instructor’s plan of teaching for the next classes. Design/methodology/approach An action research has been conducted to develop a question bank of 310 questions based on the revised Bloom’s Taxonomy, to implement the evaluation model, and to apply it during the SS training. Findings The evaluation model has been designed so that the students do not proceed unless they have acquired the conceptual knowledge at each step of the DMAIC (Define, Measure, Analyze, Improve and Control) roadmap. At the end of the evaluation process, the students’ results have been analyzed. The number of mistakes in all stages of DMAIC was equal, implying that the training was uniform the entire roadmap. However, the opposite happened in each of the Bloom’s Taxonomy levels, showing that some skills need to be better stimulated by the instructor than others. Research limitations/implications The learning evaluation model proposed in this paper has been applied to a group of 70 employees who were being trained in SS at a Brazilian aircraft manufacturer. The data have been analyzed using Microsoft Excel® and Minitab® 17 Statistical Software. Originality/value Despite the abundance of courses offering the SS Green Belt and Black Belt certifications, there is no standard evaluation to ensure the training quality. Thus, this paper proposes an innovative learning evaluation model.
