This study analyse Indonesia's cultural diplomacy through inter-state religious dialogue. Specifically, this study aims to find out the background of Indonesian cultural diplomacy, bilateral dialogue between religions and cultures and Indonesian bilateral diplomacy. Diplomacy is a way, with certain manners, that is used by a country to achieve the country's national interests in relations with other countries or with the international community. In the context of the former effectiveness of diplomacy, it requires political or economic support or a real economic, political, and military power, but now we know what is called cultural diplomacy, which in fact economic, political and military forces in certain cases is "counter productive". Bilateral dialogue is a conversation between two countries or more in an international discussion forum to improve cooperative relations in the economic, social, political, cultural and religious fields in the framework of creating a harmonious and peaceful religious life in the world including overcoming various global issues indicated threatening world security. Cultural diplomacy is part of public diplomacy (soft power diplomacy) with economic and cultural cooperation. Soft Power is the ability to get what you want by inviting and attracting the sympathy of others.

In 1967, Taiwan began dispatching a portion of its navy, the ROC “Fleet of Friendship,” on goodwill missions to allied nations to strengthen diplomatic friendships. Since that time, one of the major areas of focus for fleet visits has been Taiwan’s allies in the Pacific. In an attempt to move beyond emphasis on the China–Taiwan rivalry in the Pacific, this paper examines firsthand sources to advance three modes of contextualizing the Fleet of Friendship and reveals various layers of historical, pragmatic, and symbolic meaning that exist beyond simple competition with China. First, with specific focus on the performances presented during the fleet’s goodwill visits, this paper contextualizes fleet performances within Taiwan’s unique history, including an extended Martial Law period and tensions regarding the concept of “multiculturalism.” Second, the paper more broadly examines the fleet as a holistic entity on three levels: a hard-power superstructure in which the fleet serves as a reminder of military power; soft-power content in which the activities of the fleet run at cross-purposes with its symbolic military nature; and a hard-power underbelly, in which Taiwanese embassy descriptions of fleet performances and Pacific reporting evince concepts of frenzy, threat, and potential violence. Finally, the paper highlights ulterior motives interlaced within the fleet’s goodwill tours and contextualizes these motives based on other aspects of Taiwan’s diplomacy in the Pacific that demonstrate similar trends. The article evinces the importance of situating analysis of Taiwan’s cultural diplomacy and soft power within a variety of contexts and demonstrates the nuance inherent within Taiwan’s Pacific diplomacy.

In today's world of international politics, the value for world countries in follow-up with other countries using a ceasefire or military use in a state of persistence has long been abandoned. A new approach in the form of Diplomacy that belongs to the concept of soft power is a more effective and efficient approach if used by various countries, especially to achieve national interests and foreign policy objectives. Various types of Diplomacy are often used but the approach of Public Diplomacy is the priority of various countries, especially in East Asia to exert influence globally and gain the interests of their countries. But in its application, especially in regions that use Public Diplomacy massively, this method can encounter failures or challenges in order to achieve its main objectives. Competition in the use of Public Diplomacy between countries in East Asia becomes an interesting discussion because in the 21st century, 3 pillar countries of East Asia are promoting diplomacy to the world.

This study attempts to reveal cultural diplomacy, which Turkey implements towards Indonesia. The ‘golden period’ of Turkey is from 2007 until 2013. After that, the public diplomacy of Turkey was not effective as before, and it was fallen dramatically. The country’s instability caused by the political turmoil within the country also influences the growth of international isolation. With these based on the problem that influences its image, Turkey needs to prove a different and better image to promote itself abroad.  Public perceptions can be shaped and controlled by doing cultural diplomacy that acts as soft power. Having one thing in common as a country with a Muslim population as the majority, Turkey has a special place in the hearts of the Indonesian people. Based on the theory of cultural diplomacy by Milton C. Cummings, the authors drew two arguments. First, Turkey’s Cultural diplomacy towards Indonesia is done not only by state actors (officially by the government) but also by non-state actors such as individuals and companies. Second, cultural diplomacy carried out by Turkey towards Indonesia is through all aspects of the needs of the Indonesian people, such as films, fashion, news, music, food, and education.

Cultural diplomacy is an influential element of soft power. The concept covers a wide range of activities that aim to promote national interests through strengthening relationships and enhancing sociocultural cooperation among countries. Cultural diplomacy is built upon the culture, identity, and values of the country. As government apparatuses often activate cultural diplomacy, it is civil society that plays the most prominent role. This study takes Indonesia`s diplomacy as a case study to highlight the importance of cultural diplomacy as a soft power instrument. The study seeks to identify the challenges in the creation of a grand narrative of Indonesia’s cultural diplomacy. Finally, the study argues that in the age of globalization in which the world is moving toward a global culture, Indonesia`s cultural diplomacy concept that is rotating around its unique culture, identity and values needs to be reassessed to not only contain unique Indonesian cultural products, but also contain the spirit of the culture, values, and traditions of the Indonesian people who have sustained the unity of Indonesia. Hard power, the unorthodox foreign policy mechanism, has emerged recently as a complex agency that uses military power to regulate diplomatic relations between military and civilian actors. Although national governments use hard power rather frequently to influence foreign public opinions, the field’s scholarship tends to downplay the role of military instruments in the development of public diplomacy. Almost all armed forces contribute to various public diplomacy efforts by applying basic tools, including humanitarian-relief operations and construction works, and international military education and training programs. This article analyzes these tools in the context of soft power and public diplomacy and demonstrates the impact of military power on public diplomacy. It also reconstructs the effective time frames of public diplomacy works of the military by introducing a novel pattern to understanding these works.

The article analyzes different aspects of the "soft power" of Russia. The author affirms that in this field the country doesn't have well defined strategies policy. To Russia has the excellent potential for the promotion of its positive image. This potential is primarily due to the famous Russian science, literature, music and art. But this "natural"potential has to be used in the national interests abroad. In recent years the Russian government has made some important steps in cultural diplomacy, in particular for the promotion of Russian language and supporting Russian Diaspora. However, much more has to be done not only in these directions, but also in propaganda and counterpropaganda to meet information pressure against Russia. In this connection, to form properly all directions of the policy of "soft power", is desirable to use the experience of other countries. The states who pretend to have an important place in the world, consider "soft power" as a strategic policy aiming to strengthen their geopolitical positions. In this context the author offers some suggestions concerning different organizational aspects. Special attention is given to the coordination of the activities of all structures involved in the policy of "soft power ".

Cultural diplomacy, which is accepted as a sub-branch of public diplomacy, is described as ‘the exchange of ideas, information, art, and other aspects of culture among nations and their peoples in order to foster mutual understanding’ by Milton C. Cummings. Although this term has been used in international relations for centuries, its acceptance as a theory is a relatively new concept. Cultural diplomacy, as a component of both public diplomacy and also Joseph Nye’s ‘soft power’, includes movies, music, dance, exhibitions, various education and exchange programs, literature and cultural programs. In today’s world, China, a super power with its growing economy, started to feature its soft power, public and cultural diplomacy to break the perception of ‘China threat’ theory which shortly claims that the rising power would eventually challenge the hegemon power and war will be inevitable. The aim of this study is to put forward Chinese efforts in promoting cultural diplomacy to break the perception of ‘China threat’ theory by analyzing the elements of China’s cultural diplomacy, which are basically; Confucius Institutes, marketing Chinese cultural products, series of cultural programs and foreign aid. As the outcomes of the research, it is seen that against ‘China Threat’ theory, China clearly keeps emphasizing its peaceful development and wants to improve its image especially after 1989 Tinananmen Crackdown. Hence, as the most important elements of China’s cultural diplomacy; Confucius Institutes have been established throughout the world, Chinese cultural products are being marketed and Chinese foreign policy is becoming more transparent.

This narrative review pursues an understanding of the relationship of libraries to the concepts of soft power and public and cultural diplomacy. The cross-disciplinary nature of the study required that the search approach include literature from both the International Relations and Library and Information Science disciplines. The analysed literature reveals three key gaps. First, research explicitly addressing the topic of ‘libraries and soft power’ is scarce. Second, the little Library and Information Science literature that addresses libraries and soft power rarely considers contemporary discourse. Third, the literature often has an implicit liberal institutionalist perspective, overlooking negative or hegemonic aspects of soft power. Given that soft power is considered increasingly relevant for representing national interests, understanding libraries’ roles and impact in international relations is significant and warrants further research.
